Abstract

Rice, corn and soybean is the strategic commodities and the government always maintains their availability. Indonesia still imports rice, corn and soybean and implements the policy of tariffs, taxes and subsidies on rice, corn, soybean imports and farming inputs. Central Java is the main producer of rice, corn and soybean with the contibution of Gross Regional Domestic Product of the food crop sub-sector to the highest Provincial GRDP in Indonesian. This research examines the competitiveness and the government policy towards rice, corn and soybean farming in Central Java Province. It uses secondary data of Farming Economic Analysis from the relevant agencies and scientific publications on the international price of rice, corn and soybean that is analyzed using the quantitative descriptive method with analysis tool of Policy Analysis Matrix (PAM). The PAM result shows that the rice farming in Cilacap Regency and the corn farming in Grobogan Regency have competitive and comparative advantage. The soybean farming in Grobogan only has a comparative advantage. Overall the government policies are protective towards the rice farming in Cilacap, but not protective towards the corn and soybean farming in Grobogan. The sensitivity analysis shows that the advantages and competitiveness of the rice farming in Cilacap and the corn and soybean farming in Grobogan are sensitive towards the international price changes of commodities and fertilizers, the labor cost changes, the exchange rate fluctuations of Rupiah towards USD, and the import tariff changes of commodities.

Abstract

Pressure on forest resources causes overexploitation, so that forest resources can’t provide optimal benefits. High demands for timber have created opportunity for the development of community forests in Indonesia. The opportunity has been used relatively well by community forest farmers, such as in Cangkringan Sub-District, Sleman Regency. This study was aimed to learn the economic condition of community forest farmers by calculating income balance, expense, welfare, and perception of community forest farmer family. The data of this study was collected using purposive sampling method, with a total of 60 respondents. Secondary data was collected from related government agencies. The research result showed that most community forests useagroforestry system.Sengon, which is the main community of community forest, serves community savings, which is knownas “tebangbutuh” system. 51% respondents agreed to the perception of the importance of community forest.Comprehensive calculation produced positive value, which is bigger than 100% for total percentage of income on expense. Using Sajogyo’s line of poverty, over ¾ (three fourth) of community forest farmer respondents were above the line of poverty or were able to meet their minimum primary needs.

Abstract

The aim of this research is to know: (1) the economic conditions of the community forestry (HKm) farmersseen from the income and the poverty level; (2) the social conditions of the HKm farmersseen from the education level and the behavior changes; and (3) the change of social economic conditions of the HKm farmers in 2008-2015. This researchis conducted from April to July in 2015 and located in four HKm groups of Rinjani protected forest area (RTK I). The data collection is conducted by the interviews with questionnaireto 102 HKm farmers using the Slovin’s formula with 10% of significant degree.This is implemented in descriptive analysis. The research result shows that: (1) the average income of the HKm farmers is Rp1,739,677 per month/ha and 59.8% of farmers are above the poverty line; (2) the farmers are increasingly aware of education (there are only 5.9% members of farmer’s family who are uneducated) and the lack offirewood utilization (there are only 23.5% farmers who are still using the firewood); and (3) in the period of 2008 to 2015 the average income of the farmers per month increases at 52,03%; the poverty level decreases at 46.5%, and there is a behavior change in whichthe dependence on the forest resources in the form of firewood decreases

Abstract

The purpose of this research is to develop strategies that can be applied in the development of local food diversification in West Kalimantan. The data used are primary data and secondary data. Variables examined included internal factors (strengths and weaknesses) and external factors (opportunities and threats) in the development of local food diversification in West Kalimantan. Data analysis were conducted in qualitative descriptive to describe the pattern of food consumption in West Kalimantan and continued with a SWOT analysis to carry out the development strategy of the local food diversification in West Kalimantan. The analysis result showed that the strategy for the development of local food diversification in West Kalimantan is SO strategy (Strengths - Opportunities) those are: 1) the increase in synergy between the government and the micro, small and medium enterprises for the development of local food products, 2) the utilization of communications and market information system in improving the marketing of local food products on micro, small and medium enterprises, and 3) the utilization of unutilized agricultural land to improve the quality and quantity of local food products.

Abstract

The aim of this study was to identify the problems and determine the conceptual model of regional development planning. Regional development planning is a systemic, complex and unstructured process. Therefore, this study used soft systems methodology to outline unstructured issues with a structured approach. The conceptual models that were successfully constructed in this study are a model of consistency and a model of reconciliation. Regional development planning is a process that is well-integrated with central planning and inter-regional planning documents. Integration and consistency of regional planning documents are very important in order to achieve the development goals that have been set. On the other hand, the process of development planning in the region involves technocratic system, that is, both top-down and bottom-up system of participation. Abstract

The preliminary studies that have been conducted show that the food availability in 27 districts in Banyumas Regency on average is still low. The purpose of this research is to formulate of a strategy to improve the food security by synergizing the macro and micro aspects. The method used is the tabulation analysis, IFE and EFE Matrix, and also IE Matrix. The IE matrix shows the food security based on the macro and micro aspects that are in the first cell, which means that the food security conditions are experiencing the growing and buliding. The strategies of improving the food security from the micro and macro aspects are first, to develop the food production in accordance with the potential and comodities of the excellent food in accordance with the specializations of regions (districts). Second, it requires a partnership and a cooperation of distributing the excellent food production. Third, the investment is required to improve the diversification of food. Fourth, it requires the cooperation between the farmers and the government agencies concerned with the development, supply and service of excellent means of agricultural production with supervision and increased credit services. Fifth, the off-farm activities should be developed by forming the cooperatives or the small and household businesses on the basis of farming activities. Besides, in order to meet the consumption of food that is safe, qualified, and nutritious, it is necessary to increase the knowledge and awareness about the food security at the household level by empowering the cooperatives or small and household businesses by utilizing Dasa Wisma group, PKK, Majelis Talim, and other non-governmental groups.

Abstract

This research aims at analyzing the local government policy related to the local budget posture in the each territorial. There are uncertainty methods in dividing and formulating the local budget posture in each territorial in Indonesia. It is not depend on the actual economic variables of each territorial. This study uses the literature studies to collect the data of planning and budgeting. The content analysis of this local government economic policy is based on of the planning and budgeting process itself. The detailed information is found by observations and in-depth interview with the informants about the planning and budgeting process in Rembang. The result shows the variables that can determine the fair instrument in formulating the local budget posture some of which are: the number of population, the number of drop out (DO), the illiteracy (IR), the infant mortality rate (IMR), the malnutrition data, the number of poor (HCI), the economic growth, the damaged road infrastructure, the damaged irrigation system, the damaged schools, the land building tax, and the amount of retribution.

Abstract

Melon is one of high-value horticulture commodity which is cultivated widely in Kulon Progo regency. The nature of agricultural products is heavily dependent on the season, so it causes the prices of agricultural products always fluctuated every time. In wet season the price of agricultural products tends to be more expensive. Melon cultivation in wet season provide an opportunity to earn higher profits than in the dry season. The price of agricultural products tends to be more expensive in wet season, thus melon cultivation in wet season prospectively generate high profits. In order to achieve high profitability, melon farming has to be done efficiently. Objective of this study was to 1) determined the factors that influence melon production in wet season 2) measured technical efficiency of melon farming and 3) identified the factors that influanced technical efficiency. Data collected during April – June 2014. Location determined by multistage cluster sampling. 45 samples of farmers who cultivated melon during wet season obtained based on quota sampling technique. Technical efficiency was measured using Cobb-Douglas Stochastic Frontier. The result reveals that 1) land use, quantity of seed, K fertilizer contributed significantly increasing melon production, while N fertilizer decreased melon production significantly 2) technical efficiency indeces ranged from 0.40 to 0.99, with a mean of  0.77; 3) farmer’s experience gave significant influence to technical efficiency of melon farming in wet season.

Abstract

The purpose of this research is to analyze the simultaneity between trading volume and order imbalance, the influence of past performance, market risk, market capitalization, tick size to the trading volume and the influence of tick size, depth and bid-ask spread to the order imbalance of companies that were listed on LQ 45 index. The samples in this research were selected by using the purposive sampling method with some selected criteria. Fifty-five companies listed on 2014’s LQ 45 index were chosen as the sample. The results showed that the trading volume is simultaneously related to the order imbalance; past performance, market risk, and market capitalization have the positive and significant effect to the trading volume; tick size has the negative and significant effect to the trading volume; the order imbalance has the negative and insignificant effect to the trading volume; tick size, depth, bid-ask spread, and trading volume have no significant effect to the order imbalance.

Abstract

This study examines the fiscal and monetary policy in Indonesia using the Mundell-Fleming model. The main objective of this study was to determine which policies are effective between fiscal and monetary policies of the national income in Indonesia because Indonesia is a small open economy with not perfect capital mobility. The analysis technique used is Two Stage Least Square (TSLS)  by using secondary data base on International Financial Statistics, 2000.I – 2014.II . The research result is monetary policy is more effective than the fiscal policy in which monetary policy multiplier at 0.0028 greater than fiscal policy multiplier 0.001316. The results are consistent with the theory of the Mundell-Fleming.
