Abstract

General Background Ambulances are priority emergency vehicles intended exclusively for medical rescue and patient transport, supported by special traffic privileges and regulated standards within public health systems. Specific Background Recent practices in Indonesia reveal ambulances being deployed for nonmedical activities, including personal transportation, logistics delivery, criminal acts, and political interests, raising concerns about public safety, service disruption, and ethical compliance. Knowledge Gap Existing studies have not comprehensively examined the forms of nonmedical use alongside the legal responses and sanctions across multiple legal domains within a single sociolegal framework. Aims This study analyzes the types of ambulance misuse for nonmedical purposes, the mechanisms of law enforcement applied, and the legal implications for perpetrators. Results Using a sociolegal empirical approach, the findings show that misuse occurs in criminal, civil, employment, and administrative contexts; enforcement actions vary according to the actor and consequences; and sanctions range from imprisonment and compensation to termination of employment and disciplinary measures, with preventive and repressive efforts sometimes complemented by restorative justice. Novelty The study offers an integrated normative-empirical analysis that links real-world practices with statutory provisions, highlighting gaps in supervision and accountability concerning emergency vehicle use. Implications Strong, coordinated enforcement and oversight are necessary to preserve the humanitarian function of ambulances, maintain public trust in emergency services, and ensure that priority road rights remain reserved for genuine medical emergencies. Highlights: Nonmedical use appears across criminal, civil, labor, and administrative violations. Penalties differ according to perpetrator role and severity of consequences. Coordinated oversight is required to safeguard emergency service integrity. Keywords:Ambulance Misuse; Emergency Vehicle Regulation; Law Enforcement; Legal Sanctions; Sociolegal Study

Abstract

Odontoma at 24,9%, is the second most common odontogenic tumors of the jaws after ameloblastoma, and it occurs more in children than adults. It is often asymptomatic and accidentally found on the patients with tooth loss or malposition. There are two types of odontoma based on its form, namely compound odontoma and complex odontoma. Odontoma is treated by conventional surgery. In general, recurrences do not occur in these cases. In this report, odontoma was found bilaterally in posterior maxilla which is a rare case because mostly compound odontoma is reported to occur in the anterior maxilla. Case Report: A 35-year-old man with no oral complaints came for a consultation before undergoing orthodontic treatment. OPG examination was performed and there were lesions that led to the diagnosis of compound odontoma. Furthermore, odontoma excision was performed and impacted teeth were removed from the patient Conclusion: Although most of odontoma cases are asymptomatic, early diagnosis and treatments are required to minimize the occurrence of complications and improve the prognosis of treatment. Highlights: Odontoma is the second most common odontogenic tumor after ameloblastoma. Case involves rare bilateral posterior maxilla compound odontoma. Early diagnosis prevents complications and improves prognosis. Keywords: Odontoma, Hamartroma, Odontogenic tumor, Benign tumor

Abstract

General background: Financial technology (fintech) has transformed the financial services industry, offering convenience and broader access. Specific background: However, the rapid growth of online loans has also given rise to illegal lending practices, marked by exorbitant interest rates, privacy violations, and exploitative collection methods, causing serious economic and psychological harm. Knowledge gap: Previous studies have examined illegal loans from legal, economic, and social perspectives, yet few have analyzed solutions through the framework of industrial fiqh. Aims: This study seeks to contextualize the concepts of amar ma’ruf nahi munkar (enjoining good and forbidding wrong) and ta’zir (discretionary punishment) as frameworks to address the proliferation of illegal online loans. Results: Findings show that economic pressures, consumptive lifestyles, and low financial literacy are primary factors driving communities into debt traps. Illegal loans are deemed unlawful in Sharia due to elements of riba, gharar, and zulm. Novelty: By applying classical fiqh principles within the theory of industrial fiqh, this study introduces practical programs: financial literacy campaigns as amar ma’ruf and strengthened regulation and law enforcement as ta’zir. Implications: These approaches highlight the relevance of fiqh in modern socio-economic challenges, offering a Sharia-based, preventive, and corrective framework to protect society from exploitative financial practices. Highlights: Illegal online loans cause economic, social, and psychological harm. Fiqh principles provide preventive and corrective solutions. Novelty lies in contextualizing amar ma’ruf and ta’zir within industrial fiqh. Keywords: Fintech, Illegal Online Loans, Industrial Fiqh, Amar Ma’ruf Nahi Munkar, Ta’zir
