Abstract

Environmental health supervision is an essential component in ensuring food safety and the successful implementation of Indonesia's Free Nutritious Meals Program (Program Makan Bergizi Gratis MBG). This study aimed to examine the role of the Tanjungpinang City Health Office in supervising environmental health at the Nutritional Fulfillment Service Unit (Satuan Pelayanan Pemenuhan Gizi—SPPG), using SPPG Mekar Sari as a case study. A qualitative descriptive approach with a case study design was employed. Data were collected through semi-structured interviews, direct observations, and document analysis involving the Health Office, SPPG management, schools, and community representatives. Data were analyzed using the Miles and Huberman interactive model, while T. Hani Handoko's supervision theory served as the analytical framework. The findings reveal that environmental health supervision has been implemented systematically through four supervisory dimensions: standard setting, performance measurement, performance evaluation, and corrective action. Standardized inspection procedures, periodic environmental health assessments, inter-agency collaboration, and continuous technical guidance have strengthened institutional compliance with sanitation and food safety standards. Corrective actions implemented following supervisory evaluations contributed to improvements in waste management, environmental cleanliness, and hygiene practices. The study concludes that effective environmental health supervision depends not only on regulatory compliance but also on collaborative governance, continuous organizational learning, and adaptive management. These findings provide theoretical contributions to public administration and practical recommendations for strengthening environmental health governance to ensure the sustainability of the MBG Program.

Abstract

This study aims to analyze the coordination of the Subdistrict Head in Public Street Lighting (PJU) services in Singkep Subdistrict in 2025 and identify supporting and inhibiting factors. A descriptive qualitative approach was employed. Data were collected through observation, in-depth interviews, and documentation involving the Singkep Subdistrict Head, the Lingga Regency Transportation Agency, village and urban-village officials, and community members. Data were analyzed using the Miles, Huberman, and Saldaña interactive model through data reduction, data display, and conclusion drawing, with source triangulation applied to strengthen credibility. The findings indicate that coordination was generally fairly good in terms of communication, cooperation, and division of tasks. Communication occurred through formal and informal channels, while cooperation among the Subdistrict Government, Transportation Agency, and PT PLN (Persero) supported the handling of PJU problems according to institutional responsibilities. Task division was relatively clear, with the Subdistrict Government acting as coordinator and the Transportation Agency performing technical functions. However, coordination was constrained by limited budgets, materials, technical personnel, and insufficient public understanding of complaint mechanisms. Strengthening resources, public communication, and interinstitutional coordination is therefore necessary to improve responsive and sustainable PJU services.

Abstract

The land capacity crisis at the Ganet Landfill (TPA) in Tanjungpinang City demands policy interventions to reduce inorganic waste at its source. This study aims to analyze in depth the implementation of Tanjungpinang Mayor Regulation Number 14 of 2022 concerning the Reduction of Plastic Bag Usage within the modern store category in Batu IX Ward. Utilizing a descriptive qualitative approach grounded in George C. Edward III's policy implementation framework, this research examines four core dimensions: communication, resources, disposition, and bureaucratic structure. Primary data were collected through in-depth interviews with key informants from the Tanjungpinang Environmental Agency (DLH), local supermarket management, cashiers, and consumers in Batu IX Ward, complemented by secondary data such as regulatory documents and field transaction records. The research findings indicate that policy implementation is sub-optimal at the field level. In terms of communication, information dissemination from DLH has not been evenly absorbed by medium-scale local supermarkets, and official written technical guidelines regarding eco-friendly bag criteria and the transparent management of the two-hundred-rupiah paid plastic fee remain unissued. Regarding resources, DLH faces operational budget constraints, a shortage of territorial supervisory personnel, the absence of an active spatial retail database for modern stores, and legal authority limitations due to the lack of internal Civil Servant Investigators (PPNS) to execute administrative sanctions under Article 10 of Mayor Regulation No. 14 of 2022. On the disposition dimension, despite a positive alignment of ecological values among stakeholders, local supermarket managers resort to compromise by continuing to distribute free single-use plastic bags to safeguard daily business turnover and prevent conflicts with consumers at checkout counters. Lastly, in the bureaucratic structure dimension, the absence of standardized monitoring procedures (SOPs) and a sectorally isolated institutional coordination pattern—which fails to actively integrate the Municipal Police (Satpol PP) and the Batu IX Ward government—results in lax field enforcement. This study recommends the immediate issuance of official technical guidelines, updating the spatial retail database, and establishing an integrated cross-sectoral territorial monitoring team.

Abstract

This study aims to analyze the digital promotion strategies employed by the Tourism Office of Karimun Regency in developing religious tourism in Buru District. The research adopted a qualitative approach using a descriptive method. Data were collected through interviews, observations, and documentation involving the Tourism Office, religious tourism site managers, and tourists. Data analysis was conducted using the Miles, Huberman, and Saldaña interactive model, referring to the Promotion Mix theory proposed by Kotler and Keller (2016), which includes advertising, sales promotion, public relations, personal selling, and direct and digital marketing. The findings reveal that the Tourism Office has utilized various digital media platforms, including Instagram, Facebook, TikTok, YouTube, and official websites, as promotional tools. However, the implementation has not yet been optimal due to inconsistent promotional activities, limited information regarding religious tourism attractions, low levels of digital interaction with tourists, and the absence of an integrated digital information service. As a result, the promotion of religious tourism remains largely driven by site managers and local communities. Therefore, strengthening an integrated digital promotion strategy is necessary to expand promotional reach, enhance tourist engagement, and increase visitation to religious tourism destinations in Buru District.

Abstract

This study aims to analyze the strategic management practices of the Youth and Sports Office of Tanjungpinang City in developing student-athlete achievement during the 2024–2025 period using Fred R. David’s strategic management framework, which consists of strategy formulation, strategy implementation, and strategy evaluation. The research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The findings indicate that the strategy formulation process has been supported by a formal planning framework through the 2024–2026 Strategic Plan (Renstra), although it has not yet been complemented by a comprehensive strategic environmental analysis. Strategy implementation has not been fully optimized due to budget constraints, the absence of a Training Centre program in 2024, dependence on club-owned facilities, and insufficient coordination among stakeholders. The evaluation stage shows that student-athlete achievement indicators exceeded the established targets; however, these results do not fully reflect the overall effectiveness of athlete development, as gaps remain between planning documents and program implementation. Therefore, stronger stakeholder coordination, sustainable athlete development programs, and the optimization of resource support are needed to improve student-athlete performance in a sustainable manner.

Abstract

The fisheries aquaculture assistance program is a policy implemented by the Department of Fisheries, Agriculture, and Food Security (DPPP) of the Anambas Islands Regency to support Fish Farmer Groups (*Pokdakan*) in Palmatak District through the distribution of *jongkong* boats, floating net cages, and grouper fish seed during the 2023–2024 period. This study aims to determine the effectiveness of the assistance program. The research employed a descriptive quantitative approach involving 56 respondents selected through proportionate stratified random sampling. Data were collected using a Likert-scale questionnaire and analyzed through descriptive statistics (mean and standard deviation) based on four effectiveness indicators proposed by Subagyo (as cited in Budiani, 2007): target accuracy, program socialization, program objectives, and program monitoring. The research instrument was found to be valid and reliable, with a Cronbach’s Alpha coefficient of 0.851. The results indicate that the effectiveness of the program falls within the Very Good category, with an overall mean score of 3.57. The Program Monitoring indicator achieved the highest mean score of 3.67, followed by Target Accuracy with a score of 3.63, while Program Socialization and Program Objectives each obtained a mean score of 3.49. A small number of recipients of the 2024 floating net cage assistance perceived that the type of assistance provided did not fully meet their needs, and the aspect related to increasing harvest frequency received relatively lower evaluations. It can be concluded that the fisheries aquaculture assistance program has been implemented effectively. Therefore, the DPPP is recommended to continue conducting periodic evaluations and improving the distribution mechanism of assistance programs.
