Abstract

The development and management of Jumog Nature Tourism still experience problems such as suboptimal BUMDes governance, limited involvement of tourism actors in decision making. This study aims to examine the role of stakeholders in the development of Jumog Nature Tourism in Berjo Village, Ngargoyoso District, Karanganyar Regency, using five dimensions of stakeholder roles, namely policy creator, coordinator, facilitator, implementor, and accelerator. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation of the Berjo Village Government, BUMDes Alam Berjo, Disparpora Karanganyar Regency, BENTUR Community, Business Actors, and also the community involved in tourism management. The results of the study indicate that the role of stakeholders in the development of Jumog Nature Tourism has been carried out collaboratively, but not yet fully optimal, seen from the five dimensions, namely policy creators who still experience obstacles in the form of unclear results of the formulated policies, then coordinators who show that there is still miscommunication and also lack of community involvement in communication, the role of facilitator actors who are lacking in providing support to target groups such as, lack of structured training, the role of implementor actors who are still overlapping and also the role of accelerators who are still lacking in providing encouragement to tourist destinations. Overall, the role of stakeholders in the development of Jumog Nature Tourism has a positive impact on the village but is still not optimal, this can be seen from the obstacles still faced by each stakeholder.

Abstract

The high crime rate in an area is an important factor in determining the survival of the community. The existence of crime can have a negative impact on all aspects of life and even lead to death. This is because the number of crimes continues to increase, causing the community to lose trust in the authorities responsible for preventing crime. The Semarang City Police, as the main agency responsible for combating crime in Semarang, has finally decided to implement its latest strategy to deal with this situation. Seeing that Semarang is a city with rapid technological development, the Semarang City Police took this opportunity to make a new breakthrough in their services by creating “LIBAS”. However, it turns out that LIBAS has not brought about significant changes. This is because crime in Semarang City has not subsided each year. In fact, several problems have been identified in various aspects of LIBAS, such as server issues, unaddressed reports, unguaranteed user privacy, and a lack of public understanding regarding the use of LIBAS. Therefore, further analysis is needed to determine the effectiveness of the LIBAS program in its efforts to handle crime cases in Semarang City. This study is a descriptive qualitative study using Sutrisno's Program Effectiveness Theory (2007) to describe the effectiveness of the LIBAS program and G. Shabbir Cheema and Dennis A. Rondinelli's Theory of Program Implementation (1983) to identify the inhibiting factors that affect the effectiveness of the LIBAS program. The data collection methods used were interviews, observation, and documentation to obtain primary and secondary data sources. Meanwhile, the qualitative data analysis techniques used were data reduction, data presentation, and conclusion drawing. Finally, data validity was tested using source triangulation and technique triangulation.

Abstract

Bulu Market is one of the traditional markets in Semarang City that has experienced improvements in service quality, but still faces various problems in the implementation of public services, such as suboptimal facilities, unmaintained cleanliness conditions, and a decrease in the number of active traders. This study aims to analyze the form of public value in public services at Bulu Market Semarang City and identify factors that drive the formation of public value. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. Data analysis is carried out in three stages: data reduction, data presentation, and conclusion drawing. The theory used is the concept of public value from Moore (1995) which includes three main dimensions: legitimacy and support, operational capacity, and public value outcomes. The results of the study indicate that Bulu Market services have a basis of legitimacy in the form of local regulations and support from the Semarang City Trade Office, but operational capacity is still not optimal, especially in terms of the availability of supporting facilities such as non functioning escalators and cleanliness management. In terms of substantial value, Bulu Market services have not fully provided economic, social, and ecological benefits that are felt by traders and visitors. Factors driving the formation of public value include clear regulations, management commitment to implementing technology-based levies, and vendor participation in market management. This study recommends improving the quality of physical facilities, optimizing service governance, and strengthening communication between market managers and service users to create sustainable public value.

Abstract

UPTD Among Jiwo is a Technical Implementation Unit under the Semarang City Social Affairs Office is mandated to provide basic services for beneficiaries temporarily accommodated. Field demands that frequently exceed formal capacity, along with misperceptions regarding the institutional status of UPTD Among Jiwo, often create discrepancies in service expectations among external stakeholders. This study aims to analyze the implementation of planning, coordination, fostering, and supervision functions in delivering basic services and to identify factors influencing their implementation. The research employs a qualitative descriptive method using interviews, observation, and documentation. The analytical framework is based on George C. Edwards III’s policy implementation model and Van Meter and Van Horn’s perspective. The findings indicate that the implementation of duties has been carried out, however, it remains constrained by limited resources, the need for professional social workers (peksos) and social counsellors (pensos), and external environmental factors such as quota limitations and rigid eligibility requirements of provincial social institutions. Supporting factors include consistent internal communication and responsive, adaptive implementer disposition. The study recommends strengthening resources and enhancing operational budget utilization.

Abstract

The development of information technology has encouraged the government to implement digital-based public services through the concept of e-government. One of these innovations is the Employment Information System Application (SIKER) developed by the Semarang City Manpower Office to facilitate the public in obtaining employment information, such as job searching, the issuance of AK1 cards, and access to job training. However, in its implementation, several challenges remain, including limited application usage, lack of socialization, and technical issues that affect the effectiveness of its utilization. This study aims to analyze the effectiveness of the SIKER application in improving public access to employment opportunities using the D&M IS Success Model approach. The research employs a descriptive qualitative method with a field study approach. Data were collected through observation, interviews, and documentation involving employees of the Semarang City Manpower Office and users of the SIKER application. Data analysis is based on the six dimensions of the DeLone and McLean Information System Success Model, namely system quality, information quality, service quality, use, user satisfaction, and net benefits. The results show that the effectiveness of the SIKER application has not yet been fully optimal. System quality and information quality are considered quite good as they are able to provide relevant employment information. However, limitations remain in service quality and application usage, particularly due to the lack of public socialization and the relatively low frequency of application use. Nevertheless, the SIKER application still provides benefits by facilitating access to job information and improving the efficiency of employment services.

Abstract

Limited access to public transportation in residential areas remains a major challenge in Jakarta’s urban mobility system. High dependence on private vehicles and non-integrated neighborhood transport services has encouraged the Provincial Government of DKI Jakarta to develop the Jak Lingko public transport integration policy. This policy aims to expand the coverage of public transportation by integrating neighborhood-based transport into a standardized service system, implemented through the operation of Mikrotrans as a feeder service connecting residential areas to main public transport modes. This study aims to analyze the implementation of the Jak Lingko public transport integration policy in Mikrotrans services in East Jakarta and to identify the factors influencing its implementation. This research employs a descriptive qualitative approach. Data were collected through in-depth interviews with representatives of PT Jak Lingko Indonesia, the DKI Jakarta Provincial Transportation Agency, route coordinators, Mikrotrans drivers, and service users. Supporting data were obtained from laws and regulations, institutional reports, scientific literature, and online media coverage. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of the Jak Lingko policy in Mikrotrans services has contributed to expanding public transport coverage and improving intermodal connectivity in East Jakarta. Policy objectives and service standards have been implemented through route arrangements, operational schedules, and non-cash payment systems. However, implementation at the operational level continues to face several challenges, including route overlaps, uncertainty in service schedules due to traffic conditions, limited access to the payment system, and social dynamics on certain routes. The contract-based wage system provides income stability for drivers, although it has not fully reflected adequate welfare levels. These findings suggest that the success of policy implementation is highly dependent on the alignment between policy design and field realities, as well as the quality of coordination among implementing actors.

Abstract

This study aims to analyze the stages and forms of community participation in stunting prevention in Singajaya Village, Indramayu District, Indramayu Regency, while identifying its driving and inhibiting factors. Using a qualitative-descriptive approach, the research draws on three primary sources: semi-structured interviews with 12 key informants; direct observation of Posyandu activities, stunting forums (rembuk stunting), and field activities of community health workers (kader); and secondary data from official stunting program documents, village reports, and community health center (Puskesmas) archives. The results indicate that community participation unfolds across four stages according to the Cohen & Uphoff framework. In the decision-making stage, participation is limited to representative mechanisms. The implementation stage shows active involvement through Posyandu attendance and basic technical support, with kader acting as the spearhead. The benefit-sharing stage reflects consumptive participation, where residents utilize health services without management involvement. The evaluation stage remains top-down, dominated by health professionals with only informal community feedback. The study concludes that community participation is not yet fully inclusive, remaining largely passive and representative. The main recommendation is that the Singajaya Village Government must optimize community participation through deliberative planning at the neighborhood (RW) level, mobilizing paternal roles in community work, strengthening information via digital delegation cards, initiating local protein-based nutritional self-sufficiency, and establishing two way participatory evaluations.

Abstract

The Child Identity Card (Kartu Identitas Anak/KIA) is a government policy to fulfill children’s civil rights and strengthen orderly population administration, as regulated in the Minister of Home Affairs Regulation No. 2 of 2016. It mandates local governments through the Population and Civil Registration Office (Disdukcapil) to provide KIA services for children from birth until one day before turning 17. This study analyzes the implementation of KIA issuance in Kecamatan Mijen, Kota Semarang, and identifies supporting and inhibiting factors. Using a descriptive qualitative approach with interviews, observations, and documentation, the findings show that KIA services have been implemented according to procedures and regulations, yet ownership in Mijen remains relatively low compared to other districts. Key obstacles include low public awareness of KIA’s urgency, uneven outreach, limited human resources and facilities, and social-geographic conditions affecting service coverage. Many parents still view KIA as a supplementary document processed only when needed for administrative purposes, such as school enrollment. Therefore, improving implementation requires stronger outreach, increased resource capacity, and better cross-sector coordination to reach targets more evenly and sustainably.

Abstract

Melung Tourism Village is one of the tourism villages in Banyumas Regency that has considerable potential for nature, education, and cultural tourism. The development of this tourism village is directed through a community empowerment approach to improve the welfare of residents in a sustainable manner. However, its implementation has not been fully optimal. The problems faced include low community participation, limited human resources, and weak local institutional capacity. These conditions indicate a gap between the potential of the tourism village and the implementation of community empowerment in the field. This study aims to describe and analyze the stages of community empowerment in the development of Melung Tourism Village, as well as to identify the driving and inhibiting factors. This study uses a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results show that community empowerment has been carried out through the stages of awareness, capacity building, and empowerment, but has not been optimal. The driving factors include natural resource potential, village institutional support, and policies, while the inhibiting factors include budget constraints, uneven human resource quality, limited facilities and infrastructure, and institutional capacity that is not yet independent. This study concludes that strengthening community and institutional capacity is key to the sustainability of Melung Tourism Village development.

Abstract

Village development is a strategic component in realizing community welfare and achieving the Sustainable Development Goals (SDGs), particularly in poverty alleviation and local economic development. One way to achieve this is through the development of tourism villages. Lerep Tourism Village, West Ungaran District, Semarang Regency, is a tourism village that has successfully been classified as an advanced tourism village and has received various awards at the regional and national levels. This study aims to analyze best practices in the development of Lerep Tourism Village and supporting factors for tourism development. This study uses a descriptive qualitative method with data collection techniques through interviews, participatory observation, and documentation. The research analysis refers to the concept of best practices according to Prasojo which includes impact, partnership, sustainability, leadership, and transferability, as well as supporting factors for tourism according to Cooper, namely attractions, accessibility, amenities, and supporting services. The results of the study indicate that the development of Lerep Tourism Village has met the criteria of best practices through economic and social impacts, internal and external partnerships, continuous innovation, visionary leadership, and knowledge transfer activities to other regions. Supporting factors for tourism include the diversity of tourism products, ease of access, availability of supporting facilities, and professionally managed tourism services, although there are still problems in optimizing the role of Pokdarwis at the hamlet level. As a suggestion, it is necessary to strengthen Pokdarwis institutions at the hamlet level and prepare tourism village management documents as development guidelines and references for other tourism villages.
