Abstract

Regulasi pemerintah yang efektif dianggap sebagai kunci dalam manajemen risiko bencana. Regulasi yang efektif dapat menciptakan kepastian dalam kesiapsiagaan menghadapi bencana tak terduga seperti tsunami. Namun, keberadaan regulasi tidak selalu diikuti dengan implementasi yang efektif. Masalah ini juga terjadi pada penilaian risiko bencana di Kota Ambon yang termasuk dalam kelas bahaya tsunami tinggi. Pemerintah Kota Ambon melakukan upaya pengurangan risiko bencana (PRB) tsunami dengan menerbitkan kebijakan berupa peraturan daerah. Akan tetapi, efektivitas dari regulasi ini masih perlu dievaluasi. Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis peluang perbaikan kebijakan peraturan daerah terkait PRB tsunami di Kota Ambon. Penelitian dilakukan dengan mengumpulkan data primer melalui Focus Group Discussion (FGD), serta data sekunder dari studi literatur dan tinjauan regulasi yang telah diterbitkan oleh Pemerintah Kota Ambon. Analisis data dilakukan menggunakan analisis konten dan analisis SWOT. Hasil penelitian menunjukkan bahwa terdapat dua aspek kebijakan peraturan daerah terkait PRB tsunami di Kota Ambon, yaitu aspek tata ruang dan kelembagaan. Pemerintah Kota Ambon telah menerbitkan beberapa kebijakan peraturan daerah terkait PRB tsunami yang mencakup perencanaan tata ruang dan kelembagaan. Akan tetapi, masih terdapat peluang perbaikan yang dapat dilakukan untuk memperkuat kebijakan peraturan daerah terkait PRB tsunami di Kota Ambon. Studi ini menyoroti pentingnya berbagai tindakan untuk menciptakan regulasi yang efektif dalam manajemen risiko bencana, termasuk pendidikan, pengawasan, dan penegakan hukum di bidang pemanfaatan ruang serta penguatan struktur kelembagaan Badan Penanggulangan Bencana Daerah.

Abstract

Studies on cyberpragmatics have revealed that perlocution or an act of speaking for persuasion the meaning of language can no longer be solely interpreted from traditional pragmatic perspectives. This is especially the case in the context of rapid technological advancement. Built on this cyberpragmatics theory on the function of language, this study aims to describe the perlocutions of the 2024 elections on social media from a Cyberpragmatics perspective. Drawing on descriptive qualitative method, this study focuses on the manifestations of perlocution in netizens' comments about the 2024 elections. The research data comprises excerpts of utterances containing manifestations of the 2024 election perlocutions. The substantive data sources for this research are written texts found on social media, specifically from the official cnnidpolitik account in July 2023 with the theme "Presidential and Vice-Presidential Candidates." Data were collected using the observation method. The techniques employed include recording and note-taking. Prior to data analysis, data validity was ensured through data triangulation. The analytical method applied is extralingual analysis. The technique employed is the comparative linkage analysis, particularly the technique of comparative linkage equalization. This study yields the following findings regarding the perlocutions of the 2024 elections: (1) emphasizing sentiments (directly); (2) emphasizing sentiments (indirectly); (3) building misconceptions; (4) determining choices; (5) determining choices (accompanied by invective); (6) displaying neutrality; (7) satirizing (authorities); (8) satirizing (individuals); and (9) fostering turbulence.

Abstract

Kesenjangan kebutuhan antara pemerintah dan masyarakat sering kali menjadi rintangan bagi program-program pembangunan, terutama program yang secara langsung berbentuk relokasi fisik terhadap suatu kelompok masyarakat. Hal ini terjadi dalam kontroversi seputar relokasi budidaya karamba untuk mendukung program Kotaku di Kota Kendari. Penelitian ini bertujuan untuk menganalisis kesenjangan antara kebutuhan yang dirasakan oleh masyarakat dan kebutuhan tindakan oleh pemerintah dalam relokasi karamba. Analisis data menggunakan metode kualitatif deskriptif dengan pendekatan studi kasus tunggal. Hasil penelitian menemukan bahwa kebutuhan masyarakat dari aspek fisik secara kualitatif berbeda dengan kebutuhan tindakan Pemerintah, meskipun secara kuantitatif terpenuhi. Aspek fisik ini meliputi sarana dan prasarana dalam bentuk: kebutuhan kriteria lokasi baru, jaring, jumlah petakan dan ukuran karamba, jalan titian, desain bangunan, dan mesin pengontrol air. Ini adalah kegagalan dalam memenuhi kebutuhan fisik meskipun terlihat jelas pemerintah telah berupaya memenuhi kebutuhan non-fisik melalui proses diskusi, informasi kajian kelayakan lokasi, dan penyesuaian jadwal relokasi. Namun, hal ini tidak cukup karena pemerintah dianggap tidak dapat memberikan informasi yang memadai tentang kajian kelayakan bangunan, data produktivitas ikan di lokasi baru, pengawasan untuk pengaturan kepemilikan asset, serta kebutuhan pendampingan teknis untuk meningkatkan pengetahuan dan keterampilan pembudidaya mulai dari cara budidaya ikan yang baik, mengatasi penyakit ikan, membuat pakan alternatif, meningkatkan pengetahuan tentang fungsi kelompok, analisis kajian ekonomi budidaya dan akses ke lembaga permodalan. Kesenjangan ini menyoroti pentingnya menghubungkan antara kebutuhan yang dirasakan oleh pemerintah dan masyarakat dalam program pembangunan, yang memerlukan relokasi fisik terhadap suatu penduduk.

Abstract

The expanding influence of digital information has shape many aspect of life, including parenting  How this  new sources of knowledge or information shape parents’ way of parenting and its impacts on children’s development need further studies. This study aims to comprehend the parenting information experience of young mothers in East Jakarta. The selection of East Jakarta is based on the fact that the region has the highest birth rate among the five regions in DKI Jakarta, and the occurrence of women marrying before the age of 19 is notably common. Social media is a prominent platform for acquiring information and disseminating knowledge. The method of this study employs a qualitative methodology that integrates a phenomenological approach. The employed data collection methods included semi-structured interviews, observation, and literature analysis. The results indicated that three layers influenced the parenting-related information experience of young women in East Jakarta: features, dimensions, and experiences. The information experience of young moms in East Jakarta is defined by their dissemination of acquired information, time management for information retrieval, and distinction between information necessitating upload and that which does not. Individuals, social media, and investigation are facets of the activities encompassed in information experience. The final layer is experience. This layer elucidates that social media serves as a platform for acquiring knowledge about parenting and its impact on the parenting practices employed. The three layers are interconnected. Each informant possesses a distinct information experience, suggesting that the information experience of young mothers on social media is highly intricate.

Abstract

The emergence of digital technology has significantly transformed the lending landscape. One example of the rising influence of digital lending practice targeting university students in Indonesia is Cicil. This digital-based lending platform provides a Peer-to-Peer (P2P) lending service that aims to cater to higher education students who have been frequently excluded from various lending programs. This study explores the deep mediatization of loans within the ecosystem of digital platforms and how it transforms lending practices, as provided by Cicil. Utilizing the concept of deep mediatization by Andreas Hepp (2020) and a case study method, this study reveals that the logic of digital media has been adapted to and transformed lending practices. The practices of lending are becoming driven by datafication and connectivity between loan providers, users, and the digital platform ecosystem, leading to a spatially disembedded financial transaction and generating a sense of participatory and inclusivity in lending practices.

Abstract

The virtual era has redefined intimacy, with virtual platforms becoming a medium for fulfilling sexual desires in tangible ways. This article examines how hyperpersonal communication leverages Computer-Mediated Communication (CMC) technologies to facilitate sexual fantasies through paid Video Call Sex (VCS) services in Indonesia. Grounded in theories of Hyperpersonal Communication, Fetishism, Media Equation, and Cyberculture, this study analyzes how virtual media's technological affordances and communication processes enable the realization of sexual fantasies. Paid VCS services, as a form of cybersex, represent a convergence of economic motives and the pursuit of intimate satisfaction. Operating through instant messaging applications equipped with video and audio capabilities, these services have emerged as a digital avenue for sexual transactions. Using a qualitative descriptive approach with five online participants, this research highlights the intricate communication dynamics between users and service providers, focusing on the negotiation processes that shape and accommodate personalized sexual fantasies. These findings contribute to understanding how hyperpersonal communication unfolds in the context of virtual sexual interactions, revealing the interplay of technology, intimacy, and economic motives in contemporary digital culture

Abstract

Pesatnya perkembangan teknologi berupa kecerdasan buatan memberikan dampak positif yang dapat memudahkan pekerjaan manusia, tetapi kecerdasan buatan juga berpotensi untuk disalahgunakan terutama dalam teknologi deepfake. Kemunculan deepfake dapat menciptakan visualisasi hoaks pada era post-truth yang dapat memicu terjadinya infopocalypse. Tujuan dari riset ini yakni (1) untuk mengetahui visualisasi hoaks terhadap perubahan asumsi masyarakat akibat penyalahgunaan teknologi deepfake dan (2) mengetahui unsur-unsur yang akan menjadi potensi munculnya infopocalypse pada era post-truth. Riset ini menggunakan metode kualitatif dengan analisis konten dan fenomenologi. Teknik pengumpulan data dalam riset ini melalui observasi dan wawancara. Analisis konten digunakan untuk menganalisis deepfake dari konten video dan interpretative phenomenological analysis untuk menganalisis keterkaitan asumsi informan dan potensi terjadinya infopocalypse. Hasil menunjukkan (1) adanya visualisasi hoaks terhadap asumsi masyarakat dan penerimaan informasi memiliki keterkaitan dengan tingkat pengetahuan pada teknologi; (2) potensi infopocalypse dipengaruhi oleh ragam pola pikir. Dapat disimpulkan bahwa visualisasi hoaks dan penerimaan informasi masyarakat berkaitan dengan pengetahuan teknologi deepfake, serta potensi infopocalypse berkaitan dengan ragam pola pikir.

Abstract

This research delves into the complexity of virtual violence in the realm of New Media ethics, focusing on the blurred boundary between legitimate expression and harmful threats. Within the context of the rapid growth of digital platforms, issues pertaining to ethics in online discourse and behavior are gaining increasing attention. The objective of this study is to explore the dynamics of the transition between creative expression and aggressive online behavior, as well as to identify its implications for individuals and society. The research employs a descriptive-analytical approach through a literature review. The literature review is conducted to delve into the concept of virtual violence, New Media ethics, and debates surrounding the demarcation between expression and threats. The findings of the research reveal the complexity in distinguishing between expression and threats within the context of virtual violence. Factors such as intent, context, and the impact of digital content play a significant role in determining ethical boundaries. While certain content evidently constitutes genuine threats, many cases require careful analysis to differentiate legitimate expression from unethical aggressive behavior. This research provides a deeper understanding of the dynamics of virtual violence within the realm of New Media ethics. Emerging implications and recommendations include the role of online platforms in developing clearer guidelines and the necessity for enhanced digital literacy to aid individuals in comprehending the social and moral impacts of their online behavior. This study contributes to the ongoing discourse concerning ethics in the digital world.

Abstract

Normatively, debates in election is aimed to provide a platform for communicating the idas of candidtaes to the voters. However, in practice what is shown in the floor and screen of debates is often more than this. Based on the comunication theory of dialectic reality, this research aims to understand the social drama and the consturction of reality in the dialectical reality in the 5th presidential debate of the 2024 election in Indonesia, which was shown live in the social media of Indonesian election commitee (KPU), particularly itsYouTube channel. This research is imp[ortant to reveal how the performance displayed causes message distortion, which may shift the focus of the away fromcontent does not reach the public. Using mix method, this research analyzes the process of conveying messages from the costume structure, the content of the debate substance, and the role of new media that displays it. The data present the display of the costumes of the three presidential candidates in the 5th debate, the cirrus of the substance of the debate theme and public comments on the KPU RI YouTube, and the trends of the role of new media. This research conducted the data analysis map ussing Voyant.tools and ytcomment.kmcat.uk/. The results of this study show that First, the costumes of the presidential candidates in the drama of the debate show have elements of representation of cultural and political values. Second, the 5th presidential debate of the 2024 candidates showed a dialectical reality in the form of a stage drama related to the substance of the debate theme (social welfare, culture, education, information technology, health, and employment) with public comments on the YouTube platform. Third, new media has a role in transforming the dialectical reality of the debate event into a social drama in YouTube comments.
