Abstract

This study examines the phenomenon of poverty and the implementation of empowerment programs in the Lauje Indigenous Community in Parigi Moutong Regency, Central Sulawesi, with a particular focus on the social constructions that shape these programs. Employing a qualitative approach, data were collected through in-depth interviews, participatory observations, Focus Group Discussions (FGD), and document analysis. A total of 16 informants were purposively selected, including traditional leaders, women leaders, youth leaders, indigenous community members, government program field assistants, and village heads within the Lauje Indigenous Community. The findings reveal that poverty among the Lauje Indigenous Community is a multidimensional issue influenced by both structural and cultural factors. Structural factors include limited access to transportation, healthcare, education, and low market value for agricultural products. Cultural factors relate to local beliefs, such as having many children as a sign of good fortune and traditional parenting practices that restrict women’s roles in the household economy. Although the government has introduced empowerment programs under the Village SDGs framework, challenges persist due to limited infrastructure and low community participation. Existing empowerment initiatives have yet to significantly improve economic welfare, as they do not fully consider the socio-cultural conditions of indigenous communities. Meanwhile, the social construction of the Lauje Indigenous Community remains deeply rooted in values of mutual cooperation, solidarity, and harmony with nature. This social capital plays a crucial role in sustaining community life, yet it is gradually eroding due to modernization and materialism among younger generations. This study recommends that empowerment programs should be designed with greater sensitivity to local wisdom and actively involve indigenous communities in planning and execution. Furthermore, strengthening basic infrastructure, financial literacy, and entrepreneurship education is essential to enhancing the economic independence of the Lauje Indigenous Community. Lastly, efforts should be made to preserve social capital and traditional values, as they continue to serve as fundamental pillars of the community’s social and economic sustainability.

Abstract

Bangladesh is one of the most vulnerable countries due to climate change, its geographic location and socio-economic conditions. Civil society in Bangladesh has played a significant role in the environmental movement, driving both grassroots activism and influencing national policies related to environmental protection. The prime objective of this study is to explore the influence of civil society in the grassroots environmental movement, by examining the NGOs self-evaluation. The study employed a descriptive qualitative research approach to meet its objectives. Data was collected from 25 NGOs based on specific inclusion criteria. A semi-structured questionnaire is used to conduct interviews with selected respondents. NGOs overall influence is measured based on selected indicators, where five points Likert scale is used how much they are able to influence in grassroots environmental movement. Indicators like, Introduce environmental issues, youth leader creation, providing volunteers and trainers are scored high. On the other hand, political socialization, new organization creation, influence as pressure group are scored low based on NGOs self-evaluation. The study concluded by finding the obstacle of effective grassroots influence and making some proposals that CSOs, policymakers, and all stakeholders could consider while developing strategies for more influential civil society in Bangladesh.

Abstract

This study examines the conflict between corporate profit and social responsibility within GOTO’s business model, specifically analyzing how commission and fare deduction policies create legal and ethical dilemmas. Using a qualitative research approach, the study employs a legal analysis framework grounded in corporate governance principles, alongside literature reviews, document analysis, and stakeholder interviews. Findings reveal that prioritizing profitability through these policies results in decreased income and growing dissatisfaction among driver partners, thereby intensifying conflicts of interest. Although GOTO has initiated measures such as the establishment of an Ethics Committee and driver support programs, these steps fall short of fully addressing the legal and ethical gaps. The study concludes that reinforcing specific legal regulations—particularly those ensuring accountability and equitable stakeholder treatment—is crucial for resolving these conflicts. These results underscore the urgent need for adaptive legal policies that better balance corporate profit motives with broader social responsibilities in the digital economy.

Abstract

Tourism is a dynamic industry that significantly contributes to global economic growth by creating jobs and increasing income for both communities and governments. This study aims to analyze community participation in implementing the four pillars of sustainable tourism in Janti Tourism Village, Klaten Regency. Employing a qualitative approach, data were collected through interviews, observations, and analysis of relevant literature, including journals, books, and official documents. The data were then analyzed through three stages: data condensation, data presentation, and conclusion drawing or verification. The findings indicate that Janti Tourism Village has successfully evolved into a well-managed tourism destination by integrating community participation with sustainable tourism principles. The community plays an active role as tourism managers, cultural heritage preservers, and environmental stewards, facilitated through training programs, socialization efforts, and regular meetings. Additionally, community members have access to village meetings and performance reporting forums, ensuring their voices are heard in decision-making processes. The study confirms that Janti Tourism Village has effectively implemented the four pillars of sustainable tourism—sustainable management, socio-economic development, cultural preservation, and environmental conservation. These aspects are well-integrated within the village’s tourism development framework. However, further improvements are needed to enhance community engagement and optimize the benefits of sustainable tourism.

Abstract

Batam City, which is part of the Riau Islands Province, serves as a connecting hub between Indonesia and Singapore. Batam is strategically located in a border area between countries, neighboring one of the world's business centers, Singapore. Therefore, maritime transportation plays a crucial role in a maritime nation like Indonesia. The high intensity of transportation between Batam and Singapore indicates that both cities are tourist destinations. Residents of both Batam and Singapore view these cities as tourist destinations. This study focuses on religious tourism. The high intensity of maritime transportation is particularly evident during weekends and holiday seasons, as many residents of both cities visit each other's locations, which shows the high intensity of social mobilization. This study aims to highlight maritime aspects and their relationship with society through the concept of transnationalism within the framework of tourism, particularly religious tourism. With globalization and the need to expand networks, maritime transportation is essential to support transnational processes. For this reason, maritime safety is vital, as it significantly influences efforts toward sustainable development, especially in maritime transportation activities that support tourism.

Abstract

This study examines the gender perspective of planners in regional apparatus organizations (OPD) within the Central Sulawesi Provincial Government, focusing on their roles as gender focal points in development planning. Using Peter Berger and Thomas Luckmann’s (1966) Social Construction Theory—comprising externalization, objectification, and internalization—this qualitative research, conducted from September 2024 to February 2025, employs purposive sampling to select informants from key OPDs involved in gender-based planning, including the Regional Development Planning Agency, the Inspectorate, the Women’s Empowerment and Child Protection Office, the Education Office, the Population Control and Family Planning Office, and the Central Sulawesi Social Service. Primary data will be collected through in-depth interviews and direct observations of gender mainstreaming (PUG) activities, while secondary data will be sourced from government policies, academic articles, official websites, and books. Data analysis follows the interactive model of Miles, Huberman, and Saldana (2014), which includes data collection, data condensation, data display, and conclusion drawing. The findings reveal that OPD planners generally exhibit biases in their approach to gender mainstreaming (PUG), where the externalization stage shows varied understandings of PUG alongside efforts to promote gender-responsive development planning, the objectification stage reflects critical perspectives on gender-responsive policies in infrastructure, education, and health, and the internalization stage highlights challenges in fully integrating gender considerations into regional development planning. This study emphasizes the need for capacity-building programs to strengthen planners’ gender perspectives and recommends greater institutional support for sustainable gender mainstreaming in regional governance.

Abstract

As the center of economic growth and the hub of industries and trade in Indonesia, the issue of goods transportation development in the Jakarta Greater Area deserves higher priority, amongst academics, private sector leaders, and policymakers. Currently, freight trucking is the most widely used mode of goods transportation within the Jakarta greater area (91.3 percent), exceeding the other two alternative modes: sea (7.6 percent) and railway (1.1 percent) transportation. However, the movement of goods transported along the corridor is very congested, not environmentally friendly, and has a relatively small efficiency value and economies of scale. On the other hand, the train mode offers several advantages over the truck mode, including a large transport capacity, relatively fast travel times, freedom from illegal levies, and more guaranteed goods safety. This article employs a mixed-methods approach that combines documentary and SWOT Analysis to explore the current and prospective status of freight railways in the Jakarta region as perceived by key multiple stakeholders, including national and provincial governments, the private sector, academia, and civil society organizations. The results reveal vertical and horizontal disharmony among the responsible government units at both the national and provincial levels regarding the future direction of Jakarta's freight transport. Interestingly, during the FGD, the rational trucking business owners did not show any reluctance toward railway development, as it turned out that a more integrated, intermodal transportation is a better option for all. Finally, the DKI Jakarta Provincial Government needs to prioritize its resources to address the existing weaknesses and challenges before expanding further with a broader and more ambitious strategy.

Abstract

This study aims to analyze the dynamics of power and multi-stakeholder collaborative governance in the Citarum Harum Program using the Regulatory Capture approach, focusing on information asymmetry, collusion, and regulatory consequences. This study used a qualitative and case study approach. The documents analyzed were purposively selected based on temporal proximity (2019-2025), thematic relevance to regulatory capture, and source credibility. Data were analyzed using a thematic analysis approach. Triangulation was applied by comparing findings from scientific articles, government documents, NGO reports and media articles to ensure data consistency. Findings reveal that unverified industry-dominated data biases policy decisions, while collusion in project procurement limits access for small industries and local communities. Weak oversight mechanisms exacerbate regulatory transparency issues, affecting program effectiveness. Despite an increase in the Citarum River Water Quality Index from 33.43 (2018) to 50.78 (2023), pollution remains a critical challenge. As a scientific contribution, this study proposes the Citarum Sustainable Governance Model (CSGM) with six key components: (1) Digital transparency via e-Government, ensuring all procurement stages are digitally recorded and independently audited; (2) Citarum Sustainability Council Forum, fostering multi-stakeholder collaboration through periodic discussions on budget allocation, project progress, and policy evaluation; (3) Community-based audits via e-governance, where trained local communities monitor and report discrepancies through an established platform; (4) Transparent law enforcement, including an environmental court and a secure whistleblower system to report violations; (5) Incentive and education programs, providing micro-grants and continuous training to enhance environmental monitoring capacity; and (6) A reward and sanction system for regulators and contractors, where ethical performance is incentivized while collusion results in penalties. This model aims to mitigate regulatory capture, enhance transparency, and strengthen a fair and sustainable environmental governance framework.

Abstract

This research examines the socio-economic impacts of the PLBN Entikong national strategic project on the community in Entikong District, Sanggau Regency. mploying a quantitative approach, the research utilizes Partial Least Squares Structural Equation Modeling (PLS-SEM) via SmartPLS software to analyze the relationships between infrastructure development and community welfare indicators. Data were collected through purposive sampling, involving 50 respondents selected for their direct engagement with the project, and triangulated through structured questionnaires and field observations. The analysis confirms statistically significant positive impacts of the PLBN Entikong project on both social and economic dimensions, as evidenced by T-statistic values exceeding 1.96 (p < 0.01). Social improvements include enhanced community collaboration and cultural integration, while economic benefits manifest in increased local trade activity and income growth. However, disparities in policy implementation—such as limited local vendor participation (68% exclusion) and underutilized human resource budgets (22% absorption)—highlight systemic gaps requiring redress. These findings underscore the project’s role as a catalyst for inclusive development while emphasizing the need for participatory governance and adaptive policy frameworks. The study contributes actionable insights for optimizing border development strategies and advancing equitable socio-economic outcomes in Indonesia’s marginalized frontier regions.

Abstract

This study aims to evaluate the effectiveness of the Election Supervisory Body (Bawaslu) in handling election crimes, focusing on supervision mechanisms, policy implementation, and law enforcement outcomes. A descriptive qualitative method was used, with data collected through literature reviews on election regulations, Bawaslu reports, and relevant previous studies. The analysis assessed Bawaslu’s performance based on supervision quality, coordination with the Integrated Law Enforcement Center (Gakkumdu), law enforcement effectiveness, and obstacles encountered. The findings indicate that Bawaslu’s effectiveness relies on clear reporting procedures, responsiveness in handling reports, and investigative objectivity. Coordination with Gakkumdu plays a crucial role in ensuring transparent and efficient law enforcement, contributing to a decrease in election violations. However, challenges such as limited resources and weak regulations hinder optimal performance. This study highlights the need for capacity building, regulatory improvements, and stronger institutional synergy to enhance election crime handling.
