Abstract

The construction of the Mini Zoo tourist attraction in Purworejo Regency, funded by the 2023 Regional Budget (APBD) of Rp 9.4 billion, failed before it was operational due to structural damage. This study analyzes this failure as a public policy failure using Allan McConnell' (2010) logical framework approach and dimensions of failure. The results indicate a chain of failures from the planning stage to implementation. Determining the location in a disaster-prone zone without supporting technical data is a major weakness that impacts construction inconsistencies and the full disbursement of the budget before physical completion. This failure hampered the achievement of Regional Original Income (PAD) targets and undermined public trust. Based on McConnell's (2010) analysis, the failure encompasses process, program, and political dimensions, indicating weak planning and risk management in regional development policies.

Abstract

This study aims to analyze the influence of the SIAP Kerja application-based supervision system on the level of discipline of Civil Servants at the Secretariat of the Regional People's Representative Council of Banjarnegara Regency and identify supporting and inhibiting factors in its implementation. This study uses a mixed method with the Sequential Explanatory type by distributing questionnaires to 24 Civil Servants and continued with interviews and documentation to deepen the quantitative results. Data analysis uses simple linear regression. The results show that supervision through the SIAP Kerja application and employee discipline are both in the very good category with an average score of 4.48% and 4.42%, respectively. Statistically, a significance value of 0.000 < 0.05 and t count (8.340) > t table (2.074) is obtained, which indicates a significant influence. The coefficient of determination value of 0.760 indicates that 76% of employee discipline variations are influenced by the supervision system, while 24% are influenced by other factors. Qualitative findings indicate that the system is more transparent, objective, and integrated with the TPP and e-Kinerja, thus improving compliance with working hours. Despite technical challenges such as network disruptions and potential GPS manipulation, the SIAP Kerja application is generally effective in improving employee discipline.

Abstract

angkalan is known as the “City of Santri,” characterized by a religious society that is obedient to religious scholars. In this context, Ibu Nyai emerges as a female religious leader with strong authority and charisma, not merely as the wife of a kiai. She plays a role in bridging women’s participation in the public sphere within a strongly patriarchal culture. The Bangkalan regional election (Pilkada) serves as a space for political participation as well as a contestation of cultural and religious influence. The involvement of Ibu Nyai in the campaign is an interesting subject of study to examine her role in practical politics through political 1Mahasiswa Ilmu Pemerintahan Universitas Diponegoro 2Dosen Ilmu Pemerintahan Universitas Diponegoro communication as a form of women’s representation. Cultural feminism is used as an analytical framework to understand her role, particularly in utilizing cultural legitimacy. This research employs a descriptive qualitative method through interviews with 17 informants and secondary data sources. The findings show that Ibu Nyai’s campaign is implicit in nature, utilizing socio-religious spaces and internal networks. Although it is non-confrontational and operates through cultural legitimacy, her influence is significant, as the solid and unified support of women voters is capable of shaping voter attitudes.

Abstract

The 2024 legislative elections in Wonosobo Regency revealed a growing trend of involvement by young political actors, particularly from Generation Z, who successfully secured seats in the Regional People’s Representative Council (DPRD). This phenomenon is worth examining because local politics has traditionally been dominated by more senior actors, making the emergence of young candidates a new dynamic in regional political contests. This study aims to analyze factors such as social capital, political strategies, and the role of political parties in influencing the victory of Generation Z political actors in the 2024 Wonosobo Regency Legislative Elections. This study employs a qualitative approach with a descriptive design. Data collection was conducted through in-depth interviews with informants involved in the electoral process, followed by qualitative analysis to understand the social and political dynamics underlying the victory of Generation Z candidates. The results indicate that the victory of Generation Z political actors was primarily driven by the role of family-based social capital, the candidates’ political strategies, and political party support within the context of local political culture. Family social capital, consisting of trust, social norms, and social networks —as per Putnam’s indicators— serves as the primary foundation for building political legitimacy within the community. Additionally, political strategies that combine a defensive approach to maintain the support base with an offensive strategy to expand voter support further strengthen the candidate’s electoral mobilization. Thus, the victory of Generation Z candidates in Wonosobo Regency is the result of the integration of the power of family social capital, adaptive political strategies, and party organizational support within the local social structure.

Abstract

The Dieng Geopark policy represents a governmental effort to promote area conservation through sustainable tourism by integrating conservation, education, and community economic development. However, the implementation of the Dieng Geopark policy involves multiple actors across sectors and administrative regions, thereby requiring effective collaboration among stakeholders. In practice, such collaboration faces various barriers that have the potential to affect policy effectiveness. This study aims to analyze the barriers to collaboration in the implementation of the Dieng Geopark policy and to examine their implications for the effectiveness of conservation policy. The research adopts a qualitative approach using a case study method. Data were collected through in-depth interviews, documentation, and literature review. Data analysis was conducted using the Collaborative Governance framework proposed by Ansell and Gash and the Stakeholder Salience theory developed by Mitchell, Agle, and Wood. The findings indicate that barriers to collaboration in the implementation of the Dieng Geopark policy are influenced by power imbalances among different levels of government, differences in stakeholder interests, and variations in perceived urgency toward the geopark policy. Power imbalances result in a predominantly hierarchical decision-making process, while differences in interests and urgency contribute to weak coordination, inconsistent implementation, and slow translation of policy into concrete actions on the ground. These barriers ultimately lead to the suboptimal achievement of integrated and sustainable conservation objectives within the Dieng Geopark policy.

Abstract

This study aims to analyze the implementation of e-government through the Employment Information System Website (SIKER) at the Department of Manpower of Semarang City and to assess the extent to which the platform ensures inclusive access to public services for all segments of society. This research employs the frameworks of Good Governance, New Public Service, and Policy Implementation Theory to understand digital governance, public service orientation, and the process of implementing technology-based policies. The method used is descriptive qualitative research, with data collection techniques including interviews, documentation, and literature review. The research informants consist of the Head of the Department of Manpower of Semarang City and the SIKER website administrators, with data analysis conducted using an interactive model involving data reduction, data presentation, and conclusion drawing. The results show that the implementation of SIKER has improved efficiency, transparency, and ease of access to employment services, such as AK1 registration (Job Seeker Card), job vacancy information, job training, and industrial relations complaints. Integration with national and provincial systems has further expanded service coverage and supported data-driven decision-making through analytical features. However, several challenges remain, including data synchronization issues across platforms, limited accessibility features for persons with disabilities, and gaps in digital literacy and internet infrastructure in certain areas, which affect the optimal distribution of service access. In conclusion, the implementation of SIKER as a form of e-government has supported the principles of good governance and the smart city transformation in Semarang City, particularly in terms of effectiveness and transparency of public services. However, to achieve truly inclusive and equitable services, it is necessary to strengthen digital infrastructure, enhance human resource capacity, improve system integration, and develop outreach and assistance strategies for vulnerable groups to ensure they are not left behind in the digital transformation process.

Abstract

Women's participation is key to inclusive development, but it is often hampered by patriarchal culture, limited access to decision-making, and domestic burdens. Interestingly, Ampelsari Village in Kebumen shows a different dynamic with a high level of women's involvement in the Musrenbangdes (Village Development Planning Forum). This is driven by the leadership of the female village head, who has opened up wider opportunities for participation. This phenomenon makes Ampelsari Village a highly relevant location for further study on how gender-responsive village development planning processes take place. This study aims to analyse the level of women's participation in village development planning through the Musrenbangdes forum and to identify the factors that influence this involvement. This study uses a qualitative approach with a case study method. Data collection was conducted through in-depth interviews and documentation. The research analysis uses several theoretical frameworks, namely political participation theory with Arnstein's ladder of participation approach, gender theory that explains the division of women's social roles, and participatory planning theory that emphasises the importance of community involvement in the development process. The results show that women's participation in Musrenbangdes in Ampelsari Village is not only evident from their formal attendance but also from their involvement in the process of expressing their aspirations and proposing development programmes. The attendance rate of women in the Musrenbangdes forum reached more than 38 per cent of the total participants. A number of proposals originating from women's groups, such as family health programmes, household economic empowerment, and the strengthening of women's organisations, have been accommodated in the Village Government Work Plan (RKPDes). This condition shows a shift in the form of women's participation from mere symbolic presence to more substantive participation in the development planning process. Overall, this study concludes that women's participation in development planning in Ampelsari Village has reached a higher level of participation, namely approaching the level of partnership. However, this participation still faces obstacles such as patriarchal culture, women's limited access to strategic positions in village institutions, and the burden of domestic roles that affect their level of involvement in public forums.

Abstract

The increasing volume of urban solid waste has become a major environmental challenge in Semarang City, particularly regarding the burden of waste disposed at the Jatibarang Landfill, prompting the Semarang City Government to implement the Waste Sorting Program as a reduction strategy. This study aims to analyze the governance of that program using a good governance framework with indicators of transparency, accountability, effectiveness and efficiency, and public participation, further enriched by the integration of the Integrated Sustainable Waste Management (ISWM) framework encompassing three dimensions, namely physical system elements, stakeholder involvement, and sustainability aspects, to enable a more contextual analysis of urban solid waste management. This research employed a qualitative approach with a case study method. Primary data were collected through in-depth interviews with the Semarang City Environmental Agency, village heads in five urban villages, and community members of urban villages. Secondary data were obtained from waste management statistics and program documentation. The findings indicate that the governance of the Waste Sorting Program in Semarang City has reflected the application of good governance principles, particularly in information dissemination, community involvement in implementation, and the utilization of various resources. However, several limitations remain, including insufficient transparency of program performance data, an unintegrated reporting system, and the lack of significant reduction in waste volume delivered to the landfill. Community participation also varies across areas. Based on these findings, this study recommends improving data transparency and regular publication of program performance, strengthening integrated reporting systems, intensifying community assistance at the local level, and developing sustainable strategies through multi-stakeholder collaboration.

Abstract

This study examines the collaboration between local government and village government in providing online birth certificate services through the PAK KADES MANTAB Program in Meteseh Village, Kendal Regency. The objective of this research is to analyze how the collaboration is implemented, the division of roles, and the challenges encountered in the program. This study is important as there are still many citizens who do not possess birth certificates, indicating the need for more accessible and equitable public services. This research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using collaboration theory, which includes initial conditions, processes, structure, challenges, and outcomes. The results show that the collaboration between local and village governments has improved service accessibility by bringing services closer to the community at the village level. The division of roles is relatively clear, with the local government responsible for system management and verification, while the village government directly serves the community. However, several challenges remain, including limited human resources at the village level, dependence on the local government, and technical issues such as internet connectivity. This study contributes to a better understanding that intergovernmental collaboration is crucial in improving public service delivery. The implications suggest the need to strengthen village officials’ capacity, improve infrastructure, and enhance coordination to ensure more effective and equitable services.

Abstract

Political dynasties remain a significant phenomenon in Indonesia’s local democratic practices. Sukoharjo Regency represents one of the regions experiencing the continuity of kinship-based power through the election of Etik Suryani as Regent, who has a familial relationship with the previous regional leader. This study aims to analyze public perceptions of political dynasties and Etik Suryani’s leadership within the context of local politics. This research employs a descriptive quantitative approach using a Liker-scale questionnaire distributed to 100 respondents selected through convenience sampling. Data were analyzed using descriptive statistical methods. The findings sampling indicate that the public demonstrates a relatively high level of cognitive awareness regarding the existence of political dynasties. At the affective level, the community tends to feel uncomfortable, with kinship-based politics. Public Political support for Etik Suryani largely pragmatic, primarily based on performance evaluation and program continuity rather than emotional loyalty to a political family. Her leadership is perceived as moderately positive, although respondents also recognize indications of elite capture, particularly in the form of family network dominance and limited opportunities for new political actors. T study concludes that Sukoharjo society is critical yet pragmatic toward political dynasties, accepting their presence as long as governmental performance is considered adequate. These findings suggest that political legitimacy at the local level is increasingly shaped by performance-based evaluation rather than solely by kinship ties, although the risk of power concentration within elite family circles remains.
