Abstract

Dampak perubahan iklim dapat dirasakan secara global. Pulau Lombok merupakan salah satu pulau kecil yang mempunyai tingkat kerentanan terhadap perubahan iklim lebih besar dibandingkan pulau-pulau besar. Perubahan iklim dapat menyebabkan terganggunya ekosistem yang ada sehingga perlu adanya strategi mitigasi dan adaptasi terhadap perubahan iklim. Data dan informasi perubahan iklim merupakan data dasar yang penting untuk merumuskan strategi mitigasi dan adaptasi terhadap perubahan iklim. Tujuan penelitian ini adalah mendapatkan data dan informasi perubahan curah hujan, suhu dan tipe iklim serta menelusuri dampaknya terhadap ekosistem hutan di Pulau Lombok. Metode yang digunakan adalah analisis perubahan iklim (besaran, perubahan, distribusi spasial dan kecenderungan), dan analisis dampak perubahan iklim terhadap ekosistem hutan melalui analisis kesenjangan antara data terkini dan data histori. Hasil penelitian menunjukkan bahwa di Pulau Lombok telah terjadi perubahan iklim yang ditandai oleh perubahan kecenderungan curah hujan, suhu dan tipe iklim. Dampak perubahan iklim pada ekosistem hutan antara lain rusaknya ekosistem hutan mangrove, hilangnya jenis-jenis endemik, penurunan tutupan lahan, serta berkurangnya kualitas dan kuantitas mata air.

Abstract

Pressures from various interests towards Ngurah Rai Grand Forest Park have potential to trigger of damage on mangrove ecosystem. The study aims to identify the utilization of mangroves at Ngurah Rai Grand Forest Park by local communities; to identify internal and external factors of mangrove management; and to determine mangrove management strategies. Based on SWOT analysis, the two highest internal factors which become the strengths in mangrove management are the strategic location and the largest proportion of mangrove ecosystem in Bali. While, the internal factors that become the weaknesses are the existence of garbage, mud and the sedimentation in downstream area. External factors that become opportunities for mangrove management are among others, increasing number of tourists and the location that close to other tourist destination. The threats to its managementiclude the interest of certain parties which tend to reduce the existence and sustainability of mangrove forests and waste disposal from upstream areas. Five mangrove management strategies that should be implemented, namely: implementation and enforcement of clear rules; waste management and pollution control; raising awareness and education to local communities on the importance of environment; strategic development planning considering carrying capacity; tourism development that involves the community and local wisdom.

Abstract

Kawasan Wisata Alam Sangkima merupakan salah satu obyek wisata yang terletak di Taman Nasional Kutai yang memiliki kekayaan dan daya tarik yang beranekaragam sehingga prospektif untuk pengembangan ekowisata dengan obyek yang dapat dipasarkan kepada konsumen dalam dan luar negeri. Hal tersebut bisa memberikan keuntungan yang besar bagi TNK. Untuk melihat peluang ekowisata tersebut digunakan Analisa SWOT.Kawasan Wisata Alam Sangkima merupakan salah satu obyek wisata yang terletak di Taman Nasional Kutai yang memiliki kekayaan dan daya tarik yang beranekaragam sehingga prospektif untuk pengembangan ekowisata dengan obyek yang dapat dipasarkan kepada konsumen dalam dan luar negeri. Hal tersebut bisa memberikan keuntungan yang besar bagi TNK. Untuk melihat peluang ekowisata tersebut digunakan Analisa SWOT.

Abstract

Forest management systems formulated by forest concesion firm in Java was not suitable to manage production forest sustainably. This study tried to formulate production forest management system based on 9 (nine) groups of stakeholders' preferences. The objectives of this study were (1) to find out preferences of stakeholders on production forest management and (2) to formulate the production forest management system matching with stakeholders' preferences. The results of this study were as follows. , the stakeholders' preferences were: (1) rural people participate on production forest management activities. This can be brought into reality by placing empowerment as part of production forest management activities; (2)Rural people had a job continously on production forest management. This can be brought into reality by managing production forest multiculturally which products can be harvested yearly; and (3) Rural people participate on activities related to production forest management. This can be brought into reality by subjected them as the partner of forest concesion firm on private forest management, forestry production inputs and forest products industries. Second the production forest management system matching with stakeholders' preferences was multiculture production forest management system based on rural people empowerment which subjected rural people as the partner of forest concession firm on forest management, forest products industries and forestry production inputs.

Abstract

Indonesian government has enacted regulations requiring reclamation and rehabilitation activities on post coal mining areas. However, the evaluation related to the ecological restoration concepts is yet unavailable. This study aims to evaluate the regulations on rehabilitation and reclamation of post coal mining areas in Indonesia conforming on ecological restoration concepts. Employing desk study and content anaysis, this research focussed on three technical regulations concerning reclamation guidance and post-mining evaluation guidance, namely ESDM Decree  No 7 Year  2014, MoF Decree No P.60/Menhut-II/2009, and MoF Decree No P.4/Menhut-II/2011. Each regulation was comprehensively evaluated whether the regulation already regulates matters relating to ecological restoration criterias, such as biodiversity recovery, soil remediation, planting of local plants, bans on invasive plant species and monitoring and evaluation. The result showed that there was no regulation complying with all ecological restoration criterias. Meanwhile, all the regulations have mandated monitoring and evaluation after rehabilitation and reclamation activities. However, there was no regulation mandating prohibition on planting invasive plant species. In conclusion, regulations related to post coal mining rehabilitation and reclamation have not fully complied with the ecological restoration concepts, therefore improvement to that regulations are necessary.

Abstract

Forest functions as a provider of environmental services and non-timber forest products (NTFP) should be considered in the fiscal transfer mechanism of central and local governments. Thus, it is necessary to shift the direction of fiscal policy in the forestry sector from timber revenue to green fiscal policy. The preparation of the green fiscal policy framework requires a series of stages analysis: policy instruments, stakeholder and the role of scientists in the formulation of green fiscal policy. The objective of this study is to analyze the role and influence of scientists in green fiscal policy making. Scientists are expected to be a bridge so that the concept of green fiscal funding policy can be formulated and implemented based on scientific theories. This research was conducted in Jambi Province. Data collection and information was done through interview, observation and literature study. Data were analyzed using scientist classification matrix that influenced the policy making process based on the level of independence and its influence. The results showed that the role and position of scientists in green fiscal policy making is divided into the honest broker of policy alternative and advocate issues,. The influence of scientists is limited to the preparation of academic texts.

Abstract

One of the problems in Kubu Raya mangrove forest area is forest loss every year, this is due to conversion of mangrove forest land to settlements and illegal logging. The goal of this study is to obtain information about the role of mangrove forests and forest management policies. Plots were made at three places, each had ten sample of 10x10 m size for the inventory of trees with distance between plots of 50 m; sub plot in the plot were made, with the size  of 5x5 m for the inventory to sapling and 2x2 m  for the inventory of seedling.  The results showed that in the mangrove forests found 20 species with four dominant species Rhizophora apiculata, Bruguiera gymnorhyza, Sonneratia alba and Xylocarpus moluccensis that have great potential in mitigating global warming because mangroves are able to absorb large amount of CO,2 that is Rhizophora apiculata, Bruguiera gymnorhyza, Sonneratia alba and 2, that is Xylocarpus moluccensis. Total biomass of study sites was 438.79 tons/ha (equivalent to 219.53 tons C/ha or 805.68 tons CO/ha). Mangrove conservation needs to be done  holistically and cooperation  among the parties, including the Ministry of   2 Environment and Forestry, Ministry of Maritime and Fisheries Affairs and Local Government, in order to avoid overlapping policies.

Abstract

Pengelolaan sumberdaya alam dalam kawasan taman nasional tidak hanya cukup menyandarkan pada pendekatan teknis, tetapi bagaimana merumuskan dan menyusun kebijakan yang lebih terpadu (komprehensif), interdisiplin, dan berbasiskan kemampuan sumberdaya lokal dengan melibatkan semua stakeholder yang berkepentingan atas sumberdaya alam tersebut. Penelitian ini bertujuan untuk mendapatkan data dan penjelasan peluang diakomodasinya kepentingan masyarakat untuk meremajakan tanaman kemiri dalam kawasan Taman Nasional Bantimurung Bulusaraung (TN Babul) sesuai dengan peraturan yang berlaku. Penelitian ini dilaksanakan di Kabupaten Maros pada Kawasan TN Babul, Provinsi Sulawesi Selatan. Pengumpulan data dilakukan melalui studi dokumentasi dan wawancara kepada sejumlah informan kunci. Data dianalisis dengan teknik analisis isi (content analysis ) dan analisis deskriptif kualitatif. Hasil penelitian menunjukkan bahwa keinginan masyarakat untuk meremajakan tanaman kemiri dalam kawasan TN Babul sulit diakomodasi. Hal ini disebabkan oleh ketidak-konsistenan diantara kebijakan pemerintah yang ada (UU No. 5/1990, PP No. 28/2011 dan Permenhut No. P.56/2006). Untuk itu diperlukan revisi-revisi sehingga dapat diimplementasikan pada berbagai kondisi yang berbeda-beda.

Abstract

In the last three decades the forestry sector has given important contributi on to the government revenues, among others are recieved from forest royalty (PSDH) and reforestation fund (DR). To determine the impact of implementation of PSDH and DR policy on welf are the nelasticity of supply and demand of roundwood market and wood products market were determined, and use from previous study. Data use din this study was time series from year 1995 to year 2009. This study was concluded that increasing PSDH and DR separately will increase the price of roundwood, except the price of pulp wood of HTI, and will increase the price of wood products. An increased DR and PSDH at the sametime will increase the price of roundwood and wood products. Increased PSDH will encourage higher production of roundwood and wood products, except of plywood which was not much influenced by increased market prices. Increased DR will increase roundwood production, except the pulp wood of HTI. Increased DR will increase production of sawn timber. While increased DR and PSDH will simultaneously increase the production of roundwood from natural forest, construction wood and pulp wood from HTI as well as sawn timber and pulp product. Increased PSDH and DR will increase producer welf are and reduce consumer welf are of round wood

Abstract

Penggunaan alat-alat berat dengan teknologi tinggi dalam kegiatan pemanenan hutan tidak akan efisien bila diterapkan pada hutan tanaman, terutama hutan rakyat dan hutan tanaman rakyat. Lahan hutan yang tidak terlalu luas, letaknya tersebar dan terdiri dari beberapa jenis pohon (heterogen) serta sortimen kayu yang dihasilkan berukuran relatif kecil baik diamater dan panjangnya serta modal usaha kecil menjadi faktor pertimbangannya. Selain itu kemampuan dan pengetahuan petani hutan yang terbatas menuntut penggunaan alat pemanenan kayu yang sederhana, murah dan mudah dioperasikan tetapi menghasilkan produktivitas tinggi. Tenaga hewan merupakan salah satu alternatif yang dapat digunakan dalam kegiatan pemanenan hutan di Indonesia.Tenaga hewan sudah lama digunakan dalam kegiatan pemanenan hutan. Keunggulan sistem hewan cukup banyak, antara lain tenaga yang cukup besar, biaya murah, mudah dioperasikan dan lebih ramah lingkungan. Walaupun keunggulannya banyak, sistem hewan ini kurang berkembang di Indonesia. Oleh karena itu diperlukan kebijakan yang kuat dari pemerintah untuk mendorong penggunaan dan pengembangannya, mencakup aspek-aspek teknis, ekonomis, lingkungan, kelembagaan, penelitian dan pengembangan, pelatihan dan penyuluhan. Dengan kebijakan tersebut diharapkan penggunaan sistem hewan  dalam kegiatan pemanenan hutan dapat meningkatkan partisipasi dan kesejahteraan rakyat petani hutan sekaligus mencapai kelestarian hutan.
