Abstract

The high number of Out-of-School Children (OSC) and school dropouts in Tegal City indicates that the implementation of the 12-Year Compulsory Education Program has not been optimal. This condition is influenced by limited family economic capacity, low learning motivation, and restricted access to formal education. In response, the Tegal City Government, through the Department of Education and Culture, implemented the ASELA DIJAKETI Program (Ayo Sekolah Lagi Pendidikan Kejar Paket dan Inklusi) to expand educational access through equivalency and inclusive education services. This study aims to evaluate the implementation of the ASELA DIJAKETI Program by focusing on the implementation process, program outcomes, and implementation constraints. The study employs a descriptive qualitative method. Data were collected through in-depth interviews, documentation, and literature review involving the Tegal City Department of Education and Culture, administrators of the Learning Activity Center (SKB), program participants, and alumni. Data analysis was conducted using the policy evaluation framework developed by Bali, Capano, and Ramesh, which includes political, analytical, and operational dimensions. The findings indicate that the ASELA DIJAKETI Program has positively contributed to restoring access to education for out-of-school children and school dropouts through equivalency education Programs A, B, and C. However, the program has not yet achieved optimal effectiveness due to limited capacity of educational facilitators, participants’ socioeconomic conditions, and low learning motivation among some participants. Therefore, strengthening inter-agency coordination, enhancing human resource capacity, and ensuring sustained policy support are necessary to improve the program’s effectiveness.

Abstract

The controversy surrounding the revision of the Indonesian National Armed Forces Law (RUU TNI) in 2025 triggered widespread debate in digital public spaces, particularly on the social media platform X. This study aims to analyze the dynamics of digital citizenship actions expressed by citizens in online discussions related to the RUU TNI controversy. The research employs the framework of acts of digital citizenship developed by Isin and Ruppert to understand how citizens perform political participation through digital communication practices. This study adopts a qualitative approach using digital ethnography combined with in-depth interviews. The research data consist of 265 posts collected from X during the period of 11–20 March 2025, as well as interviews with social media users involved in the discussion. The findings reveal five forms of digital citizenship actions: calling, opening, closing, witnessing, and flaming. These actions illustrate how citizens demand political accountability, construct collective interpretations of policy issues, and express moral judgments toward political actors. The study demonstrates that social media functions as an alternative arena of political participation when formal political processes are perceived as lacking transparency and public engagement.

Abstract

The implementation of public services is currently faced with various changes and increasingly dynamic demands of society. One of the government's efforts to improve the quality of public services is through information technology-based innovation. The Population and Civil Registration Office of Kendal Regency, as the implementer of population administration services, has developed a digital-based service through the Pak Dalman application (Population Administration Services in Your Hand). This service aims to provide easier access to faster, more transparent, and free services for the public. The purpose of this study is to analyze the application of the concept of digitalization in population administration services through the Pak Dalman application. As well as to identify the impact of its use on improving the quality of public services in Kendal Regency, including aspects of transparency and accountability. This study uses a qualitative method with a descriptive approach. Data collection techniques are carried out through interviews, observation, and documentation. In-depth interviews were conducted with the Head of the Population Administration Information Management Division, Implementers in the Population Administration Information System Section, and community users of the Pak Dalman application. The collected data were analyzed using the theory of E-Government implementation and the theory of the impact of the use of information technology in improving the quality of public services to answer the formulation of the research problem. The results of the study indicate that the support indicator, the implementation of digitalization through the Pak Dalman application is not fully optimal, indicated by the lack of regulatory support for the application's implementation at the regional level and uneven socialization, so that some people still do not understand the mechanism of using the Pak Dalman application. In the capacity indicator, human resource readiness with the presence of competent officers, supported by an adequate budget and technological infrastructure in the form of servers, networks and security systems centralized at the Kendal Regency Communication and Informatics Office. In addition, the implementation of the Information Security Management System (ISMS) and the ISO 27001:2022 Standard, is an effort to maintain the security and protection of public data. In the value indicator, the Pak Dalman application is able to provide services that are easy, fast, free and can be accessed at any time, thereby increasing service efficiency. Overall, the use of the Pak Dalman application has a positive impact on the quality of public services, especially in increasing transparency through information disclosure and accountability through fast, accurate services, and the availability of accountable complaint channels. However, in the aspect of participation, community involvement is needed in the planning stage of digital service development, so that it is necessary to strengthen collaboration between the government and the community.

Abstract

The 2024 Presidential and Vice Presidential Elections marked a shift in political campaigning from a model based on large stages and one-way communication to campaigns that use social media and prioritize two-way interaction with the public. Amidst the dominance of public space by visual branding strategies and massive exposure of certain candidate pairs, a campaign program called “Tabrak, Prof!” was initiated by Mahfud MD, the vice presidential candidate paired with Ganjar Pranowo, which presented an open, participatory, and issue based dialogue format. The results of the study show that “Tabrak, Prof!” is a breakthrough in political campaign style that emphasizes a dialogical, informal, and participatory approach, with substantive messaging, especially related to legal and political issues, as well as distinctive visuals that build the candidate's image as a decisive and open figure. The campaign segmentation targets the younger generation, particularly Generation Z and millennials, who will be a significant voting bloc in the 2024 elections, by utilizing social media. This study concludes that “Tabrak, Prof!” represents a shift in the orientation of political campaigns towards a more dialogical, educational, and adaptive model in response to developments in digital media, while also serving as an alternative strategy in responding to competition in the 2024 elections.

Abstract

International passenger check-in services at airports are a form of public service involving multiple non-governmental actors and are expected to operate efficiently and measurably. The governance of public services in the air transportation sector has increasingly adopted New Public Management (NPM) as a guiding approach. However, the implementation of NPM affects not only technical and performance-related aspects of service delivery, but also raises questions regarding the position and role of the state in safeguarding the public interest. This study aims to analyze the implementation of NPM by the Directorate General of Civil Aviation of the Ministry of Transportation in the governance of international passenger check in services at Terminal 3 of Soekarno-Hatta International Airport. This research employs a descriptive qualitative approach, with data collected through interviews, direct observations at Terminal 3, and document analysis. The research subjects consist of DGCA, Asiana Airlines, PT JAS, and international passengers who used Asiana Airlines’ check-in services. The findings reveal that the implementation of NPM is reflected in a governance pattern that emphasizes operational efficiency, performance measurement, and the active involvement of non-governmental actors as the primary service providers. The state primarily performs regulatory and supervisory functions, while daily service operations are carried out by airlines and ground handling companies, contributing to a more orderly and responsive check-in process in an international airport setting. Despite improvements in service orderliness and performance, the emphasis on efficiency poses challenges in maintaining an inclusive public service orientation. The state tends to assume the role of performance controller, whereas considerations of justice, equitable access, and protection for diverse service users remain insufficiently integrated into the service evaluation framework.

Abstract

This study examines the recurring floods that occurred in Karanganyar District, Demak Regency, in 2024, specifically in Ketanjung Dukuh Norowito Village. This study demonstrates the need for disaster mitigation efforts that focus not only on structural approaches but also accommodate the local wisdom of the community. This study aims to analyze the role of local wisdom as a social phenomenon that supports mitigation decision-making and its success, and to determine whether the government's response to recurrent flooding is beneficial for mitigation. The researchers also examine whether the "sedekah bumi" (earth alms) program creates conflict or is aligned with government officials. The theory used is Disaster Mitigation in the book "Response to Natural Disaster Emergency" by Giri (2017). The study employed a descriptive qualitative method with data collection techniques through interviews, observation, and documentation, involving informants including flood-affected communities, local leaders, and relevant government actors. The results indicate that local wisdom, such as mutual cooperation (gotong royong), local knowledge, deliberation, and sedekah bumi (earth alms) play a significant role in improving community preparedness. This point of synergy in mitigation is realized through the integration of local knowledge in detecting natural signs with local government infrastructure policies. This collaboration effectively increased the success of short-term mitigation, particularly in accelerating evacuation response times and strengthening social solidarity at the Karanganyar District level. Although the role of traditional leadership has shifted to hamlet heads and has not yet been fully incorporated into written policies, collaborative practices remain a key supporter of social resilience and program sustainability. Based on these findings, it can be emphasized that the synergy between local wisdom and government efforts is a key factor in increasing the effectiveness of recurrent flood mitigation in Ketanjung Village, Karanganyar District, Demak Regency. Further research is recommended to assess long-term effectiveness and develop quantitative methods for more precise flood risk mapping.

Abstract

Community empowerment is a strategic process to increase the community's independence, participation, and bargaining position in development. One of the empowerment instruments at the village level is the Village Community Empowerment Institution (LPMK) which acts as a government partner in accommodating aspirations, encouraging participation, and planning and supervising development in a participatory manner. However, the implementation of the role and function of LPMK in Lamper Kidul Village, South Semarang District, Semarang City, has not been running optimally due to various institutional and coordination constraints. Therefore, this study aims to analyze the role of LPMK in encouraging community participation to increase empowerment in Lamper Kidul Village. This study uses the institutional role of community empowerment as proposed by Alfitri (2011) with a descriptive qualitative method (Creswell, 2007). The research data was obtained through interview and observation techniques to explore in depth the role of LPMK Lamper Kidul in encouraging community participation. The results of the study show that the role of LPMK Lamper Kidul in encouraging community participation has not run optimally at all stages of empowerment. LPMK tends to function formally as a coordinator and distributor of information, without being balanced with active involvement in aspiration exploration, participatory planning, inclusive implementation, and systematic evaluation. Weak internal capacity, low transparency, limited communication, and lack of socialization have an impact on low public participation and trust. This condition causes community empowerment in Lamper Kidul Village to be more formalistic and has not been able to answer the real needs of residents.

Abstract

This study examines the implementation of the SIAPKE PATI application in managing extreme poverty data and distributing social assistance in Pati Regency. A qualitative descriptive-analytical approach was employed, using interviews, observations, and documentation. The analysis is grounded in the policy design failure framework by B. Guy Peters and the concept of the fragmented state by Ronan Paddison. The findings reveal that SIAPKE PATI does not function as a primary policy instrument but merely as an administrative tool, as it is not integrated into core processes of data management and aid distribution. This reflects a policy failure due to instrument mismatch, reinforced by governance failure characterized by weak regulation, coordination, and oversight. Furthermore, these failures culminate in a fragmented state, where the state remains present but policy implementation operates in a disconnected and unintegrated manner from the digital system. The study concludes that SIAPKE PATI does not significantly contribute to the effectiveness of extreme poverty alleviation policy.

Abstract

Public transportation plays a crucial role in supporting urban mobility and reducing the use of private vehicles. The presence of Biskita Trans Pakuan Bogor is expected to serve as a solution to mobility issues and traffic congestion in the city. However, operational challenges such as limited routes, insufficient fleet availability, and the temporary suspension of services in early 2025 have made the analysis of public satisfaction increasingly relevant. This study aims to examine the level of public satisfaction with the Biskita Trans Pakuan Bogor service and to identify the factors that influence it. This research employs a mixed-methods approach with a sequential explanatory design, beginning with quantitative data collection through questionnaires distributed to 100 respondents, followed by qualitative interviews with the Head of the Transportation Division at the Bogor City Transportation Agency and five Biskita users. Quantitative data were analyzed using descriptive statistical techniques, while qualitative analysis involved data reduction, data display, and conclusion drawing. The findings indicate that, overall, Biskita Trans Pakuan Bogor has provided a satisfactory level of service to the public. Three indicators, requirements, cost , and product specifications of service received the highest satisfaction levels, as all respondents gave positive assessments without expressing dissatisfaction. Meanwhile, other indicators, including system, mechanism, and procedure, timeliness, staff competence, staff behavior, handling of complaints, suggestions and feedback, as well as facilities and infrastructure, still showed the presence of respondents who felt less satisfied. Nevertheless, the service as a whole meets public expectations and offers safe and comfortable transportation..

Abstract

This study aims to analyze the advocacy practices carried out by the street vendors’ association (Paguyuban PKL) in the Simpang Lima area of Semarang City within the context of urban spatial regulation. Although the arrangement of street vendors has been formally regulated through local government policies and designated location decrees, empirical findings reveal that the implementation process involves informal interactions between the association and state actors. This research positions advocacy not merely as an articulation of interests, but as a strategy of power exercised within the arena of informal politics. This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews with association leaders and relevant stakeholders, field observations, and document analysis of related policies. The data were analyzed using an interactive model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the street vendors’ association mobilizes social capital in the form of networks and informal relations with bureaucratic actors, as well as economic capital derived from their contribution to local economic activities, as instruments in negotiating spatial arrangements. Advocacy practices primarily operate through informal communication, negotiation, and bureaucratic discretion. In this context, advocacy functions as a mechanism for the production and reproduction of power in managing access to urban space. Consequently, public space, which is normatively categorized as a public good, undergoes a transformation toward the characteristics of a club good, where access and control are mediated by the association’s internal structure and power relations.
