Abstract

Tourism has become a strategic sector in driving local economic growth, yet its development in rural regions often faces structural and institutional constraints. This study investigates the role of the Youth, Sports, and Tourism Office (Dispopar) in developing nature, cultural, and artificial tourism in Enrekang Regency, South Sulawesi, Indonesia. Employing a qualitative descriptive design with a phenomenological approach, data were collected through in-depth interviews, observations, and document analysis involving government officials and visitors. The findings reveal three tourism clusters directly managed by Dispopar: Lewaja Natural Spring (nature-based), Bambapuang Villa (cultural-based), and Latimojong Villa (artificial-based). Tourism development is supported by local natural resources, cultural traditions, and human capital; however, it is hindered by limited funding, remote geographic location, and land ownership conflicts. Dispopar’s role is multifaceted: as regulator through policy enforcement, as facilitator by conducting awareness campaigns and capacity-building programs, and as promoter through festivals and cultural events. This study contributes to the literature by integrating the dynamics of institutional roles with local tourism governance, highlighting the intersection of nature, culture, and built environment in regional tourism development. Practically, the findings suggest that sustainable collaboration between government, communities, and private actors is essential to optimize tourism potential in rural Indonesia.

Abstract

This research is motivated by the insufficient management and promotion of the Jerra’e Old Mosque in Allakuang, a historical site with significant potential to be developed into a religious tourism destination. Established in the 17th century, this mosque holds profound historical, cultural, and spiritual value for the people of Sidenreng Rappang. The objective of this study is to identify the potential, formulate development strategies, and uncover the obstacles faced in the efforts to establish the Jerra’e Old Mosque as a religious tourism site. This study employs a descriptive qualitative approach, with data collection methods including interviews, direct observation, and documentation. Data analysis was conducted using the 4A theory (Attraction, Accessibility, Amenities, and Ancillary Services) for religious tourism development. The informants consisted of mosque managers, the Department of Education and Culture, local community members, and visitors. The results indicate that the Jerra’e Old Mosque possesses great potential as a religious tourism destination in terms of history, architecture, and spiritual significance. However, development is still hindered by a lack of promotion, inadequate supporting facilities, and a lack of specific regulations governing religious tourism management. Recommended strategies include community involvement, infrastructure improvement, the establishment of regional regulations, and the strengthening of digital-based promotion. This research is expected to provide valuable insights for the government and the community in developing the Jerra’e Old Mosque as a sustainable religious tourism destination.

Abstract

The natural tourism potential of Padanglampe Village, Ma'rang District, Pangkep Regency, particularly the Padanglampe Waterfall, remains under-managed. The objective of this research is to provide input for the development of community-based tourism by analyzing human resource (HR) management processes, identifying supporting potentials, and determining obstacles. This study employs a qualitative and descriptive methodology. Data were obtained through documentation, direct observation, and in-depth interviews with the managers of BUMDes Harapan Jaya, the village head, the local community, and tourists. Data analysis involved data preparation, presentation, and drawing conclusions. To ensure validity, source and technique triangulation were conducted alongside the verification of informant interview results. The findings indicate that human resource management encompassing training and development, recruitment, selection, and placement is still rudimentary and community-based. Natural, cultural, and human potentials serve as supporting factors, while inhibiting factors include limited infrastructure and a lack of government participation. This research recommends increasing professionalism in HR management, improving facilities, and fostering better synergy between the government, managers, and the community.

Abstract

This study aims to evaluate the potential for community empowerment-based ecotourism development in the Lotang Salo area, Pinrang Regency. Using a qualitative approach and a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis, this study identified key attractions, including river and coastal ecosystems combined with local wisdom. The results indicate that the most effective development strategy is an aggressive strategy (SO), which optimizes the strengths of natural resources to capture special interest tourism market opportunities. Community empowerment was found to be a key factor in ensuring economic and environmental sustainability, with local participation playing a crucial role in the management of tourism facilities and services. Despite its significant potential, challenges such as limited infrastructure and the need for human resource capacity building remain major obstacles. This study concludes that strengthening synergy between the government, community, and private sector managers through a community-based management model is a key prerequisite for transforming Lotang Salo into a competitive and sustainable ecotourism destination.

Abstract

Sustainable tourism demands a balance between economic growth and socio-cultural integrity. However, the implementation of national standards such as Sapta Pesona often faces challenges when dealing with local socio-cultural realities. This study aims to analyze the implementation of the Sapta Pesona Program at the natural tourism destination of Salu Pajaan from a sharia tourism perspective. Using a descriptive qualitative method with a case study approach, data was collected through observation, in-depth interviews, and documentation. The results indicate that the elements of Sapta Pesona have been integrated with religious values, such as the realization of security based on Maqasid al-Shari'ah and cleanliness based on the principle of ṭahārah. Although physical and administrative governance have improved significantly, aspects of professional service (friendly and memorable) remain organic and require further standardization. Academically, this article constructs a synergy between national standards and religious values as an instrument for strengthening destination identity. Practically, this research contributes policy recommendations regarding the importance of cross-sector collaboration and strengthening human resource competencies to create competitive and sustainable destinations.

Abstract

Sustainable tourism is a crucial challenge for natural tourism destinations facing the risk of environmental damage due to increased visitor numbers. This study aims to analyze visitor perceptions of the development of Buttu Kabobong Nature Tourism in Enrekang Regency as a sustainable tourism destination. Using descriptive qualitative research methods, data was collected through observation, documentation, and in-depth interviews with tourists and managers. The results indicate that visitors have a positive perception of the unique landscape, but also provide critical comments on waste management and suboptimal supporting facilities. Although tourism activities have had a significant economic impact on local communities, the threat of erosion of hiking trails and the lack of environmental education for tourists remain major obstacles. The practical significance of this study is that it can serve as evaluation material for local governments and managers to tighten environmental regulations and improve service standards. Academically, this article contributes to the literature on sharia tourism and sustainability by integrating tourist perceptions as an indicator of the success of nature-based destination management in South Sulawesi.

Abstract

Salopi Beach is one of the leading marine tourism destinations in Pinrang Regency, but its management still faces challenges in terms of environmental quality and facilities. This study aims to evaluate visitor perceptions of tourist attraction attributes to map the potential and challenges of developing this destination. Using a quantitative descriptive method, data were collected through a questionnaire from 100 respondents using an accidental sampling technique. The results show that in general, visitor perceptions are in the agreeable category, especially regarding the aspects of natural uniqueness and beach safety. However, there are critical findings related to the aspect of natural beauty that received less than satisfactory responses due to piles of garbage that disrupt the aesthetics. Practically, this article contributes as a recommendation for managers and local governments to prioritize waste management and improve supporting facilities for sustainable tourism. Academically, this study strengthens the literature on tourist destination evaluation based on visitor perceptions in developing regions.
