Abstract

This study investigates the ethical dimensions of police public service delivery at the Integrated Police Service Centre (SPKT) of Polda Metro Jaya, focusing on the persistent gap between procedural compliance and ethical responsiveness. The research aims to identify the root causes of weak ethical implementation and to propose reform strategies grounded in virtue ethics. Employing a qualitative case study design, the study draws on data collected through in-depth interviews with officers and service users, 28 days of participant observation, and document analysis of police regulations and standard operating procedures. Thematic analysis was used to interpret recurring patterns in service behaviour and institutional culture. The findings reveal that while officers fulfil administrative requirements effectively, their interactions with the public often lack empathy, attentiveness, and moral judgement. Structural constraints, legalistic SOPs, and the absence of virtue-based training contribute to the erosion of ethical service culture. The study argues that the core issue is not regulatory deficiency, but the underdevelopment of moral character among police personnel. As a contribution to both theory and practice, the research introduces a comprehensive virtue ethics-based reform framework encompassing leadership, training, organisational culture, and procedural revision. The originality of this study lies in its explicit application of Aristotelian virtue ethics as a corrective model to address ethical stagnation in police service—a perspective rarely explored in Indonesian public administration scholarship.

Abstract

This study aims to analyze customer preferences in choosing Branchless Banking services by examining various perceptions that influence their decision-making. The research focuses on four key factors: Perceived Ease of Use, Perceived Trust, Perceived Usefulness, and Perceived Risk. The Branchless Banking services evaluated in this study include BRILink, Agen46, and Mandiri Agen, platforms developed by major banks in Indonesia to expand financial services through agent-based networks. A mixed-methods approach was employed, combining quantitative analysis using the Analytic Hierarchy Process (AHP) and the Expert Choice software with qualitative insights to enrich the interpretation of results. Data were collected from 100 respondents with experience using all three services, ensuring a relevant and comprehensive evaluation. The findings reveal that Perceived Ease of Use is the most dominant factor influencing customer choice, with a weight of 39.40%, followed by Perceived Usefulness at 23.90%. Trust ranked third at 22.30%, while Risk had the lowest weight at 14.30%. Further analysis indicates that BRILink is the most preferred branchless banking service, scoring the highest (45.5%) across all criteria: Perceived Ease of Use, Perceived Usefulness, Trust, and Risk. These results suggest that BRILink aligns best with customer expectations across the evaluated dimensions. The study offers strategic insights for financial institutions to enhance agent banking services through a customer-centric approach.

Abstract

This study aims to analyze the influence of transformational leadership and organizational culture on employee performance, with work motivation as a mediating variable, at the Regional Secretariat of Solok City. The research addresses challenges stemming from bureaucratic leadership styles and weak organizational culture, which are related to low employee motivation and performance. A quantitative method was employed, with data collected through surveys of 90 civil servants and analyzed using Structural Equation Modeling (SEM) assisted by SmartPLS. The results show that both transformational leadership and organizational culture have a positive and significant effect on employee motivation and performance. Motivation was found to mediate these relationships. This study emphasizes the importance of internal incentive systems, an adaptive work culture, and inspirational leadership in improving civil servant performance. These findings are expected to serve as a guideline for the Solok City Government in strengthening human resources and enhancing bureaucratic effectiveness.

Abstract

This study aims to develop a strategic, ethical, and sustainability-oriented conceptual framework for identifying and evaluating sustainable business opportunities within Indonesian Islamic Higher Education Institutions operating under the Public Service Agency (PTKI BLU) model. Amid rising pressures on higher education institutions to reduce reliance on public funding and enhance revenue diversification, PTKI BLUs face the unique challenge of balancing market responsiveness with strict adherence to Islamic values and broader sustainability imperatives. This research adopts a qualitative conceptual approach inspired by Jabareen’s framework analysis method, integrating extensive literature reviews and secondary data from institutional reports, policy documents, and best practices across PTKI BLUs. The findings result in a multidimensional framework composed of four core dimensions: (1) Internal Resource Audit, (2) External Needs & Market Analysis, (3) Business Model Development with a triple-filter evaluation (BLU Feasibility, Islamic Value Congruence, and Sustainability Impact), and (4) Strategic Prioritization, Implementation, and Monitoring. This framework assists PTKIs in strategically transforming internal assets—academic expertise, physical infrastructure, networks, and Islamic identity—into mission-aligned and financially viable ventures across sectors such as halal industry, Sharia finance, education services, and community-based enterprises. The implications of this study are twofold: it offers a roadmap for PTKIs to enhance their institutional resilience through ethically grounded entrepreneurship, and it contributes to the discourse on Islamic university governance under autonomy models like BLU. The originality of this research lies in its integrated approach, bridging regulatory flexibility, Islamic ethical principles, and sustainability into a unified model—addressing a critical theoretical and practical gap in current higher education and Islamic management scholarship.

Abstract

Law enforcement in Jakarta’s urban tourism industry faces complex challenges, ranging from licensing violations and labor exploitation to environmental degradation and weak tourism security oversight. This study aims to analyze the effectiveness of collaborative governance in tourism law enforcement through the interaction between state and community actors. The research design employs a qualitative approach, collecting data through semi-structured interviews with key stakeholders (Tourism Office, Civil Service Police Unit/Satpol PP, Police, Pokdarwis, and FKPM), field observations at strategic tourism locations in Jakarta, and analysis of policy documents and institutional reports. The analysis draws on the collaborative governance framework and is further enriched by the ASOCA strategy (Ability, Strength, Opportunities, Culture, Agility) to evaluate inter-agency collaborative capacity. The findings indicate that inter-agency forums, digital reporting, joint operations, and community legal education have improved supervision effectiveness and fostered public ownership of tourism regulations. However, these efforts remain limited by regulatory fragmentation, resource disparities, weak coordination SOPs, and bureaucratic resistance to community participation. The study’s original contribution lies in the application of the ASOCA strategy as an institutional analytical tool in the context of urban tourism governance—a methodological innovation that broadens the understanding of plural policing and community-based law enforcement. This study recommends institutionalizing cross-actor task forces, introducing performance-based participatory incentives, and strengthening digital reporting systems as action plans to develop a responsive, collaborative, and sustainable tourism governance framework.

Abstract

The increasing rates of divorce and the growing number of female-headed households highlight important social dynamics that require serious attention. However, in 2023, only 60.31% of female heads of households were employed, creating economic challenges that affect fulfilling family needs. This situation reflects a gap between women's responsibilities and their access to economic resources. Women who assume dual roles must perform both instrumental and expressive functions, acting as breadwinners and caregivers who provide love and emotional Support to their children. These dual roles often increase the risk of stress, particularly in financial aspects. Single mothers tend to face various forms of vulnerability, including social, physical, emotional, and economic vulnerabilities, all of which can negatively impact overall family well-being. This quantitative research project uses an explanatory research design and a voluntary sampling technique. One hundred twenty-five single mothers participated as respondents, representing various age groups ranging from 25 to 57 years. The highest divorce status was widowhood (63.2%), followed by divorce due to separation (36.8%). Data were collected through a questionnaire tested for validity and reliability. The study results indicate that financial literacy has a positive and significant effect on financial stress, meaning that higher levels of financial literacy are associated with lower levels. Social Support also has a positive and significant effect on financial stress, indicating that Support from one's social environment can help reduce financial pressure. Furthermore, financial stress has a negative and significant effect on financial well-being, suggesting that increased financial stress leads to lower financial well-being.

Abstract

This study aims to analyze the challenges and strategies in enhancing the effectiveness of sexual violence prevention and response task forces in Indonesian religious higher education institutions. The study identifies various obstacles that universities face in implementing policies for the prevention and handling of sexual violence, as well as the strategies they employ to overcome these challenges. This research adopts a qualitative approach, collecting data through in-depth interviews and Focus Group Discussions (FGD) with heads of gender and child study centers, members of the sexual violence prevention and response task forces, and lecturers across seven religious higher education institutions in Indonesia. The findings reveal that, although several universities have established task forces, they still encounter major challenges, such as limited trained human resources, victims’ reluctance to report incidents, and conservative campus cultures. However, the strategies implemented, including continuous training for staff and lecturers and the use of technology for reporting, have proven effective in raising awareness and improving responsiveness to sexual violence. This study contributes significantly to the development of policies for the prevention and handling of sexual violence in religious higher education institutions. It recommends strengthening institutional structures, intensifying training programs, and developing more integrated digital reporting systems to create safer and more responsive campuses. Furthermore, this research provides an original contribution by exploring the challenges and strategies faced by religious universities in implementing sexual violence prevention and response policies, offering new insights into how these strategies can be improved and adapted to the specific context of religious higher education in Indonesia.

Abstract

This study examines the influence of Green Human Resource Management (GHRM)—comprising green recruitment, green training, and green knowledge sharing—on green innovation in Micro, Small, and Medium Enterprises (MSMEs) in Samarinda, with green organizational commitment (GOC) as a mediating variable. This topic is particularly important since MSMEs, although vital in developing economies, often overlook ecological aspects. The research adopts a quantitative descriptive design with a sample of 100 food and beverage MSME owners in Samarinda, drawn from a population of 16,825 using Slovin’s formula. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with WarpPLS 7.0. The results show that all three dimensions of GHRM significantly affect green innovation, with green knowledge sharing exerting the strongest impact, followed by green recruitment, while green training has a positive but weaker effect. Furthermore, GOC significantly mediates these relationships, with the strongest indirect effect found in the path from green knowledge sharing to green innovation. The overall model demonstrates strong feasibility and explanatory power (R² = 0.941 for green innovation). These findings indicate that HR practices aimed at environmental sustainability are most effective when supported by organizational commitment. Policy-wise, this research underscores the importance of embedding environmental awareness into recruitment, training, and knowledge-sharing processes at the MSME level. Practically, MSMEs are encouraged to institutionalize green values as part of their organizational culture to strengthen innovation and competitiveness. This study contributes originality by modeling how internal GHRM mechanisms influence innovation through organizational commitment, thereby extending previous theories and offering context-specific insights for MSMEs in Indonesia.

Abstract

The Palestinian movement landscape has seen a tremendous rise following the rising death toll in Gaza. Among the loudest voices have been US campuses' student protests against their government and academic institutions' complicity in the war. In the face of the public opinion shift, this qualitative descriptive study aims to unravel how CNN Arabic maintains discursive power in its coverage of the pro-Palestinian protests. Focusing on CNN Arabic's initial reporting of the 'Gaza Solidarity Encampment,' this study analyzes the data by applying Theo Van Leeuwen's critical discourse analysis framework, specifically the Social Actors Approach. By utilizing this framework, the author examines CNN Arabic's representation of social actors in its narrative, exploring both their exclusion and inclusion. In light of the results, the author categorizes the data into three categories: the representation of (1) Columbia students, (2) the Columbia University president and critics, and (3) external actors. The results demonstrate CNN Arabic's elaborate use of both exclusion and inclusion strategies. Inclusion strategies were used repeatedly to marginalize student protesters and the university president, as well as to establish the credibility of external sources. On the other hand, exclusion strategies were used much less, primarily to divert readers' attention from the real issue and protect critics of the protests. By employing these strategies, CNN Arabic is able to maintain its discursive power, regain public influence, and convey negative sentiments toward the pro-Palestinian protesters.

Abstract

The phenomenon and research gap in this study is the increasing competition in the manufacturing industry, particularly in the production of truck beds and dump trucks, which requires companies to continuously innovate in their marketing strategies to maintain and enhance customer loyalty. Although referral marketing has been recognized as an effective strategy, its implementation is often not integrated with elements of corporate trust, such as the corporate trust icon. This poses a challenge for companies in creating sustainable customer trust. As a leading company in the manufacturing of truck bodies and dump trucks, CV. Jati Mandiri realizes the importance of innovative marketing strategies to maintain competitiveness. This company demonstrates a commitment to implementing referral marketing combined with a corporate trust icon that reflects credibility and professionalism. Is there an influence of referral marketing on purchasing decisions at CV. Jati Mandiri? Is there an influence of a corporate trust icon on purchasing decisions at CV. Jati Mandiri? Is there an influence of referral marketing and a corporate trust icon on purchasing decisions? This study uses two independent variables (Independent Variables), namely referral marketing (X1) and corporate trust icon (X2) and a dependent variable (Dependent Variable), namely purchasing decision (Y). In this study, the number of respondents is 182. The results of this study are that Referral Marketing has been proven to have a positive and significant influence on the Purchasing Decision of CV. Jati Mandiri consumers. The Corporate Trust Icon has also been proven to significantly influence the Purchasing Decision made by CV. Jati Mandiri consumers. Simultaneously, both variables, namely Referral Marketing and Corporate Trust Icon, have a large contribution and complement each other in influencing the Purchasing Decision of CV. Jati Mandiri consumers.
