Abstract

This study aims to determine the process of implementing the child identity card (KIA) policy at the Palu City Population and Civil Registration Service. The regulations governing the issuance of child identity cards (KIA) are regulated in the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards. The approach used in this study is qualitative with a descriptive approach. Qualitative research is a study that produces and manages descriptive data, such as interview and observation transcriptions. While descriptive is a research method used to examine the condition of natural objects, where researchers are key instruments, data collection techniques are carried out by triangulation (combination), data analysis is inductive, and qualitative research results emphasize meaning rather than generalization. The results of this study show that the implementation of the Child Identity Card (KIA) policy at the Palu City Population and Civil Registration Service has not gone as expected. From the two indicators put forward by Grindle (1980), namely policy content and policy context, there are several findings. In the policy content, there are several obstacles in the policy implementation process caused by several things such as the lack of benefits from the implementation of the child identity card policy felt by the Community and the child identity card which is not a priority for the Community to be made immediately. While in the policy context it shows that the cause of the child identity card policy not being implemented properly is because the strategy used is not supported by a sufficient budget and the Community's perception that the child identity card does not have any benefits that they can get.

Abstract

This study aims to analyze and compare the effectiveness of incentive schemes based on their type (monetary vs. non-monetary) and timing of distribution (monthly vs. quarterly) in enhancing employee performance. The research is motivated by the recurring challenge that poorly designed incentive systems often fail to motivate employees and may even trigger dissatisfaction and turnover. Using a quantitative approach, the study employed a Likert-scale questionnaire that was validated and proven reliable (Cronbach’s Alpha = 0.872). The sample comprised 50 employees of Company X in Jakarta selected through purposive sampling. Data were analyzed using independent t-test, one-way ANOVA, and multiple linear regression to identify the relative effects of each factor. The results show that monetary incentives are perceived as significantly more effective than non-monetary ones in improving motivation and productivity (β = 0.440; p < 0.001). Likewise, the timeliness of incentive distribution—particularly when provided within one month after achieving the target—has a positive and significant impact on performance (β = 0.325; p = 0.005). The regression model demonstrates that the combination of monetary incentives and monthly distribution yields the strongest performance enhancement, explaining 51.5% of performance variation (R² = 0.515). These findings confirm that both the form and timing of rewards act as complementary drivers of employee commitment and effort. Practically, the study underscores the importance of integrated incentive design that balances financial and non-financial elements, ensures timely delivery, and maintains transparency to reinforce perceptions of fairness and trust. Theoretically, it contributes to strategic human resource management by contextualizing expectancy theory and equity theory within the Indonesian corporate setting. The originality of this study lies in its dual-dimensional analysis of incentive type and timing, a combination rarely examined simultaneously in prior HRM research in Indonesia.

Abstract

The tofu industry in Suci Village, Karangpawitan District, Garut Regency, contributes significantly to the local economy, but also causes environmental problems due to suboptimal waste management. This study aims to evaluate the implementation of green accounting and identify the potential for green innovation in tofu industry waste management in Suci Village. The research method used is descriptive qualitative with a case study approach, where data validity is tested using source triangulation techniques to ensure data accuracy and reliability. The results show that most tofu industries have utilized solid waste as animal feed, but liquid waste management is still a major challenge. This study recommends the development of an integrated waste management system, including the construction of a communal Wastewater Treatment Plant (WWTP) and the utilization of liquid waste to produce value-added products such as biogas and organic fertilizer. The implementation of green accounting and green innovation is expected to improve the environmental and economic sustainability of the tofu industry and contribute to the achievement of the Sustainable Development Goals (SDGs) particularly SDG 6 (Clean Water and Sanitation), SDG 9 (Industry, Innovation and Infrastructure), SDG 12 (Responsible Consumption and Production), and SDG 13 (Climate Action).

Abstract

This study explores the impact of taxation, accounting, and social welfare system integration on public financial transparency in Indonesia. The study collected data from government reports and interviews with financial policy experts, auditors, and government officials using mixed methods, including quantitative and qualitative analysis. The analysis results show that system integration significantly improves transparency through more accurate fiscal reporting and better access to public financial information. Challenges such as technology implementation costs, bureaucratic resistance, and capacity gaps still hamper the integration process. These findings align with existing literature, which underlines the importance of political support and capacity building to overcome these obstacles. This study recommends better training and international support to support system integration efforts and improve accountability and public trust in state financial management.

Abstract

This research aims to analyze the direct and indirect effects of managerial competency characteristics, marketing mix, social capital, and the sustainability of Badan Usaha Milik Desa (Village-Owned Enterprises, BUM Desa) enterprises on economic development in Lombok Utara Regency. Additionally, examines the social capital determinants that moderate the impact of managerial competency on the sustainability of BUM Desa enterprises in Lombok Utara Regency. This study employs an associative quantitative research design. This research was carried out in 43 villages within Lombok Utara Regency, with a total sample of 215 from 43 BUM Desas across these villages. The SEM-PLS method is employed for data analysis. The research findings indicate that management competency, marketing mix, social capital, and the sustainability of BUM Desa enterprises do not significantly influence the performance of village development in Lombok Utara Regency. Social capital significantly moderates the impact of managerial ability on the success of BUM Desa. The findings of this research are anticipated to enhance theoretical understanding of the mechanisms of social capital, particularly how prolonged retention greatly moderates the impact of managerial competency on the performance of BUM Desa.

Abstract

The decentralization policy gives authority to local governments to design and implement programs that are in accordance with local needs, including the Family Hope Program (PKH) as one of the social protection instruments. PKH aims to improve social welfare through conditional social assistance that encourages poor people's access to education and health. This study contributes by revealing how decentralization affects the effectiveness of PKH implementation in urban areas, especially through the distribution of social assistance, and its impact on improving social welfare in Medan City. This analysis is expected to strengthen evidence-based policies in realizing equal social welfare in urban areas, especially Medan City. However, the effectiveness of this policy still requires further study to understand its specific impact on the community in Medan City. The purpose of this study was to determine the effect of the Decentralization Policy and the Family Hope Program (PKH) on Social Welfare in Medan City with the Intervening Media of the Social Assistance Program. The sample used a purposive sampling technique to obtain respondents who were relevant to the study. The research method used was quantitative research, namely by distributing questionnaires to 100 respondents from the Medan City community, North Sumatra who received Social Assistance and the Family Hope Program (PKH). The results of this study: 1) There is an influence of Decentralization Policy on Social Welfare in Medan City, North Sumatra with a value of 24.1%; 2) There is an influence of the Family Hope Program (PKH) on Social Welfare in Medan City, North Sumatra 45.7%; 3) The magnitude of the influence of the Social Assistance Program on Social Welfare partially is 2.5%; 4) The magnitude of the influence of the Decentralization Policy and the Family Hope Program (PKH) on Social Welfare in Medan City with the Intervening Media of the Social Assistance Program is: 67.5% + 2.5% = 70%.

Abstract

This study aims to analyse the performance of Islamic banks in Southeast Asia through a comprehensive framework that includes both financial and non-financial aspects, particularly those grounded in the Maqasid al-Shari’ah. The research is significant as the rapid growth of Islamic finance in the region has not been matched by systematic performance evaluations. Employing a quantitative approach with an explanatory design, data were collected from financial reports, structured surveys, and interviews, and analysed using panel data regression with the Fixed Effect Model (FEM). The findings reveal a significant post-pandemic recovery among Islamic banks, demonstrated by improvements in profitability, operational efficiency, and asset quality. The Maqasid Syariah Index (MSI) shows varied achievements, with Malaysia and Indonesia leading in the integration of Islamic ethical and social values. Internal factors such as bank size and age, along with external factors such as GDP growth, the Islamic Financial Development Index (IFDI), and Sharia Governance Score (SGS), significantly influence performance. These results underscore the importance of aligning macroeconomic factors, Islamic governance, and financial infrastructure to support the resilience and sustainability of Islamic banking. This study offers an original contribution by developing a performance evaluation model rooted in maqasid principles and provides policy recommendations to enhance the integration and efficiency of the regional Islamic financial system.

Abstract

This study aims to determine the Implementation of the No Smoking Area Policy in Palu City. The type of research used is descriptive qualitative. The type of data used primary data and secondary data. Data collection techniques, conducted through observation, interviews, and documentation. The technique of withdrawing informants using purposive. The data analysis used is the Miles, Huberman and Saldana model, namely data collection, data presentation, data condensation and conclusion drawing. More efforts are needed to optimize the implementation of the smoke-free area policy in Palu City, including conducting a lot of education-based socialization about the dangers of cigarette smoke for both active and passive smokers, as well as instilling more understanding to every agency related to the implementation of smoke-free areas, because being free from cigarette smoke and breathing clean air is a community right guaranteed by the government. The smoke-free area (KTR) policy in Palu City has not been fully responded to by all policy stakeholders in Palu City. As a result, the implementation of the smoke-free area policy has not been effective. Based on the results of the research conducted, it can be concluded that the implementation of the smoke-free area policy in Palu City is relatively ineffective, due to several things, namely cross-sectoral communication has never been carried out by policy implementers. The consistency of the implementers of the smoke-free area (KTR) policy is still low. Socialization to the community is very minimal. Lack of community compliance, as well as non-enforcement of sanctions and fines for people who deliberately violate the smoke-free area policy.

Abstract

This study aims to analyze the implementation of the Restorative Justice policy in the Handling of Narcotics Crimes in the Police in the East Kalimantan Regional Police. Qualitative descriptive research method. A total of 10 informants were determined purpossively, namely the Head of the National Narcotics Agency (BNN) of Balikpapan City, the Head of the Balikpapan Police Narcotics Investigation Unit and the Kutai Kartanegara Police, the Head of the Tanah Merah Samarinda BNN Rehabilitation Center, the Head of Medicine and Health of the East Kalimantan Police; Chairman of the Balikpapan City Legal Aid and Public Policy Studies Institute and addicts undergoing rehabilitation in Balikpapan City, plus observation and documentation. Data analysis includes collection, condensation, data presentation, and conclusion drawn. The results of the study show that the implementation of National Police Regulation Number 8 of 2021 concerning the Handling of Crimes Based on Restorative Justice in narcotics crimes in the East Kalimantan Police has not been effective. In terms of communication, it has shown success with effective policy transmission and clarity through various media and forums, but challenges in consistency of socialization and approach to vulnerable communities still need to be overcome. In terms of resources, there is a shortage of experts, limited rehabilitation facilities, and inadequate budget support. The disposition aspect shows a positive attitude from the implementers, although the involvement of local governments needs to be increased. The bureaucratic structure has been organized with clear SOPs, but the complexity of administrative procedures needs to be simplified to improve program accessibility. The study suggests that implementers increase the effectiveness of policies, such as additional training for law enforcement officials, and the opening of new rehabilitation facilities to reach vulnerable communities. The findings of the research have implications for policy makers, law enforcement, and the public, namely helping to overcome the narcotics problem in a more humane and effective way, in this case in the East Kalimantan Regional Police area.

Abstract

This study explores the role of Islamic communication principles in enhancing antiretroviral therapy (ART) adherence among HIV/AIDS patients at West Nusa Tenggara Provincial Hospital (NTB), Indonesia, focusing on culturally sensitive counselling techniques. Using a qualitative case study approach, the research involved in-depth interviews and observations with three HIV/AIDS counsellors (K1, K2, and K3) and three patients (P1, P2, and P3) with a history of ART discontinuation. Data were collected through interviews, observations of counselling sessions, and secondary documentation, then analyzed using the Miles and Huberman model, which includes data collection, reduction, presentation, and conclusion drawing. The findings revealed that counsellors (K1, K2, and K3) employed ethical and empathetic communication principles, aligning with the six qaulan  (Islamic communication principles): qaulan sadida (truthful speech), qaulan maysura (easy-to-understand speech), qaulan baligha (impactful speech), qaulan ma'rufa (kind speech), qaulan karima (respectful speech), and qaulan layyina (gentle speech). Although counsellors were not explicitly aware of these principles, their practices inherently reflected these values, fostering trust, reducing stigma, and improving patient adherence to ART. Patients (P1, P2, and P3) reported feeling respected, supported, and motivated during counselling, strengthening their commitment to lifelong treatment. This study highlights the importance of integrating Islamic communication principles into HIV/AIDS counselling to align with patients' cultural and religious values, particularly in Muslim-majority settings. This approach enhances ART adherence, strengthens patient-counselor relationships, reduces stigma, and promotes better health outcomes. The findings contribute to culturally competent healthcare practices by advocating for patient-centred counselling strategies that incorporate religious and cultural values, ultimately improving adherence and quality of life for people living with HIV/AIDS.
