Bhinneka Tunggal Ika: Pancasila Jurnal Internasional Berbahasa Indonesia (BTI) adalah jurnal akademik untuk Kajian Pancasila yang diterbitkan oleh Badan Pembinaan Ideologi Pancasila (BPIP), Republik Indonesia. Jurnal ini bertujuan terutama untuk memfasilitasi diskusi ilmiah maupun profesional mengenai perkembangan terkini isu-isu Pancasila di Indonesia serta mempublikasikan penelitian-penelitian inovatif tentang Pancasila. Abstract

The implementation of Law Number 12 of 2011 concerning the Formation of Legislation in Indonesia has inadvertently led to the exclusion of village regulations from the national legislative hierarchy. This exclusion has diminished the legal standing of village regulations, thereby undermining the principles of village autonomy. This study, employing a qualitative juridical-normative approach, investigates the urgent need to reposition village regulations within the legislative hierarchy to strengthen local governance and autonomy. Through an analysis of legal documents, academic literature, and relevant legislation, this research identifies three primary justifications for the repositioning of village regulations. Firstly, the formulation process of village regulations reflects the democratic norms and procedures employed by higher levels of government, indicating their inherent legitimacy. Secondly, the authority of village governments to establish norms through regulations constitutes a vital expression of regional autonomy at the grassroots level. Thirdly, the demonstrated effectiveness of village regulations in local implementation underscores their practical significance in community governance. These findings, supported by historical, sociological, and juridical evidence, highlight the urgency of restoring village regulations to their rightful place within the legislative hierarchy. This repositioning is essential not only for bolstering village autonomy but also for promoting effective and responsive governance at the local level, ultimately contributing to a more robust and decentralized governance framework in Indonesia.

Abstract

In the face of rapid digital globalization, Indonesia must navigate the complexities of preserving national unity while embracing technological advancements. This article explores the concept of a Cyber Constitution rooted in Pancasila, Indonesia’s state ideology, to address emerging challenges in the digital realm. With the rise of misinformation, cybercrimes, privacy violations, and hate speech, the need for a legal framework that balances technological progress with the preservation of Indonesia's democratic values and unity has become increasingly urgent. Through an examination of current legislative efforts, including the ongoing development of cybersecurity and data protection laws, this paper proposes a comprehensive approach to creating a digital governance structure that fosters national harmony in the age of information technology.

Abstract

This article examines the integration of Global Citizenship Education (GCE) into Indonesia’s civic education curriculum to promote multicultural attitudes among students. Drawing on curriculum reviews, recent policy initiatives, and scholarly analyses, the study highlights how Pancasila Education has increasingly incorporated themes of intercultural dialogue, environmental stewardship, human rights, and collaborative problem-solving. Teachers and school culture emerge as key drivers in translating these values into practice, while regional disparities and limited professional development remain significant challenges. The discussion underscores the pivotal role of Pancasila Indonesia’s national ideology as a moral and philosophical foundation that aligns local wisdom with universal principles of peace, justice, and human dignity. Each of Pancasila’s five principles provides a bridge between national identity and global responsibilities, ensuring that GCE strengthens rather than dilutes cultural heritage. Findings suggest that a Pancasila-based GCE framework fosters tolerant, empathetic, and critically minded learners capable of engaging with complex global issues while maintaining strong national cohesion. The article concludes with recommendations for enhancing teacher training, enriching experiential learning opportunities, and addressing regional implementation gaps to fully realize the transformative potential of Global Citizenship Education in Indonesia

Abstract

Penelitian ini memiliki tujuan untuk mengetahui pola pendidikan toleransi dalam rangka penguatan ideologi Pancasila di kampung moderasi beragama dan aktor lokal yang terlibat dalam penguatan toleransi di kampung moderasi beragama. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian kepustakaan sehingga teknik pengumpulan datanya adalah studi dokumen. Selain itu, analisis data dalam penelitian ini menggunakan hermeunitik dengan menekankan pada intreprestasi pada data yang sudah disederhanakan. Hasil kajian menunjukkan bahwa pendidikan toleransi di kampung moderasi beragama dapat melakukan penguatan ideologi Pancasila dengan pola pendidikan toleransi dengan pendekatan partisipatif yang berbasis kearifan lokal, karena dapat menginternalisasi nilai-nilai Pancasila dan kehidupan masyarakat yang heterogen di kampung moderasi beragama sehingga dapat membangun ketahanan ideologi Pancasila yang tangguh. Dalam mengimplementasikan pendidikan toleransi dengan pendegkatan partisipatif yang berbasis kearifan lokal dibutuhkan peran dan kerja sama aktor lokal, dari pemerintah desa, tokoh agama, tokoh masyarakat, dan tokoh pemuda yang tergabung di dalam karang taruna. Melalui keterlibatan aktor lokal tersebut ternyata dapat membangun kesadaran ideologis masyarakat, keharmonisan kehidupan antar perbedaan, dan mengatisipasi tindakan intoleransi. Pada dasarnya pola pendidikan toleransi dengan pendekatan partisipatif berbasis kearifan lokal yang diterapkan di kampung moderasi beragama dapat difungsikan untuk  penguatan ideologi Pancasila di kampung moderasi beragama sehingga dapat membangun ketahanan ideologi Pancasila yang tangguh.

Abstract

Naturalization in sports is a global phenomenon that occurs worldwide, including in Indonesia. In Indonesia, this creates problems in the form of the stigma of "foreign players" or naturalized players versus local players, which causes issues, particularly in relation to the value of Bhinneka Tunggal Ika (Unity in Diversity). This research aims to analyze the aspects of naturalization in the field of sports as an effort to enhance national values, particularly Bhinneka Tunggal Ika, based on sports nationalism, while reaffirming reconstruction efforts in the legal field. This research is legal research that emphasizes the socio-legal aspects, using a conceptual and legislative approach. The research findings confirm that from a sports nationalism perspective, sports holds very positive values for strengthening national identity in society. The presence of naturalized players in the national team actually broadens the definition of nationality, so that society no longer sees citizenship solely as something born from blood ties and homeland, but also as an inclusive social bond that values the diversity of athletes' origins. Legal reconstruction to uphold the value of Bhinneka Tunggal Ika requires a revision of the Citizenship Law. This revision must emphasize the principle of priority in naturalization, giving primary opportunity to Indonesian descendants abroad or individuals with historical, cultural, or emotional ties to Indonesia as their ancestral country. The revision of the Citizenship Law must also regulate the substantive requirements that athletes undergoing the naturalization process must meet, including the obligation to participate in guidance and training that focuses on introducing and internalizing national insights, Pancasila values, the spirit of Bhinneka Tunggal Ika, and local wisdom, which are the cultural foundations of the Indonesian nation.

Abstract

Demonstrasi yang terjadi pada akhir Agustus 2025 memberikan pesan bahwa lembaga perwakilan kurang mampu menyerap aspirasi rakyat. Publik merasa tidak puas dengan kanal aspirasi formal yang ada. Lembaga perwakilan tidak menjalankan fungsi secara maksimal. Pertanyaan yang muncul: (1) mengapa fungsi lembaga perwakilan tidak berjalan dengan maksimal? (2) bagaimana reformasi lembaga perwakilan berlandaskan budaya bangsa?; dan (3) bagaimana strategi lembaga perwakilan di Indonesia menjadi percontohan global? Tujuan penelitian ini adalah: (1) menjelaskan alasan atau penyebab fungsi lembaga perwakilan tidak berjalan dengan maksimal; (2) merumuskan reformasi lembaga perwakilan berlandaskan budaya bangsa; dan (3) merumuskan strategi lembaga perwakilan di Indonesia menjadi percontohan global. Hasil penelitian dalam artikel ini menjelaskan bahwa fungsi lembaga perwakilan tidak berjalan dengan maksimal berbagai penyebab. Penyebab tersebut lahir karena ada faktor. Penyebab tersebut juga memiliki akibat. Penyebab harus diselesaikan dengan solusi. Solusi diberikan untuk membuat reformulasi terhadap formulasi yang telah ada. Reformulasi harus diterapkan dalam bentuk reformasi. Reformasi yang ideal adalah reformasi lembaga perwakilan agar berlandaskan budaya bangsa yaitu gotong royong. Jika reformulasi dan reformasi lembaga perwakilan diterapkan secara konsisten dan konsekuen. Lembaga perwakilan di Indonesia yang berlandaskan budaya bangsa dapat menjadi percontohan di tingkat global.

Abstract

This study investigates the intersection of bottom-up democratization and Indonesia’s foreign policy during the August 2025 protests and President Prabowo’s visit to China. The research employs descriptive statistics within a mixed-methods framework, specifically utilizing Quantitative Content Analysis (QCA) for social media data and frequency distribution analysis for questionnaire data. Utilizing Kertzer and Zeitzoff’s framework, the research analyzes 7,139 Instagram comments and 837 survey responses. The findings reveal the rise of “Critical Digital Nationalists” who invoke Pancasila to demand ethical diplomacy. However, digital activism remains structurally limited by symbolic expression and echo chambers. This allows the state to exploit nationalist sentiment for geopolitical pragmatism while ignoring substantive critique. Ultimately, Pancasila serves as a vibrant bottom-up “moral grammar,” yet its policy impact is constrained by the state’s dominance in the two-level game. Thus, the revitalization of Pancasila is needed, but it must move beyond state rhetoric and genuinely integrate these bottom-up ethical aspirations into the practical conduct of Indonesia’s international affairs.
