Abstract

This research is a qualitative research with a descriptive approach. The data used in this article are secondary data that researchers obtain from Scientific Journals, Books, Theses, Dissertations, Theses, News, and other things that are commonly used in every research. The data is collected, then selected and concluded using the SWOT analysistechniquecollection, data selection, data reduction and drawing conclusions. The result in this article show the presence of electronic evidence can indeed make it easier to prove Fraud in the General Election effectively both in the Constitutional Court which adjudicates the dispute over the results of the Presidential and Vice Presidential Elections briefly, namely 14 days, reporting to BAWASLU, and others who have a very short time. Electronic evidence in accordance with its strength as the researcher explained above, is easy to access, easy to obtain, easy to back up, and so on. Moreover, this effectiveness can be further increased supported by the General Election system which is slowly adopting a digital ELECTION system.

Abstract

The development of information technology has driven the shift of crimes into cyberspace, including the increasingly widespread practice of online gambling. Promotion through social media by influencers has expanded pub-lic access to gambling activities and generated serious social and legal im-pacts. This study examines the regulation and criminal liability of perpetra-tors promoting online gambling in Indonesia through the analysis of the Lhokseumawe District Court Decision Number 91/Pid.Sus/2024/PN Lsm. The method employed is normative juridical research with statutory, concep-tual, and case study approaches. The results of the study indicate that the regulation of online gambling promotion is governed under Articles 303 and 303 bis of the Indonesian Criminal Code, Law Number 7 of 1974 concerning Gambling Control, and Article 27 paragraph (2) in conjunction with Article 45 paragraph (3) of the Electronic Information and Transactions Law as amended by Law Number 1 of 2024. Criminal liability is based on the ele-ments of conduct and fault (mens rea), whereby perpetrators may be regard-ed as participants or instigators. The court decision affirms that gambling-related content accessible to the public through social media fulfills the ele-ments of a criminal offense and may be subject to sanctions in accordance with applicable legal provisions.

Abstract

This study aims to analyze the risk management of School Operational Assistance (BOS) funds in Bone Bolango Regency from the perspectives of public administration and good governance. The study was motivated by the persistence of various problems in the management of BOS funds, such as delays in fund disbursement, weak supervision, limited human resource capacity, and the suboptimal implementation of transparency and accountability in school financial administration. This study employed a qualitative approach with a descriptive method. Data collection techniques were conducted through observation, in-depth interviews, and documentation. Data analysis utilized an interactive model consisting of data reduction, data presentation, and conclusion drawing. The findings reveal that risk management in the governance of BOS funds in Bone Bolango Regency has not yet operated optimally. Based on the Berg Risk Management Model approach, the identified risks include goal setting, risk identification, risk analysis, risk assessment, risk treatment selection, as well as monitoring and evaluation. The implementation of good governance principles such as transparency, accountability, effectiveness, and community participation still requires strengthening. This study recommends improving the capacity of BOS fund managers, strengthening internal supervision, digitalizing financial management systems, and enhancing coordination among educational stakeholders in order to establish effective and accountable governance of educational operational funding.

Abstract

This study investigates the main determinants of income inequality across Indonesian provinces by employing dynamic panel data from 34 provinces over the 2015-2023 period. The study is motivated by the persistent disparity in regional income distribution despite continuous economic growth in Indonesia. Income inequality is proxied by the Gini ratio, while the explanatory variables consist of Gross Regional Domestic Product (GRDP), Provincial Minimum Wage (PMW), Labor Force Participation Rate (LFPR), percentage of informal workers, and Mean Years of Schooling (MYS). Considering the dynamic nature of inequality and the possibility of endogeneity among variables, the analysis applies a dynamic panel regression approach estimated using the System Generalized Method of Moments (System GMM). The empirical results indicate that lagged income inequality, GRDP, and the percentage of informal workers positively and significantly influence income inequality, implying that regional growth and labor market conditions remain uneven and less inclusive. Conversely, Mean Years of Schooling exerts a negative and significant effect, highlighting the important role of education in reducing inequality. Meanwhile, PMW and LFPR are found to have no significant impact on income inequality in Indonesia.

Abstract

This article analyzes the effectiveness of international legal frameworks in addressing cross-border cybercrime and digital security threats. The rapid development of digital technology has increased the complexity of cybercrime, which transcends national borders and challenges traditional principles of territorial jurisdiction. This study employs a normative legal research method using statutory and conceptual approaches, with analysis of primary legal instruments such as the Budapest Convention on Cybercrime (2001) and United Nations initiatives on cybercrime governance, as well as relevant national legislation in Indonesia. The findings indicate that international legal frameworks provide an important normative foundation for cybercrime regulation; however, their effectiveness remains limited due to fragmented implementation, lack of universal participation, jurisdictional complexity, and regulatory lag in responding to technological developments. Cybercriminals exploit these legal gaps, creating enforcement challenges across jurisdictions. In addition, Indonesia faces structural constraints in cybercrime enforcement, particularly in digital forensic capacity and cross-border cooperation mechanisms. This study concludes that although existing international legal frameworks are normatively adequate, their practical effectiveness is still constrained. Therefore, stronger legal harmonization, enhanced international cooperation, and adaptive regulatory mechanisms are required to address the evolving nature of cybercrime and digital security threats.

Abstract

This study aims to explore the implementation of Task-Based Learning (TBL) in developing communication skills in early English language education at SD 213 Lapongkoda. TBL, which focuses on using practical and authentic tasks within the learning process, is expected to enhance speaking, listening, and social interaction abilities of young learners. The research investigates the effects of TBL on communication skills development among elementary school 213 Lapongkoda students through a series of engaging, real-life tasks. Findings indicate that TBL significantly increases student motivation and effectively enhances communication skills by offering opportunities for experiential learning and collaboration. This study suggests that integrating TBL in English language education is an effective strategy to prepare young learners for real-world communication challenges and to foster language acquisition through meaningful tasks.

Abstract

This research examines the concept of sustainable development and the role of community participation in the context of Green Living projects at the local level. Given the increasing global concern for environmental issues, the implementation of Green Living projects is often promoted as a potential solution to creating a more sustainable life. This research aims to explore how active community participation can increase the success of such projects and how this approach can be integrated with sustainable development principles. The research results show that direct community involvement in the planning, implementation and evaluation stages of projects plays an important role in achieving positive and sustainable results. Apart from that, community participation has also been proven to increase the level of awareness and shared responsibility in preserving the environment. The conclusion of this research emphasizes that sustainable development not only requires appropriate technical and policy approaches, but also requires active involvement from all levels of society. Therefore, integrating community participation in the design and implementation of Green Living projects is key to achieving sustainable development goals and improving the quality of life of local communities.

Abstract

Non-permanent population mobility, also known as circular mobility, generally refers to the movement of people from one area to another without the intention of settling at the destination. The aim of this study is to analyze the simultaneous and partial effects of employment status, wages, education level, and work stress on the circular migration patterns of migrant workers in Kuta Selatan District. The subjects of this study are employment status, wages, education level, work stress, and migration patterns in Kuta Selatan District. The data analysis technique used in this study is binary logistic regression. The results of the study indicate that: 1) Employment status, wages, education level, and work stress have a simultaneous effect on the circular migration patterns of migrant workers in Kuta Selatan District. 2) Partially, wages and work stress have a positive and significant effect on the circular migration patterns of migrant workers in Kuta Selatan District. 3) Employment status significantly affects the circular migration patterns of migrant workers in Kuta Selatan District. 4) Education level does not affect the circular migration patterns of migrant workers in Kuta Selatan District.

Abstract

Strategic human resource management is crucial for gaining a competitive edge for organizations. There are several strategic issues that need to be considered in human resource management, namely organizations must be able to handle employee competency and manage conflicts at work. In order to compete in the global market, businesses must innovate to improve performance as the need to assess productivity grows market, the adoption of information technology must be integrated with organizational strategy. This is important so that technology can increase competitive advantage, not just as a stand- alone tool, The job of human resources is impacted by the constantly shifting business environment. Organizations must reorient human resources' competency and behavior to adapt to new challenges and increase competitiveness. Managing quality human resources is very important. An organization's competitive edge may benefit from effective human resource management. The organization's capacity to compete and endure in a cutthroat business environment is significantly impacted by problems with strategic human resource management.

Abstract

Taxes play an important role in reducing economic inequality by redistributing income and increasing access to public services. Progressive tax systems, which focus on higher incomes, have been proven effective in reducing economic inequality. Studies reveal that funds collected from progressive taxes can be used to fund social programs such as education, health, and social assistance, all of which contribute to improving the welfare of vulnerable groups. However, the effectiveness of tax policy in reducing inequality largely depends on its proper design and implementation. Poorly designed taxes, such as flat consumption taxes, can be detrimental and increase the economic burden on low-income groups. Therefore, it is important to design fair and progressive tax policies and implement effective systems to ensure compliance and fairness in tax collection. Furthermore, various studies emphasize that tax policy alone is not sufficient to reduce economic inequality. Tax interventions need to be supported by other economic and social policies, such as fair minimum wage policies, inclusive education, and adequate social protection. This combination of policies creates a more inclusive and equitable ecosystem, where every individual has equal opportunities to improve their welfare. Overall, tax is an important tool in addressing economic inequality, but it requires a multi-layered and collaborative approach between various policies. Reforms in the tax system need to be aligned with policies on resource redistribution and improving access to essential public services to support the creation of a more equitable and inclusive society.
