Abstract

Traditional music in Indonesia is an essential part of the cultural heritage passed down through generations, reflecting the diversity of over 300 ethnic groups and 1,340 tribes, along with a rich variety of musical instruments from the angklung to the Javanese gamelan. However, low public interest has led to initiatives like establishing the Indonesian Traditional Music Gallery in Badung, Bali, which aims to introduce traditional music to a broader audience, enhance appreciation, preserve endangered arts, and boost Balinese tourism. The gallery’s conceptual foundation employs data collection and analysis methods based on conservative and communicative principles, featuring a theme of sustainable architecture to craft environmentally friendly buildings using natural energy and materials. The design plan includes main, supporting, and auxiliary spaces with a total area of 8.250,29 m², on a site measuring 20.625,72 m², located on Jl. Uluwatu, Ungasan, South Kuta, Bali, on land approximately 20,650 m² with a steep slope, tropical climate, moderate noise levels, and a built-up area of 16,540 m². The design integrates considerations for the site, building, structure, and utilities, with strategic placement of entrances, outdoor spaces comprising softscape and hardscape, natural lighting, natural ventilation supplemented by air conditioning in certain zones, and a transportation system including stairs and pathways. Abstract

The e-commerce sector in Indonesia is experiencing rapid growth, and regulations regarding foreign investment in this field remain a significant topic of debate in the context of investment law in this country. This study aims to determine the provisions related to foreign investment in the e-commerce sector in Indonesia. It uses a normative research method with a conceptual and legislative approach. The results of the study show that foreign investment regulations in the e-commerce sector in Indonesia have undergone a significant transformation from a strict restriction system through the Negative Investment List (DNI) to a more open and flexible system through the Investment Priority List (DPI).

Abstract

This study aims to examine the effect of life expectancy, poverty rate, and average years of schooling on the Human Development Index (HDI) in Bali Province, both partially and simultaneously. The sample consists of 9 regencies/cities in Bali Province from 2010 to 2024. The data analysis technique used is multiple linear regression analysis. The results of the study indicate that life expectancy and average years of schooling have a positive and significant partial effect on the Human Development Index in Bali Province. The poverty rate has a negative and significant partial effect on the Human Development Index. Furthermore, life expectancy, poverty rate, and average years of schooling simultaneously have a significant effect on the Human Development Index in Bali Province.

Abstract

This study aims to evaluate the compliance of Denpasar City’s spatial planning with Sustainable Urban Drainage Systems principles. Denpasar, as a major urban and economic center in Bali, faces significant challenges related to flooding and waterlogging, driven by a combination of population growth, land-use change, and inadequate conventional drainage infrastructure. This research employs a qualitative approach, focusing on spatial planning document analysis, in-depth interviews with relevant stakeholders (government officials, academics, and practitioners), and field observations. The findings indicate a fundamental non-compliance between the Denpasar City Regional Spatial Plan (RTRW) and the implementation of Sustainable Urban Drainage Systems (SUDS) principles. While the spatial planning documents normatively incorporate environmental aspects, their on-the-ground implementation is still dominated by conventional end-of-pipe approaches, neglecting the importance of stormwater retention, detention, and infiltration at the source. Recommendations include integrating Sustainable Urban Drainage Systems (SUDS) principles into spatial planning regulations, enhancing institutional capacity, and public education to foster the holistic implementation of sustainable drainage practices.

Abstract

This study analyses the transformation of functions and patterns of space use along the banks of Tukad Badung, Denpasar, following revitalisation. Historically, urban rivers have often been degraded into dirty and dysfunctional ‘backyards’ as a result of rapid urbanisation. In Denpasar, Tukad Badung experienced similar conditions, with dirty banks and minimal facilities. To address this issue, the Denpasar City Government initiated a revitalisation project that transformed the slum area into an aesthetic and functional public space. This revitalisation successfully changed the image of Tukad Badung from an avoided area to a popular destination. Before revitalisation, this area was only used sporadically for informal activities such as dumping rubbish and fishing. However, after the transformation, the patterns of space use shifted significantly. The area is now a centre for recreation, social interaction, and arts and cultural activities. This improvement was driven by several key factors, namely: increased physical and aesthetic appeal, the availability of adequate public facilities, the emergence of organised economic and commercial activities, strategic accessibility, and an improved perception of safety and cleanliness. Overall, this study concludes that planned physical interventions can fundamentally change the function of an area and the spatial behaviour of the community. The transformation of Tukad Badung demonstrates the success in converting ‘spare space’ into a dynamic ‘third space’, showing that successful urban development lies not only in physical achievements, but also in the ability to create socially inclusive and sustainable spaces.

Abstract

The rapid growth of vehicles has made traffic law enforcement a critical issue in urban areas. This normative legal research examines the implementation of the e-ticketing system in handling traffic violations in Denpasar City. The study finds that the implementation of e-tilang has a strong and multi-level legal foundation, primarily based on Law Number 22 of 2009 concerning Traffic and Road Transportation, supported by other regulations such as the ITE Law and the Personal Data Protection Law. However, the research also identifies significant legal consequences, including a shift towards objective liability for vehicle owners and challenges related to the protection of constitutional rights, such as the right to be heard and data privacy. While the system aligns with the principles of good governance, particularly in transparency, accountability, and efficiency, its full success depends on massive socialization, clear complaint mechanisms, and affirmative policies for the technologically vulnerable. The study concludes that e-tilang is a legitimate instrument for law enforcement in the digital era, provided it is balanced with a strong commitment to data protection and all principles of good governance.

Abstract

Ports as engines of growth face a dilemma between driving economic growth and preserving the environment. This study aims to analyze the integration of Green Port principles within the regulations governing land ownership and environmental law enforcement in Indonesian ports. The research employs a normative juridical method with statutory and conceptual approaches. The results indicate that land ownership regulations for foreigners create governance complexity and gaps, while environmental law enforcement through the strict liability and polluter pays principles remains ineffective due to difficulties in identifying polluters, force majeure claims, and overlapping authorities. As a solution, this study proposes an integrated Green Port Policy framework built on three pillars: the integration of land permits with environmental obligations, integrated law enforcement through inter-institutional synergy, and a system of incentives and disincentives. This framework is expected to create sustainable and equitable port governance

Abstract

The Gajah Mada road segmen in Mataram City has high activity, as well as high side obstacles. These side frictions include parked vehicles, pedestrians, non-motorized vehicles and vehicles exiting/entering. The number of side frictions will certainly affect the speed and volume of traffic moving on the undivided road with 2 lanes in 2 directions and 4 lanes in 2 directions on Gajah Mada road section. Therefore, it is necessary to conduct a study aimed at analyzing the effect of side frictions on traffic speed and volume using the MKJI 1997 method. The results of the analysis show that the highest side obstacles occur on the 2/2UD type road on Monday at 07.00-08.00 at 232.5 events /hour with the highest traffic volume of 3314.85 pcu/hour and the highest space mean speed on the 2/2UD type occurs on Saturday at 13.00-14.00 at 32,310 km/hour. Simultaneously and partially (parked vehicles, pedestrians, non-motorized vehicles and vehicles entering/exiting from the side of the road), a very strong influence was obtained between side friction and traffic speed and volume because the dominant correlation coefficient (R) was greater than 0.9 (R > 0.9) on road types 2/2UD and 4/2UD

Abstract

This research is motivated by the urgency of legal protection for Geographical Indications (GI) regarding the “Bima Ntanda Rawo” woven fabric as an intangible cultural heritage and a source of economic welfare for the community in Bima. The main objective of this study is to examine the effectiveness of GI legal protection after registration, focusing on its economic impact on artisans and the challenges faced in enforcement. The research method employs a normative-sociological approach, combining doctrinal and legal norms analysis (Law No. 20/2016, Ministerial Regulations, and TRIPs) with empirical data from interviews and field observations with weaving artisans. The results show that GI legal protection has increased sale prices, added value, and product image, although its implementation still faces administrative, financial, and legal socialization obstacles. Legal enforcement of GIs also faces issues regarding proof of violations and weak legal literacy among artisan communities. These findings enhance understanding of community-based legal effectiveness and imply the need for institutional strengthening, a simple reporting system, and technological integration for GI supervision. The study’s limitation lies in the empirical data scope, which does not yet cover cross-regional cases, and the optimization of digital analysis for GI product surveillance

Abstract

This study aims to identify the factors causing delays in issuing Building Approval (PBG) and Certificate of Function Worthiness (SLF) through the Building Management Information System (SIMBG) in Denpasar City and determine the most dominant factor influencing the delay. A descriptive quantitative approach was employed by distributing questionnaires to 147 respondents. Data were analyzed using SPSS version 25 through validity, reliability, and descriptive tests. The results indicate that all indicators are valid (r count 0.465–0.625 > r table 0.159) and reliable (Cronbach’s Alpha 0.778–0.794). The main causes of delay include technological issues (mean score 4.42), limited facilities (3.98), ineffective time management (4.21), service quality and staff knowledge (4.15), complicated procedures (3.87), and relatively high costs (3.76). The most dominant factor is the frequent occurrence of system errors (score 4.56; 84.4%), which hampers the process until the system recovers. The study concludes that the success of PBG and SLF issuance depends not only on technology but also on infrastructure, human resource competence, and procedural efficiency. Recommendations include improving system stability, staff training, optimizing time management, and simplifying procedures to achieve more effective public services
