Abstract

Transjakarta, as a public transportation system in Jakarta, plays a strategic role in reducing traffic congestion and meeting the mobility needs of the community. However, in its implementation, several problems are still encountered, particularly in South Jakarta on Corridors 13 and 6, such as an imbalance between fleet capacity and passenger demand as well as suboptimal service performance. This study aims to analyze the service quality of Transjakarta in meeting public transportation needs and to identify the supporting and inhibiting factors affecting service delivery. The research employs a descriptive qualitative approach using data collection techniques including observation, interviews, documentation, and questionnaires distributed to service users. The results indicate that the service quality of Transjakarta in South Jakarta is categorized as fairly good, as reflected in seven service dimensions: Self Esteem, Exceed Expectation, Recovery, Vision, Improve, Care, and Empower. The service is supported by staff professionalism, continuous training programs, facility improvements, and intermodal integration. Nevertheless, limitations in fleet availability, passenger overcrowding, facility disruptions, and inadequate stop accessibility remain significant challenges. Therefore, continuous improvement efforts are required to enhance the overall quality of Transjakarta services optimally.

Abstract

Metropolitan areas such as Jakarta have high levels of vehicle use, which causes traffic congestion. The government provides public transportation such as the KRL, operated by KAI Commuter, to facilitate public mobility. However, this service still receives complaints, especially from female passengers on women-only carriages. On the Rangkasbitung Commuterline, the number of women-only carriages is still limited, so some passengers use the general carriages. This situation has the potential to cause discomfort and the risk of harassment, so the provision of women-only carriages and a complaint system needs attention. The study aims to determine the relationship between Service Quality (X1) and User Satisfaction (Y), the relationship between Complaint Handling (X2) and User Satisfaction (Y), and the relationship between Service Quality (X1) and Complaint Handling (X2) on User Satisfaction (Y) among passengers in women-only carriages, with the theory matrix as the focus of the study due to its higher density compared to other routes. The method used an explanatory quantitative approach with data collection in the form of questionnaires, documentation, and interviews based on proportional random sampling of 100 female carriage users spread across stations on the Rangkasbitung Commuterline. Data analysis included Spearman's rho validity, Cronbach's alpha reliability, Kendall Tau (τ) correlation, Kendall Concordance (W), and Coefficient of Determination (R2). The results showed a positive and significant relationship between Service Quality (X1) and User Satisfaction (Y) of 0.341 and a Coefficient of Determination with a contribution of 37.6%. The correlation of other variables shows a positive and significant relationship between Complaint Handling (X2) and User Satisfaction (Y) of 0.238 and the Coefficient of Determination with a contribution of 24.9%. Stimulatingly, there is a positive relationship between Service Quality (X1) and Complaint Handling (X2) with User Satisfaction (Y) of 0.434 and a Coefficient of Determination of 37.7%.

Abstract

Violence in higher education environments, including physical and psychological violence, bullying, sexual violence, discrimination, intolerance, as well as repressive policies, is a crucial issue that impacts the safety and well-being of the academic community. Ministry of Education, Culture, Research, and Technology Regulation Number 55 of 2024 mandates that every university establish a Task Force for the Prevention and Handling of Violence (PPKPT) as an effort to strengthen preventive and responsive measures against various forms of violence on campus. This study aims to analyze the implementation of policies for the prevention and handling of violence at Diponegoro University through a case study on the Faculty of Psychology, Faculty of Engineering, and Faculty of Social and Political Sciences. A descriptive qualitative approach is employed, with data collection techniques including interviews, documentation, and observation. Data analysis was conducted using George C. Edwards III’s policy implementation model, which includes the variables of communication, resources, disposition, and bureaucratic structure. The research findings indicate that policy implementation has taken place, but has not yet reached an optimal level due to limitations in human resources, insufficient dissemination of information concerning regulations, and a lack of integrated reporting mechanisms. Nevertheless, institutional commitment and regulatory support emerged as key factors driving policy implementation. These findings are expected to provide strategic recommendations for strengthening governance in the prevention and management of violence in higher education environments.

Abstract

Narcotics abuse in Indonesia remains a serious issue that requires comprehensive handling, one of which is through rehabilitation policies as regulated in Law Number 35 of 2009 concerning Narcotics. This study aims to analyze the implementation of Article 54 and Article 103 of Law Number 35 of 2009 in the management of narcotics rehabilitation clients through compulsory and voluntary paths at the National Narcotics Board (BNNK) of South Jakarta, as well as to identify the supporting and inhibiting factors in its implementation. This research employs a qualitative method with a descriptive approach. Data collection techniques were conducted through in-depth interviews and observations with informants consisting of the Head of the Rehabilitation Section, rehabilitation counselors, the Head of the Rehabilitation Clinic, and rehabilitation clients at BNNK South Jakarta. The research analysis utilizes George C. Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of narcotics rehabilitation at BNNK South Jakarta has been carried out in accordance with the provisions of Law Number 35 of 2009 through both compulsory and voluntary paths. However, its implementation has not been fully optimal. The main obstacles include limited human resources and low levels of recovery motivation among compulsory path clients. Meanwhile, the supporting factors for the implementation of rehabilitation include the existence of clear regulations, the high commitment of rehabilitation officers in providing services, and well-established inter-institutional coordination.

Abstract

Fulfillment of employment is a very important socio-economic problem, especially for people with disabilities. The Semarang City Government, through the Employment Disability Services Unit, in its implementation experiences complexity in the absorption of disabled workers, where the number of disabled people of productive age is not proportional to the level of job placement, indicating problems in the performance of the Employment Disability Services Unit (ULD). This study aims to analyze the performance of the Semarang City Employment Disability Services Unit in increasing the absorption of disabled workers and identify factors that influence its implementation. The theoretical study uses the concept of public sector organizational performance from Agus Dwiyanto which includes productivity, service quality, and responsiveness, as well as the theory of factors that influence organizational performance according to Soesilo (2014), namely organizational structure, management policies, human resources, management information systems, and facilities and infrastructure. This study uses a qualitative approach with descriptive methods with data collection techniques through interviews, observation, and documentation. Data analysis is carried out through data collection, data condensation, data presentation, conclusions, and data verification with source triangulation. The research results indicate that the performance of the Employment Unit (ULD) is suboptimal, particularly in terms of productivity, service quality, and responsiveness due to limited human resources, an unintegrated information system, and a lack of strategic partnerships with the business sector. Strengthening the performance of the Semarang City Disability Services Unit (ULD) for Employment is essential by increasing the productivity of its job placement program, improving the quality of inclusive services, and enhancing the organization's responsiveness to the needs of people with disabilities. Furthermore, strengthening organizational factors and strategic collaboration with the business sector are crucial steps in encouraging increased employment of people with disabilities in Semarang.

Abstract

Jakarta is the center of national economic and educational activities thus playing a significant role in increasing commuter mobility in the Greater Jakarta area. High commuter activity has an impact on high levels of traffic congestion. Approximately 79.02% of people in the Greater Jakarta area choose to use private vehicles, while only 19.52% use public transportation. This situation causes significant economic losses, prompting the government to build the Jabodebek Light Rail Transit (LRT) as one of the National Strategic Projects to reduce congestion, discourage the use of private vehicles, and provide integrated public transportation in the Greater Jakarta area. However, after more than two years of operation, the Jabodebek LRT still faces various complaints regarding service quality that could potentially affect user satisfaction and behavioral intention. This study aims to analyze the influence of service quality on Behavioral Intention through Jabodebek LRT User Satisfaction. This is an explanatory research study with 100 respondents obtained through purposive sampling and convenience sampling. Data analysis was performed using SmartPLS4. The results of the study indicate that Service Quality has a positive and significant effect on User Satisfaction (β = 0.680), Service quality has a positive and significant effect on behavioral intention (β = 0.282), while user satisfaction has a positive and significant effect on behavioral intention (β = 0.546). The indirect effect of service quality on behavioral intention through user satisfaction is also proven to be significant (β = 0.371). Recommendations in this study include optimizing the signaling system, operating reserve trains during peak hours, improving station facility maintenance, improving the layout of directional signs, increasing the speed of communication regarding operational disruptions, improving employee responsiveness to complaints and emergency situations, proactively offering assistance, and developing a special complaint channel for Jabodebek LRT users.

Abstract

The implementation of the self-assessment system policy constitutes a governmental effort to promote taxpayer independence, awareness, and compliance in fulfilling their tax obligations autonomously. However, in practice, the implementation of this policy continues to encounter various constraints, including limited tax literacy, low levels of taxpayer awareness, and suboptimal formal compliance. These conditions are also evident among MSME taxpayers in the Ungaran area of Semarang Regency, who still exhibit relatively limited levels of understanding, awareness, compliance, and administrative capability. This study aims to analyse the implementation of the self-assessment system policy among MSME taxpayers in Semarang Regency and to identify the factors that hinder its implementation. The research adopts a descriptive qualitative approach, with data collected through interviews, observations, and the review of official documents. The analysis of policy implementation refers to the framework proposed by Siti Kurnia Rahayu, which encompasses taxpayer understanding, awareness, compliance, administrative capability, as well as the quality of socialisation and assistance provided by implementers. Meanwhile, the inhibiting factors are analysed using the policy implementation model of Mazmanian and Sabatier, which includes problem characteristics, the ability of the policy to structure the implementation process, and environmental variables external to the policy. The findings indicate that the implementation of the self-assessment system policy among MSME taxpayers in Semarang Regency has not yet been optimal. Although taxpayers have fulfilled their tax obligations, their level of independence and awareness in calculating, paying, and reporting taxes has not been fully established. Consequently, taxpayer compliance tends to remain formalistic and dependent on the supervision of tax authorities. This condition is clearly inconsistent with the intended objectives of the policy implementation.

Abstract

Girimulyo Tourism Village in Karanganyar Regency has natural, cultural, and culinary tourism potential, but its development remains suboptimal because it is still in the pioneering stage and faces challenges in governance, promotion, integrated tour packaging, and supporting facilities. This study aims to identify the stakeholders involved in tourism development in Girimulyo Tourism Village and analyze their positions and roles based on power-interest theory. The study employed a descriptive qualitative approach in Girimulyo Village, Ngargoyoso District, Karanganyar Regency, with data collected through semi-structured interviews, observation, and document review, and validated through source and technique triangulation. The findings show that nine stakeholders from the government, business, and community sectors are involved and can be classified into three groups: (a) primary stakeholders, including Pokdarwis Girimulyo, Karang Taruna, local businesses and UMKM, and the village community; (b) key stakeholders, consisting of the Girimulyo Village Government and Pokdarwis; and (c) secondary stakeholders, including Disparpora, Dispermades, BUMDes, and PT Asuransi Sinar Mas. In the power-interest matrix, the Village Government and Pokdarwis are categorized as players, Disparpora as a context setter, local businesses and UMKM, Karang Taruna, and the community as subjects, and Dispermades, BUMDes, and PT Asuransi Sinar Mas as crowd.

Abstract

Student brawls in Kendal Regency have escalated from sporadic juvenile incidents into organised acts of collective violence involving bladed weapons and social-media-driven mobilisation, posing a tangible threat to public order and security. This study analyses the performance of the Kendal District Police (Polres Kendal) in handling student brawls and identifies the supporting and inhibiting factors affecting that performance. A descriptive qualitative method was applied with purposive and snowball sampling, involving structural officers of Polres Kendal as well as students previously implicated in brawls. Data were collected through in-depth interviews, non-participatory observation, and documentation, then analysed using the interactive model of Miles, Huberman, and Saldaña within Agus Dwiyanto's public-organisation performance framework. The study finds that police performance has been actively implemented across multiple dimensions, particularly in operational response and incident handling, through the simultaneous application of preventive, repressive, and educative measures. However, its effectiveness remains constrained, most notably in personnel capacity, territorial surveillance coverage, and the consistency of post-guidance monitoring. Conversely, the utilisation of cyber patrol technology, leadership support, and school collaboration constitute reinforcing factors, though their implementation requires further strengthening to generate more sustained impact in curbing recurring patterns of student brawls.

Abstract

The fulfillment of adequate housing needs remains a social issue in urban areas, particularly for low-income communities. The Government of DKI Jakarta Province, through the Affordable Homeownership Program (Hunian Terjangkau Milik/HTM), seeks to expand access to homeownership by providing more affordable financing schemes. In its implementation, various challenges continue to affect the course of the program. This study aims to analyze the implementation of the Affordable Homeownership Program in East Jakarta and to identify factors influencing its implementation. The research employs a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation studies involving the Office of Public Housing and Settlement Areas, the Housing Fund Management Unit, as well as program beneficiaries and prospective beneficiaries. Data analysis was conducted qualitatively by referring to the policy accuracy theory proposed by Riant Nugroho and the policy implementation theory of Van Meter and Van Horn. The findings indicate that the Affordable Homeownership Program in East Jakarta has generally been implemented in accordance with prevailing regulations; however, its implementation has not yet been fully optimal, particularly in terms of target accuracy, environmental appropriateness, and process accuracy. Factors supporting program implementation include resources, the characteristics of implementing agencies, and the attitudes of implementers, while inhibiting factors include policy standards and objectives, and social, economic, and political environmental conditions. This study is expected to serve as an evaluative reference for local governments in improving the effectiveness of sustainable housing programs.
