Abstract

Rural primary health care facilities must deliver public services under resource constraints, diverse service needs, and uneven community health awareness. In Indonesia, Puskesmas functions not only as a first-level health care facility, but also as a public service organization that must manage resources, standard operating procedures, service communication, and community outreach. This study analyzes public service management in rural primary health care by examining organizational capacity, standard operating procedure compliance, implementer disposition, community outreach, and cross-sector coordination at Mowewe Puskesmas, East Kolaka Regency, Indonesia. Methods: A descriptive qualitative case study was conducted from April to May 2026. Sixteen informants were selected through purposive sampling and limited snowball sampling, including managers, health workers, administrative staff, health cadres, and service users. Data were collected through observation, in-depth interviews, and review of standard operating procedure documents. The data were analyzed using the Miles and Huberman interactive model through data reduction, data display, and conclusion drawing. Findings: The findings show that Mowewe Puskesmas provides curative, preventive, promotive, and rehabilitative services based on regulations and standard operating procedures. Health worker commitment, mobile outreach services, and health cadres support service delivery. However, limited human resources, suboptimal facilities, low community health awareness, and irregular cross-sector coordination constrain service effectiveness. This study contributes an empirical model that links organizational capacity, standard operating procedure compliance, implementer disposition, community outreach, and cross-sector coordination as interrelated determinants of rural primary health care effectiveness. The findings support managerial action on workforce planning, procedure evaluation, facility improvement, cadre development, mobile service scheduling, and routine cross-sector coordination.

Abstract

This study proposes and applies the ISO 31000 Assessment Index (I31-AI), the first 35-indicator tiered scoring tool specifically calibrated to the PER-5/2022 four-tier BUMN classification to measure ISO 31000:2018 risk management maturity across the seven operative dimensions of the standard. The study used an interpretative qualitative design that combined systematic document analysis of regulatory texts with thematic coding of 41 active BUMN annual reports and supervisory records for FY2022-2024. Each BUMN was scored on all 35 I31-AI indicators on a CMMI-adapted 0-4 maturity scale; inter-rater reliability was verified at Cohen’s Kappa k = 0.81. Cross-tier pattern synthesis was completed using reflexive thematic analysis (Braun & Clarke, 2021). Five dominant themes emerge: (1) coercive regulatory pressure yields structural compliance but does not build risk culture (P5) or dynamic review (P6); (2) a distinct tier gradient is observed in maturity scores, with Sistemik A’s average score of 84.4 and Netral’s of 46.8; (3) the construction sector is a concentrated portfolio risk cluster for Danantara, with five Signifikan-tier BUMN falling below the Netral threshold; (4) P5 and P6 have the largest cross-tier deficits, at 39.3 and 39.0 points respectively; and (5) I31-AI scores act as forward-looking fiscal risk signals, with all seven BUMN in financial distress identified by Kementerian BUMN (2024) scoring below their tier-appropriate thresholds. The I31-AI is the first scoring tool explicitly calibrated to the PER-5/2022 four-tier classification and validated against publicly available governance evidence. It provides BP BUMN with a structured basis for shifting supervisory focus from structural conformance to P5/P6 capability development, and gives Danantara a portfolio-level fiscal risk signal complementary to financial performance indicators.

Abstract

This study aims to analyze how AI contributes to the transformation of sustainable marketing practices among MSMEs, with particular attention to its implementation, benefits, challenges, and adoption strategies. A descriptive qualitative method was used in this investigation. Ten informants participated in in-depth interviews and observations to gather primary data. From five stakeholder groups: MSME owners/managers, business practitioners, AI developers, digital marketing and sustainability experts, and consumers. Secondary data were obtained from academic literature, journal articles, policy documents, and other relevant publications. Data reduction, data display, and conclusion drawing were used to examine the data, with source and technique triangulation providing support. The findings reveal that AI enhances sustainable marketing by improving marketing automation, customer personalisation, and data-driven strategic decision-making. MSME owners and business practitioners reported that AI reduced marketing operational costs and increased customer engagement through more targeted communication. AI developers and sustainability experts emphasized that AI supports efficient resource utilization and digital marketing processes, contributing to reduced environmental impacts. However, high implementation costs, limited digital competencies among MSMEs, and worries about the security and privacy of consumer data continue to be significant obstacles to the deployment of AI. AI has considerable potential to strengthen sustainable marketing practices and improve MSME competitiveness. To maximize its benefits, more inclusive adoption strategies are needed, including affordable SaaS-based AI solutions, digital capacity-building programs for MSMEs, and supportive regulatory frameworks that encourage ethical and responsible AI implementation.

Abstract

MSMEs face increasing competitive pressures that require effective differentiation strategies, competent human resources, and the adoption of digital marketing practices to sustain business performance. This study examines the influence of human resource competencies, digital marketing, and market competition on MSME performance through the mediating role of differentiation strategy among MSMEs in Ungaran District, Central Java. A quantitative research design was employed involving 72 MSME owners and managers operating in Ungaran District, Central Java. Data were collected using structured questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS software. The results indicate that human resource competencies, digital marketing, and market competition contribute to the development of differentiation strategies among MSMEs. The structural model explains 59.4% of the variance in differentiation strategy and 13.5% of the variance in MSME performance. Differentiation strategy plays an important mediating role in linking organizational capabilities and market-oriented practices to MSME performance. The findings highlight the importance of integrating human resource competencies, digital marketing capabilities, and competitive market responses into effective differentiation strategies to enhance MSME performance and competitiveness.

Abstract

The increasing competitiveness of Indonesia's culinary industry requires traditional restaurants to formulate adaptive business strategies to sustain competitiveness and long-term growth. Sari Rasa Sambel Hejo Pusat (SRSH), a traditional Sundanese restaurant operating since 1968 in Purwakarta, faces challenges related to market competition, service quality, and limited utilization of digital marketing. This study aims to analyze the internal and external business environment of SRSH and formulate priority business development strategies to support its future growth and sustainability. This study employed a descriptive qualitative case-study approach. Data were collected during the 2025–2026 research period through in-depth interviews, observations, and documentation. Six key informants participated in the study, consisting of three internal stakeholders (owner, branch manager, and partnership manager) and three external stakeholders (competitor, supplier, and government representative). Data were analyzed using the Internal Factor Evaluation (IFE) Matrix, External Factor Evaluation (EFE) Matrix, Internal–External (IE) Matrix, SWOT Analysis, and Quantitative Strategic Planning Matrix (QSPM).  The IFE analysis produced a score of 3.09, indicating a strong internal position characterized by product authenticity, customer loyalty, and extensive business experience. The EFE analysis generated a score of 2.98, demonstrating the company’s ability to capitalize on external opportunities while managing environmental threats. These results positioned SRSH in Cell IV (Grow and Build) of the IE Matrix. SWOT analysis generated four strategic alternatives, while the QSPM identified optimizing digital marketing and online platform utilization as the highest-priority strategy, achieving a Total Attractiveness Score (TAS) of 6.24. SRSH possesses strong growth potential supported by favorable internal capabilities and external opportunities. Strengthening digital marketing represents the most attractive strategic option to enhance competitiveness, expand market reach, and support long-term business sustainability.

Abstract

Cash holding have bad impact for firms if the lower cash holding the lower liquidity of payment. Cash holding conducted by cash and cash equivalent. Optimal cash holding strengthens streamline operational of firms. So that, cash holding controlled by conservatism which strengthen profitability, leverage and growth opportunity. Conservatism can help firm management to control their cash holding. Conservatism provide accrual of financial statement as firm action in financial decision. The aims of research such as conservatism strengthens the profitability, leverage and growth opportunity on cash holding.  The method such as quantitative using financial statement data listed in Indonesia Stock Exchange (IDX) with consumer goods sector in 2021-2025 as samples by using purposive sampling, then Moderated Regression Analysis (MRA) and SPSS 25 to analysis technique. The finding such as Conservatism, Leverage, Growth Opportunity, profitability simultaneously significant impact on cash holding. Conservatism and profitability partially significant impact on cash holding but leverage and growth opportunity do not have significant impact on cash holding. The conclusion are that Conservatism strengthens the profitability on cash holding but conservatism as negative moderation between growth opportunity and cash holding. Thus conservatism have no significant moderation between leverage on cash holding.

Abstract

Increasing competition in the banking industry and the growing complexity of the business environment require branch offices to not only carry out operational functions, but also to manage resources adaptively and strategically. This study examines the influence of Boundary Spanning Activity (BSA) and Team Collaboration (TC) on Branch Performance (BP) with Resource Orchestration (RO) as an intervening variable in branches, one of state-owned bank  in Indonesia. Grounded in dynamic capability and resource orchestration theory, the study adopts an explanatory quantitative approach with 110 definitive Branch Managers as the unit of observation, drawn from a population of 197 full-service branch offices (a response rate of approximately 55.8%). Data were collected through a six-point Likert scale questionnaire and analyzed using PLS-SEM with the disjoint two-stage approach via SmartPLS. Results indicate that BSA has a positive and significant effect on RO (β = 0.296; p = 0.020), and TC has a positive and significant effect on RO (β = 0.468; p = 0.001). TC also exerts a positive and significant direct effect on BP (β = 0.462; p < 0.001), and RO exerts a positive and significant effect on BP (β = 0.425; p < 0.001). Mediation analysis shows that RO partially (complementarily) mediates the effect of TC on BP, whereas RO fully mediates the effect of BSA on BP, since no direct path from BSA to BP is specified in the model. The structural model explains 65.7% of the variance in Branch Performance and 49.7% of the variance in Resource Orchestration. This study enriches the dynamic capability literature at the operational unit level of banking while offering practical implications for branch managers in optimizing resource orchestration and team collaboration to enhance branch performance.

Abstract

This study aims to examine digital conflict management and stakeholder governance in Islamic schools by addressing four questions: 1) How do teachers and parents experience and interpret conflict in digital communication? 2) What factors trigger digital conflict in teacher-parent communication? 3) How do Islamic values shape conflict management strategies? 4) How does tabayyun function as a mechanism for restoring meaning, trust, and stakeholder relationships? Using a qualitative hermeneutic phenomenological approach, this study involved thirteen informants consisting of seven teachers, five parents, and one school principal from three private Islamic schools. Data were collected through in-depth semi-structured interviews and analyzed through holistic, selective, and detailed reading. Digital conflict emerged from communication ambiguity, parental moral anxiety, stakeholder expectations, and blurred communication boundaries. Teachers experienced moral fatigue arising from the continuous pressure to maintain morally and religiously appropriate communication, while tabayyun functioned as a restorative mechanism that repaired meaning, reduced emotional escalation, and restored trust. The study reconceptualizes teacher-parent digital conflict as a stakeholder governance issue, introduces moral fatigue as a context-sensitive form of exhaustion in value-based organizations, and positions tabayyun as a religiosity-based conflict management mechanism. The findings highlight the need for formal communication protocols, boundary governance, teacher support systems, and structured clarification procedures in Islamic schools.

Abstract

Sustainable forest management has become a critical issue in Indonesia due to increasing deforestation, climate change, and the challenges associated with regional autonomy. This study aims to examine the role of collaborative governance in promoting sustainable forest management within the context of decentralized governance. A mixed methods research design was employed, integrating qualitative and quantitative approaches to provide a comprehensive understanding of forest governance practices. Qualitative data were collected through semi-structured interviews, observations, and document analysis involving local governments, community representatives, environmental organizations, and other relevant stakeholders. Quantitative data were obtained from secondary sources related to forest cover change, deforestation rates, and environmental indicators. The findings reveal that collaborative governance significantly contributes to improving forest management effectiveness through enhanced stakeholder participation, institutional coordination, transparency, and shared responsibility. Local communities play a crucial role in conservation efforts, particularly when supported by inclusive policies and strong institutional frameworks. The study also finds that regional autonomy provides opportunities for more responsive and context-specific forest governance; however, challenges such as limited institutional capacity, resource constraints, and stakeholder conflicts remain significant barriers. Furthermore, successful sustainable forest management is influenced by political commitment, community participation, institutional capacity, and trust among stakeholders. The study concludes that strengthening collaborative governance mechanisms and fostering multi-stakeholder partnerships are essential for addressing deforestation and climate change while ensuring long-term forest sustainability. These findings provide valuable insights for policymakers and practitioners seeking to improve forest governance and environmental sustainability in Indonesia.

Abstract

This research aimed to examine the implementation of service digitalization and its effect on PBJT Food and/or Beverage revenue. The study employed a mixed methods approach, consisting of qualitative analysis using Edward III’s policy implementation model and an assessment of the growth and contribution of PBJT Food and/or Beverage to regional tax revenue, as well as quantitative analysis using multiple linear regression. The qualitative analysis examined four main variables in policy implementation, namely communication, resources, disposition, and bureaucratic structure, in order to understand the effectiveness of the implementation of restaurant tax service digitalization. Meanwhile, the quantitative analysis aimed to examine the effect of the number of e-SPTPD (electronic Regional Tax Return) and TP2DD (Regional Digitalization Acceleration and Expansion Team) as independent variables on PBJT Food and/or Beverage revenue as the dependent variable. The results of the study indicated that, qualitatively, the implementation of the digitalization of PBJT Food and/or Beverage services in Kutai Kartanegara Regency had been carried out quite effectively. The factors of communication, resources, disposition, and bureaucratic structure mutually supported the implementation of digitalized regional tax services. However, several obstacles still remained, particularly in terms of communication consistency, internet network stability, and the community’s digital literacy. The average growth of PBJT Food and/or Beverage revenue reached 11.27% per year, with an average contribution of 32.98% to the Regional Tax revenue of Kutai Kartanegara Regency. Quantitatively, the regression results showed that the number of e-SPTPD and TP2DD had a positive and significant effect on the revenue from PBJT on Food and/or Beverages, both partially and simultaneously. Every increase of 1 unit in e-SPTPD increased the average PBJT revenue from Food and/or Beverages by IDR 729,435, while TP2DD was able to increase the average PBJT revenue from Food and/or Beverages by a considerably high amount, namely IDR 765,300,000 per month. This indicated that the increased use of electronic tax reporting systems as well as the optimization of TP2DD’s role could improve PBJT revenue from Food and/or Beverages.
