Abstract

Police code of ethics law enforcement is a crucial aspect in creating a police institution that is professional, accountable, and trusted by the public. This article discusses the problems faced in the procedure for the code of ethics trial for Polri members, with a focus on the law enforcement mechanism for violations of the professional code of ethics in the police. Although there is a clear regulatory framework, including Police Regulation Number 7 of 2022, the implementation of the code of ethics trial is often marred by a lack of transparency and accountability. The trial, which is carried out behind closed doors, results in public distrust of the integrity of the law enforcement process. In addition, the sanctions imposed are often considered disproportionate to the severity of the violation, creating the impression that violators can avoid more severe consequences. This study also highlights other issues that arise, such as the overlap between the code of ethics trial process and criminal justice, as well as the neglect of victims' rights in the legal process. By analyzing these problems, this study provides an effort for the necessary reforms in the Polri Code of ethics and law enforcement mechanism to ensure justice and accountability and increase public trust in the police institution.

Abstract

This study aims to analyze the influence of transformational leadership on employee performance with organizational culture as a mediating variable at Ciawi Regional General Hospital (RSUD Ciawi). A quantitative approach was employed using the Structural Equation Modeling-Partial Least Squares (SEM-PLS) method. The sample was determined using Slovin's formula, resulting in 120 respondents consisting of RSUD Ciawi employees. Data were collected through structured questionnaires and analyzed using SEM-PLS software. The results revealed that transformational leadership positively and significantly affects employee performance (Hypothesis 1). Organizational culture also positively and significantly influences employee performance (Hypothesis 2). Furthermore, organizational culture effectively mediates the relationship between transformational leadership and employee performance, with a positive and significant effect (Hypothesis 3). These findings indicate that a strong organizational culture can enhance the impact of transformational leadership in improving employee performance. The practical implications of this study emphasize the importance of adopting transformational leadership styles and strengthening organizational culture to enhance employee performance. RSUD Ciawi management is encouraged to develop leadership programs that promote communication, motivation, and innovation while consistently implementing organizational cultural values. This study contributes theoretically to the literature on transformational leadership, organizational culture, and employee performance, particularly in the context of regional hospitals. Future research is recommended to explore other variables that may mediate or moderate these relationships, such as work motivation or job satisfaction.

Abstract

Artificial Intelligence (AI) has now become one of the key technologies in driving the transformation towards a green economy and sustainable development. AI offers innovative solutions in various sectors, such as energy, agriculture, transportation, and waste management, to increase efficiency, reduce carbon emissions, and optimize natural resources. This journal discusses how AI can be a catalyst in achieving the Sustainable Development Goals (SDGs) through a multidisciplinary approach. In the energy sector, AI facilitates the optimization of renewable energy use and the development of smart grids. In agriculture, AI helps create smart agricultural systems that minimize environmental impacts. In addition, the application of AI in waste management and the circular economy allows for optimal utilization of waste to reduce environmental pollution. However, there are several challenges that must be overcome, such as the digital divide, ethical and privacy issues, workforce disruption, and high implementation costs. This journal also provides several strategic recommendations, including collaboration between government, industry, and academia, strengthening policies, and investing in education and training to encourage inclusive and sustainable AI adoption. Based on the results of the research conducted, it can be concluded that the optimal application of AI can accelerate the transition to a green economy and strengthen the sustainable development agenda, but must be supported by appropriate regulations and active participation from all stakeholders.

Abstract

Road infrastructure is a fundamental driver of economic growth and improved quality of life, especially in rapidly developing urban areas. This study examines the impacts of road infrastructure policies in Batam City, a strategic industrial and trade center in Indonesia. Using a quantitative descriptive approach, the research analyzes the influence of road infrastructure improvements on local economic performance, social welfare, and environmental sustainability. Data were obtained from secondary sources, including government reports, statistical records, and academic literature. The findings reveal that enhanced road infrastructure significantly improves accessibility and mobility, fostering economic opportunities and better access to critical services such as healthcare and education. Furthermore, these improvements contribute to environmental sustainability by reducing traffic congestion and emissions. However, challenges such as land acquisition disputes, funding constraints, and project management inefficiencies remain obstacles to policy implementation. This study emphasizes the need for inclusive planning, robust governance, and active community engagement to maximize the benefits of infrastructure development. The recommendations provided aim to guide policymakers and serve as a reference for similar urban regions undergoing rapid development.

Abstract

Intergenerational solidarity has become a critical issue in post-industrial societies where demographic shifts, such as aging populations and declining birth rates, are reshaping social structures. The traditional bonds between younger and older generations are being challenged by economic, technological, and cultural transformations. Understanding how these changes impact intergenerational relationships is essential for maintaining social cohesion and addressing the needs of diverse age groups. Despite its importance, there is limited research on how post-industrial dynamics affect intergenerational solidarity. This study aims to explore the sociological dimensions of intergenerational solidarity in post-industrial societies. The research focuses on understanding how economic pressures, technological advancements, and shifting cultural norms influence the relationships between different generations. By examining these factors, the study seeks to provide a deeper understanding of the mechanisms that support or weaken intergenerational bonds in contemporary society. A qualitative research design was employed, utilizing in-depth interviews with individuals from various age groups, as well as focus group discussions. The study also incorporates secondary data analysis of demographic and socioeconomic trends in post-industrial countries. The data were analyzed using thematic coding to identify key patterns and factors influencing intergenerational solidarity. The findings reveal that while economic and technological changes pose challenges to intergenerational relationships, strong cultural and familial values continue to play a vital role in maintaining solidarity. The study concludes that fostering intergenerational solidarity requires policy interventions that address these disparities while promoting mutual understanding and support between generations.

Abstract

The COVID-19 pandemic has posed unprecedented challenges globally, necessitating a reevaluation of leadership strategies. Adaptive leadership, characterized by flexibility and responsiveness, has emerged as a crucial approach for navigating crises. This research aims to investigate the role of adaptive leadership during the COVID-19 pandemic, focusing on how leaders adjusted their strategies to manage uncertainty and foster resilience within their organizations. A qualitative case study methodology was employed, involving in-depth interviews with leaders from various sectors affected by the pandemic. Data was collected to explore the decision-making processes, communication strategies, and adaptive measures implemented to address the crisis. The analysis revealed key themes related to transparency, collaboration, and emotional intelligence as essential components of effective adaptive leadership. Findings indicate that leaders who embraced adaptive leadership principles were better equipped to navigate the complexities of the pandemic. They demonstrated agility in responding to rapidly changing circumstances, fostering a culture of trust and open communication. Additionally, these leaders prioritized employee well-being, which contributed to higher levels of engagement and morale during challenging times. In conclusion, the study underscores the importance of adaptive leadership in crisis situations. It highlights the need for leaders to develop the skills necessary for flexibility and responsiveness to effectively manage future global crises. The insights gained from this research can inform leadership development programs and provide valuable lessons for organizations facing similar challenges in the future.

Abstract

The gap in healthcare access between urban and rural areas has become a significant issue, especially in developing countries. Geographic challenges, a shortage of healthcare workers, and limited infrastructure are the main barriers for rural communities in obtaining adequate healthcare services. Telemedicine technology has emerged as a potential solution to bridge this gap by enabling remote healthcare access through digital platforms. This research aims to analyze the effectiveness of telemedicine in improving healthcare access in rural areas. The research method used is a qualitative approach with in-depth interviews and case studies in several villages that have adopted telemedicine technology. The data collected were analyzed using thematic analysis to identify key patterns related to the benefits and challenges of telemedicine implementation.The research findings indicate that telemedicine can reduce geographical barriers and enhance access to healthcare services, particularly in medical consultations and chronic condition monitoring. However, the study also reveals several challenges in its implementation, such as limited digital infrastructure, low technological literacy, and cultural resistance to new technology in some rural communities. In conclusion, telemedicine offers a promising solution to bridge the healthcare access gap in rural areas, but effective implementation requires adequate infrastructure support, community training, and supportive policies. Further research is recommended to explore ways to overcome these challenges to improve the acceptance and effectiveness of telemedicine in rural regions.

Abstract

The energy transition in Indonesia represents a complex policy challenge that intertwines political will, economic interests, and environmental imperatives. Public understanding and acceptance of this transition are largely influenced by how the media and communication actors construct narratives around sustainability, fossil fuel dependency, and renewable energy adoption. This study aims to analyze the role of media and communication strategies in shaping public policy narratives and influencing stakeholder perceptions regarding Indonesia’s energy transition. A qualitative content analysis was conducted on 150 media articles, government press releases, and public statements published between 2019 and 2024, complemented by in-depth interviews with journalists, policymakers, and energy experts. The findings reveal that the Indonesian media often frames the energy transition within political and economic contexts rather than environmental urgency, leading to fragmented public understanding. Communication strategies employed by the government emphasize national development and energy sovereignty but lack consistency in sustainability messaging. The study concludes that effective and transparent communication—supported by collaborative framing between media and policy institutions—is essential to foster inclusive public engagement and accelerate the nation’s shift toward clean energy

Abstract

The global race for critical minerals has transformed nickel into a strategic asset in contemporary geopolitics. Indonesia, possessing one of the world’s largest nickel reserves, has adopted a downstream policy to assert greater control over its mineral resources and strengthen national economic sovereignty. This study aims to analyze Indonesia’s nickel downstream policy from an international relations perspective, emphasizing its geopolitical, economic, and strategic implications. Using a qualitative method with a descriptive-analytical approach, the research draws on policy documents, trade data, and scholarly discourse to interpret Indonesia’s positioning within global power dynamics. The findings reveal that the policy reflects Indonesia’s attempt to transition from a resource supplier to a value-added industrial hub, balancing between China’s technological dominance and Western market access. Moreover, the policy redefines Indonesia’s bargaining power in international trade and its alignment in global supply chains for electric vehicles and renewable energy. The study concludes that Indonesia’s nickel strategy represents a form of resource nationalism adapted to 21st-century multipolar competition, offering insights into how developing nations can leverage critical minerals for geopolitical advantage.

Abstract

The establishment of independent anti-corruption agencies (ACAs) is a primary global strategy for combating systemic corruption. Indonesia’s Corruption Eradication Commission (KPK) and South Korea’s former Korea Independent Commission Against Corruption (KICAC) represent two prominent yet divergent models in Asia, both emerging from post-authoritarian transitions. Understanding their distinct institutional trajectories provides crucial insights into the dynamics of anti-corruption reform. This study conducts a comparative analysis of the institutional design, operational effectiveness, and political resilience of the KPK and KICAC to identify the determinant factors shaping their successes and challenges in fulfilling their mandates. A qualitative comparative case study approach was employed, analyzing foundational legal documents, official institutional reports, scholarly articles, and reputable media archives. The analysis focused on key variables including legal powers, degree of independence, resource allocation, and the prevailing socio-political contexts in which each agency operated. The findings indicate that the KPK’s comprehensive mandate, which includes investigative and prosecutorial powers, allowed for more high-profile enforcement actions compared to KICAC’s primary focus on prevention and policy coordination. However, this enforcement power also made the KPK a target of sustained political resistance, while KICAC faced challenges of relevance that eventually led to its institutional merger. The long-term success of an ACA depends not only on a robust legal mandate but, more critically, on sustained political support and strong institutional defenses against political co-optation. The divergent experiences of the KPK and KICAC offer vital lessons for designing and safeguarding effective anti-corruption institutions worldwide.
