Abstract

Community participation is an important aspect in designing democratic public policies. Community participation takes the form of contributing ideas and opinions as well as supporting policies proposed by the government. The aim of this research is to determine the impact of community participation on public policy in both democratic and authoritarian country contexts. The research method used is a literature review and analysis of secondary data from various sources related to the topic. This study shows that community participation can have a significant impact on the policy-making process. Community participation can increase political legitimacy, strengthen government accountability, and strengthen the representation of community interests in the political process. However, there are also several factors that can influence the effectiveness of community participation, such as government openness, access to information, and freedom of expression. In addition, public participation in the context of an authoritarian state is often limited by political control and state repression of critical voices. Therefore, this research highlights the importance of community participation in the policy-making process as a mechanism to strengthen democracy, improve policy quality, and ensure fair and inclusive representation of the interests of the Masu community. Further research is needed to examine the factors that influence the effectiveness of public participation and strategies to increase public participation in the public policy process.

Abstract

Since the beginning of the 21st century, there has been a noteworthy increase in humanitarian casualties resulting from armed conflicts. If left unaddressed, this trend could lead to substantial depopulation and consequent implications for the regression of human civilization. One of the conflicts that has recently witnessed a surge in humanitarian casualties is the ongoing war between Israel and Palestine. This research explores potential solutions to the Israel-Palestine conflict by scrutinizing the socio-historical context of al-iṣlāḥ hadiths. Literature review reveals a research gap in integrating religious teachings as a foundation for conflict resolution. The research employs a qualitative approach, focusing on the analysis of al-iṣlāḥ hadiths to identify principles of conflict resolution, reconciliation, and ethical considerations during disputes. The findings indicate that the Israel-Palestine armed conflict is characterized by a high level of complexity, necessitating substantial power for its resolution. The proposed resolution to the Israel-Palestine conflict involves two approaches: a cultural approach through persuasive actions, such as media campaigns promoting peace values, and a structural approach through power or authority, exemplified by international bodies like the United Nations (UN). The conflict resolution values derived from al-iṣlāḥ hadiths can be implemented through the formulation of agreements, employing techniques such as obliging, compromising, and forcing, particularly emphasizing the relevance of yielding techniques to the specific conditions of the Israel-Palestine conflict.

Abstract

The word ‘war’ has a broad meaning. The word can mean hostality; battle, fight; conflict between two countries, nations, nagari; ethnic group or group. Cakak Banyak or cakak between villagers is one form of conflict that has occured among Minangkabau society. No one wants conflict occured. However, if this happens, like it or not, the person concerned will have to face it. Cakak banyak can be triggered by several principle things, for example harrasment of a village tribe, harrasment of women, and issues of customary rights. Many accidents also sometimes occure due to trivial problems, which can actually be resolved in a family manner. However, such a solution is a last resort after a physical fight has taken place. Even though physical figting cannot be avoided, the Minangkabau people in the past had their own rules to anticipate the spread of conflict among warring communities. These regulations are known as The War Law or also called The Urang Law in Nagari. From this law it can be seen what and who cannot be disturbed when there is a conflict in a society. The War law contained in manuscripts, tambos and people’s memories should be brought back to the surface to become guidelines for today’s society. Of course, this is one of the resolutions as well as signs if conflicth or war occurs. Then, in Islam (based on hadith) had also regulated people about the laws of war. It contains a complete resolution for preventing a brutal war or a massive social conflict.

Abstract

The social and environmental crises are significant challenges faced by the world today, focusing on sustainable development. This research aims to identify social and environmental issues and the relationship between them, seeking solutions to these global challenges. The methods used include a literature review and data analysis from various relevant sources. The results indicate that social issues such as poverty, economic inequality, and discrimination are closely linked to environmental issues like climate change, pollution, and deforestation. Social problems often exacerbate environmental degradation, while environmental crises negatively impact social well-being. In conclusion, a holistic and collaborative approach involving multiple sectors and stakeholders is needed to find sustainable solutions. Technological innovation, wise public policies, increased social awareness, and changes in consumer behavior are crucial in addressing these challenges. Cultural transformation and active community participation are also required to create a balance between human needs and environmental sustainability.

Abstract

Islamic religious beliefs could be the topic of conversations on social media where students might engage in here. This thesis shall inquire how college students use social media as a platform for Islamic learning. Some of the students consider networking sites as their religious source to empower those ideological ideas from the religious communities. The inference is that social media sources are beneficial in the devotional dimensions among higher educational students at the university level

Abstract

This article aims to reveal the theory and practice of ‘Ulûm al-Hadîts by Prof. Mahmud Yunus (1899-1982) through a descriptive-analytical study. This book is a significant intellectual work that has influenced the development of hadith sciences in Indonesia. The study is conducted through a literature review using qualitative research methods, and the presentation is descriptive-analytical. The research findings indicate that the book "Ilmu Mushthalah al-Hadîts" was written by Mahmud Yunus in Arabic. In contrast, the book "Ilmu Mushthalah Hadis" was co-written with H. Mahmud Aziz in Indonesian. The first book is a summary of several "Ilmu Mushthalah al-Hadîts" books, systematically compiled based on certain pointers and used as a reference for madrasahs and pesantrens. The second book was written to prevent people from being deceived by hadiths whose authenticity cannot be verified, whether delivered orally in speeches or written in books. Both books discuss topics related to hadith transmission and narrators, as well as the study of hadith chains (sanad). Mahmud Yunus successfully advocated for the inclusion of hadith studies in the education curriculum as a separate subject from Islamic Religious Education. In practice, Mahmud Yunus also cited hadiths in various books he authored, although generally, the citations did not include complete references to the sanad, matn, and rawi. This indicates that his citations did not directly refer to the original source books of the hadiths. One notable contribution of Mahmud Yunus in the field of hadith sciences is his criticism of the "Shahîhain" books, which he argued had omitted several hadiths that met the criteria for sahih hadith, based on the opinion of ad-Daruquthnî (306-385 H), as well as his strict stance against weak (dha'îf) hadiths

Abstract

The Job Creation Law is the first regulation in Indonesia to use the omnibus law method, leading to formal defects because the government enforced an omnibus law approach, typically used in common law/Anglo-Saxon systems, within Indonesia's continental European legal system. Consequently, the Job Creation Law underwent a formal judicial review by the Constitutional Court. On November 25, 2021, the Constitutional Court issued Decision Number 91/PUU-XVIII/2020, declaring the Job Creation Law conditionally unconstitutional. The formation of this law was a governmental response to the Constitutional Court's Decision Number 91/PUU-XVIII/2020, replacing Law Number 11 of 2020 concerning Job Creation. From the perspective of siyasah dusturiyah (constitutional politics), the government has the authority to issue government regulations in lieu of laws (PERPPU). The government is permitted to issue a PERPPU in emergency situations that are unforeseen and cannot be anticipated. Moreover, there are three conditions that justify the issuance of a PERPPU: jihad, bughat, and hirabah. However, the formulation of the Job Creation PERPPU, considering the Constitutional Court's Decision Number 91/PUU-XVIII/2020, allowed a period of two years, which does not meet the emergency conditions in Islam.
