Abstract

The phenomenon of K-Pop popular culture is now being utilized as a political communication strategy in Indonesia, one of which is through the Giveaway of Blackpink concert tickets by the Gerindra Party and PSI ahead of the 2024 Election. This study aims to analyze the influence of this activity on the voting behavior of K-Popers through sociological, psychological, and rational approaches within voter behavior theory. The research uses a quantitative method with a questionnaire administered to 100 K-Popers respondents, and the data were analyzed using descriptive statistics and simple linear regression. The results show that the Giveaway is able to attract attention and spark discussion within the community, but is not sufficient to shape a tendency toward political support. Sociologically, the K-Pop community becomes a space for forming critical attitudes toward the politicization of popular culture. Psychologically, this strategy does not create emotional closeness with the party. From a rational perspective, the Giveaway is considered attractive but does not influence political preferences. Thus, political strategies based on popular culture are effective only in increasing public attention, but have not been able to shift the political orientation of K-Popers without the support of more relevant programs.

Abstract

The Diamond Panning tourism attraction in the Pumpung area, Banjarbaru, has historical and local cultural appeal. However, its development faces several challenges, including limited budget, land constraints, and inadequate supporting facilities. This study examines the patterns of collaboration among stakeholders using a qualitative approach and the Collaborative Governance framework proposed by Ansell and Gash (2008). The results show that collaboration indicators such as face-to-face dialogue, trust-building, commitment, and shared understanding have not functioned optimally. The main obstacles include low community awareness, resource imbalances related to land legality, and the financial dependence of Pokdarwis on the government. Therefore, it is necessary to strengthen legal certainty in land use, increase community participation, enhance the financial independence of Pokdarwis, and optimize the role of the private sector in digital marketing.

Abstract

Cilacap Regency is one of the regions contributing to food security in Central Java Province and possesses a significant number of irrigation areas; this necessitates an optimal role for the local government in the management of these irrigation areas. This study aims to analyze the role of the Cilacap Regency local government in the management of irrigation areas in Cilacap Regency in 2024. This study employs a descriptive qualitative approach. Data were collected through in-depth interviews with relevant agencies, namely the Cilacap Regency Water Resources Management Agency (PSDA) and the Cilacap Regency Agriculture Agency, as well as beneficiaries of the irrigation area specifically the Water User Farmers’ Association (P3A)—and were supplemented by documentary data and literature reviews. Analysis was conducted using Labolo’s (2014) theory of government roles, supplemented by an analysis based on the principles of good governance according to the UNDP as outlined by Sedarmayanti (2009). The research findings indicate that the Cilacap Regency Government has fulfilled its role as a regulator by enacting a number of regulations, while also serving as a provider of facilities and encouraging the active participation of water-user farmers through outreach activities. However, its role as a provider of facilities has not been fully realized due to budget constraints, resulting in 55% of the irrigation networks under the jurisdiction of Cilacap Regency being in poor condition. From a good governance perspective, irrigation management in Cilacap Regency has been participatory, equitable, and guided by applicable regulations, with supporting factors including a strong regulatory foundation, consistent routine inspection programs, and active participation by water-user farmers, while the main constraining factor is budget constraints.

Abstract

The revitalization of Lake Rawa Pening as part of a priority lake rescue program not only presents technical environmental policies, but also gives rise to a contestation of discourse between the government and residents living around the lake. The purpose of this study is to analyze the formation of discourse between the government and residents in the revitalization of Lake Rawa Pening and to examine the process of discourse contestation that occurs between the two. This study uses a qualitative approach with Foucauldian discourse analysis and the New Social Movement framework. Data to support this research was obtained through in-depth interviews, documentation, and field observations. The results of this study show that the government formed a “critical” discourse on the lake through scientific legitimacy, regulation, and institutional authority to justify revitalization, including dredging, land control, and lake expansion. On the other hand, residents construct a counter-discourse using collective memory, land ownership archives, culture, and life experiences that affirm their rights to living space. The process of discourse struggle involves the reversal of meaning, mobilization of public opinion, and the transformation of resistance into an organized New Social Movement. Based on these findings, the recommendation that can be given to the government is to change its technocratic approach to more participatory policy communication by paying attention to local narratives and the collective memory of residents. For residents, it is recommended to strengthen the consolidation of collective identity as bargaining power for advocacy with the government.

Abstract

This study aims to analyze digital public communication practices between the government and citizens through the Lapor Semar reporting platform in Semarang City. Existing e-government evaluations predominantly emphasize technical and administrative indicators, while the communicative dimension as a relational space between the state and citizens remains underexplored. This research employs a qualitative case study approach. Data were collected through in-depth interviews with government officials and platform users, supported by document analysis, and analyzed using the Miles and Huberman model. The analytical framework is based on Peter Dahlgren’s Civic Culture, encompassing the dimensions of knowledge, values, practices, trust, and spaces. The findings indicate that communication practices within Lapor Semar are primarily shaped by administrative rationality oriented toward technical problem resolution. The knowledge and practices dimensions operate procedurally, while values and trust depend largely on bureaucratic responsiveness. The spaces dimension reflects a semi-structured and pragmatic communication environment. The study concludes that although Lapor Semar functions effectively as a complaint management tool, it has not fully developed into a deliberative and substantive digital public communication space.

Abstract

The rapid advancement of digital technology has made personal data an inseparable part of modern life and a strategic asset in the provision of telecommunications services. However, this massive digitalization has also introduced new vulnerabilities, particularly in the use of prepaid SIM cards which require the submission of identity data as a prerequisite for service access. Although the Government of Indonesia has enacted Law Number 27 of 2022 concerning Personal Data Protection as the primary legal instrument, in practice, there remains a gap between regulatory provisions and field implementation. Based on these conditions, this research aims to analyze the implementation of personal data protection policies in the management of Telkomsel prepaid SIM card user data in the Special Capital Region of Jakarta. This research employs a qualitative approach with a descriptive method, where the analysis is conducted by grounding arguments in public policy implementation theory and the theory of the right to privacy. Through in-depth interviews, observations, and documentation involving regulators, cellular operators, and users, it was found that the policy implementation has proceeded administratively at the corporate level through the fulfillment of technical standards. However, substantively, such protection has not been fully felt by users, characterized by low digital literacy and a lack of real individual control over the personal data submitted. The discrepancy between the implemented policies and the public's perception of security indicates that without strong oversight and massive education, personal data protection policies in the telecommunications sector have not been fully effective in providing security guarantees for users' personal data.

Abstract

Fulfillment of political rights is an essential part of the principle of democracy that guarantees equality for all citizens, including persons with disabilities. In practice, persons with disabilities still face various obstacles in participating in the political process, particularly in regional head elections. These obstacles include limited accessibility to polling stations, a lack of inclusive election outreach, and problems in registering voters with disabilities. This study aims to analyze the implementation of election outreach and education for persons with disabilities as participants in the regional elections in Semarang City and to assess the availability of accessibility for persons with disabilities in the election process. This study uses a qualitative research method with a descriptive approach. Data collection was conducted through observation, interviews, and documentation techniques with informants consisting of stakeholders at the Semarang City General Elections Commission (KPU), the disability community, and persons with disabilities as election participants. The results show that election organizers have made various efforts to fulfill the political rights of persons with disabilities through election outreach and education in collaboration with the disability community and the provision of several accessibility facilities at polling stations. However, several obstacles remain in its implementation, such as inaccurate data collection for voters with disabilities, limited physical accessibility at polling stations (TPS), and a lack of supporting facilities appropriate to the needs of various types of disabilities. These conditions have the potential to impact the level of political participation of people with disabilities in regional elections. Therefore, improvements are needed in the voter data collection system for people with disabilities, increased physical and non-physical accessibility, and strengthened election outreach to be more inclusive so that political participation for people with disabilities can be realized in a meaningful and equal manner.

Abstract

Rapid population growth in the Jabodetabek area has led to significant mobility barriers, prompting the government to pursue the integration of public transportation systems as a strategic solution. This study aims to assess the quality of such integration developments and to measure their relationship with the effectiveness of the public transportation system in the Jabodetabek region. The research employs a mixed-methods approach with an explanatory sequential design, involving public service users and representatives from the Directorate General of Multimodal Transport Integration of the Ministry of Transportation as key informants. The quality of integration is comprehensively analyzed based on the five dimensions of Chowdhury and Ceder's theory: network, temporal, physical, information, and fare integration. The results indicate that the overall quality of transport integration in Jabodetabek has reached a high category, which is proven to have a positive relationship with the effectiveness of the public transportation system. Although the achievements across these five dimensions are considered good, this study identifies opportunities for further development to optimize integration aspects and achieve more maximal outcomes in serving regional mobility.

Abstract

Vote buying remains one of the most persistent forms of money politics in Indonesia’s local electoral democracy. This phenomenon does not only involve candidates and voters but also intermediaries who play a strategic role in connecting both actors. This study aims to analyze the working patterns and roles of Botoh in vote buying practices during the 2024 Kudus Regional Head Election. This research employs a qualitative descriptive approach. Data were collected through in-depth interviews with eight informants consisting of Botoh, village heads, political party elites, and field campaign teams. The data were complemented by relevant document analysis. The findings reveal that Botoh act as political brokers who connect candidates and voters through informal social networks. Botoh function not only as distributors of material incentives but also as managers of political information, voter mapping strategists, and controllers of field level electoral strategies. The working patterns of Botoh are characterized by opportunistic involvement based on electoral calculations, the use of layered survey mechanisms to identify voter preferences, selective and contextual distribution of incentives, and tacit coordination through the separation of operational channels between Botoh networks and formal campaign teams. The relationship between Botoh and candidates is informal and contractual, involving agreements regarding rewards after electoral victory. This study concludes that vote buying practices in the 2024 Kudus Regional Election operate through a structured brokerage mechanism in which Botoh play a central role in managing social networks, political information, and the distribution of electoral resources.

Abstract

Green Open Space (RTH) is a crucial component for urban environmental sustainability and community quality of life. However, West Jakarta Administrative City has the lowest RTH achievement in DKI Jakarta, reaching only 1.53% of the total area, far from the statutory target of 30%, with no addition of RTH area since 2019. This study aims to analyze the implementation of RTH development policy based on Governor Regulation Number 9 of 2022 and identify obstacles occurring in the field. The research employs a descriptive qualitative method using George C. Edward III's policy implementation model approach, encompassing four indicators: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews, observations, and documentation studies. The results of the study show that the implementation of Green Open Space development in the West Jakarta Administrative City has not been carried out properly due to top-down policy communication with limited socialization, very minimal financial resources (0.1% of the total regional budget) without a land acquisition budget since 2019, weak executive disposition when dealing with economic interests, and a fragmented bureaucratic structure with coordination dependent on leadership intervention. This shows that implementation barriers are not isolated but multidimensional and systemic. The conclusion of this study confirms that the root of the problem is not merely technical, but rather the absence of political will to make green spaces a priority. Therefore, it is necessary to reallocate the budget based on regional priorities, enforce strict laws against spatial planning violations, and improve cross-sector coordination mechanisms.
