Abstract

The monetary crisis that hit almost all parts of the world in mid-1997 has devastated the joints of the economy. To overcome the problems that arise in the world of businesses that go bankrupt and will result in the fulfillment of obligations that are due, the government made changes in the legislation by revising the existing Bankruptcy Law. The system used in the amendment of the Bankruptcy Law is not to make total changes, but only to change certain articles that need to be changed and add various new provisions to the existing Law. With the development of time in this case, it is necessary to change the Law by improving, adding, and eliminating provisions that are no longer in accordance with the needs and legal developments in society, so the idea arose to change the existing Law into Law Number 37 of 2004 concerning Bankruptcy and Suspension of Debt Payment Obligations. The result of this research is that in principle, concurrent creditors also have the same position as other creditors on the debtor's bankruptcy assets, both existing and future, after previously deducting debt payment obligations to creditors holding security rights and creditors with special rights holders professionally according to the ratio of the number of receivables of each concurrent creditor.

The background of this study focuses on the challenges faced by the Election Supervisory Body (Bawaslu) in supervising election socialization, including limitations in human resources, insufficient funding, and inadequate infrastructure. Effective supervision of election socialization is crucial for ensuring voter awareness, understanding their rights and responsibilities, and fostering public participation in the electoral process. The aim of this study is to strengthen Bawaslu's supervisory authority through a collaborative approach involving the General Election Commission (KPU) and regional governments. Collaboration among these institutions is expected to address challenges and enhance the effectiveness of election socialization efforts. This study employs a qualitative research method to analyze existing collaborative practices and identify strategies for improving Bawaslu's authority and performance in supervising election socialization in Indonesia. The results indicate that collaborative efforts can create better synergy between Bawaslu, KPU, and regional governments, leading to improved supervision quality and increased public engagement in the electoral process. In conclusion, collaboration is a key strategy for addressing resource limitations and ensuring effective election socialization supervision. Strengthening Bawaslu's authority requires continuous support and engagement from all stakeholders.

Abstract

The inconsistent imposition of sanctions on drug abuse offenders in Indonesia highlights significant challenges in the enforcement of narcotics legislation. Despite comprehensive regulations, discrepancies persist in the fairness and uniformity of punishments. This research examines these issues by employing a normative juridical method with a statutory and conceptual approach. The study identifies gaps between existing legal provisions and their application, revealing legal loopholes that undermine the objectives of narcotics legislation. Findings indicate that while efforts to enforce strict laws exist, inadequate coordination among law enforcement agencies exacerbates the inconsistency. This research aims to evaluate these discrepancies and propose solutions to strengthen legal frameworks and enforcement mechanisms. By enhancing inter-agency collaboration and revisiting the sanctions framework, the study advocates for a more just and effective legal system to combat drug abuse. These recommendations are expected to bridge gaps in narcotics legislation, ensuring justice for offenders while promoting the rule of law.

Abstract

Climate change has increasingly been recognized as not only an environmental crisis but also a significant public health concern, particularly in terms of its impact on mental health. Extreme weather events, rising temperatures, and environmental degradation can lead to psychological stress, anxiety, and a sense of helplessness in affected populations. These mental health impacts are particularly pronounced in vulnerable communities with limited resources to adapt to changing environmental conditions. This study aims to explore the mental health consequences of climate change, focusing on how individuals and communities experience and respond to climate-related stressors. Using a mixed-methods approach, this research combines quantitative surveys and qualitative interviews to gather data from populations in areas highly affected by climate change. The study examines both the direct psychological impacts of climate events, such as post-traumatic stress disorder (PTSD), as well as the more subtle, chronic effects like eco-anxiety and feelings of loss. The findings indicate that climate change has a profound and multifaceted impact on mental health. Results show a significant increase in reported cases of anxiety, depression, and stress among those living in climate-vulnerable regions. Additionally, communities that have experienced extreme weather events, such as hurricanes or wildfires, report higher levels of trauma-related mental health issues. In conclusion, this research underscores the urgent need for mental health interventions as part of climate adaptation strategies. Addressing the mental health dimension of climate change is crucial for building resilient communities that can better cope with both the immediate and long-term effects of environmental disruption.

Abstract

Marine sedimentation exploitation, regulated in Government Regulation No. 26 of 2023, aims to manage marine sedimentation results, including using sea sand for various economic interests. However, although this regulation aims to maintain the balance of the aquatic ecosystem, its implementation actually poses significant risks to the sustainability of coastal ecosystems, including the potential for small islands to sink. This study examines the impacts of marine sand exploitation on the environment, coastal communities, and the economic sector and evaluates the effectiveness of supervision and administrative sanctions in the regulation. The results of the study indicate that although this regulation includes various obligations for business actors, weak supervision and the lack of effective mitigation measures have the potential to worsen ecological, social, and economic impacts. Therefore, this study recommends a revision of the regulation that pays more attention to ecosystem sustainability and the involvement of coastal communities in decision-making related to marine resource management.

Abstract

This study analyzes the tax compliance of MSMEs in rural areas of Semarang Regency regarding the implementation of Government Regulation 23/2018. Using a qualitative approach, this research involved interviews and observations of 30 MSME owners. Data shows that out of 24,567 MSMEs, only 45% are registered as taxpayers with a tax return reporting compliance rate of 62.3%. Factors affecting tax compliance include geographical distance, income level, digital literacy, and seasonal income patterns. MSMEs located more than 20 kilometers from the tax office have 23% lower compliance rates, while 65% of MSME owners are unfamiliar with online tax reporting systems. The findings indicate the need for an integrated approach to improving MSME tax compliance in rural areas, including strengthening socialization, increasing service accessibility, and developing adaptive taxation systems.
