Abstract

Station is one of the important transport node in the operation of intermodal transport for the transport node or a turn of events took place aver the modes, it can be identified that the station is the intersection of the railway transport service network with road transport. Park and ride station bandung present not in accordance with the expectations of service users so that the required evaluation criteria for the implementation of park and ride station bandung. The method of data analysis used in this study is customer satisfaction index (CSI). The results of calculations using the method of CSI (customer satisfaction index) gained 63.35% index number means the entire park and ride criterion variables can not give satisfaction to the users of park and ride station for the total satisfaction of park and ride users are in the range index of verry poor, and mapped into 4 quadrants by 35 variables. From the results of the mapping there are variables in quadrant I, which means that the level of interest in the park and ride is quite high but the performance was considered not in accordance with the wishes of park and ride service users.Keywords: criterion, park and ride, CSI method.Stasiun merupakan salah satu simpul transportasi yang pen ting dalam penyelenggaraan transportasi antarmoda karena pada simpul transportasi tersebut terjadi aktivitas pergantian atau alih moda, maka dapat diidentifikasi bahwa stasiun merupakan titik temu antara jaringan pelayanan transportasi kereta api dengan transportasi jalan. Park and ride di Stasiun Bandung yang ada sekarang belum sesuai dengan harapan pengguna jasa sehingga diperlukan evaluasi kriteria penyelenggaraan park and ride di Stasiun Bandung. Metode analisis data yang digunakan dalam kajian ini adalah Customer Satisfaction Index (CSI). Hasil perhitungan dengan menggunakan metode CSI (Customer Satisfaction Index) diperoleh angka indeks 63,35% artinya seluruh variabel kriteria park and ride belum dapat memberikan kepuasan kepada pengguna park and ride di stasiun karena tingkat kepuasan total pengguna park and ride berada pada range index of verry poor (x d" 64 % ), dan dipetakan dalam 4 kwadran sebanyak 35 variabel. Dari hasil pemetaan tersebut terdapat variabel pada kwadran I yang berarti tingkat kepentingan terhadap park and ride cukup tinggi namun kinerjanya dinilai belum sesuai dengan keinginan pengguna jasa park and ride.Kata kunci: kriteria, park and ride, metode CSI

Abstract

Ports is one element in the marine transport services due to lean on and unloading of goods and passengers. Therefore, the service at the port need to be managed properly especially stevedoring services. This study aims to describe the general performance of the loading and unloading of goods in the port related Kendari dock usage rate, the utilization of field buildup, and utilization of port facilities in the Port of Kendari. This research is descriptive qualitative. The instrument used in this study is an open structured interviews and field observations. The results show that the performance of services and non-container freight containers at the Port of Kendari have exceeded the standards set by the Directorate General of Sea Transportation, Kendari Ports operational service performance is still below the standards set by the Directorate General of Sea Transportation and Conditions Kendari utilization of port facilities in 2009 and 2011 the value falls below the standard prescribed by the Directorate General of Sea Transportation.Key Words: performance, loading and unloading, Kendari PortPelabuhan merupakan salah satu unsur dalam pelayanan angkutan laut karena menjadi tempat bersandar dan bongkar muat barang serta penumpang kapal. Oleh sebab itu, pelayanan di pelabuhan perlu dikelola dengan baik khususnya pelayanan bongkar muat barang. Penelitian ini bertujuan untuk mengetahui gambaran umum kinerja bongkar muat barang di Pelabuhan Kendari terkait tingkat pemakaian dermaga (BOR), utilisasi lapangan penumpukan (YOR), dan utilisasi fasilitas pelabuhan (SOR) di Pelabuhan Kendari. Jenis penelitian ini adalah kualitatif deskriptif. Instrumen yang digunakan dalam penelitian ini adalah wawancara terbuka dan terstruktur serta tinjauan lapangan. Hasil penelitian diketahui bahwa untuk kinerja pelayanan barang peti kemas dan non peti kemas di Pelabuhan Kendari telah melampui standar yang telah ditentukan oleh Ditjen Perhubungan Laut, kinerja pelayanan operasional Pelabuhan Kendari masih dibawah standar yang telah ditentukan oleh Ditjen Perhubungan Laut dan Kondisi utilisasi fasilitas pelabuhan Kendari dari tahun 2009 hingga 2011 nilainya berada dibawah standar yang telah ditentukan oleh Ditjen Perhubungan Laut. Kata Kunci: kinetja, bongkar muat, pelabuhan, Kendari

Abstract

During the development stage, provision of transportation infrastructure is ven; important. It contnbutesto the regional economy and makes economic development more inclusive by giving directand indirect effects. The aim of research wants to know the role of road infrastructure to regionaleconomy in long term periods.Having panel data in the regional level (province) which is 26 provinces and a 14-year time series(1993-2006), variables that are used in this stud!; are GDP as the output measurement, labor forceand capital stock which is divided into road capital stock and non road capital stock. Road capitalstock itself is comprised of national, province and city road capital stock.Based on the model in analysis, we can say road infrastructure has significant contributions to theregional econonn; where city roads give the highest contnbution to the regional econonn;. In addition,based on the time lag model, we can see that the investment in road development will have a significanteffect on GDP in the curre11t year, as well as in the following .few years, but the effect diminishesover time. However, the significant contnbution of road development to GDP only remains for 1 yearfor all types of road.Some polictj implications that can be proposed from the above analysis are: it is still necessary toincrease the development of road infrastructure in order to provide good accessibility for all regions inIndonesia; so government should give priorihJ to develop city and province roads rather than nationalroads to increase the regional output (regional GDP). On the other hand government shouldmake it a priority to develop strategies for the development of road infrastructure based on the specificneeds of each region so it will be more effective and efficient in encouraging regional economic growthand, ultimately, in enhancing high economic growth in Indonesia as a whole.Key words: road infrastructure, regional econonn1

Pedestrian in school area has different characteristic rompare to commerce area, industry and officearea. Pedestrian especially students has immeasurable in movemeiit of schoolchild having the characterof and off the cuff is ices unforeseen generates accident, if mixed with vehicle traffic, so that safetyof pedestrian in school area, movement pattern of crossing and level of service of crossing facility ofpedestrian is made by important consideration in planning transportation facilihj especially in schoolarea.Intention of this research analysis is about crosswalk characteristic of pedestrian at school area, so thatas planning and scheme of pedestrian facilities and basic facilities can consider the pedestrian characteristicat school area, on the other hand, this research analyses about movement pattern and crossinglay time of pedestrian which can give information of crosswalk facilihJ h;pe of matching with ZonaSelamat Sekolah ( Z.OSS. .The pedestrian characteristics will be analyzed with microscopic methode. Sighting microscopic isapplied by see behavior of journey happened in each individual. By doing research microscopic henceknowable of characteristic, behavior and movement pattern of pedestrian individually. Abstract

Bulk cargoes have currently increased sharply along with the enhancement of industrial development so as required bulk raw materials such as cement, fertilizers, coal, nickel, and other minerals. Therefore, in line with the market needs, especially in relation to the implementation of Presidential Instruction No. 5 of 2005 on the empowerment of the national shipping industry and Law No. 17 of 2008 on shipping, the urge to build new ships that could replace role of foreign vessels fleet for inter island transport increases. Building a new ship was adapted to the concept of ship design which was closely related to the method of ship development both scientifically and technically. The process of ship dimensions determination became the first things to be done before implementation of ship building process. Ship capacity must be based on the prediction of cargoes to be transported, and for that, statistical method was implemented in this research. Within this method, main ship dimensions obtained i.e. length, width, height, and draught that based on the vessel capacity.Keywords: bulk cargoes incresed, main ship dimensions. Muatan curah saat ini mengalami peningkatan yang cukup pesat sejalan dengan meningkatnya perkembangan industri sehingga membutuhkan bahan baku curah seperti semen, pupuk, batubara, nikel, dan bahan tambang lainnya. Untuk itu, sejalan dengan kebutuhan pasar khususnya dalam kaitan dengan penerapan lnpres 5 tahun 2005 tentang pemberdayaan industri pelayaran nasional dan UU 17 tahun 2008 tentang pelayaran, maka dorongan untuk membangun kapal yang mampu menggantikan peran armada asing untuk angkutan antar pulau di Indonesia semakin besar. Pembangunan kapal disesuaikan dengan konsep perancangan kapal yang erat hubungannya dengan metode pengembangan baik secara ilmiah maupun teknis. Proses pencarian ukuran kapal menjadi hal yang pertama dilakukan sebelum proses pembangunan dilaksanakan. Kapasitas kapal tentunya didasarkan pada prediksi jumlah muatan yang diangkut. Metode yang digunakan adalah metode statistik (statistical methode). Dengan metode ini diperoleh ukuran utama kapal yakni panjang, lebar, tinggi, dan sarat berdasarkan kapasitas kapal yang diinginkan.Kata kunci : peningkatan muatan curah, ukuran utama kapal

Abstract

The policy of air space organization/FIR Indonesia which was previously controlled by the 4 (four) Area Control Centre (ACC), Jakarta, Bali, Ujung Pandang and Biak. Nevertheless, after the publication of the AIP (Aeronautical Information Public) supplement that was published in the AIS (Aeronautical Information Service) No. 05/04, September 1, 2004 air space/ Indonesia FIR is divided into two air spaces, namely: Jakarta-Soekarno-Hatta (comm.center) Jakarta sector ACC/ FIC and Makassar/Hasanuddin (comm. center) Makassar ACC/FIC sector due to saturation ratio for each sector in the FIR Jakarta since 2002 has reached 80%. Utilization of air space after the reorganization FIR Indonesia which flight navigation services are supported ICAO based on ICAO Annex 2, Rules of the Air in order to fullfiled the level of coordination for the harmonization of air traffic services among related ATS units. With the results of the discussion after the reorganization can be concluded that the utilization of air space is more flexible and effective to obtain more economical operational levels. At Sultan Iskandar Muda Airport in Banda Aceh ATS services can be coordinated with the ATS Medan to serve FIR above Banda Aceh air space that was controlled by Jakarta FIR.Keywords: Air space, FIR, Navigation Kebijakan tentang organisasi ruang udara/FIR Indonesia yang sebelumnya dikontrol oleh 4 (empat) Area Control Centre (ACC) yaitu Jakarta, Bali, Ujung Pandang dan Biak. Namun setelah diterbitkannya AIP (Aeronautical Information Public) supplement yang dimuat di dalam AIS (Aeronautical Information Service) Nomor 05/04, 01 September 2004 ruang udara/Indonesia FIR dibagi menjadi 2 ruang udara yaitu: Jakarta-SoekarnoHatta (comm.center) Jakarta Sector ACC/FIC dan Makassar/Hasanuddin (comm. center) Makassar Sector ACC/FIC dikarenakan rasio kejenuhan untuk setiap sector di FIR Jakarta sejak tahun 2002 telah mencapai 80%. Pemanfaatan ruang udara pasca reorganisasi FIR Indonesia yang pelayanan navigasi penerbangan didukung ICAO dengan dasar ICAO Annex 2, Rules of The Air dalam rangka memenuhi tingkat koordinasi untuk harmonisasi pelayanan lalu lintas penerbangan antar unit A TS terkait. Dengan hasil pembahasan setelah reorganisasi dapat disimpulkan bahwa pemanfaatan ruang udara lebih fleksibel dan efektif untuk mendapatkan tingkat operasional yang lebih ekonomis. Pada Bandara Sultan Iskandar Muda Banda Aceh pelayanan ATS tersebut dapat dikoordinasi dengan ATS Medan untuk melayani FIR diatas ruang udara Banda Aceh yang pengendaliannya dilakukan oleh FIR Jakarta. Kata kunci: Ruang Udara, FIR, Navigasi

Abstract

Rural transportation system is far behind when compared with urban transportation which resulted in decrease of rural transport demand. Therefore, for increasing the rural transport demand is needed a standards and concepts of rural transport for improving transport services both in infrastructure and facilities. Bus stop for rural transport is One of the support facilities that no avilable. This standar involves a specific standard for rural transport. The study was conducted in Jember and District Kalianda. The method used in this study is a qualitative and quantitative analysis. Analyses were performed using standard guidelines stop I stops of public transport which will be further developed a standard stop for rural transport. The analysis is based on the major facilities and supporting public transport standards issued by the Directorate General of Land Transportation can not be met properly. In other hands, planning of bus stop is appropriate but layout of bus stops at the intersection is outside the specified minimum standards. To obtain the size of the standard concept of bus stop (length: 3m-5meter ), location of bus stops that have noticed the condition of the land use and supporting facilities of bus stop such as pedestrian markings should be provided.Keywords: rural, bus stop, rural transport Sistem transportasi perdesaan memang jauh ketinggalan jika dibanding dengan transportasi perkotaan yang berakibat pada kurang diminatinya angkutan perdesaan. Untuk itu diperlukan suatu standar-standar dan konsep peningkatan pelayanan angkutan perdesan baik dari sisi prasarana dan sarana maupun dari kompenen utama dan komponen penunjang. Salah satu fasilitas pendukung yang belum ada standarnya adalah halte dan tempat hentian untuk angkutan perdesaan. Untuk itu diperlukan suatu standar khusus untuk angkutan perdesaan. Penelitian dilakukan di Kabupaten ]ember dan Kabupaten Kalianda. Berdasarkan hasil analisis diperoleh bahwa fasilitas utama dan penunjang sesuai standar angkutan umum yang dikeluarkan oleh Ditjen Perhubungan Darat tidak dapat terpenuhi dengan baik sedangkan dari sisi perencanaan sudah sesuai kecuali letak halte dengan persimpangan masih diluar standar minimum yang telah ditentukan. Untuk konsep standar halte diperoleh ukuran halte (panjang 5 meter-3meter), lokasi halte yang telah memperhatikan kondisi tata guna lahan dan fasilitas pendukung halte seperti marka penyeberang jalan harus disediakan.Kata Kunci : perdesaan, halte, angkutan perdesaan

Abstract

Recently, there is increasing growth in passenger numbers every year that are passengers, aircraft, routes, airports will have implications for increasing the number of competent human resources based on competency standards in each of the functions and duties in airport services. This implementation was carried out at the Tjilik Riwut Palangkarya Airport. Primary data were collected by interview with airport managers and direct observation, whereas secondary data obtained from reports, articles and standards of airportscompetence. Problems for some personnel do not have a certificate/ license and most of the airtime is depleted and workload that owned for each airport personnel is high. Data were analyzed using qualitative descriptive analysis towards aviation human resources competency. Overview of the results obtained for the basis technician license are 56% of licensed skilled personnel and 44% do not yet have, personnel who have SKP 46% have a basic license Avsec, 7% Avsec junior license and basic absec 20%, 13% aviation security personnel who have Avsec junior license, 40% senior Avsec licensing and 47% basic Avsec license, 29% flight engineer education had educatilln D III PLLU, 35% DIV Allu, 12% D III PPA and the other below 10%, personnel licensing PKP-PK 43 % do not have a license, 34% have a basic license, 3% junior license and 20% of senior license.Keywords: Human Resources, Competency Standards.Pada tahun terakhir ini terns terjadi peningkatan pertumbuhan jumlah penumpang setiap tahun baik jumlah penumpang, pesawat, rute penerbangan, bandar udara akan berimplikasi pada penambahan jumlah sumber daya manusia yang berkompetensi sesuai standar kompetensi pada bidang masing-masing fungsi dan tugasnya dalam pelayanan jasa kebandarudaraan. Pelaksanaan ini dilaksanakan di bandar udara Tjilik Riwut Palangkarya. Data primer dikumpulkan, dengan teknik wawancara pengelola bandar udara serta observasi langsung, sedangkan data sekunder diperoleh dari laporan, artikel dan standar kompetensi bandar udara. Permasalahan sebagian personel belum memiliki sertifikat/lisensi dan sebagian besar masa berlakunya sudah habis serta beban kerja yang dimiliki setiap personel bandar udara cukup tinggi. Data dianalisis dengan menggunakan analisis deskriptif kualitatif terhadap kompetensi sumber daya manusia kebandarudaraan. Diperoleh gambaran hasil untuk lisensi teknisi landasan 56 % personel yang memiliki lisensi terampil dan 44 % belum memiliki, personel yang memiliki SKP 46% memiliki lisensi basic avsec, 7% lisensi junior avsec dan basic avsec 20%, personel keamanan penerbangan 13% yang memiliki lisensi junior avsec, 40% lisensi senior avsec dan 47% lisensi basic avsec, pendidikan teknisi penerbangan 29% memiliki pendidikan D III PLLU, 35% DIV ALLU, 12% D III PPA dan yang lainnya dibawah 10%, lisensi personel PKP-PK 43% belum memiliki lisensi, 34% memiliki lisensi basic, 3% lisensi junior dan 20% lisensi senior. Kata kunci : SDM bandara, Standar Kompetensi
