Abstract

This study aims to analyze public service innovation through the Sobat Dukcapil Website Program at the Tangerang City Population and Civil Registration Office in improving the quality of population administration services. The study uses a qualitative approach with data collection techniques in the form of interviews, observations, and documentation studies. The analysis was conducted using Everett M. Rogers' Diffusion of Innovations theory, which includes five characteristics of innovation, namely relative advantage, compatibility, complexity, trialability, and observability. The results show that the Sobat Dukcapil Website has relative advantages in terms of time efficiency, reduced queues, and easy access to online services. This innovation is also considered appropriate for the needs of urban communities and the Electronic-Based Government System (SPBE) policy. However, there are still obstacles in terms of complexity, particularly related to the digital literacy of the community and technical system disruptions.

Abstract

This study aims to analyze the role of organizational communication in improving organizational performance using a systematic literature review approach with a descriptive qualitative method. The data were obtained from various relevant scientific literature sources, including national journals and academic articles discussing organizational communication and performance. The results indicate that organizational communication plays a significant role in enhancing performance through effective vertical and horizontal communication patterns, clarity of information flow, and improved work coordination. In addition, organizational communication contributes to building harmonious working relationships, increasing motivation, and strengthening organizational commitment. Leadership plays a crucial role in managing communication effectiveness within the organization. However, communication effectiveness is also influenced by supporting and inhibiting factors, such as work environment, communication skills, and differences in individual perceptions. Therefore, organizations need to manage communication strategically to achieve optimal performance. This study provides theoretical contributions to the development of organizational communication studies and practical implications for organizations in improving communication effectiveness.

Abstract

. Digital transformation in public administration has become a strategic agenda in modern bureaucratic reform aimed at improving effectiveness, efficiency, transparency, and the quality of public services. This study aims to analyze the digital transformation of public administration through a comparative study between Indonesia and South Korea, particularly in the implementation of digital government. The research employs a qualitative method with a comparative study approach and is supported by library research through the collection of secondary data from scientific journals, international institutional reports, government policy documents, and relevant previous studies. Data analysis was conducted descriptively and comparatively using the approaches of Digital Era Governance (DEG), Institutional Theory, New Public Management (NPM), and Socio-Technical Systems Theory. The findings indicate that South Korea has successfully developed an integrated digital government through consistent national policies, strong data interoperability, high bureaucratic capacity, adaptive organizational culture, and equitable digital infrastructure development. Meanwhile, Indonesia is still in the transition stage from e-government to digital government and faces various challenges, such as inter-agency system fragmentation, low data interoperability, unequal digital infrastructure, limited civil servant competencies, and bureaucratic resistance to change. This study concludes that the success of digital transformation in public administration is determined more by institutional strength and bureaucratic reform than merely by technology adoption. Therefore, Indonesia needs to position digital transformation as a comprehensive state reform agenda in order to create a modern, responsive, and public service-oriented government.

Abstract

this study aims to evaluate the impact of capacity building for village officials in Anjir Seberang Pasar I Village on the effectiveness of village administrative and financial management following the implementation of Law No. 6 of 2014. The primary focus of the study is to measure changes in the competencies of village officials before and after the implementation of technical guidance, as well as the use of the Village Financial System (Siskeudes) application and Internet Banking Business. The research method used is qualitative with a case study approach, in which data collection was conducted through observation, interviews, and the completion of pre-test and post-test questionnaires by respondents consisting of the Village Secretary, Kaur, and Kasi. The results of the study indicate a significant increase in three key variables: perceived usefulness, perceived ease of use, and attitude toward using. Quantitatively, the average validation score from respondents reached 4.53 (on a 5.0 scale), which falls into the “Agree” category regarding the system’s effectiveness. Based on data analysis, the success rate of capacity building for village officials was recorded at 29.23%, with a final understanding rate reaching 91.33%. These findings indicate that practice-oriented and participatory training is capable of improving the technical skills and accountability of village officials in managing digital-based government administration. The integration of Siskeudes and digital banking has proven to have a positive impact on a safer and more transparent payroll system at the village level.

Abstract

Adolescents’ engagement in online gambling has emerged as a social communication phenomenon that continues to intensify alongside the expansion of digital media and networked interaction. This study aims to examine how online gambling agents employ Word Of Mouth (WOM) strategies to persuade adolescents through digital interpersonal communication and to explain how these strategies operate across the dimensions of talking, promoting, and recommending online gambling within youth communities in Karawaci District, Tangerang City. Using a qualitative case study approach, data were collected through in-depth interviews with one online gambling agent and three adolescent gamblers representing different levels of involvement. The findings indicate that online gambling agents act as central persuasive communication actors who actively construct interpersonal relationships via instant messaging platforms, transforming routine interaction into purposeful persuasive communication. The agents’ strategies reflect key elements of Cialdini’s Six Principles of Persuasion, particularly Reciprocity, Authority, Liking, and Social Proof, which are predominantly processed by adolescents through the peripheral route as outlined in the Elaboration Likelihood Model (ELM). Winning testimonials, gameplay recommendations, and betting patterns function as trust-building mechanisms that reduce perceived uncertainty within illegal online gambling practices. Furthermore, these WOM strategies diffuse through adolescents’ peer networks, fostering behavioral normalization and repeated engagement.

Abstract

This study aims to explore the motivations of Generation Z in making purchasing decisions regarding the local bag brand Mossdom. Generation Z is recognized as a digital generation whose consumption preferences are influenced by emotions, trends, and exposure to social media. This research adopts a descriptive qualitative approach using a case study method. Data were collected through semi-structured interviews with five respondents aged 19 to 21 years, all of whom are university students and active users of Mossdom products. The findings reveal that purchasing decisions are influenced by a combination of emotional factors such as pride and self-confidence, rational factors such as affordable prices, trendy designs, and product functionality, social factors including peer and family influence, and digital media factors such as influencer reviews and e-commerce platforms. The influence of social media is notably high, ranging from 70 percent to 80 percent. These results indicate that Mossdom has successfully built a positive brand image as a local product that aligns with the lifestyle of Generation Z. The study implies the importance of consistent product quality, innovative design, and adaptive digital marketing strategies to effectively engage young consumers in the digital era.

Abstract

The rapid development of social media has made Instagram one of the primary platforms for information dissemination and digital communication. In the tourism sector, the public's demand for fast and easily accessible local information continues to increase, particularly regarding Balige City. The absence of an official government account as a central source of regional information has encouraged people to rely on social media, including the Instagram account @kotabalige, which actively provides content related to tourism, culture, culinary attractions, local businesses, and community activities. This study aims to analyze the influence of @kotabalige's Instagram content on users' information fulfillment. A quantitative approach with a survey method was employed involving 100 respondents selected through random sampling. Data were collected using a Likert-scale questionnaire and analyzed through simple linear regression using IBM SPSS Statistics 30. The results indicate that Instagram content has a positive and significant effect on users' information fulfillment, with a coefficient of determination value of 0.611. This means that 61.1% of information fulfillment is influenced by the quality of Instagram content. The findings demonstrate that relevant, visually appealing, and consistently updated content effectively supports users in obtaining local information while strengthening local digital communication.

Abstract

PPublic services consist of various efforts undertaken by government institutions to meet the needs of the community for administrative services, information, and public goods. The quality of public services is an important factor in determining the level of public satisfaction with government performance. This study aims to determine the effect of public service quality on community satisfaction at the Kabila District Office, Bone Bolango Regency. The research employed a quantitative approach with a correlational design to analyze the relationship between service quality and public satisfaction. Data were collected from service users and analyzed using statistical techniques to measure the strength of the relationship between the variables. The findings indicate that the quality of public services has a positive and significant influence on public satisfaction in Kabila District, Bone Bolango Regency. The coefficient of determination shows that service quality contributes 61.20% to public satisfaction, while the remaining 38.80% is influenced by other factors such as service fees, accessibility, service speed, information availability, officers’ attitudes, trust, facilities, comfort, and public expectations and experiences. These results demonstrate that improving service quality can increase public satisfaction and strengthen community trust in government institutions. Therefore, continuous efforts to improve service quality are essential to achieve better public service performance.

Abstract

This study analyzes the Public Relations communication strategy of PT Kereta Api Indonesia (Persero) Daerah Operasi 8 Surabaya in socializing the Access by KAI digital application to the Surabaya community. Using a descriptive qualitative approach, data were collected through in-depth interviews with PR staff and Railfans Surabaya community members, participatory observation of socialization activities, and documentation of digital publications. Data analysis followed the interactive model of Miles, Huberman, and Saldana (2014). The findings reveal that PR communication strategies are implemented through a synergy of push communication, pull communication, and pass communication, supported by Two-Way Symmetrical Communication principles developed by Grunig and Hunt (1984). Push communication disseminates official information via social media platforms; pull communication attracts audiences through visually compelling and educational content; while pass communication emphasizes two-way engagement that builds public trust and loyalty. The study demonstrates that public engagement, interactive dialogue, and message adaptation to local audience characteristics positively contribute to increasing public understanding and acceptance of the Access by KAI application. The integration of these three strategies creates a holistic communication ecosystem that effectively bridges the gap between digital innovation and user behavior. Future research is recommended to examine similar strategies in other operational regions or employ quantitative approaches to measure adoption levels.

Abstract

This article discusses the social media marketing strategy implemented by Kopi Kamu on Instagram to build brand awareness through an inclusive employment identity involving baristas with Down syndrome. The study was developed from a qualitative case study that used interviews, observation, and documentation to examine planning, implementation, integrated communication, and social media integration in the organization. The findings show that Kopi Kamu utilizes Instagram feeds, reels, stories, highlights, consumer interactions, influencer collaboration, and paid boosting to introduce its products and social mission. The inclusive positioning becomes a distinctive brand cue that strengthens recognition, recall, purchase consideration, and consumer consumption experience. However, the strategy still faces limitations related to content consistency, platform diversification, and public misunderstanding regarding disability exploitation. The article argues that inclusive social media marketing can become a meaningful communication strategy when it is supported by transparent storytelling, service quality, local product narratives, and sustained engagement with consumers. The implication is that food and beverage businesses can integrate commercial objectives and social values without reducing the dignity of workers with disabilities.
