Abstract

This research aims to describe the IMF response to cryptocurrency and its influence toIndonesian policy. The rapid development and the enormous potential of usingcryptocurrency to the world economy has triggered a diverse response from various partiesin the world. IMF, as an international institution that is engaged in economics, has so far afairly positive response related to the use of cryptocurrency in the world. This is due to thelarge potential possessed by cryptocurrency and the technologies that exist within it.However, so far there has been no policy issued by the IMF related to the use ofcryptocurrency. In contrast to the IMF, Indonesia, which is one of the member countries ofthe IMF has a different view and clearly prohibits the use of cryptocurrency as a mediumof exchange in Indonesia. Using the Regime Theory, Neoliberal Institutionalism, and theconcept of International Regime, this research attempts to explain what factors are behindthe IMF's support for the use of cryptocurrency. In addition, this research will also explainthe influence that the IMF has on its member states and try to predict how the IMF'sresponse to the use of cryptocurrency will affect future Indonesian government policy.Keywords:

Abstract

For several years, Indonesia has become the source, transit, anddestination country for human trafficking. According to IOM,Indonesia is South-East Asia’s second largest country for humantrafficking case after Thailand. To fight human trafficking inIndonesia, INP, as part of law enforcement body in Indonesia, hascooperated with IOM and givenspecial attention to this issue. Thisresearch aims to analyse thesupporting andobstructing factors to suchcooperation, considering the fluctuative number of human traffickingcase in Indonesia between 2007-2013. This research employs theoryof transnational crime, human rights, and liberal institusionalism todescribtively analysedata collected through interview as well as otherrelated literatures. The result shows that there are obstructing factorssuch as coordination, internal problem of INP, and time management,which hinder this cooperation from achieving its optimum outcome.

Abstract

Australia experienced a significant increase in refugee arrivals from 2008 to 2012 with the highest number of refugee arrivals occurring in 2012. Therefore, during the reign of Tony Abbott, Australia implemented the ‘turn back the boat’ policy to prevent refugees and asylum seekers from entering Australian waters. The aim of this research is to explain the causes of Australia implementing the ‘turn back the boat’ policy. In the concept of human security there are seven aspects of security namely economic security, food security, health security, environment security, personal security, community security, and political security. Therefore, the causes of Australia implemented the ‘turn back the boat’ policy because Australian human security is threatened due to the arrival of refugees and asylum seekers, especially in the aspects of environment security and personal security

Abstract

Handling the trafficking of women in Myanmar is important because women done bytransnational organized crime (transnational crime) can threaten national security in termsof non-military aspects. In the dynamics of the Myanmar politics, there is a transition ofpower in 2010 from military regime to democratic regime. This study discusses thecompararison in the two regimes in handling women trafficking. A comparative study inthe handling of women trafficking victim can not be separated from public policy agendain each government. The two different regimes generate policies and cooperation indealing with women trafficking, both at national and international community, which isimplemented by arranging cooperation with several countries. Outcome from differentpolicies taken by the two regimes in tackling women trafficking can be seen in the numberof women trafficking victims’ fluctuation. This study concludes that there is similaritybetween the two governments in the relation to women trafficking policy, in which the tworegimes establish cooperation. However, this study also finds that democratic system tendto be more effective in handling women trafficking in Myanmar, compared to authoritariansystem in military government.

Abstract

Terrorist acts in the Philippines come from terrorist groups such as MNLF, MILF, JI, NPA, and ASG, who have existed long before the events of 9/11 that hit United States. Not only are they created a number of losses to the Philippines but also to the United States. Military or non-military counter-terrorism cooperation with the United States is one of the Philippines' efforts to overcome the terror of these groups. This study aims to determine the implementation of counter-terrorism cooperation between the Philippines and the United States in dealing with act of terrorism in the Philippines from 2010-2016. This research was analyzed by using the framework of liberalism. This research was done by using qualitative research method with descriptive research type. The results of this study indicate that counter-terrorism cooperation between the Philippines and the United States has been quite successful as evidenced by the approval of military cooperation with the establishment of the JSOTF-P program to train AFP and PNP SAF, then ATA programs to train PNP SAF. In addition, from non-military cooperation, the humanitarian and development assistance from USAID is also used to build Mindanao communities, especially those affected by act of terrorism. However, the cooperation has not completely reduced the high number of terrorist attacks and captured all the most wanted terrorists in the Philippines.

Abstract

The Convention on International Trade in Endangered Species of Wild and Flora (CITES) is an environmental convention to regulate the trade in protected wild flora and fauna. Elephant is included in the Appendix I which is trade for commercial purposes is prohibited. Indonesia is also one of the countries that ratified CITES which should implement the conventions. Yet, at the sub-national level, the people of East Nusa Tenggara still have not change their behavior which contrasts with the intention to comply the convention. Trade of elephant ivory are still practice in East Nusa Tenggara for customary purposes and for commercial purposes. The aims of this research is to answer why ivory trade still happened in East Nusa Tenggara even even though Indonesia has ratified CITES. This research use compliance theory by Robert B. Mitchell to analyzing the effectiveness of the regime through three indicators i.e. output, outcomes, and impact. The results of this research indicate that the ivory trade East Nusa Tenggara community's due to the effectiveness of CITES in Indonesia has not been realized perfectly. The form of the regulation has been realized but behavior change in NTT society has not yet occurred. This is caused by factors of incapacity as well as lack of relevant administrative factors.

Abstract

This research aims to explain why Finland did not play role as peacemaker in UkraineCrisis. The great contribution on mediating conflicts in international relation has made Finland plays role as peacemaker, a country who being well known with their peace action.But as Ukraine Crisis occurs, Finland only helps by sending foreign aid and giving advice toRussia and Ukraine to arrange a mediation, without present itself as the mediator. Usingconstructivist approaches, this research argues that there is identity conflict betweenFinland’s identity as a peacemaker and as a member of The European Union which isagainst Russia. The strong solidarity between The European Union and Finland causedFinland tends to support The European Union’s decision to impose economic sanctionagainst Russia, instead of mediating the conflict. This research confirms a constructivist assumption that states must consider their identities in determining foreign policy, so they will not turned dilemma when they face a situation where they need to use more than one identity to conduct foreign policy.

Abstract

IUU (illegal, unreported, and unregulated) fishing is addressed as a crime that has caused many losses for Indonesia. To deter the IUU fishing problem, Indonesia has initiated a vessel-sinking policy as a strategic policy. The mentioned problems in this research are why Indonesia implemented the vessel-sinking policy as a strategic policy to deter IUU fishing. In answering the research problem, researcher used the paradigm of constructivism, the concept of identity, and the concept of maritime power as an analytical tool. This research was conducted using qualitative methods with explanative research types through literature study techniques. The vessel-sinking policy as a strategic policy implemented by Indonesia is the result of the act of identity-acquiring as a maritime power carried out by Indonesia. As a country that has maritime superiority, Indonesia has an interest in maintaining its maritime territory from acts of fishing that harm Indonesia. The vessel-sinking policy as a strategic policy is an action prompted by the interests of Indonesia to maintain its maritime superiority

Abstract

Environmental pollution in Gulf of Mexico became the most acute environmental pollutionin United States (US). Pollution caused by negligence committed intentionally by officerBritish Petroleum (BP) oil pipeline resulted in the explosion happened. Omissionscommitted intentionally and caused certain damage to the environment can be categorizedas an environmental crime.Environmental contamination by BP became a threat for thenational security of the United States, as evidenced by the US government attention givento contamination occurs. One concern that was given is when President Barrack Obamacanceled a visit abroad to observe firsthand the pollution incident. This study aims todetermine the policy set by the US government in dealing with pollution case made by BPin 2010. The framework that used in this research are transnational environmental crime,public policy and precautionary principle. The type of this research is descriptiveexplanativewith qualitative data analysis techniques through data collection technique.The result of this research is an explanation about determination of the US government’spolicy in dealing with cases of environmental pollution the Gulf of Mexico, there are theestablishment of national commission, the determination of the provision of fines from theUS government to BP, agreement between BP and Environmental Protection Agency(EPA) and recovery program Gulf of Mexico.

Abstract

2016 was highlighted as the year of the biggest and scandalous tax havens report in all over the world: the Panama Papers. This report contributes into country initiation in tax contribution and tax evasion criminalization. It highlights and offers new concept of tax havens by providing the new definition in offshore utilization as a part of tax havens scheme. Hence this thesis focuses on UK and BVI (British Virgin Islands) relations on how they form mutual relations in tax havens network and give a detrimental effect toward tax contribution. United Kingdom and British Virgin Islands form an umbilical relations as overseas territory and part of their financial services, hence their presence as part of United Kingdom tax havens assesses as part of United Kingdom contrary and ambivalance. Therefore this research focuses on how hegemonic country preserved their relations with their former colony into one affiliation, and aims on how harmful London curbs their former colony as a part of their offshore nexus in tax havens.
