The purpose of this study is to analyze the achievement of empowerment indicators (degree and empowerment bases) of community empowerment programs. This study was a survey research with quantitative research approaches. The respondents, consist of 60 people, were taken with multistage sample random sampling techniques (simple random stratified). The samples were subjected to community members or beneficiaries of community empowerment programs undertaken in the Banjarmasin City and Tanah Laut District. The results showed that the level of community empowerment at the Urban Poverty Program (P2KP), which was conducted in Banjarmasin City, could not afford the empower its targeted communities or beneficiaries, so the program could not deserve to be called as the community empowerment program. Similarly, the National Program for Community SelfEmpowerment – Sub-districts Program Development (PNPM-PPK) that held in the Tanah Laut District was also unable to empower its targeted communities or beneficiaries, so it could not deserve to be called as a community empowerment program. Currently, the price of Chinese cabbage is highly fluctuated. It not only causes the instability of farmer income and community consumption, but also increases the marketing risk and creates marketing channel problem. In this regards, the study about marketing channel is essential. Thus, the purposes of the study are: (1) to trace the marketing channel of Chinese cabbage in Kot a Banjarbaru, (2) to estimate the price margin, cost, and profit on each channel, (3) to calculate the price share of each farmer and the parties involved, (4) to analyze the channels efficiency, and (5) to identify the problem encountered in the product transferring process. The marketing channel costs consist of transport, risk guarantee, market fee, cleaning, loading, and packaging cost. On the study site, two main channels are traced, i.e.: (1) farmer - 1st level trader/retailer - consumer; and (2) farmer - 1st level trader - retailer - consumer. The first channel is technically and economically more efficient that the second one. The problems encountered by farmer include unpredictable price and unavailability of stan.dard price, while the low product quality problem is encountered by first level trader. The retailers face the product handling difficulties before selling.

Moreover, the income received by the member farmers was higher than the income gained by non-member farmers, with a margin of Rp 992, 143.97 per hectare. The results of the calculation using the t test, scored thit(1,823). Figures from the t table with significance level a= 5% or 0.05 with free progression or degree of freedom (df) of 39 was 1.645. It can be concluded that Food Barn Program in Danau Karya Village of Anjir Pasar District affected the increase in the income of respondent farmers who were the members of food bam. The problems or constraints that the member farmers faced was that there were some member farmers whose houses were far enough to reach the barn, insufficient capacity of the barn, and greater costs for transporting fertilizer. Abstract

Research of production and efficiency of wetland rice farming was done in non-irrigated and irrigated land in Gambut and Sungai Tabuk, Banjar Regency, South Kalimantan. Selection of sites was intentionally set (purposive sampling) with consideration that the sites was the center of rice production. The study lasted from Feruary to April 2010. The study aims are to determine the productivity and efficiency in the use of production factors. To analyze the factors affecting the production, multiple linear regressions was used, followed by a test of allocative efficiency. The result of production function analysis showed that the width of land, the amount of urea, KCL, and ponska, have positive effect on irrigated rice production. Increasing production can be achieved by adding those factors. Allocative efficiency test results also showed that the seeds, urea, KCL and ponska were not efficient to use, yet. As to get maximum production, farmers need to increase the use of those four factors.
