Abstract

Regional expansion is the formation of a new region that originates from one parent region, and aims to achieve equitable development that can be enjoyed by all levels of society. Ngandel Preparatory Village proposed expansion to separate itself from its parent village, Cepoko Village. This research aims to analyze the implementation process of village expansion. This research uses a descriptive method with a qualitative approach, focusing on the regulations of Law No. 6/2014 on Villages consisting of age limit, population, socio-culture, infrastructure, village potential, boundaries, transportation access, and operational funds. Data collection techniques included observation, interviews, and documentation, while data analysis was conducted through collection, reduction, presentation, verification, and conclusion drawing. The results show that Cepoko Village meets the expansion requirements based on the village age indicator showing that Cepoko Village is 217 years old since its formation in 1817, has a population of 7,484 people/1,871 households, transportation access in Ngandel Preparatory Village is adequate but still requires improvement, socio-cultural conditions including education and health, are adequate, village potential shows that this village has great potential in agriculture, animal husbandry, and small industries, the area boundary indicator has been determined in Ponorogo Regent Regulation No. 36 of 2023, facilities and infrastructure.

Abstract

Bojonegoro berperan penting dalam koordinasi pembangunan dan pemerintahan di wilayah kerjanya, termasuk koordinasi pembangunan infrastruktur lintas kabupaten seperti Gresik dan Mojokerto. Penelitian ini bertujuan mendeskripsikan koordinasi Bakorwil II Bojonegoro dalam pembangunan infrastruktur lintas Gresik dan Mojokerto. Metode penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian menggunakan teori indikator koordinasi dalam proses manajemen menurut Handayaningrat (dalam Nurhayanto dkk, 2020), yaitu komunikasi, kesadaran pentingnya koordinasi, kompetisi partisipan, kesepakatan, komitmen, insentif koordinasi, dan kontinuitas perencanaan. Hasil penelitian menunjukkan Bakorwil II Bojonegoro melakukan koordinasi pembangunan dengan cukup efektif tanpa kendala berarti. Komunikasi antara Bakorwil dan pemerintah kabupaten terkait dinilai baik. Pemerintah Gresik dan Mojokerto menunjukkan komitmen tinggi dalam mengikuti dan menerapkan hasil koordinasi, memastikan pembangunan berjalan harmonis dan efektif. Koordinasi ini juga menghadirkan pejabat berwenang dan ahli pembangunan. Rapat koordinasi menghasilkan kesepakatan bagi kedua daerah yang terlibat, meskipun tanpa sanksi atau insentif bagi pelaksana koordinasi. Dengan koordinasi ini, pembangunan lintas kabupaten di wilayah Bakorwil II Bojonegoro menjadi lebih terarah dan berkelanjutan. Peneliti menyarankan peningkatan komunikasi, koordinasi berkelanjutan, dan tindak lanjut konsisten setelah koordinasi. Kata Kunci: Bakorwil, Koordinasi, Pembangunan Bakorwil was established to ensure sustainable development in every region, especially in East Java, which has many regencies/cities. As a regional coordination body, Bakorwil II Bojonegoro plays an important role in coordinating development and governance in its area, including coordinating infrastructure development across regencies such as Gresik and Mojokerto. This study aims to describe the coordination of Bakorwil II Bojonegoro in infrastructure development across Gresik and Mojokerto. This research uses a descriptive method with a qualitative approach. The focus of the study uses the theory of coordination indicators in the management process according to Handayaningrat (in Nurhayanto et al., 2020), namely communication, awareness of the importance of coordination, participant competition, agreement, commitment, coordination incentives, and continuity of planning. The results show that Bakorwil II Bojonegoro coordinates development quite effectively without significant obstacles. Communication between Bakorwil and the relevant regency governments is considered good. The governments of Gresik and Mojokerto show a high commitment to following and implementing the results of the coordination, ensuring development runs harmoniously and effectively. This coordination also involves authorized officials and development experts. Coordination meetings result in agreements for both regions involved, although without sanctions or incentives for coordination implementers. With this coordination, cross-regency development in the Bakorwil II Bojonegoro area becomes more directed and sustainable. The researcher suggests improving communication, continuous coordination, and consistent follow-up after coordination. Keywords: Bakorwil, Coordination, Development

Abstract

The implementation of E-government can influence the sustainability of services for the future. The Director General of the Population and Civil Registration Service of the Ministry of Home Affairs created the IKD application as a form of transforming physical KTPs into digital KTPs to make it easier for people to provide digital public services and prevent data leaks. In implementing the IKD application, complexities are still found, such as a lack of public understanding regarding IKD, network systems that often have errors in the IKD application, and limited smartphones in one Family Card (KK). This research aims to describe the implementation of the IKD application in Nganjuk Regency. This research focuses on the theory of E-government innovation by Choi and Chandler (2020), namely the background to the occurrence of E-government innovation, the introduction of E-government which consists of 2 indicators, namely preliminary structure and preliminary behavior, E-government implementation factors. This research uses a descriptive method with a qualitative approach. Data analysis techniques using data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that in the implementation of the IKD application there are still problems such as there are still many people in Nganjuk district who are still not familiar with technology, apart from that there are still people who do not know about IKD innovation because the socialization carried out by the Nganjuk Regency Population and Civil Registry Office is not evenly distributed, and the IKD innovation system is still frequent. errors that can hinder the development of IKD innovation. This IKD innovation is not effective if it is operated on elderly people and people with disabilities who cannot make good use of this IKD application. This research suggests improvements to the IKD application system which often has errors and increasing outreach to the community.

Abstract

Public services are activities to fulfill community needs in the form of goods, services and administration by public service providers. The development of information technology is currently an important aspect inherent in social life. One of the benefits of the development of information technology is that it encourages public service providers to optimize efficient and responsive services. Realizing how important it is to provide good service, the National Police is making efforts to modernize it through Electronic Government, one of which is the SKCK application service which is presented in the form of a website. In 2023 the National Police will launch an innovation in the form of the Polri SuperApp application. However, in the implementation of online SKCK application processing, several obstacles were found, namely a lack of socialization and the application often had problems due to maintenance. Based on these obstacles, this research aims to analyze the application of the SuperApp Polri application for SKCK services at the Situbondo Resort Police. The type of research used is descriptive with a qualitative approach. The focus of this research uses the theory of e-government service quality according to Papadomichelaki and Metnzas with indicators of reliability, ease of use, trust, content and appearance of information, citizen support and functionality of the interaction. Data collection techniques through observation, interviews and documentation. The analysis techniques used are data collection, data reduction, data presentation and drawing conclusions. The research results show that the implementation of the SuperApp Polri application in SKCK services at the Situbondo Police is quite good. User experience shows that using the Polri SuperApp application makes it easier for online SKCK applicants to get SKCK without having to ask for a letter of recommendation from the Sector Police. The recommendation that can be given is that the National Police needs to improve the quality of the Polri SuperApp application service in order to improve systems that often have problems and provide updated information regarding new policies on the Polri SuperApp Application.

Abstract

The Sidoarjo Regency Population and Civil Registry Department created an integrated pick-up and drop-off service as an effort to optimize population administration services, create orderly administration and increase the scope of ownership of population documents. JBT Sayang is a superior and regular service. However, in its implementation, JBT Sayang experienced several obstacles such as a lack of socialization regarding the required requirements, network problems and limited service time. This research aims to analyze and describe the JBT Sayang service as a strategy for optimizing population administration services in Sidoarjo Regency. This research uses descriptive research methods with a qualitative approach. The research focus is based on the strategic management process theory according to Ramli and Kartini which includes identification of vision and mission, internal and external analysis, strategy formulation, strategy implementation, evaluation and control. The data in the research was obtained through observation, interviews and documentation. The data analysis techniques in this research are data collection, data reduction, data presentation, and drawing conclusions. The results of the research show that the Sidoarjo Regency Population and Civil Registration Department has made maximum efforts to implement the JBT Sayang service through its strengths, namely organizational structure, organizational culture, competent human resources and a program designed as an integrated service. The implementation of the JBT Sayang service carried out by Dispendukcapil has been appropriate so that there has been an increase in ownership of population documents in Sidoarjo Regency. However, there are obstacles such as a lack of staff, limited facilities and infrastructure, the applicant's character/mindset and lack of detailed information dissemination by the village government. Suggestions that can be given are: completing facilities and infrastructure, improving the socialization system, seeking additional staff, and further involving the role of village government as a medium for disseminating information.

Abstract

Peningkatan pelayanan publik dapat diwujudkan dengan adanya sebuah inovasi. Seperti halnya Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Jombang menghadirkan inovasi aplikasi sistem perizian terpadu non berusaha sebagai upaya peningkatan pelayanan perizinan. Akan dalam implementasinya terdapat beberapa masyarakat yang masih belum paham dalam mengaksesnya serta waktu proses perizinan yang masih cenderung lama. Penelitian ini bertujuan untuk menganalisis inovasi aplikasi sistem perizian terpadu non berusaha di Dinas Pena Kabupaten Jombang. Penelitian ini berfokus pada teori proses pembentukan inovasi yang dikemukakan oleh Arundel, Bloch dan Ferguson (2019) yaitu tata kelola dan inovasi, sumber ide-ide inovasi, budaya inovasi, kemampuan dan alat, tujuan; hasil; pendorong; dan hambatan, mengumpulkan data inovasi untuk inovasi Tunggal. Metode penelitian yang digunakan yaitu deskriptif dengan pendekatan kualitatif. Teknis analisis data meliputi pengumpulan data, reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa penerapan inovasi aplikasi sistem perizian terpadu non berusaha sudah baik, hal tersebut dibuktikan adanya peningkatan pelayanan perizinan yang mudah diakses secara online serta terintegrasi oleh sistem layanan satu pintu. Akan tetapi terdapat pemasalahan kurang pahamnya masyarakat dalam mengakses serta waktu perizinanan yang masih lama dikarenakan terhamabat pada proses rekomendasi. Sehingga dengan permasalahan tersebut perlu adanya peningkatan sosialisasi serta pembuatan buku panduan untuk memudahakan masyarakat dalam mengakses. Dan juga dapat mengoptimalkan koordinasi dengan dinas teknis dalam mengeluarkan rekomendasi sehingga dapat meminimalisir waktu proses perizinan. Abstract Improving public services can be realized through innovation. As is the case with the Jombang Regency Investment and One-Stop Integrated Services Service, it is presenting an innovative non-business integrated licensing system application as an effort to improve licensing services. However, in its implementation, there are some people who still do not understand how to access it and the licensing process tends to take a long time. This research aims to analyze the application innovation of the non-business integrated licensing system at the Pena Service, Jombang Regency. This research focuses on the theory of the innovation formation process proposed by Arundel, Bloch and Ferguson (2019), namely governance and innovation, sources of innovation ideas, innovation culture, capabilities and tools, goals; results; pusher; and barriers, collecting innovation data for Single innovation. The research method used is descriptive with a qualitative approach. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. The results of this research show that the implementation of the non-business integrated licensing system application innovation has been good, this is proven by an increase in licensing services that are easily accessible online and integrated by a one-stop service system. However, there are problems with the public's lack of understanding regarding access and the licensing time which is still long due to delays in the recommendation process. So with these problems there is a need to increase socialization and create guidebooks to make it easier for people to access. And can also optimize coordination with technical agencies in issuing recommendations so as to minimize licensing process time.

Abstract

Rural development, especially infrastructure, opens opportunities for community institutions to develop according to social and cultural needs and conditions. This study aims to explore the role of the village head in the development of local internet network infrastructure in Tambakrejo Village, Waru District, Sidoarjo Regency. The method used is descriptive with a qualitative approach, through interviews, observations, and documentation. The focus of the study is the leadership role theory according to Bintoro Tjokroamidjojo. The analysis shows that the role of the village head is not yet optimal. As a motivator, interpersonal communication has been established, but the initiative to gather community aspirations is still lacking, relying on formal events such as RT/RW meetings and Musrenbangdesa (Village Development Planning Meetings). As a facilitator, the village head has not provided adequate administrative infrastructure and lacks supervision over development. However, as a mobilizer, the village head is quite good at socializing and involving the community in the Village Government Work Plan (RKP). This research is expected to enhance the understanding of regional government administration, particularly in the development of Public Administration studies.

Abstract

The management of simple flats for rent is an additional stage of organizing flats. In Surabaya, the management of simple rental flats is regulated in Surabaya Mayor Regulation number 93 of 2023. In the management of Rusunawa Sombo, there are several problems such as, residents whi are not in accordance with the requirements, which is are having a car, lack of staff, and many residents who violate the rules. The purpose of this research is to describe the implementation of the management of simple rental flats in Rusunawa Sombo, Surabaya. The method used is descriptive qualitative. The focus of this research uses the implementation model by Donald Van Meter and Carl Van Horn which has six indicators. The results showed that the implementation of the management of simple rental flats in Rusunawa Sombo Surabaya City as stipulated in Surabaya Mayor Regulation number 93 of 2023 has been running well. However, there are some obstacles that must be improved, such as the lack of UPTD Rusunawa Sombo field technical implementation staff, the weakness of supervision from UPTD Rusunawa Sombo staff, and residents who still commit many violations. Based on the research results, suggestions that can be given are 1) UPTD Rumah Susun and DPRKPP should conduct anuual evaluations of residents, 2) UPTD immediately added UPTD field technical staff in Rusunawa Sombo, 3) It is expected to immediately realize the improvement of physical conditions in the Sombo Rusunawa building, 4) It is expected that UPTD Rusunawa Sombo staff take firm action against residents who violate the rules.

Abstract

The Surabaya City Dispendukcapil noted that there were tens of thousands of residents who were late in reporting the birth of their babies, which caused the process of issuing birth certificates to be hampered. In addition, there are still many people who have received poor services. This research aims to describe the Service Management Study: A Critical Review of the Complexity of Birth Certificate Services to Improve Service Quality in Surabaya City. This research focuses on the theory of improving service quality by Septiandin (2020), namely Self esteem (self-esteem / self-quality), Exceed expectation (meeting expectations), Recovery (improvement), Vision (foresight), Improve (improvement), Care (attention), Empower (empowerment). This research uses a descriptive method with a qualitative approach. With data analysis techniques, namely data collection, data reduction, data presentation, and drawing conclusions. The results showed that the quality of birth certificate services is quite good, but there are still many complex problems such as human error, lack of maximum utilization of technology, lack of training for employees, lack of budget, these problems cause deed services to be less than optimal. The results of this study resulted in several recommendations, namely increasing a friendly attitude in providing services, providing socialization and training for employees, maintaining existing facilities and infrastructure and completing facilities that are still lacking, utilizing and synchronizing technology as much as possible, creating a conducive environment and providing a sense of comfort in services for the community so that birth certificate services run well.

Abstract

By improving the quality of public transportation services, this research can help in proving how the influence of public transportation accessibility and intermodal integration on service quality of the Wira- Wiri Surabaya feeder service. The method used in this research is quantitative method with the help of smartPLS version 4.1.0.2. Data sampling was done through a questionnaire using purposive sampling technique with a total of 100 respondents selected based on certain criteria. The implications of the results of this study indicate that accessibility and intermodal integration have a positive effect on the quality of transportation services. Public transportation accessibility has a positive influence on service quality with a p-value of 0.000 <0.005. Then, intermodal integration has a positive influence on service quality, as evidenced by a p-value of 0.000 < 0.005. These results indicate that the intermodal integration of the Wira-Wiri Suroboyo feeder has made it easier for people to transfer to other modes of transportation they are aiming for. Important things to maximize the quality of feeder services, can be done with the following: (1) improving and enhancing the quality of connecting roads; (2) increasing the frequency of feeder arrivals, especially during peak hours; (3) socialization of ticket integration; (4) information on the location and access of other modes of transportation; (5) improving the Gobis application so that it can update tracking data in real-time; (6) improving the lighting and infrastructure of feeder stops; (7) improving the attractiveness of infrastructure and maintenance of bus stops and their surroundings.
