Journal of International Relations Diponegoro publishes articles on contemporary transnational crimes from a variety of methodologies and approaches. The journal was originally established to encourage scholarly publications by students from International Relations, Faculty of Social and Political Sciences, Universitas Diponegoro. JIRUD will be pubished twice a year May and November. Journal of International Relations Diponegoro seeks original manuscripts that provide theoretically informed empirical analyses of issues in international relations, as well as original theoretical or conceptual analyses. The journal represents no particular school or approach, nor is it restricted to any particular methodology. Instead, it seeks to foster an awareness of methodological and epistemological questions in the study of International Relations, and to reflect research and developments of a conceptual, normative and empirical nature in all the major sub-areas of the field. Abstract

This research aims to explain the reasons behind Indonesia’s total diplomacy strategy to release hostages under Abu Sayyaf Group. The Abu Sayyaf Group kidnapped 14 Indonesian ship crews on March and April 2016, while was passing through the Sulu Sea. Qualitative research with the explanative method is used to explain the correlation between variables. This research uses Interdependence Liberalism as analytical tool, which states that transnational actor is more significant than military force. The result indicates that there are four underlying reasons on why Indonesian Government employs total diplomacy to release the hostages from Abu Sayyaf Group. First, Indonesia was a dialogue partner for MNLF and Philippine Government in the case of the peace agreement; Second, there is trade cooperation between South Philippine and Indonesia; Third, Indonesia has global network; and fourth, soft power is being chosen / prioritized to protect the hostages.

Abstract

Most of the international relations research examines the state as an actor with all the issues it faces. However, this study discusses more about the business entity which is H&M in its strategy to overcome the negative impact of the fast fashion industry on the global environment. Fast fashion is a business strategy that used to balancing the demand of the customer with company’s capabilities through quick response strategy as implemented by H&M. The negative impact of the fast fashion industry including the environmental and humanitarian sectors, which have a huge impact for humans. This study uses liberalism capitalist theory and creating shared value concept as its theoretical approach to analyze H&M’s strategy. The researcher uses a qualitative research methodology compiled through a literature study. The data was taken from previous studies and combined information from related official documents such as the H&M Sustainable Report and the H&M Foundation Annual Report with relevant news. The result of this study reveals that H&M which is an element of capitalist has also implemented strategies to overcome the negative impacts of the fast fashion industry through the H&M Sustainable program and the H&M Foundation Global Program for Equality which uses creating shared value concept. This research contributes to the negative impact of the fast fashion industry and the strategies undertaken by H&M as a capitalist industry to show its commitment to sustainable development.

Abstract

This research discusses about Kenya policy towards Arms Trade Treaty. Kenya is a victim of the proliferation of illegal weapons, which worsens domestic conflicts. Kenya was part of six ATT sponsor countries, which is Argentina, Australia, Costa Rica, Finland, Japan and the United Kingdom. At the regional level Kenya is incorporated in The Nairobi Protocol which discusses the control, prevention and reduction of illegal weapons with other African countries in the Horn of Africa and the Great Lakes of Africa. But in 2013 when ATT was adopted by the United Nations through a voting channel to become a resolution, Kenya took an anticlimax stance which initially supported and played an active role in the formulation of the resolution changed and choose abstain. This study tried to answer why there was a change from Kenya which initially supported the ATT and actively participated in the formulation of ATT to become passive by not taking action when ATT was adopted as a UN resolution. This study uses the Foreign Policy Decision Making framework described by William Coplin who emphasizes that in decision making in a country there are three determinant factors namely domestic political conditions, economic and military capabilities and an international context that encourages a country to take its foreign policy. This study found the reason for the refusal of the ATT ratification by Kenya was due to Kenya's unpreparedness to adopt ATT into its national law, concerns from Kenyan leaders about the relationship between ATT and the ICC and concerns that ATT could weaken Kenya's military capabilities.

Abstract

This research’s goal is to understand how TRAFFIC’s role as an NGO in the fight againtrhino horns smuggling from South Africa in Vietnam. TRAFFIC was present in Vietnamto assist the Vietnam Government in overcoming the rhino horns smuggling, whichVietnam become the highest contributor to the end of the journey of rhino horn smugglingfrom South Africa. As an NGO, what TRAFFIC do is to advise the government and makean approach to the community itself that in the end the expected output is the people andthe Vietnam Government able to solve the problem. In analyzing the role of TRAFFIC, theresearch use the concept of the role of NGO. The result of this study explains TRAFFIC’srole in Vietnam based on definition of role of an NGO by David Lewis.

Abstract

The Convention on Elimination of All Forms of Discrimination Against Women (CEDAW) in 1979 should be an international standard for regulating the universality of women's human rights throughout the world. However, in reality, CEDAW cannot be applied universally. This is because of the obstacles caused by the policies of several countries which decided not to ratify CEDAW. Sudan is one of the countries that chose to not ratify CEDAW as a basis for regulating the rights of men and women in their country. Previous research on Sudan's policy of not ratifying CEDAW tends to base its analysis through a feminist approach that focuses more on depictions of women's oppression. So that previous research, has not been able to find any concrete reasons regarding Sudan's decision of not ratifying CEDAW. This study uses constructivist theory that looks at state behavior based on non-material factors namely identity, norms, values and culture. The author believes that Sudan's policy of not ratifying CEDAW is caused by a mismatch between Sudan's domestic norms and universal norms under CEDAW.

Abstract

This research is aiming to know the impact of the implementation of ACFTA, such as the raising of trade activity in PSA Singapore and the raising of illicit counterfeit goods in PSA Singapore, as well as to know the cause of its problems. In this research, Statistic Criminal Theory used to determine the relation between Illicit Counterfeit Goods with City Development of Singapore. The method of this research is explanative by appointing one problem and focusing on the cause of the problem. The outcome of the research is that there is a relation between the illicit counterfeit goods with trade agreement and the city development of Singapore with the use of City Development Index from UN-HABITAT 1998 as a measurement. This research also found that the more developed and advanced a city, the more vulnerable a city would be towards criminality.

Abstract

The Korean Wave is a pop culture from South Korea that has become a phenomenon spreading widely throughout the world. The Korean Wave consist of music, movie, drama, fashion, and lifestyle. The spread of Korean Wave started from a high demand of chinese community towards South Korean pop culture until it spread to all corners of Asia and the rest of the world. Because of high demand the Korean Wave, it had also saved South Korea from economic crisis in 1997 which made the government started using pop culture as a main tool to strengthen the country. SM Entertainment is one of the entertainment companies that participates in the spread of the Korean Wave through music, has a great contribution to current growth of the Korean Wave. The success of SM Entertainment also made SM Entertainment become a perfect actor for to spread South Korea influence. This research discusses how South Korea uses cultural diplomacy by using SM Entertainment as an actor of cultural diplomacy to exercise its soft power in achieving its goals. This research uses the concept of soft power and cultural diplomacy in analyzing SM Entertainment and South Korea by collecting qualitative data from analysis of journals, books, websites, and documentation of Korean Wave phenomenon and SM Entertainment activities. Abstract

Under President Rodrigo Duterte, Philippines pursues the so-called independent foreign policy that’s associated with the decline in its special relationship with the United States. By conducting a case study based on the theory of foreign policy restructuring, this research seeks to explain why the Philippines undertake foreign policy change in a dramatic and fundamental manner. Following Holsti, this research argues that the Philippines’ foreign policy restructuring is a response to non-military threat. The United States’ interference in Duterte’s anti-drug campaign and South China Sea (or SCS) policy constitutes such threat. This research finds that non-military threat led the Philippines to restructure its foreign policy that undermines its bilateral relations with the United States, while improving its relations with non-traditional state partners such as China and Russia.

Abstract

spread all over the country’s provinces. Those situations were realized by BNN as theprime government organization for Narcotic crime in Indonesia with the main source ofthis problems is China. So that, the Indonesia and Chinese Governments establishedMemorandum of Understanding (MoU) for eradication of illicit drug syndicates in 2012.The purpose of this research is to know the effectiveness of a relation between Indonesiaand China in eradicating illicit drugs syndicates. The research methodologies are withqualitative method, descriptive-analysis type of research, and the data collection ofinterview and literature review type. Since the MoU activated in 2012, a qualitativeanalysis of effectiveness did in purpose of testing the relations between Indonesia andChina based on three parameters, which are: communication intensity, result of eradication,and appreciation. Results from the analysis based on the parameters will prove that thecooperation between the nations are effective and can be refer to ‘Golden Triangle’. Thereason of this results are because there were an increasing number in disclosure of the caseand people arrest that affected to the reduction of the drugs users in 2014.

Abstract

The South China Sea (SCS) issue is a contest of territorial disputes between disputed countries. The Philippines, as one of the countries with an interest in the region, has seen a change in the direction of its foreign policy in dealing with the issue. The current President of the Philippines, Rodrigo Duterte, changed the direction of the Philippines' foreign policy toward China from previously confrontational, to cooperative with China. In this study, these foreign policy changes were analyzed by internal and external factors that made the Philippines have only two (2) options, to submit or to oppose. The concept used in this study is to use the concept of political realism initiated by Thucydides that a strong inclined party can act whatever they want and the weak-leaning party will suffer consequences for the party that tends to be strong and also use internal and external concepts. The type of research used is by qualitative explanative methods with data collection techniques using primary data and secondary data. The results of the study obtained are that there are internal factors such as Rodrigo Duterte's role as President, interest groups, and the Philippine Senate and external factors such as historical claims of the South China Sea region and the state of the international system affecting Philippine foreign policy. Other studies have also shown that there is a link between this change in Philippine foreign policy and the concept of political realism.
