Abstract

Relations between Russia and America had been established for 209 years, started from1807. Relations between Russia and America most filled with disharmony rather thanharmony. Rivality on two states was seen on the Cold War. The bipolar phenomenon doesnot only happen for politic gain in blocs of nations between Russia and America, but mostlikely a refection to some characteristic of nation. This reasearch will explain why Russiajoin UN Global Counter-Terrorism Strategy that known as respond to 9/11. Using rationalchoice theory, this research was found that Russia puts forward the principle of rational toface the threat of terrorist groups in their country. In needs to know the movement ofinternational network from Basayev group, make Russia participate in the global counterterrorismregime formed by the United Nations. Some adjustments shown that the FederalLaw No.35-Fz had replace the Federal Law 130-Fz 1998 before as a counter-terrorism lawsince 2006. The changes of strategy does not only reflect the rationality of an actor, butalso sovereignity of a state.

Abstract

This research is inspired by the civil war that took place in Chad in 2005 until 2010. This war caused humanitarian impacts, one of which is the recruitment of child soldiers. The child soldiers were recruited by both the government and the opposition armed forces. The recruitment of child soldiers is listed as a war crime as explained in the Convention on the Rights of the Child, which clearly explains that children under 18 years of age are not allowed to be involved directly in wars as soldiers or combatants. To mitigate and prevent this issue from happening again, the children who are already in the armed forces have to be released through Disarmament Demobilization Reintegration (DDR) process. Unfortunately, Chadian government was unable to handle this by itself since the conflict was still ongoing in that country, and needed help from an organization or institution to go through the DDR process. To explain this situation, neoliberal institutionalism is best suited since its main paradigm is that a country can solve its problem by seeking help from a certain institution, be it old or new. UNICEF, as the only UN body that focuses on children, helped the government of Chad with the DDR process by making an agreement upon this issue. Through this process, UNICEF was able to help advocating the release of more than 1000 child soldiers, help them through the transition and adaptation phase, provide them with accessible healthcare as well as education, and identify the children before they were reintegrated with their families.

Abstract

Gender Based Violence (GBV) means violence within a heterosexual relationship, in which the male partner attacks their partner, the victims of this violence are mostly women and this term is integrated with the idea of ‘male superiority over women’. After Congo War II, mining sites in Kivu Province of the Democratic Republic of Congo (DRC) are mainly controlled by ex-combatants and armed groups. The mining sites become unregulated and dangerous where violations of human rights including GBV are rampant. GBV in Kivu Province have huge impacts on Human Security, especially on Health Security, Economic Security, and Personal Security. Therefore World Bank as world financial institution which promote and embody Human Security cooperate with DRC government to eradicate GBV in Kivu Province. World Bank then conduct program to tackle GBV cases in Kivu Province that will be the focus of this research. The Program that will be the focus of this research is DRC: Prevention and Mitigation of SGBV in North and South Kivu. This research analyze the effectiveness of World Bank’s programs using three main indicators of effectiveness: output, outcome, and impact.

Abstract

PEGIDA or Patriotische Europaer gegen die Islamisierung des Abendlandes is a patriotismgroup of European people against the Islamization of the West. Pegida spreads the antiasylum seeker and Islamophobia propagandas in Germany even in many Europeancountries. This research was conducted to determine the multiple factor that can influencethe existence of Pegida. The method of this research is qualitative with descriptive analysistype of research. The results of this research point out that in its movement Pegida spreadsthe hatred demeanor towards asylum seeker and Islam. The existence of Pegida werecaused by internal and external factors. The internal factors are the simillar of values,identity, norms, and language that are supporting the existence of Pegida. The externalfactors is Germany national regulation based on Constitution Republic Federal Germanyarticle 5, 8, dan 9 which ensure the protection of the freedom of expression, assembly, andassociation as the fundamental rights for every citizens.

Abstract

Aircraft incident has a less probability than other transportation. However, it has greaterimpact when it is occured. Like aircraft incident that happen to Malaysia Airlines flightMH17. That aircraft had been declared missing when flight toward Dnipropetrovskairspace in Ukraina. After the search, the aircraft went completely dispatch and all thepassenger and flight crew had lost their life. Looking through the Annex 13 of Conventionon International Civil Aviation, rights and responsibility of state when the aircraft incidenthappen and the investigation can be held by several different country particularly theaircraft is on international flight. Therefore, role of international organization is needed tointercede and coordinate states that involved. ICAO is an international organizationspecialized on aviation aspect. ICAO necessarily have a role on the case handle of MH17shootdown. This research have a purpoce to seek the role of ICAO on the case handle ofMH17 shootdown. With the perspective of Neoliberalism Institutionalism, will be knownthe role of ICAO on handling the case. Both the roles performed before and after theshootdown occurred as well as after the investigation report was issued. Methodological ofthis research is qualitative and with the descriptive type of the research. Result of theresearch identified the roles of ICAO as instrument, arena, and actor.

Abstract

Syrian conflict which been transformed into civil war led to the emergence of refugee crisis. Syrian refugees themselves have been accommodated in Turkey since the beggining of conflict in 2011. Turkish government imposed the temporary protection regime policy for Syrian refugees which was declared in October 2011. By the enactment of temporary protection regime policy, the Turkish government suspended the geographical limitation that previously were the characteristic of Turkey’s asylum policy. This undergraduate thesis aims to seek for Turkey’s national interest through its policy on accepting Syrian refugees peroid 2011-2013. This research is done in explanatif type using case study method. The result of this research shows that Turkey’s willingness on accepting Syrian refugees is motivated by Turkey’s interest to realize the regime change in Syria.

Abstract

On December 6th 2017, the United States under Donald Trump presidency recognized the political status of Jerusalem City as the capital of Israel. Right away the decision gathered criticisms and controversy. States all over the world especially Muslim majority countries gathered on the streets to protest the policy. It was to be expected as Jerusalem is considered to be one of the key elements for peace process between Israelis and the Palestinians. Although the United States and Israel have a very close relations, there had been no president of the United States before President Trump to issue such declaration in their presidencies. This research aims to look for what factors that influenced President Trump’s decision regarding Jerusalem. In order to do that, this research uses neoclassical realism as a framework to analyze the case. Broadly speaking, this theory analyzes foreign policies from external and internal factors. Accordingly, this research argues that international circumstances were very supporting for the United States to issue the foreign policy. Moreover, President Trump’s closest advisers and his supporter bases were those who had pro-Israel view so that it’s not surprising that if President Trump wanted to fulfill their wishes in order to maintain and increase the president’s popularity among the people of the United States.

Abstract

In the past few decades, The Golden Triangle, consist of Myanmar, Thailand, and Laos,has been known as one of major drugs producers in the world. In 2000 ASEAN memberstates agreed to ratify the declaration of Drug-Free ASEAN 2015 as a mutual commitmentto eliminate the distribution and abuse of drugs in Southeast Asia. In Myanmar, the lack ofgovernment control and policy implementation during military regime had becameprimary factor that caused the stagnation of drugs policy in Myanmar. The military regimewhich ruled Myanmar for almost 50 years eventually ended and replaced by the civiliangovernment led by Thein Sein in 2011. Thein Sein carries reformative steps to solve sociopoliticproblems, including drugs policy at domestic level. This research aims to explainthis policy change. Using constructivist paradigm, this research argues that public policycan be affected by norms applied in the region. This research concludes that Myanmar’spolicy change under Thein Sein administration was influenced by the regional norm, thatis Drug-Free ASEAN 2015.

Abstract

Indonesia is very famous as a tourist destination for many countries in the world. Thetourism sector is one of the largest contributors of foreign exchange for Indonesia, but inaddition there is a problem that is caused by the crime of commercial sexual exploitationof children. As long as the government campaigns for the tourism sector as one of themainstay sectors to increase the country’s foreign exchange, the government is consideredless ready to supervise various activities and tourism networks so that the crime of sexualexploitation of children takes place in Indonesia. Considering the phenomenon, ECPAT asan international organization engaged to oppose cases of commercial sexual exploitationcrimes of children take a role in the handling of such cases. This research uses the conceptof Civil Society Organization (CSO) which is explained by Boussard (2003) role ofECPAT as agenda setter, educator, and as counterparts. Through this role can be seen theinvolvement of ECPAT in handling cases of commercial sexual exploitation of children inIndonesia.

Abstract

The 2011 military intervention in Libya is the first interventionbacked by the United Nations (UN) referencing the Responsibilityto Protect (R2P) with UN Security Council (UNSC) Resolution1970 and 1973 as legal basis. R2P consists of three components:responsibility to prevent, responsibility to react, and responsibilityto rebuild. The intervention was regarded as a success by NATO,the mandate holder. However, the mandate only covers thecomponent of preventing and reacting of R2P, leaving therebuilding (post-intervention strategy) unchecked. This researchattempts to identify the extent of Responsibility to Rebuildimplementation by international community after 2011 intervention.Case study and descriptive approach used found out that therebuilding process, particularly in security, justice, and economyaspect has yet to be restored in Libya, and not fulfilling thedemands set by responsibility to rebuild.
