Abstract

This study aims to analyze the resilience of Micro, Small, and Medium Enterprises (MSMEs) in Semarang City in facing challenges from the onset of the COVID-19 pandemic to the present, as well as to identify the factors supporting this resilience. The study employs a descriptive qualitative method using a case study approach. Data were collected through interviews and documentation from six MSME operators in the handicrafts, food, beauty and fashion, and food processing sectors, as well as one informant from the Semarang City Cooperative and SME Agency. Data analysis was conducted using the Miles and Huberman model through data reduction, data presentation, and the drawing of conclusions and verification with the assistance of ATLAS.ti. The research results indicate that the resilience of MSMEs in Semarang City is relatively good, although it is not yet evenly distributed across all dimensions. Business owners generally demonstrate the ability to respond to changes by adjusting services and marketing strategies, monitoring market needs, understanding business risks, and building adaptive capacity. However, vulnerability management remains a relatively weaker area, particularly regarding the stability of raw materials, inventory, capital, and business contingency preparedness. Factors supporting resilience include information management, stakeholder networks and collaboration, preparedness and planning, alternative routes and redundancy, as well as vulnerability management. Therefore, efforts to strengthen resilience should focus on improving vulnerability management, expanding access to information, and ensuring government programs are communicated and documented in a more equitable, targeted, and needs-based manner for MSMEs in the future.

Abstract

Karawang Regency, as one of the largest industrial areas in Indonesia, still faces the problem of high unemployment, indicating a mismatch between industrial growth and the absorption of local labor. To address this issue, the Karawang Regency Government established a job opportunity expansion policy through Regent Regulation Number 8 of 2016. This study aims to analyze the implementation of the job opportunity expansion policy and to identify the supporting and inhibiting factors in its implementation. This research uses a descriptive method with a qualitative approach, with data collection techniques including interviews, observation, and documentation. The results show that the policy implementation has been carried out through various programs such as job vacancy information services, job training, and increasing local labor absorption; however, it has not been optimal. This is due to several constraints, including limited resources, ineffective policy communication, and insufficient inter-agency coordination. In addition, field practices indicate inconsistencies in policy implementation, such as administrative manipulation of labor data. Therefore, improving the effectiveness of policy implementation is necessary through strengthening coordination, optimizing resources, and enhancing supervision and public outreach so that the policy objectives in reducing unemployment can be achieved more effectively.

Abstract

Girimulyo Tourism Village in Karanganyar Regency has natural, cultural, and culinary tourism potential, but its development remains suboptimal because it is still in the pioneering stage and faces challenges in governance, promotion, integrated tour packaging, and supporting facilities. This study aims to identify the stakeholders involved in tourism development in Girimulyo Tourism Village and analyze their positions and roles based on power-interest theory. The study employed a descriptive qualitative approach in Girimulyo Village, Ngargoyoso District, Karanganyar Regency, with data collected through semi-structured interviews, observation, and document review, and validated through source and technique triangulation. The findings show that nine stakeholders from the government, business, and community sectors are involved and can be classified into three groups: (a) primary stakeholders, including Pokdarwis Girimulyo, Karang Taruna, local businesses and UMKM, and the village community; (b) key stakeholders, consisting of the Girimulyo Village Government and Pokdarwis; and (c) secondary stakeholders, including Disparpora, Dispermades, BUMDes, and PT Asuransi Sinar Mas. In the power-interest matrix, the Village Government and Pokdarwis are categorized as players, Disparpora as a context setter, local businesses and UMKM, Karang Taruna, and the community as subjects, and Dispermades, BUMDes, and PT Asuransi Sinar Mas as crowd.

Abstract

Transparency of public information and government responsiveness are important principles in realizing responsive governance. This study focuses on the public information request and complaint services organized by the Information and Documentation Management Officer (PPID) at the Central Java Provincial Transportation Department. Through these services, the government can identify public needs, questions, and complaints, so the ability to respond to services is an important aspect in assessing responsive government practices. However, in practice, there is still a gap between the initial response to complaints and the follow-up to their resolution. This study aims to analyze the responsiveness of public information request and complaint services at the PPID of the Central Java Provincial Transportation Department and identify factors that influence it from a responsive governance perspective. The research approach used is descriptive qualitative, with data collected through in-depth interviews, direct observation, and documentation studies. The results of the study are expected to provide an overview of the level of responsiveness of public information and complaint services at the PPID of the Central Java Provincial Transportation Department and serve as recommendations for improving the quality of public information services and follow-up to handling public complaints.

Abstract

The Transjakarta bus service has the highest number of users, but the lowest frequency of trips, compared to other modes of public transportation. This condition increases the risk of sexual harassment for women, who are the majority of Transjakarta users, thereby disrupting their safety and comfort. The provision of women-only areas on regular buses is considered suboptimal due to its limitations in preventing verbal and visual sexual harassment. In response, PT Transjakarta provides a women-only bus service on route 1, which is the most congested corridor. However, the limited number of buses and the lack of transparency in information have led to non-compliance by male users with the service rules, which negatively impacts the experience of female users. This study aims to analyze public trust and the factors that hinder the improvement of public trust in the Transjakarta women-only bus service on route 1. The research method used is qualitative with a descriptive approach. The results show that public trust is still weak because it has not been fully established in the dimensions of benevolence, competence, and fairness, while the dimension of credible commitment and honesty shows a positive perception. Barriers to increasing public trust include responsiveness, reliability, integrity, and openness. Therefore, PT Transjakarta should increase the number of fleets, adjust service designs, and improve public information transparency to strengthen public trust in the women-only bus service.

Abstract

The City of Salatiga has strong potential in gastronomic tourism, reflected in its nomination for the UNESCO Creative Cities Network under the Creative City of Gastronomy category. Its development is guided by the 2021–2026 RIPPARDA and involves multi-actor collaboration among government, academia, communities, media, financial institutions, and businesses. However, collaboration dynamics remain suboptimal, hindering the realization of this goal. This study aims to analyze collaboration dynamics and identify driving and inhibiting factors in gastronomic tourism development. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and documentation. The study applies Collaborative Governance theory by Kirk Emerson, Tina Nabatchi, and Stephen Balogh (2012), focusing on principled engagement, shared motivation, and capacity for joint action. Findings show that collaboration is constrained by weak communication, top-down approaches, and limited trust and commitment. Key barriers include unequal resources, hierarchical institutional structures, and political changes, while cultural flexibility acts as a supporting factor. The study recommends strengthening inclusive communication, shared commitment, resource allocation, accountability systems, and coordination mechanisms to improve sustainable collaboration.

Abstract

Electronic Traffic Law Enforcement (ETLE) is a technology-based traffic law enforcement system implemented by the Indonesian National Police to improve traffic order. The City of Semarang is one of the regions that has implemented ETLE as part of public service modernization. However, its implementation still faces several challenges, including the significant increase in motor vehicle ownership, persistently high traffic violation rates, uneven distribution of surveillance cameras, limited public outreach and understanding, and low levels of road user discipline. This study aims to analyze the public value of ETLE implementation in Semarang and to identify its supporting and inhibiting factors. The research employs a qualitative descriptive approach using in-depth interviews, observations, and documentation involving the Traffic Directorate of the Central Java Regional Police, the Traffic Unit of Semarang Metropolitan Police, and the community. The analysis is based on Public Value theory by Mark H. Moore (1995), which includes the dimensions of service, trust, and outcome, supported by public service quality theory by Moenir (2010). The results show that ETLE implementation has contributed positively to improving law enforcement effectiveness and public compliance, particularly in the outcome dimension. However, challenges remain in the service and trust dimensions, especially regarding infrastructure distribution, quality of information services, as well as transparency and public understanding. Supporting factors include staff awareness, organizational capacity, skills, and infrastructure, while regulatory aspects still require strengthening. This study recommends enhancing public outreach, information transparency, service quality, and infrastructure optimization to achieve more optimal public value.

Abstract

The Municipal Minimum Wage (UMK) is a wage policy that must be implemented by all districts/cities, including Cilegon City. However, violations of wage payments that do not comply with regulations still occur. The Cilegon City Manpower Office and the Labor Inspection Unit (UPTD) play key roles in monitoring and enforcing the policy, with Law No. 6 of 2023 serving as its legal basis. This study aims to analyze the implementation of the UMK policy and its driving and inhibiting factors using Merilee S. Grindle’s theory. It employs a descriptive qualitative method through interviews and observations, with purposive and snowball sampling techniques. The findings indicate that the UMK policy is intended to ensure workers’ decent living standards, wage certainty, and a balance between workers and employers. However, challenges remain, especially among service providers and small to medium enterprises prone to violations. Supporting factors include stakeholder commitment, policy benefits, and effective communication, while inhibiting factors include limited government capacity, tender system issues, budget constraints, dual complaint mechanisms, and weak supervision. Recommendations include strengthening institutional capacity, improving coordination, and enhancing supervision.

Abstract

As a livable city, Surakarta is committed to providing adequate public spaces for its citizens. However, the current realization of public Green Open Space (RTH) has only reached 4.69%, falling significantly short of the 20% minimum standard mandated by Law No. 26 of 2007. The City Government designated Solo Technopark as a priority public infrastructure project under Mayoral Regulation No. 33 of 2023. The development of Solo Technopark aims not only to expand green spaces but also to provide a hub for the creative economy, arts, and socio-cultural activities. Given its strategic role, evaluating visitor satisfaction at Solo Technopark is essential to ensure the effectiveness of its functions and its overall impact on the community. This study aims to analyze the influence of Facilities (X1) and Comfort (X2) on Visitor Satisfaction (Y) in Solo Technopark’s public space. A quantitative explanatory approach was employed, with data collected through interviews, documentation, and questionnaires distributed to 95 respondents using a simple random sampling technique. The results indicate that Facilities (X1) and Comfort (X2) partially have a positive and significant effect on Visitor Satisfaction (Y). Simultaneously, both independent variables also show a significant positive influence on Visitor Satisfaction (Y). Solo Technopark management is advised to optimize digital services, standardize infrastructure and navigation, and engage in creative community collaborations to improve the visitor experience.

Abstract

Brebes Brebes Regency is one of the most populous areas in Central Java. With a population of 2,065,500 and a growth rate of 1.10%, this results in an annual waste generation of 372,861.55 tonnes. This situation requires an adaptive and integrated management system, given that the Kaliwlingi Landfill has become overloaded due to its open dumping system. Currently, waste management service coverage has only reached 21.38% of the target, with a daily collection volume of 225.25 tonnes. This low collection rate indicates that the majority of waste is not being managed optimally, presenting a crucial challenge in efforts to enhance the institutional capacity of waste management services in Brebes Regency. This study aims to analyse institutional capacity in waste management in Brebes Regency and to identify the factors supporting and hindering this institutional capacity. The method used is a descriptive qualitative approach with data collection techniques involving interviews and documentation. The research findings indicate that the institutional capacity for waste management in Brebes Regency remains suboptimal, as evidenced by limitations in human resources, facilities and infrastructure, as well as low levels of community participation in waste reduction and management activities. Factors supporting institutional capacity include the existence of governing regulations, conducive leadership, and a well-established work culture. Meanwhile, the inhibiting factors are that not all institutional actors are actively involved in supporting the success of waste management, which has resulted in suboptimal performance of waste management services in Brebes Regency.
