Abstract

Gender inequality remains a persistent challenge in public development policies, particularly in regional planning and budgeting processes. To address this issue, the government implements the Gender Mainstreaming (PUG) policy as a strategy to ensure that gender perspectives are integrated into all stages of policymaking. This study aims to evaluate the implementation of gender mainstreaming in DKI Jakarta Province and to identify the factors influencing its effectiveness. The research employs a qualitative approach using the CIPP (Context, Input, Process, Product) evaluation model through in-depth interviews, document analysis, and observation. Research informants consist of regional government officials involved in the implementation of gender mainstreaming. The findings indicate that the implementation of gender mainstreaming in DKI Jakarta has been supported by policy commitment, regulatory frameworks, and coordination mechanisms among regional agencies. However, challenges remain, particularly differences in officials’ understanding of gender perspectives and limited capacity in gender-responsive planning and budgeting. The study concludes that the success of gender mainstreaming implementation is influenced by institutional commitment, human resource capacity, and effective inter-agency coordination

Abstract

Pencemaran udara di kawasan industri merupakan permasalahan kompleks yang tidak dapat diselesaikan oleh satu aktor secara mandiri, sehingga membutuhkan pendekatan collaborative governance. Penelitian ini bertujuan untuk menganalisis dimensi commitment to process dalam proses collaborative governance pengendalian pencemaran udara di Kawasan Industri Wijayakusuma Kota Semarang, dengan menggunakan model Ansell dan Gash (2008). Metode penelitian yang digunakan adalah deskriptif kualitatif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi, dengan penentuan informan menggunakan teknik snowball sampling. Hasil penelitian menunjukkan bahwa commitment to process telah berkembang melalui tiga dimensi utama, yaitu mutual recognition of interdependence, shared ownership of process, dan openness to exploring mutual gains. Para pemangku kepentingan menunjukkan kesadaran akan saling ketergantungan dalam pengendalian pencemaran udara, keterlibatan aktif dan berkelanjutan dalam berbagai forum kolaborasi, serta keterbukaan untuk menyesuaikan posisi dan mencari solusi yang mengakomodasi kepentingan bersama. Namun demikian, komitmen terhadap proses kolaborasi belum sepenuhnya optimal karena masih menghadapi tantangan berupa inkonsistensi keterlibatan, keterbatasan mekanisme kolaboratif yang terstruktur, serta perbedaan pemahaman teknis antaraktor. Penelitian ini menegaskan bahwa penguatan commitment to process menjadi elemen kunci dalam meningkatkan efektivitas collaborative governance pengendalian pencemaran udara di kawasan industri.

Abstract

The background of this research is based on the importance of digital transformation in improving the quality of public services, particularly through an application-based complaint system that includes SP4N-Lapor, Lapor Gub, and Wadul K1 and K2 integrated in the Kudus Sehat application. Problems found in this study include many complaints that have not been responded to by OPD, there are delays in complaint responses, and dissatisfied responses from Kudus Sehat application users. This study aims to evaluate the implementation of the Kudus Regency Regent Regulation Number 37 of 2020 concerning the Management of Cross-Sectoral Interactive Complaint Systems and analyze the inhibiting factors in the policy evaluation process. This study uses a qualitative approach with descriptive methods. Data collection techniques are carried out through interviews, observations, and documentation studies. The policy evaluation is analyzed using the theory of Bridgman and Davis with input, process, output, and outcome indicators, while factors inhibiting evaluation are analyzed using the theory of William N. Dunn. The results of the study indicate that in terms of process, output, and outcome indicators, the complaint system management policy has been running quite effectively, marked by the transformation of services to digital platforms, increased public participation, and a positive impact in the form of increased certainty of public service information. However, input indicators still reveal limited human resources and inconsistent budget allocations between regional government agencies (OPDs). Furthermore, policy evaluation barriers arise from the setting of performance targets for 1x24-hour complaint responses, which have not been fully achieved. This study recommends strengthening resources and adjusting performance targets to more realistic ones to improve the effectiveness of managing the interactive cross-sectoral complaint system in Kudus Regency..

Abstract

The implementation of New Student Admissions (PPDB) for Senior High Schools is a form of public service in the field of education that has a high level of complexity and potential for maladministration. Various problems such as alleged extortion, quota discrepancies, excess capacity, and high public reports indicate the need for effective control process. This study aims to analyze the supervisory process of the Ombudsman of the Republic of Indonesia Representative of Banten Province in the implementation of PPDB for Senior High Schools, and to identify supporting and inhibiting factors in the supervisory process. This study uses a qualitative approach with a descriptive method. Data collection techniques are carried out through in-depth interviews, observation, and documentation. Research informants consist of the Ombudsman of the Republic of Indonesia Representative of Banten Province, the Banten Provincial Education Office, and the community. Data analysis is carried out by referring to the supervisory process theory proposed by Robbins and Coulter, as well as supporting and inhibiting factors of control process according to T. Hani Handoko and Mulyadi. The results of the study indicate that the supervisory process of the Ombudsman of the Republic of Indonesia Representative of Banten Province has been implemented through standard setting, measuring actual performance, comparing implementation with standards, and taking action. The comparison phase of implementation against standards has been running optimally through identifying the causes of deviations. However, taking action cannot correct these deviations. Supporting factors for control process include the need for managers to delegate authority and changes in the organizational environment, while inhibiting factors include the complexity of actors and limited human resources in the implementation of PPDB.

Abstract

The high prevalence of stunting in Galur Village, Johar Baru District, Central Jakarta, is one of the backgrounds for the presence of the Jakarta Child Card Program (KAJ) as a social assistance policy of the DKI Jakarta Provincial Government aimed at children aged 0-6 years from underprivileged families to meet basic needs and improve children's welfare. The problem of this study is the still high prevalence of stunting and the decrease in the number of KAJ recipients in Johar Baru District, especially in Galur Village, which is not comparable to the socio-economic conditions of the local community. This study aims to analyze the suitability of the implementation of the Jakarta Child Card Program, as well as identify the driving and inhibiting factors in its implementation towards improving child welfare. The methods used are a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation, as well as purposive informant selection and snowball sampling with validity tests through source triangulation. The results of the study show that the implementation of the program has been carried out according to procedures and provides benefits in helping to meet the nutritional and health needs of children, but it has not been appropriate due to policy shifts in the transition to data collection that are still in the process of improving features and the intimeliness of KAJ users in taking cards. In addition, factors were found that hindered the implementation of the KAJ program, namely uneven socialization constraints, and limited social assistance staff in Galur Village. The conclusion of this study emphasizes that the implementation of the Jakarta Children's Card Program contributes to children's welfare, but requires a more integrated data collection strategy, timely card collection, increased socialization, and an increase in the number of social assistance staff to be more sustainable.

Abstract

The conversion of agricultural land into non-agricultural uses has become a strategic issue that continues to increase along with regional development and economic demands, including in Sragen Regency, which is recognized as one of the main foodproducing areas in Central Java. Sragen Regency was selected as the research location due to the high pressure from residential, industrial, and infrastructure development that potentially reduces the extent of productive agricultural land. This study aims to analyze the effectiveness of policies controlling the conversion of agricultural land as well as the factors contributing to land-use change in Sragen Regency. This study employs a qualitative approach with a descriptive method, using in-depth interviews, observation, and documentation involving the National Land Agency, the Department of Agriculture, the Department of Housing and Spatial Planning (Disperkimtaru), the Department of Industry, Agricultural Extension Officers, and the Farmers and Fishermen Association. The analysis of policy effectiveness is based on Riant Nugroho’s policy implementation accuracy framework, which includes policy accuracy, implementer accuracy, target accuracy, environmental accuracy, and process accuracy, supported by a theoretical framework to map the factors driving agricultural land conversion. The findings indicate that policies controlling the conversion of agricultural land in Sragen Regency are supported by a relatively strong regulatory framework and demonstrate alignment between central and local government policies. However, their implementation has not yet been fully effective. This is reflected in the continued occurrence of land conversion in certain areas due to economic pressures, population growth, and regional development orientation. This study recommends strengthening cross-sectoral supervision, ensuring consistency in policy implementation, and enhancing the protection of productive agricultural land to support regional and national food security.

Abstract

This research is motivated by the phenomenon of viral-based policy, a condition in which public policy is influenced by issues that become viral on social media. The case of the Revision of the Pilkada Law in August 2024 demonstrates the significant role of social media as a public discourse arena that can influence the national policy agenda down to the local level, including in Semarang City. This research aims to analyze the role of social media in the policy agenda setting process through the perspectives of policy actors and the public in Semarang City. This research employs a descriptive qualitative method using the Multiple Streams Framework (MSF) proposed by John W. Kingdon. Data were collected through indepth interviews with informants from the Semarang City Regional House of Representatives, the Semarang City General Election Commission, local media journalists, and student activists. The data were further strengthened through digital observation and digital data extraction (data crawling) from the X platform. The findings indicate that within the problem stream, public conversations on social media increased the visibility of the Pilkada Law revision issue and shaped public attention toward the issue. However, some institutional actors at the local level perceived that the issue was not directly considered an urgent problem for the local community. Within the policy stream, two policy alternatives emerged in public discourse on social media: continuing the proposed revision by the House of Representatives or canceling the revision while adhering to the Constitutional Court’s decision. In the political stream, increasing public attention in digital spaces encouraged political responses from local actors, such as conveying public aspirations to the central government. These dynamics contributed to increasing political attention toward the Pilkada Law revision issue, which eventually led to the cancellation of the ratification of the revision at the national level. This study concludes that social media functions as a key catalyst in opening a policy window by bringing together the three streams, thereby enabling reactive shifts in the government’s agenda. Therefore, this study recommends that the government strengthen its social media listening capacity as a proactive instrument for capturing public aspirations, while balancing digital responsiveness with thorough technocratic policy analysis to maintain the quality of public policymaking.

Abstract

Every citizen has an equal right to employment, including persons with disabilities. The government has established a minimum quota policy of 2% for workers with disabilities in government agencies and 1% for private companies, as well as the establishment of Employment Units (ULD) at the regional level. However, in practice, the employment rate for persons with disabilities remains relatively low, and the implementation of the ULD's duties faces various capacity constraints. Therefore, capacity development at the organizational level is a crucial aspect in increasing the effectiveness of employment for persons with disabilities. This study aims to analyze the organizational-level dimensions of capacity development in employment at the ULD Ketenagakerjaan in Boyolali Regency. This study used a descriptive qualitative approach. Data were collected through in-depth interviews, observations, and documentation studies. Data analysis was conducted using Grindle and Hilderbrand's capacity development theory. The results indicate that the organizational-level dimensions of capacity development at the ULD Ketenagakerjaan demonstrate adaptive and collaborative capacity through cross-actor involvement, utilization of the LaPenta digital system, and participatory work mechanisms based on needs assessments.

Abstract

The Corporate Social Responsibility (CSR) program is an important instrument in supporting regional development because it can complement the limitations of the government budget through targeted and sustainable contributions from the private sector. Purbalingga Regency still faces obstacles in implementing the CSR Program, in terms of the lack of a CSR Forum, the lack of collaborative governance between actors, and several companies implementing CSR programs independently. This study aims to analyze the collaborative governance process in the formation of a CSR forum to support the Corporate Social Responsibility (CSR) program in Purbalingga Regency and its inhibiting factors. The analysis uses the Collaborative Governance process theory according to Ansell & Gash (2008), which goes through five stages: face-to-face dialogue, building trust, commitment to the process, mutual understanding, and interim results. Another theory used is the factors influencing collaboration according to Mattesich & Monsey (1992), which goes through six stages: environment, membership, process/structure, communication, goals, and resources. The research approach used is descriptive qualitative through in-depth interviews and documentation of local government, DPRD, and the private sector. The results of the study show that the implementation of the CSR Program in Purbalingga Regency has not been optimal, as indicated by the local government's lack of facilitative and coordinative role in implementing Regional Regulation No. 10 of 2023, the absence of a CSR Forum as a collaborative institutional platform, and weak communication between the executive and legislative branches, accompanied by a lack of dialogue between actors. In addition, differences in interests between the local government and the private sector that have not been managed through collaborative mechanisms also hinder the formation of trust, shared commitment, and the integration of CSR into regional development governance in a systematic and sustainable manner.

Abstract

Business licensing services throughout Indonesia since 2021 are required to use the OSS RBA System in processing business permits. During the implementation of this national system, several problems have been found that are experienced by all users, including in the Province of DKI Jakarta, both in terms of system constraints, information, supporting services, and policy changes. This study aims to evaluate the OSS RBA System and analyze the challenges and drivers in the implementation of the OSS RBA System in DKI Jakarta. This study uses a qualitative-descriptive method and uses observation, literature study, and interviews with DPMPTSP DKI Jakarta and business actors who consulted regarding OSS RBA at DPMPTSP DKI Jakarta in collecting the data. This study uses the DeLone & McLean Information System Success Model (2003) to evaluate the OSS RBA System and identify the challenges and drivers in the implementation of the OSS RBA System. The results of the study found that the implementation of the OSS RBA System in DKI Jakarta excels in terms of service quality, basic information, general satisfaction, and net benefits, but needs to be evaluated regarding system quality and the provision of advanced information. The challenges include regulatory changes that still occur, the level of public understanding, and the escalation of problems to the central government, however strong and binding central government regulations and the supporting service programs provided become strong drivers. This study provides suggestions to BKPM and DPMPTSP DKI Jakarta as an evaluation of the implementation of the OSS RBA System to improve user convenience.
