Abstract

Objective: The implementation of public service innovations is a pivotal step towards enhancing governance effectiveness. This study examines the role of social support, work engagement, and innovative work behavior (IWB) in improving the performance of operators using the SIDEDIWASDA application in Banyuwangi Regency. Despite its potential, challenges in optimizing application utilization indicate performance gaps among operators. This study aims to analyze the direct and indirect effects of social support and work engagement on operator performance, mediated by IWB. Method: Using a quantitative descriptive and verifiable approach, data were collected from 124 respondents through purposive sampling. The analysis utilized the Structural Equation Model (SEM) with WarpPLS. Results: Results indicate that social support and work engagement have significant direct effects on operator performance, with path coefficients of 0.298 and 0.249, respectively (p = 0.001). Both variables also significantly influence IWB (0.394 and 0.384, p = 0.001). Furthermore, IWB significantly enhances performance (0.346, p = 0.001) and mediates the effects of social support (0.136, p = 0.014) and work engagement (0.133, p = 0.016) on performance. Novelty: This study concludes that fostering innovation behaviors through supportive work environments and engaged employees enhances operator performance. It recommends continuous capacity-building programs and collaborative work cultures to maximize application effectiveness and deliver superior public services.

Abstract

Objective: This study introduces STRATEGIA (Strategic Reflective Action for Growth and Institutional Advantage), a reflective strategy formulation model designed to support schools in developing context-sensitive and strength-based strategic blueprints for institutional excellence. Method: Employing a design-based research approach, the model was piloted with 19 school principals through a structured training program. Data were collected via pre–post surveys, blueprint portfolio analysis, and reflective documentation to evaluate shifts in strategic thinking and planning competence. Results: Findings indicate substantial improvements in participants’ strategic understanding and blueprint development, with score increases ranging from 24% to 53%. Participants rated the model as clear, relevant, and practically applicable in the context of school planning. Novelty: STRATEGIA is distinguished by its integration of Appreciative Inquiry, Resource-Based View (VRIO), SOAR, Organizational DNA, PESTEL, and stakeholder mapping into a five-stage reflective process—Reflective Discovery, Signature Formulation, Strategic Visualization, Roadmap Development, and First-Year Strategic Initiatives. This innovative combination provides a practical and scalable planning framework that is rooted in institutional identity, offering a novel contribution to strategic leadership development in educational settings.

Abstract

Objective: To reveal the current situation and underlying causes of language practices among overseas Chinese communities in northern Thailand and to enhance their cultural identification with the Chinese nation, this study focuses on Chinese residents in the region. Method: Employing a mixed-methods approach that integrates fieldwork, questionnaires, and interviews, the study conducts both quantitative and qualitative analyses to examine their linguistic behaviors and identity perceptions. Results: The findings indicate that under the influence of ecological and demographic factors, the originally monolingual system centered on Chinese characters has evolved into a hybrid linguistic environment featuring Thai, local minority languages, English, and Burmese. Nevertheless, due to their relatively recent migration history and geographic isolation in mountainous areas, these communities maintain a stronger foundation in Chinese language and cultural inheritance compared to their counterparts in other parts of Thailand. Novelty: Based on these linguistic characteristics, the study proposes the development of a multi-level, multi-domain, and multi-channel dissemination system for Chinese language and culture, aiming to strengthen ethnic and cultural identity. This research is expected to provide valuable insights and references for future studies on language identity and cultural transmission among overseas Chinese communities.
