Local wisdom is a determinant in providing the best service to the community. The research approach uses descriptive qualitative. The location of the research was carried out in the South Sulawesi Provincial Government. Data collection techniques used observation, interviews and documentation with an analytical approach, namely: 1) Data Collection, 2) Data Presentation, 3) Data Condensation, 4) Conclusion drawing/verification. The results of the study indicate that public services have been running well, this is tied to the existence of a brotherly bond between service providers and service recipients with the slogan Siri' Na Pacce. However, the government still faces obstacles, especially people who have different characteristics and needs.

This study aims to explore the implementation of organizational culture at the Office of the Civil Service Police Unit in Pohuwato Regency. This study was conducted at the Office of the Civil Service Police Unit in Pohuwato Regency. It was employed a qualitative descriptive study. The results shows that organizational culture in the Civil Service Police Unit of Pohuwato regencies based on seven characteristics of organizational culture has shown differences in each characteristic. The strength of organizational culture is seen in four characteristics, namely innovation and risk-taking, attention to detail, results orientation, and individual orientation. Three characteristics, namely team orientation, aggressiveness, and stability, are still not implemented properly. It is also found that work activities are organized into teams rather than individuals, but conflicts are still found in the formed work teams. On the characteristics of aggressiveness, the culture developed has encouraged employees to act aggressively in order to achieve optimal work results, but there are still members of the organization who do not understand the goals, vision, and mission of the aforementioned office. In terms of stability characteristics, technological developments in addition to having an impact on the development of the office, also often bring instability in the office environment.

This study aims to research related to planning and solving urban infrastructure problems with the Literature Review method, namely reading and reviewing main ideas on the same topic to add and also strengthen the arguments and views or opinions of the author on the topic to be raised in this study. In addition, by using a review paper, the authors can also see the shortcomings of previous studies so that they can make improvements and a more regular and systematic formulation. This research reveals that in the planning process infrastructure development must have the impact and consequences of development planning so that problems do not occur in the development process. In the development process, another thing is to look at the environmental impact of infrastructure that will later be generated from development projects that will be initiated primarily in an urban area that has modern characteristics by involving the community in carrying out infrastructure development. The competency of Indonesian National Police human resource is believed as the main factor in determining the successful of Indonesian National Police organization. Now, Indonesian National Police has been conducting an opening of career promotion program which one of the stages is use Assessment Center to examine managerial competencies. This research aims to analyze the policy and the impact of Assessment Center implementation in encouraging the opening of career promotion. The researcher used qualitative approach by applying observation, interview, and documents study as the data collecting techniques. The result of this research is the policy of implementing the Assessment Center in encouraging the opening of career promotion, in a narrow sense, has been done well although it hasn’t been done yet entirely. In a broad sense, the implementation of the Assessment Center in encouraging the opening of career promotion has not been succeed and have not had positive impact. This could happen for the Indonesian National Police as a bureaucracy organization, does not have the capacity of organization as the bureaucracy’s breadwinner, in which involves: organization structure; work mechanism; human resources; financial support and needed resources. Those four elements are still not able to optimize the condition and encourage each other.

Adoption of social media by government agencies is typically associated with the promotion of transparency, participation, and cooperation. However, less emphasis has been placed on the use of social media for public service delivery. As a result, this article investigates the tactics used by eight local governments in West Java Province to develop content for social media. To that end, the research re-creates a well-known interpretive framework of social media interactions in the public sector, focusing on three categories: information provision, citizen involvement, and public service delivery. The present research puts the methodology to the test by analyzing Twitter data from a key collection of local governments. The findings support the use of social media to disseminate institutional information and encourage connections with people. At the same time, local governments in West Java are beginning to employ social media to perform public services.

The management of street vendors that interferes with city governance has not been effective because it is sporadically done by the displacement or seizure of trading facilities. The pattern is thus ineffective in its construction because it does not reduce the amount, nor the behavior of the street vendors. This research aims to determine the pattern of coaching and explore the model of handling the use of street vendors through a synergic approach between agencies in coordination. This study uses descriptive type with a qualitative approach. The research site is the location of the street vendors trade in the city of Makassar, the research informant consists of the street vendors, government officials, and public citizens. Data is collected through direct interviews with an informant, field observations, and document analysis. Data analysis is done at the same time when collecting data using the interactive models of Huberman and Miles is data collection, data reduction, display data, and conclusion drawing and verifying. Data, source, and time triangulating data. The results showed the construction of the street vendors still oriented to the regulatory offenders and carried out partially by the agency according to its interests so that the handling has not synergized between government agencies and other related parties. Construction of street vendors is institutionally implemented by sub-district offices and assisted by Makassar public order police, while for the utilization of street vendors needed a model coordinated centrally by the mayor to be structured, programmatic, and integrated so that the street vendors can be empowered and contribute to the development of the city.

The concept of entrepreneurship in the government sector is very important and strategic to be input into the mindset and culture set of the state government apparatus. That is, the fundamental point is to organize the orientation of the government apparatus to be more adaptive, responsive, creative, innovative, professional, and visionary, to serve and capture every opportunity. The entrepreneurial spirit of government in the public sector is an ideal concept in the context of utilizing resources to improve the quality of public services and public trust more efficiently, effectively and more productively. However, it should be realized that even though the government adopts the principles of the private sector, the government's orientation is non-profit but to serve. This paper attempts to articulate how to implement entrepreneurship government in the Makassar City Government.

The study investigates the influence of staffing processes on workers’ retention at the Federal Polytechnic in Ede, Osun State. The study was a survey that employed a descriptive design. Its target population comprises all employees who have spent at least three years at the Federal Polytechnic in Ede, Osun State. A total of 140 respondents were selected for the study using a proportionate stratified random sampling method. A questionnaire format was used to obtain the relevant data. Out of 140 copies of the questionnaires, 127 copies were returned and utilised for the study. The collected data was analysed using Regression Analysis, Pearson Moment Correlation with the aid of the Statistical Package for Social Sciences (SPSS) version 25.0. The findings show that the staffing process (recruitment and selection) significantly influenced workers’ retention at the Federal Polytechnic, Ede. Based on the study’s findings, it was concluded that the staffing process (recruitment and selection practices) significantly influenced employee retention at the Federal Polytechnic in Ede, Osun State. It was recommended that all applicants be given equal opportunities; favourites and other such things should be avoided while providing a level playing field.

This study aims to analyze the effectiveness of regional development planning through various planning models. This study used the literature study method by reviewing articles in previous studies obtained through the Scopus web and processed with the VOSviewer application. Based on the results of this study, several topics were found that have strong ties to regional development planning, namely decision making, decision support, land use, stakeholders, and coordination. The results obtained from the previous study show the main key in regional development planning was to make good use of the existing land, that is why careful planning for sustainable development was obtained. The limitations of this study were related to the source of the data obtained, where the articles reviewed are only sourced from the Scopus data base so this study does not have data that can be compared. Therefore, further research was expected to use a comparative analysis approach involving the Scopus database and the Web of Science (WoS).

Transparency is perceived as the disclosure of information to the public regarding the process or performance of the government. This study aims to analyze the application of the principle of transparency in the management of village funds in Bontocani District, Bone Regency. The research method uses a qualitative approach with a case study type. The data collection process includes the stages of observation, in-depth interviews, and documentation. Data sources consist of primary and secondary data. The stages of data analysis include data reduction, data presentation and drawing conclusions. The results showed that the transparency in the management of village funds in the Bontocani District was quite good in its implementation, but still needed to be improved. There is still some information that is not known by the community, even though all information regarding the management of village funds should be transparent. The village government has implemented the applicable rules and regulations.
