Abstract

Voter data updating is a crucial instrument in realizing the principle of universal suffrage in electoral administration. This study aims to analyze the extent to which the implementation of voter data updating in the 2024 DKI Jakarta Regional Election was able to guarantee universal suffrage, identify challenges and alleged procedural violations, and analyze the supervisory strategies developed by the DKI Jakarta Provincial Election Supervisory Board (Bawaslu). This study employs an explanative qualitative method with data collected through in-depth interviews with 10 informants (KPU and Bawaslu of DKI Jakarta Province, Pantarlih officers, and voters of the 2024 DKI Jakarta Regional Election) and documentation techniques. The findings indicate that procedurally, voter data updating has sought to guarantee universal suffrage through a layered mechanism, ranging from door-to-door verification to the safety nets of DPTb and DPK. However, substantively, the application of the de jure principle creates gaps whereby ineligible voters risk remaining on the voter list while eligible citizens may be omitted due to inadequate civil registration document updates. High population mobility is the primary source of voter data volatility, accompanied by alleged procedural violations in the field. Bawaslu responded to personnel limitations by developing direct supervisory monitoring and participatory supervision, though their effectiveness remains constrained by weak cadre commitment and the absence of a post-activity monitoring and evaluation system.

Abstract

The construction of the Mini Zoo tourist attraction in Purworejo Regency, funded by the 2023 Regional Budget (APBD) of Rp 9.4 billion, failed before it was operational due to structural damage. This study analyzes this failure as a public policy failure using Allan McConnell' (2010) logical framework approach and dimensions of failure. The results indicate a chain of failures from the planning stage to implementation. Determining the location in a disaster-prone zone without supporting technical data is a major weakness that impacts construction inconsistencies and the full disbursement of the budget before physical completion. This failure hampered the achievement of Regional Original Income (PAD) targets and undermined public trust. Based on McConnell's (2010) analysis, the failure encompasses process, program, and political dimensions, indicating weak planning and risk management in regional development policies.

Abstract

This study aims to analyze the implementation of the Net Zero Emissions policy in Semarang City and identify the actors involved in the policy implementation process. This study uses qualitative research methods with a descriptive approach. Data collection techniques include interviews, documentation, and literature reviews of relevant policy documents and reports.. The Semarang City Government has also conducted an emissions inventory and reporting as part of its integrated emissions control efforts with the national system. Its implementation involves several key actors: the Regional Development Planning Agency (Bappeda); the Environmental Agency (DLH); the Transportation Agency (Dishub); and the community as a stakeholder in implementing low-carbon behaviors in daily life.

Abstract

The phenomenon of K-Pop popular culture is now being utilized as a political communication strategy in Indonesia, one of which is through the Giveaway of Blackpink concert tickets by the Gerindra Party and PSI ahead of the 2024 Election. This study aims to analyze the influence of this activity on the voting behavior of K-Popers through sociological, psychological, and rational approaches within voter behavior theory. The research uses a quantitative method with a questionnaire administered to 100 K-Popers respondents, and the data were analyzed using descriptive statistics and simple linear regression. The results show that the Giveaway is able to attract attention and spark discussion within the community, but is not sufficient to shape a tendency toward political support. Sociologically, the K-Pop community becomes a space for forming critical attitudes toward the politicization of popular culture. Psychologically, this strategy does not create emotional closeness with the party. From a rational perspective, the Giveaway is considered attractive but does not influence political preferences. Thus, political strategies based on popular culture are effective only in increasing public attention, but have not been able to shift the political orientation of K-Popers without the support of more relevant programs.

Abstract

This study aims to analyze the quality of public services at the Department of Population and Civil Registration of Kendal Regency. This research employs a quantitative method with a descriptive approach by distributing questionnaires to 100 respondents who are users of population administration services. Data analysis was conducted using the Service Quality (SERVQUAL) method, which consists of five dimensions: tangibles, reliability, responsiveness, assurance, and empathy, to measure the gap between perceived service performance and public expectations. The results indicate that all SERVQUAL dimensions show negative gap values, suggesting that the quality of services provided has not fully met public expectations. The tangibles dimension shows the largest gap value, while the empathy dimension records the smallest gap. Therefore, improvements in service quality are necessary, particularly in terms of service facilities, timeliness, and the professionalism of service officers.

Abstract

Climate change is a global phenomenon whose impacts are particularly felt in coastal areas, including Tugurejo Village. The main challenge in climate change adaptation and mitigation efforts lies in the complexity of climate change issues, which cannot be addressed by a single actor but require cross-sectoral synergy. This study aims to analyze collaborative governance practices in the management of the Climate Village program in Tugurejo Village using the Ansell and Gash model. The focus of this study is to examine the roles of stakeholders and the dynamics of collaboration among government actors, academics, the private sector, and the community. The research method employed is descriptive qualitative. Data were collected through in-depth interviews and document analysis. Data analysis was conducted based on the collaborative governance theory developed by Ansell and Gash. The research findings indicate that the Proklim program in Tugurejo Village tends to be top-down in nature. A significant power imbalance was identified, with the Semarang City Environmental Agency dominating as both the initiator and the entity determining the direction of the work. Furthermore, the institutional design, which remains informal, and the reliance on a “local hero” figure make the program’s sustainability vulnerable to external changes. The conclusion of this study is that collaborative practices in Tugurejo are more of an instructive coordination than an equal partnership, thus requiring the strengthening of a more formal institutional design and the redistribution of power and knowledge. Therefore, it is recommended that cooperation be formalized in writing and that leadership regeneration at the grassroots level be strengthened to ensure the program’s autonomy in the future.

Abstract

This research is motivated by the phenomenon of parking attendants' non compliance with the parking fee policy in the Simpang Lima area of Semarang City, which has led to illegal parking levies and leakage of Regional Original Revenue (PAD). Although the tariff regulation is stipulated in Mayoral Regulation Number 37 of 2021, the practice of charging fees above the official limit is still frequently found in the field. The purpose of this study is to analyze the implementation of the parking fee policy, identify the factors causing parking attendant non compliance, and evaluate the role of the Semarang City Government in overseeing the area. The method used is qualitative with a descriptive approach, where data was collected through in-depth interviews with regulators (the Transportation Agency), field implementers (parking attendants), and service users. The results indicate that policy implementation is hampered by weak communication, limited supervisory resources, and excessive discretion by parking attendants who exploit the momentum of certain events to unilaterally raise fees. Furthermore, the limited availability of official parking spaces forces the public to adopt a permissive attitude towards illegal parking fees. The conclusion of this study is that parking attendant non-compliance is rooted in structural failures of the street-level bureaucracy and a lack of firm sanctions, necessitating strengthened oversight and the provision of more adequate parking spaces. This study recommends improving governance through digitizing the payment system and more responsive oversight to curb illegal parking charges.

Abstract

The quality of health services is a crucial indicator in assessing public service performance, particularly at primary healthcare facilities such as community health centers. This study aims to analyze the service quality at Bulusan Community Health Center, Tembalang District, Semarang City, based on the five SERVQUAL dimensions: tangibles, reliability, responsiveness, assurance, and empathy. This study employs a quantitative approach with a descriptive design. Data were collected through questionnaires distributed to 100 respondents who were service users, selected using the accidental sampling technique. Data analysis was conducted using descriptive statistics by calculating the mean score of each dimension. The results indicate that the overall service quality is categorized as good, with an average score of 3.02. The highest score is found in the assurance dimension (3.16), while the lowest score is in the responsiveness dimension (2.91). This finding suggests that improvements are needed, particularly in terms of service responsiveness and service speed. This study is expected to provide valuable input for improving the quality of healthcare services at Bulusan Community Health Center.

Abstract

This study analyzes the participation of voters with disabilities in the general elections in Semarang City through a comparative study between the 2019 and 2024 elections. The research examines how participation changed between two election cycles and what factors influenced these changes. Employing an exploratory qualitative method with in-depth interviews of twelve informants—including a KPU Semarang Commissioner, PPUA Disabilitas representatives, Sahabat Difabel Community, SLBN Semarang, and voters with three disability types (physical, visual, hearing-speech impairments) the study finds that participation increased from 32% in 2019 to 41.6% in 2024, with patterns shifting from passive-reactive to semi-independent. However, this improvement was asymmetrical: blind voters and urban flatland zones recorded the highest gains, while deaf-mute voters and coastal hill zones experienced minimal change. Participation is influenced by general factors (physical TPS accessibility, assistive device quality, KPPS capacity, communication barriers, inclusive socialization, family support, political efficacy, economic costs, social stigma) and Semarang specific factors (tidal flooding, hilly topography, suburban underreporting, organized disability communities, progressive KPU). The study concludes that Semarang City is situated between the consolidation-implementation and substantive-transformative phases of the inclusive democracy spectrum.

Abstract

The acceleration of industrialization through the establishment of the Gresik Special Economic Zone (SEZ) in Manyar District has triggered the conversion of agricultural and fisheries land into industrial, residential, and commercial areas. This transformation has raised governance issues, particularly regarding the distribution of development benefits, environmental sustainability, and the protection of local communities’ rights. This study participation, aims to analyze the governance challenges of the Gresik SEZ using the Good Environmental Governance (GEG) theoretical framework, which encompasses the principles of the rule of law, access to information, transparency and accountability, decentralization, institutional capacity, and access to justice. The method employed is exploratory qualitative research through in-depth interviews, observations, and documentation involving local governments, technical agencies, and affected communities. The research findings indicate that the governance of the SEZ remains dominated by a top down approach, with fragmented inter-agency coordination and limited community participation. Land-use changes have led to the loss of community livelihoods, economic inequality, and the emergence of environmental issues that have not been adequately addressed. Additionally, access to justice tends to be pursued through informal mechanisms rather than formal legal channels. The study’s conclusions indicate that KEK governance has not fully reflected the principles of Good Environmental Governance, particularly regarding participation, transparency, and social-environmental justice. This research is limited to exploring issues within the 2021–2025 timeframe, so long-term dynamics have not yet been fully identified.
