Abstract

The use of smart cards and supporting devices to support the reform of urban public transportation does not stop at the ticket machine alone, as it has been successfully developed for the bus transit system Trans Jogja. The development is also aimed for the use of Prambanan Express train and Trans Batik Solo bus services, resulting in the integration of the three modes using a single smart card ticket. The smart card system needs to be improved so that the Student Identity Card of Gadjah Mada University is accepted and can be used as a smart card for the bus and train services. For short-term period, this study aimed to estimate the number of students who will use the Student Identity Card to buy Trans Jogja bus tickets, while for long-term period the results of this study can be used to provide direction for the development of Trans Jogja bus routes in the future. Survey was conducted through interviews with 500 students of Gadjah Mada University. The results indicate that there is a significant number of students who will use the bus service of Trans Jogja system, amounting to 890 people. For long-term period, the results suggest that the bus route development, based on the potential demand, should reach the north area of the Gadjah Mada University campus.Keywords: smart cards, urban public transport, bus tickets

Abstract

Abstract The use of cars by students, as a primary mode for commuting to and from school, has profound effects on school parking requirements and traffic congestion at the peak hour, especially if the school is located inside the residential area, such as Jemur Andayani, This paper aims to recognize the effect of the implementation of various potentials local area traffic management in reducing traffic congestion in Jemur Andayani residential area. The Trafik Plan to analyze eight potentials of local area traffic management. Schemes presents two alternative solutions to alleviate traffic congestion, consisting of opening which are open the access of the new bridge to reduce trip distance (alternative 4) and implementing several traffic lights to control traffic movement at the major intersections (alternative 8). Keywords: local area traffic management, trafikplan.

Abstract

Abstract Banyuasin Regency is a buffer zone of Palembang. Many of Banyuasin residents work in Palembang, and vice versa, causing a lot of travel between these two regions. The objective of this research was to study the characteristics of the transport, trip generation and attraction, as well as the traveling route in these two areas. Origin and destination interview surveys as well as the calculation of the traffic volume were conducted in this study, followed by the calculation of interaction and connectivity. These studies suggest that the purpose of travel is predominantly for work (30.1%) with a distance of more than 20 km. Generated trips consist of 178 private vehicles, public transport of 270 people, and 99 goods transport vehicles. While the attracted trips consist of 156 private vehicles, public transport of 298, and 116 goods transport vehicles. Only 12 districts have overland routes to Palembang while 7 others do not have a land route to Palembang. Keywords: buffer zone, origin and destination of trip, interaction, connectivity, route   Abstrak Kabupaten Banyuasin merupakan daerah penyangga Kota Palembang. Sebagian penduduk Kabupaten Banyuasin bekerja di Palembang, dan sebaliknya, sehingga banyak perjalanan di antara kedua daerah ini. Tujuan penelitian adalah mengkaji karakteristik transportasi, bangkitan dan tarikan perjalanan, serta rute perjalanan penduduk di kedua daerah tersebut. Pada studi ini dilakukan survei wawancara asal dan tujuan pergerakan serta perhitungan volume lalulintas, yang dilanjutkan perhitungan interaksi dan konektivitas. Hasil studi ini menunjukkan bahwa perjalanan didominasi untuk maksud bekerja (30,1 %) dengan jarak tempuh lebih dari 20 km. Bangkitan perjalan terdiri atas angkutan pribadi 178 orang, angkutan umum 270 orang, dan angkutan barang 99 kendaraan. Sedangkan tarikan perjalanan terdiri atas angkutan pribadi 156 orang, angkutan umum 298 orang, dan angkutan barang 116 kendaraan. Hanya 12 kecamatan yang mempunyai rute perjalanan darat ke Palembang sedangkan 7 kecamatan yang lain belum mempunyai rute darat ke Palembang. Kata-kata kunci: daerah penyangga, asal dan tujuan pergerakan, interaksi, konektivitas, rute

Abstract

Abstract Currently, the used of MKJI 1997 for road capacity analysis in Indonesia has been considered not relevant anymore with traffic condition, road infrastructure, and related regulation. It was strengthened in many previous researches. One of method to determine road capacity value is using microsimulation method. The objective of this research is to determine road capacity value using microsimulation method with VISSIM software for Indonesia case, especially in highway characteristic. The research result show that the capacity value in Highway increased 8% for Cawang-Tomang-Cengkareng (CTC) highway Km 5,4 and 5% for JKT-CKP (JKT-CKP) highway Km 38 than capacity value in MKJI 1997. The different capacity value also occur for different lane or the urban and interurban highway, which is in MKJI 1997 not be distinguished between that difference. Keywords: capacity, highway, microsimulation, VISSIM  Abstrak Penggunaan MKJI 1997 untuk analisis kapasitas jalan di Indonesia saat ini dinilai tidak relevan terhadap kondisi lalulintas, prasarana jalan, dan regulasi terkait. Hal ini dikuatkan oleh beberapa penelitian yang telah dilakukan sebelumnya. Salah satu metode penentuan nilai kapasitas jalan, yaitu dengan pendekatan mikrosimulasi. Penelitian ini bertujuan untuk menentukan nilai kapasitas jalan bebas hambatan di Indonesia menggunakan pendekatan mikrosimulasi dengan perangkat lunak VISSIM. Hasil penelitian menunjukkan terjadi peningkatan nilai kapasitas di ruas Jalan Tol Cawang-Tomang-Cengkareng (CTC) Km 5,4 sebesar 8% dan Jalan Tol JKT-CKP (JKT-CKP) Km 38 sebesar 5% dibandingkan MKJI 1997. Perbedaan nilai kapasitas terjadi antarlajur, dan antara jalan tol yang melalui perkotaan dengan yang melalui antarkota, di mana kedua hal ini tidak dibedakan dalam MKJI 1997 dalam nilai kapasitas dasarnya. Kata-kata kunci: kapasitas, jalan bebas hambatan, mikrosimulasi, VISSIM

Abstract

The current performance of the application of quality standards in the administration of road infrastructure is very alarming because the average level of achievements in the field is not greater than 50.0%. The average usage rate of the general Indonesian National Standard (SNI), related to building construction materials, and the specific SNI, related to civil engineering, in road infrastructure contract documents are not more than 30.0%. A logic model of monitoring and evaluation of SNI in the operation of road infrastructure was built in this study with a systemic, hierarchical, and comprehensive approach. The focus of this research is to determine the factors and variables in each subsystem, with monitoring and evaluation of SNI 03-3425-1994 (procedures for the implementation of a thin layer of asphalt concrete for highway) on the maintenance of national roads in Yogyakarta Special Region was selected as a case study. The results showed that the aspect acceptable, applicable, and user friendly are in pretty good category (50.0%-75.0%) but the portable aspect is in the unfavorable category (25.0%-50.0%). This result gives an indication that the socialization activities of SNI, which includes measures to recognize, acquire, and archive need to be improved in all units of stakeholders associated with road handling, including universities, so that in the future it will create communities with standard minded in the field of building construction materials and civil engineering. Also, there is a need to change the shape of SNI books pocket book shape, which makes it easier to take to the field.Keywords: implementation, monitoring, evaluation, Indonesian National Standard

Abstract

Abstrak Masalah-masalah yang timbul di dalam sistem transportasi memerlukan Matriks Asal-Tujuan (MAT) sebagai input utama yang merepresentasikan pola perjalanan pada suatu wilayah perencanaan. Metode untuk mendapatkan MAT dapat dikelompokkan menjadi Metode Konvensional dan Metode berdasarkan data arus lalu lintas (biasanya disebut Metode Tidak Konvensional). Metode Tidak Konvensional merupakan suatu metode estimasi yang cukup efektif dan ekonomis karena data utama yang dibutuhkannya adalah data arus lalu lintas yang untuk memperolehnya membutuhkan biaya yang murah, banyak tersedia dan mudah didapat. MAT yang dihasilkan dari data arus lalu lintas selanjutnya dapat dibedakan menjadi dua kondisi yaitu MAT pada kondisi saat ini dan MAT yang diprediksi untuk masa mendatang. Estimasi MAT pada kondisi saat ini digunakan sebagai input dalam memprakirakan MAT di masa mendatang. Salah satu cara yang dapat dilakukan adalah dengan memodelkan perilaku kebutuhan transportasi di dalam wilayah studi. Tujuan penelitian ini adalah melanjutkan pengembangan metode estimasi model kebutuhan transportasi berdasarkan informasi data arus lalu lintas, dalam meninjau faktor-faktor yang berpengaruh terhadap keakurasian MAT. Model yang dikembangkan selanjutnya di uji menggunakan data Kota Bandung dan sekitarnya. Hasil yang diperoleh menunjukkan bahwa MAT hasil estimasi menunjukkan tingkat kesesuaian yang tinggi terhadap MAT hasil pengamatan. Metode uji statistik yang digunakan adalah: Root Mean Square Error (RMSE), Mean Absolute Error (MAE), Normalised Mean Absolute Error (NMAE) dan Koefisien Determinasi (R2 dan SR2). Hasil penelitian menyimpulkan bahwa model GO selalu menghasilkan arus lalu lintas hasil estimasi yang terbaik. Jika dipertimbangkan beberapa kriteria tambahan, maka secara keseluruhan metode estimasi yang terbaik adalah kombinasi antara model GR dengan metode estimasi KTB. Disamping itu, dari hasil yang diperoleh, penggunaan metode pemilihan rute keseimbangan mempunyai pengaruh yang sangat signifikan jika dibandingkan dengan penggunaan metode all-or-nothing.Kata-kata kunci: model kebutuhan transportasi, arus lalu lintas, model estimasi, model gravity, model pemilihan rute

Abstract

Rail transportation is a mass transportation mode which needs high investment. Conventionally railway operation financing comes from government funds. However, the current financing of railway operation can come from the private sector. This is in line with Law No. 23 of 2007 stating that the private sector can play a role in railway operation, there should be a separation between the role of the regulator and the operator, and the elimination of monopoly in railway operations. The railway operations offered to the private sector could be through Public Private Partnership (PPP) scheme, which needs a set of criteria so that the project could benefit the government as well as the private parties. This study aims to develop criteria to be used as the base for decision making in the selection of PPP projects in the field of railways. These criteria are divided into two groups namely Must Criteria (Kriteria Utama) and Want Criteria (Kriteria Tambahan). The data used were obtained from interview involving some respondents The results show that the criteria for the selection of PPP consists of  30 sub-criteria including Must Criteria, 16 sub-criteria including Want Criteria, and 4 sub-criteria that do not belong to any of those groups. Kereta api adalah suatu moda transportasi masal yang penyelenggaraannya memerlukan investasi yang besar. Secara konvensional pembiayaan penyelenggaraan perkeretaapian bersumber dari dana pemerintah. Tetapi saat ini pembiayaan penyelenggaraan perkeretaapian dapat bersumber dari pihak swasta. Hal ini sejalan dengan Undang-Undang No. 23 Tahun 2007, yang menyatakan bahwa swasta dapat berperan dalam penyelenggaraan perkeretaapian serta adanya pemisahan antara peran regulator dan peran operator dan penghapusan monopoli dalam penyelenggaraan perkeretaapian. Penyelenggaraan perkeretaapian yang ditawarkan ke pihak swasta dapat melalui skhema Kerjasama Pemerintah Swasta, yang membutuhkan seperangkat kriteria sehingga kerjasama tersebut dapat menguntungkan pihak pemerintah maupun pihak swasta. Penelitian ini bertujuan mengembangkan kriteria yang menjadi dasar dalam pengambilan keputusan pemilihan proyek Kerjasama Pemerintah Swasta di bidang perkeretaapian. Kriteria-kriteria tersebut dibagi menjadi dua kelompok, yaitu Kriteria Utama dan Kriteria Tambahan. Data yang digunakan diperoleh dari wawancara dengan sejumlah responden. Dari penelitian ini diperoleh kriteria untuk pemilihan proyek KPS adalah 30 subkriteria yang termasuk kelompok Kriteria Utama, 16 subkriteria yang termasuk kelompok Kriteria Tambahan, dan 4 subkriteria yang tidak termasuk keduanya yang dapat digunakan sebagai kriteria pemilihan proyek Kerjasama Pemerintah Swasta.

Abstract

Jakarta and Jabodetabek area (Greater Jakarta) developed very rapidly in the last ten years. In addition, the development in this region led to the increased of motor vehicle ownership, particularly motorcycles. The growth in the number of vehicles that are not followed by the addition of a sufficient length of road causing traffic problems in the Jabodetabek area. Within about 10 years, travel time increased or travel speed dropped significantly in Jakarta. In addition, the implementation of several development programs, as results of the Study on Integrated Transportation Master Plan for the Jabodetabek (SITRAMP Jabodetabek) are not going according to plan, caused by weak legislation, lack of financial resources, difficulties in land acquisition, institutional constraints, and constraints in the implementation of traffic restrictions.Keywords: motor vehicle ownership, travel time, SITRAMP Jabodetabek

Abstract

Abstract The main factor in trip assignment models is the perception of trip makers about their travel costs. In real condition, trip makers usually do not obtain accurate information to estimate their travel costs.  Travel costs are usually expressed using a linguistic term, such like “travel time from A to B is about 10 minutes”, which can not be measured precisely (values with a specific range). Using fuzzy method, the ”about” condition can be formulated in the term of fuzzy set with a value having lower-bound and upper-bound boundaries. The set is called fuzzy-travel-cost. In this paper, the trip assignment using fuzzy-travel-cost is compared with that using the deterministic travel cost. The result shows that fuzy-travel-cost model gives a better result than the deterministic travel cost model.Keywords: trip assignment model, fuzzy-travel-cost, fuzzy-shortest-path
