Journal of International Relations Diponegoro
Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. This research is explain the cooperation done by Indonesia and the Netherlands in the effort of preventing smuggling of narcotics and distribution to Indonesia by transnational crime syndicate. The research method used in this research is qualitative method, descriptive research type of analysis, and through library data collection techniques. Analysis of cooperation was also conducted to test the follow-up of cooperation between the two parties, namely Indonesia and the Netherlands. Cooperation in this research is analyzed by using achievement approach and interest which can be elaborated with the framework of thinking that is realism paradigm, concept of bilateral cooperation, and interest concept. The results of this analysis then prove that the cooperation between Indonesia and the Netherlands implemented in the relationship JCLEC - CILC - Interpol, is a less effective cooperation because there are still many interests between the two parties. This is because the absence of an Indoneisa-Dutch extradition treaty is due to prosecute the defend Narcotics Crimes who escaped to the Netherlands can not be done even though there has been communication to both parties up to Interpol.

Football is one of the most popular sports in the world, especially in Europe. The popularity of European football cannot be separated from its increasing industrial development, with large of money flows in it. The large money flows has a vulnerability to crimes in the financial sector, especially money laundering. Therefore, this study will reveal how the vulnerability of the football industry to money laundering practices and how the role of Financial Fair Play (FFP) regulations on preventing these practices from occurring in the European football industry. Data was collected using the literature study method from various scientific journals, news, and official The Union of European Football Associations (UEFA) archives, and then analyzed using the congruent method. This study shows that the practice of money laundering is vulnerable to occur through the structural, financial, and cultural sectors in the football industry. Then through its role as an international regime with several regulations such as break-even, club ownership, and the role of the Club Financial Control Body (CFCB), Financial Fair Play (FFP) regulations can indirectly reduce some of the vulnerabilities of money laundering practices in the European football industry.

Drugs trafficking is one of the transnational crimes which is increasing every year in Indonesia. Indonesia is one of the destination countries for international drug suppliers because of its promising market for drug traffickers. One of the biggest drugs suppliers in Indonesia is China. Therefore, both the Government of Indonesia and the Chinese Government agreed to create a cooperation that is contained in the form of a Memorandum of Understanding. This study analyzed how the compliance of Indonesia and China in running the Memorandum of Understanding that has been formed in dealing with cases of drugs smuggling through the sea. The author will use the theory of compliance from Ronald B. Mitchell and seen from the point of view of Indonesia because Indonesia is a destination country of drugs smugglers from China. A compliance is closely related to the effectiveness of a form of cooperation. The compliance here will be measured based on the implementation of the MoU.

One child policy has been implemented by the China’s government since 1979. This policycaused, abortion and child trafficking that have been increased in 2008-2014. Asinternational organization focusing on child’s life quality, UNICEF (United Nations ofChildren’s Fund) plays role to deal with abortion and child trafficking in China. Thisresearch used descriptive approach through secondary data using international organizationconcept. This research described the role of UNICEF in dealing with abortion and childtrafficking in China 2008-2014. The result of this study indicated that UNICEF played aneffective reducing role in abortion and child trafficking through health care and protectionfor both mother and children, as well as carried out programs for realizing the rights ofchildren.

UNESCO has been recommending the “UNESCO Convention on the Protection of the Underwater Cultural Heritage” or commonly referred to as the 2001 UNESCO Convention as a conservation procedure for Underwater Cultural Heritage (UCH) which prioritizes the protection of historical, cultural and scientific values. Through several conferences and discussions, UNESCO has always encouraged countries that have strategic sea areas to immediately ratify by considering the potential underwater relics in its territories. The Republic of Indonesia, as the biggest archipelagic country nowadays has not ratified the convention. Even though, this research argues that Indonesia does not have strong regulations and always experiences obstacles in securing Underwater Cultural Heritage these days. This research is trying to seek and solve the research question with all the existing vulnerabilities, why until now Indonesia has not ratified the 2001 UNESCO Convention. This research will identify the background factors that make Indonesia reluctant and have not taken action to ratify the convention. For the tools analyzing in this case study, this research will use Decision Making Approach by Graham T. Allison, with 2 approach models namely Rational Actor Model and Organizational Model. This study found that rational factors were the reason for Indonesia not to ratify the 2001 UNESCO Convention.

Since the establishment of Republic of Ireland, their foreign policy is neutral. For examplein world war II, when most of the European country at war (either as allied force, or axispower), Ireland prefer not favoring any side. However, in the Israel-Palestine conflict IrishGovernment doesn’t look as a neutral country, Ireland seems against with Israel. Ireland isa supporters of Israel previously, but soon after Israel independence Ireland changed theirsupport to Palestine. This research aim to analyze Irish respond after Israel independence,with case study: Israel-Palestine conflict. To analyze Ireland foreign policy in Israel-Palestine conflict, this research using neo-realist theory and interest group theory. Themethod that is used in this research is qualitative method with descriptive-analytical typethrough interviews and literature technics. Outcomes from this research is: there is anational interest that Ireland want to accomplished from this conflict. Other than that thereis two factors that influencing Ireland policy in this conflict, that is internal and externalfactor. In internal factor, Nationalist group is influencing Ireland foreign policy. In externalfactor, there is “Vatican factor” that influencing Ireland policy in this conflict.

The Senkaku Islands are rich in oil and gas resources, which has led Japan and Cina to claim each other that the Senkaku Islands belong to them. The impact of the dispute on Japan's security stability makes the senkaku islands and Japanese territories threatened and insecure because Cina conducts military operations by arming fishermen to become "maritime militias" and Cina has also increased their air activities, conducted training for their pilots and even created and enforcing air defense zones so that Japan's security stability becomes insecure and causes the Japanese state to be wary of attacks given by Cina because Cina sends military forces to Japan's territory which makes the Japanese region less secure while it has an impact on the economy and relations between Japan and the United States. Cina is going bad. The Japanese government's passive attitude that has been applied so far has turned into a proactive one by strengthening the military and surveillance system with advanced technology. To improve its national security, Japan increased their military budget and created military bases to deal with possible invasions from Cina in certain places around the Senkaku Islands.This study uses qualitative methods with descriptive explanatory data collection techniques. Techniques for data collection were carried out using literature studies obtained from journals, articles and books. The author will analyze the data with Process Tracing which will track a conflict process that can occur and explain the data according to the framework of each country's thinking because Japan and Cina mutually claim the Senkaku island belongs to each other and are a threat to the security of the Japanese region. The author uses the concept of National Security in analyzing the dispute between the senkaku islands of Japan and Cina as well as threats to the security stability of the Japanese region. The development of international crimes related to drug trafficking, facilitated by Silk Roadsite since 2011, has thrived on the latest advanced technology. The site has been known as“cryptomarket” introduced by James Martin on his research results in 2013, which were alsoin the spotlight because of the closure of the site in the Silk Road at the same year. AlthoughSilk Road also sales goods other than the categories of drugs, this research proves that untilthe year of 2015, the third version of this site is still focused on the provision of drugs andstill continues to increase from the previous versions. The result of this research represent thedevelopment of cryptomarket through the growth of Silk Road in the years 2011-2015. Thisresearch analyzes the development of the international regime on cybercrime and drugrelatedcrimes, and also compare the development of cryptomarket through Silk Road.

Shark hunting in Indonesia is increasing, making the government make several efforts to respond to this phenomenon. One of the efforts made by the government is to ratify CITES both in its legal products and policies. This study aims to determine the extent of the government's role in protecting sharks in Indonesia. This study uses a qualitative research method with a descriptive type of using the concept of compliance approach by Robert B. Mitchell. The results of this study found that the government's role in protecting sharks in Indonesia is still not optimal. The government still has not met the targets expected by CITES. Therefore, Indonesia's level of compliance with the IEA is classified as Coincidental Compliance.

The Russian-Ukrainian conflict reached its peak in 2014. Conflict exacerbated by theexistence of war crimes has caused a humanitarian crisis with various socio-economicimpacts and also increased the number of refugees. Since August 2014, Russia has decidedto issue humanitarian aid policy in the conflict. This research analyzes the motives ofRussia's humanitarian aid policy in Donbas using the theory of neoclassical realism. Theresults reveal that the policy is a strategy to increase Russian influence in Ukraine.Anarchic international structure with nations competing for power became an independentvariable in this research. Putin's view on seeing Russia as a major power and Russia's rolein the international world becomes an intervening variable that translates the internationalsituation into the policy. The strategy of humanitarian aid policy with the motive ofmaintaining influence in Ukraine will also have an impact on the increasing position ofRussia in regional countries that can strengthen its status as a global player.
