Abstract

The transition from authoritarianism to democracy is prolonged and complex process. From the national united background, he processes of transition flows through three phase (1) preliminary step, i.e. struggling to replace regime; (2) decision step, i.e. building democratic institution: and (3) consolidation step, i.e. the process in which institution and democratic practice initialized in political culture. Civic disposition, both private and public, as an element of civic education, built very determined by two other components, i.e. civic knowledge and civic skill, is a factor which a develop democracy consolidation. Civic disposition is a minor of civic culture, which is as democratic political culture

Abstract

Pergeseran nilai dan motivasi atas kelangsungan pendidikan yang disematkan pada sekolah dasar semakin menguat seiring dengan harapan tak terbatas dari para orang tua dalam menjamin kualitas kepribadian sang anak. Pada praktiknya, permasalahan yang muncul bagaimana sekolah mampu menjawab berbagai tantangan yang disuguhkan dalam membentuk karakter disamping menjadikan siswa sebagai seseorang yang cerdas secara akademisi. Penelitian ini berupaya menganalisis kebutuhan atas perancangan aktivitas-aktivitas pembelajaran berdasarkan pada pengembangan sikap moral atau moral feeling siswa sebagai jawaban dan solusi dari permasalahan yang dikemukakan sebelumnya. Metode penelitian fokus pada R&D tahap pertama dari pola ADDIE. Hasil penelitian menunjukkan bahwa konsep moralitas pada pola pembelajaran siswa kelas V SDN Sunyaragi 2 relatif lebih memunculkan sisi moral knowing dengan pemaknaan sikap moral (moral feeling) yang hanya sebatas pada lapisan permukaan, tidak secara mendalam dan terstruktur. Dengan demikian, dibutuhkan sebuah perancangan aktivitas pembelajaran yang dapat mengakomodasi perkembangan dimensi moral feeling siswa dalam kaitannya dengan penguatan karakter positif yang idealnya dimiliki oleh siswa sebagai sumber daya manusia unggul.-----------------------------------------------------------------------------------------The shift in values and motivation for the continuity of education embedded in Elementary Schools is getting stronger along with the infinite expectations of parents in ensuring the quality of the child's personality. In practice, new problems arise surface is how schools are able to answer the challenges presented in shaping the character in addition to making students as someone who is smart academically. This research seeks to analyze the need for the design of learning activities based on the development of moral attitude or moral feeling of the students as the answer and solution of the problems presented earlier. Research method is R & D with ADDIE model. The results showed that the concept of morality on the pattern of learning grade V SDN Sunyaragi 2 relatively more led to the moral side knowing with the meaning of moral feeling (moral feeling) which is only limited to the surface layer, not in depth and structured. Thus, it takes a design of learning activities that can accommodate the development of students' moral sense dimensions in relation to the reinforcement of positive characters ideally possessed by students as excellent human resources.

Abstract

Dalam sejarah panjang dunia ini civics dan pendidikan kewarganegaraan di sekolah merupakan fenomena yang relatif baru. Ada dua faktor yang mengarahkan hal ini. Pertama adalah pertumbuhan negara-bangsa dan kedua adalah diperkenalkannya pendidikan untuk massa. Negara bangsa muncul di seluruh dunia dalam jumlah yang besar setelah akhir perang dunia kedua pada pertengahan abad ke dua puluh. Kekuasaan kolonial telah ditentang dan pergerakan kemerdekaan dilakukan atau mencapai kemerdekaan. Di Afrika, Amerika Latin, dan Asia ada peningkatan di sejumlah negara merdeka. Sebagian terbesar menjalankan bentuk pemerintahan demokratis. Mereka melaksanakan pemilu dan memiliki badan perwakilan. Semuanya memperkenalkan beberapa bentuk persekolahan bagi kebanyakan penduduk. Artikel ini membahas sejarah pendidikan yang didukung oleh negara di eropa. Di dalam konteks itu, dibahas civics dan pendidikan kewarganegaraan di Sekolah abad ke dua puluh satu dengan kemungkinan implikasinya bagi Pendidikan Kewarganegaraan di Indonesia.

Abstract

Partai Politik memiliki peran strategis dalam konsolidasi demokrasi setelah Indonesia merdeka khususnya setelah bergulirnya era reformasi. Kehadiran partai politik memiliki fungsi urgen untuk diperhatikan dan diberikan ruang. Salah satu fungsinya adalah pada recruitment politik dalam pengisian jabatan politik pada kekuasaan eksekutif dan legislatif di Indonesia. Fungsi tersebut akan dirasa berbeda karena sistem pemerintahan yang diterapkan di Indonesia agak berbeda dengan sistem negara lain sekalipun sama-sama menggunakan sistem presidensial. Fungsi recruitment dapat dilihat pada sistem pemilu yang diselenggarakan di Indonesia baik pada pemilihan anggota legislatif atau juga dalam pemilihan pasangan Presiden dan Wakil Presiden. Disamping itu terdapat perbedaan fungsi partai secara kelembagaan pada dua kekuasaan tersebut. Pada kekuasaan legislatif, partai politik diberikan ruang yang cukup fundamental dengan diberikannya hak membentuk fraksi sesuai afiliasi politik sehingga akan memudahkan dalam menjalankan fungsi-fungsi lembaga perwakilan. Sedangkan pada kekuasaan eksekutif, sekalipun partai politik tidak diberikan hak yang sama karena indonesia menggunakan sistem pemerintahan presidensial tetapi pengaruh partai politik pada kekuasaan eksekutif dilakukan dalam hubungan ketatanegaraan antara DPR dan Presiden dalam menjalankan wewenang masing-masing.--------------------------------------------------------------------------------------------Political parties have a strategic role in consolidating democracy after Indonesia's independence, especially after the reform era. The presence of the political party certainly has a vital function to be considered and given space. One of its features is in political recruitment in filling political positions in the executive and legislative powers in Indonesia. This function is different because the government system implemented in Indonesia is somewhat different from other countries' systems even though they use presidential systems together. The recruitment function can see in the electoral system held in Indonesia both in the legislative elections and also in the election of the pair of Presidents and Vice Presidents. Besides that, there are differences in party functions institutionally in the two powers of eager. In legislative power, political parties are given a reasonably fundamental space by giving them the right to form a faction according to political affiliation so that it will facilitate the carrying out of the functions of representative institutions. While the executive power, even though political parties not give the same rights because Indonesia uses a presidential system of government but the influence of political parties on the executive power is carrying out in constitutional relations between the parliament and the President.

Abstract

Pro and contra responses arises release of Act of Legal Body of Education (BHP). The emergence of the forementioned Act is mandate of Act of System of National Education. The articles of Act response completelY the objections of the opposing parties against this Act. They should prosecute it through constitutional review in Court of Constitution/ Mahkamah Konstitusi  (MK). They should prove the fundamental weaknesses of its content.  If UNY is reacfy to change its legal body into BHP, whole aspect of its management and conduct should be adjusted to the provisions og the Act. UNY has already tried to anticipate the regulation through preparing the statute of Universiry.

Abstract

The content standard of civic education for the elementary level and junior high level consist of minimum materials and minimum competency, there are standard competency and basic compe­tency of civic education subject that should be studied by the students. The next definition of contain standard is to arrange Curriculum of Educational Level, syllabi, and Study Imple­mentation Planning. The Civic Education learning stand on the process standard that is the learning process that done interactively, inspirationally, fon, challenging, motivating the student to be actively participated; and also give enough spaces for the initiates, creatively, and indepen­dency based on the talent, enthusiasm, and the student physical and development: Substantially, the Civic Education contains, according to the contain standard are similar with the subject contain of the Civic Education based on the 2004 Curriculum. Thereby, the Civic Education teachers can use the 2004 Civic Education Curriculum guide in order to develop the materials and the school Civic Education Learning.

Abstract

This research aimed at (1) developing teaching materials based on local content for Civic Education in University; and (2) describing the potential impact of local content on student consciousness on local culture. It was a developmental research. The subject were student registered in Civic Education Course (Mata Kuliah PKn) at History Department. Pilot project was validated through one to one, small group, and field evaluation. The analyzed result indicates that the developed instrument was valid and has potential impact. Supported data shows that the mean score prior to implementation was 6.86 and after implementation was 7.73. In other words, there was an increasing student achievement before and after its implementation. Accordingly, we suggest that this developed material could be implemented widely.

Abstract

In the globalized era and the fragile nation, it is necessary for us to look backward (to learn) the history of Indonesian nationalism. It is due to the fact that in this era a lot of young generation tends to forget and choose to become competitive individuals and then ignore their nationality. Many young generations were trapped in temporary hedonism and rejected national spirit in the name of personal objectives. From the formation of Indonesian nationalism perspective, the role of young generation is inseparable such as Sumpah Pemuda (Youth Pledge). Accordingly, by considering the history of Indonesia nationalism, it is necessary for young generation to have an attitude as well as behave in the context of nationality.

Abstract

This research is used quantitative approach and descriptive method. Instrument used by the research is skala Survey of Study Habits and Attitudes questionnaire to describing media social using by students and Likert Scale questionnaire to describing student's political literacy. Data analysis using Rank Spearman Order.The result show that social media used by students 48% good, 26% fair, and 15% poor. Student's political literacy are 36% good, 43% fair, and 21% poor. The role of social media in the development of student's political literacy is 54,79% affected by social media, and 45,21% affected by other factors.

Abstract

Penelitian ini bertujuan untuk mengembangkan media pembelajaran berbasis PowToon pada perkuliahan Pendidikan Kewarganegaraan di Universitas Sriwijaya. Data dikumpulkan melalui teknik dokumentasi, angket, observasi dan tes. Teknik analisis data yang digunakan ialah analisis data deskriptif kuantitatif. Selain data hasil studi pendahuluan, data angket yang berkaitan dengan validitas produk juga dianalisis dengan menggunakan analisis deskriptif.  Hasilnya, Media pembelajaran berbasis PowToon ini valid sesuai pendapat dari para ahli, dan praktis dalam penerapannya dan berefek potensial dalam meningkatkan pemahaman mahasiswa terhadap materi perkuliahan.---------------------------------------------------------------------------------------------------------------------------------------This research was aimed at developing instructional media based PowToon in Citizenship Education Course at Sriwijaya University. Data was collected through questionnaire, observation, and test. The collected data was analyzed quantitative description. The research reveals that instructional media based PowToon was valid according to both some experts, practicable, and has a potential effect to increase student understanding of course content.
