Abstract

Abstract

Self-regulated learning refers to students’ ability to manage, control, and direct their learning processes independently through the use of various learning strategies. This study aims to describe the level of self-regulated learning among eighth grade students at SMP Negeri 15 Ambon based on several indicators, including self-evaluation, organizing and transforming learning strategies, goal setting or planning, seeking information, managing the learning environment, self-consequences, reviewing and memorizing, and seeking social support. This research employed a qualitative approach using a descriptive method. The subjects of the study were eighth grade students of SMP Negeri 15 Ambon. Data were collected through interviews and analyzed using data reduction, data presentation, and conclusion drawing techniques. The findings indicate that most students demonstrate a fairly good level of self-regulated learning. Students are able to evaluate their learning outcomes, organize and adjust learning strategies, set clear learning goals, utilize various learning resources, manage a conducive learning environment, apply positive self-consequences, review and memorize learning materials, and seek social support when facing learning difficulties. However, variations remain in students’ levels of independence and consistency in regulating their learning. Therefore, the role of teachers, the implementation of varied learning methods, and the provision of a supportive learning environment are essential to optimize the development of students’ self-regulated learning.

Abstract

Synergy between the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and the Regional Government (Pemda) during disaster mitigation, as the foundation of regional resilience, is a crucial element in disaster mitigation in a region. The eruption of Mount Ruang in the Sitaro Islands Regency, North Sulawesi, which occurred in 2024, serves as an important case study for the implementation of this synergy. A qualitative, descriptive study was conducted on this issue. The research findings indicate that inter-agency synergy has been established and pursued, but its effectiveness remains suboptimal. This is due to several factors, including unresolved overlapping authorities, mitigation planning that tends to be sectoral without comprehensive integration, the lack of structured and periodic joint training exercises, and limited infrastructure and coverage of early warning systems. Based on these findings, the formulated strategy includes several key recommendations, such as: Establishing an adaptive integrated command system based on the principles of the Incident Command System (ICS); Increasing the frequency and quality of integrated training exercises and periodic joint simulations; Strengthening multi-modal mitigation infrastructure that is adaptive to region-specific risks. Fourth, the implementation of collaborative governance principles for Disaster Risk Reduction (DRR) involving all stakeholders. These strategies aim to strengthen regional resilience through a more structured and responsive Military Operations Other Than War (OMSP) approach, enabling Indonesia to respond to disaster threats more effectively and sustainably.

Abstract

Mangrove ecosystems serve as critical natural assets that simultaneously provide ecological services and economic opportunities for coastal communities. Berau Regency, possessing approximately 80,000 hectares of mangrove forest, represents a strategic location for sustainable ecotourism development. This research examines the complex relationship between ecological carrying capacity and community participation in developing sustainable mangrove ecotourism through an integrated analytical framework. Employing a mixed-methods approach combining Structural Equation Modeling-Partial Least Squares (SEM-PLS) and Analytical Hierarchy Process (AHP), data were collected from 385 respondents, including local communities, tourists, and stakeholders across three mangrove ecotourism sites in Berau Regency. The novelty of this research lies in integrating local cultural wisdom, governance mechanisms, and quantitative welfare indicators within a comprehensive sustainability framework. Results demonstrate that community participation significantly influences ecotourism sustainability (β=0.742, p<0.001), while ecological carrying capacity maintains critical importance (β=0.658, p<0.001). The AHP analysis reveals that cultural integration scores highest in sustainable development priorities (weight=0.385), followed by institutional governance (0.287) and economic benefits (0.196). Tourism Carrying Capacity analysis indicates optimal visitor limits of 360-803 people/day across different sites. Economic analysis demonstrates potential community welfare improvements of 47.3% through participatory ecotourism management. Policy recommendations emphasize establishing community-based management institutions, implementing dynamic visitor quotas, and integrating traditional ecological knowledge into conservation strategies. This research contributes to theoretical advancement in sustainable tourism literature and provides empirical evidence for evidence-based policy formulation in coastal ecosystem management.

Abstract

Mangrove ecosystems in East Kalimantan provide critical environmental services valued at approximately IDR 404 billion annually while supporting local livelihoods through ecotourism. This study examines the nexus between central bank monetary policy instruments and sustainable mangrove ecotourism development, addressing the research gap in integrating macroprudential green finance mechanisms with regional ecological conservation. Employing a mixed-methods approach combining Structural Equation Modeling-Partial Least Squares (SEM-PLS), Analytic Hierarchy Process (AHP), and ecological carrying capacity analysis with 384 respondents across five mangrove ecotourism sites in East Kalimantan, the research reveals that Bank Indonesia's Macroprudential Liquidity Incentive Policy (KLM) significantly influences sustainable tourism development (β=0.437, p<0.001). The study demonstrates that green loan-to-value ratios combined with local cultural integration mechanisms enhance community welfare indicators by 34.7% while maintaining ecological carrying capacity within sustainable thresholds. Results indicate that IDR 52 trillion in green financing instruments have catalyzed mangrove conservation investments, generating multiplier effects of 2.3 on local economies. The novelty lies in establishing quantitative linkages between monetary policy tools, indigenous governance structures (adat), and measurable welfare outcomes. Policy recommendations include establishing mangrove-specific green bond frameworks, implementing differentiated reserve requirements for coastal conservation lending, and integrating traditional ecological knowledge into central bank sustainability taxonomies.

Abstract

Berau Regency possesses the largest mangrove ecosystem in East Kalimantan, covering 86,043 hectares with exceptional biodiversity. However, economic utilization through ecotourism remains suboptimal, with limited community participation and inadequate integration of local wisdom in management practices. This study analyzes the mangrove ecotourism management model based on local wisdom to enhance the economic empowerment of coastal communities. Employing a mixed-methods approach, this research integrates Structural Equation Modeling-Partial Least Squares (SEM-PLS) to examine relationships among governance, local wisdom integration, and community welfare, Analytic Hierarchy Process (AHP) for stakeholder priority analysis, and ecological carrying capacity assessment for sustainability metrics. Data were collected from 250 respondents across five coastal villages in Berau through structured questionnaires, in-depth interviews with 35 key informants, including village leaders and tourism managers, and participatory observation. Findings reveal that local wisdom significantly influences community participation (β=0.742, p<0.001) and economic benefits (β=0.658, p<0.001). The ecological carrying capacity indicates sustainable visitor limits of 385 tourists daily with current infrastructure. AHP analysis prioritizes community-based governance (weight=0.412), followed by cultural preservation (0.287) and environmental conservation (0.301). The proposed integrated model demonstrates potential to increase household income by 68.3%, create 520 employment opportunities, and maintain ecological integrity through traditional conservation practices, including sasi laut and customary zoning. Policy implications emphasize institutional strengthening, capacity-building programs, and the formalization of local wisdom in regional tourism regulations.

Abstract

This article examines state responsibility for damage caused by space debris to the territory of another state, using the 2022 fall of China’s Long March 5B (CZ-5B) rocket debris in West Kalimantan, Indonesia, as a case study. The increasing number of space activities has raised concerns regarding the potential risks of space debris falling to Earth and causing damage to other states. This article analyzes the international legal framework governing liability for damage caused by space objects under the 1972 Convention on International Liability for Damage Caused by Space Objects (Liability Convention). The research applies a normative juridical method using statute and case approaches by examining relevant international legal instruments and the Long March 5B incident. The analysis shows that the Liability Convention establishes the principle of absolute liability for launching states for damage occurring on the surface of the Earth or to aircraft in flight without the need to prove fault, as space launches are considered ultra hazardous activities. Liability may also be joint and several when more than one state is involved in the launch of a space object. In Indonesia’s case, the response involved technical identification by the National Research and Innovation Agency (BRIN), verification with international institutions, inter ministerial coordination, and diplomatic communication under the Liability Convention. The findings highlight the importance of technical readiness, clear national legal procedures, effective diplomatic strategies, and coordinated international support for the effective enforcement of international state responsibility for damage caused by space debris.
