Abstract

Drug cases from year to year show a graph of an increase, this can damage the nation, drug rehabilitation in its own way can rehabilitate it, in many drug rehabilitation places, one of the rehabilitation places in Riau Province is the Pekanbaru Sarasehan Foundation. This study aims to find out how to communicate interpersonally between counselors and residents, how to empathize with counselors and residents, how to support counselors to residents, how to have positive attitudes from counselors to residents and how to act with residents in drug rehabilitation at the Pekanbaru Sarasehan Foundation. This study uses a descriptive approach, and uses Social Penetration Theory. The subjects in this study were counselors and residents of the Pekanbaru Sarasehan Foundation. The technique for determining research subjects was using the Purposive Technique. In this study, there were 6 informants. The data collection techniques used were interview, observation, and documentation techniques. In addition, the technique of checking the validity of the data uses the Triangulation Technique and the Participation Technique. These results indicate that counselors and residents at the Pekanbaru Sarasehan Foundation use five aspects of Interpersonal Communication at the time of Rehabilitation counseling, the first aspect is guiding, counselors are seen to do pleasantries before proceeding to therapeutic methods and make good reports at the beginning of the meeting, and it seems that residents feel comfortable and familiar so that they are more open, the second aspect is empathy, the counselor is able to understand the situation faced by the resident, and does not judge the resident badly, the third aspect is a positive attitude, the counselor gives an assessment, when giving feedback and attention to the resident, the fourth aspect is a supportive attitude, support, enthusiasm, and support for residents and provide emotional motivation, to fellow colleagues, counselors, seen together, residents assume that the counselor is asking his friends. Abstract

There is a policy regulation from the Ministry of Finance on the management of regional tax administration which requires technical training for officers who manage regional tax administration and have differences in educational background and competence as well as changes and advances in education and information technology in managing regional tax administration. Therefore, the Pekanbaru City Regional Revenue Agency needs to hold technical training for its apparatus to support the competence of employees in managing regional tax administration. This study aims to describe the implementation of the development of the state civil apparatus through technical training and the factors that influence the implementation of technical training. The type of research used in this study is qualitative research with descriptive analysis. The informants in this study were 5 people. As for data collection techniques by means of observation, interviews and documentation. The results of this study show that the implementation of technical training held by the Pekanbaru City Bapenda is in good condition based on the theory of training indicators proposed by dessler. However, since the COVID-19 pandemic, the pekanbaru city bapenda has not carried out training due to limited apbd and does not have its own training infrastructure. Abstract

This study aims to find out how the Main Duties of Front Office Department Operators at Grand Rocky Hotel Bukittinggi. This study discusses the main duties of a telephone operator, starting from what are the duties of a telephone operator in general at Grand Rocky Hotel Bukittinggi, SOPs in becoming a telephone operator and which are the main tasks of telephone operators, both handling telephone requests, handling telephone calls, and handling telephone calls. telephone calls, handling waking guests, handling music/radio/VCD programs and serving E-mail delivery. This study uses a qualitative method, where the data obtained through interviews, observation and documentation. The results of the research conducted at the Grand Rocky Hotel Bukittinggi are sufficient to meet the existing standards, there are only a few indicators that differ between the theory and the Grand Rocky Hotel Bukittinggi. Abstract

The significance of the existence of this BK was originally to answer the needs of the current reforms that demand changes. The existence of this institution is very important and strategic in carrying out its duties and functions in order to realize a clean government. Many members of the council after being elected to the legislature work arbitrarily without anyone else caring, let alone supervising them, for example, rarely serve as members of the Council and rarely attend hearings or meetings, even though the issues discussed in those meetings are related to the interests of their constituents. which in this case is the people. In addition, in optimizing the implementation of the duties and functions of the DPRD, many council members (DPRD) after being elected as members of the legislature often fail to carry out their duties. The purpose of this study was to determine and analyze the role of the Honorary Board of the Pekanbaru City Regional House of Representatives in 2016-2019. The research method used in this study is a qualitative method. This type of research is descriptive. This research was conducted in Pekanbaru City. The role of the Honorary Board for members of the Pekanbaru City Regional House of Representatives 2016-2019. The results of this study are the role of the Honorary Board of the Regional People's Representative Council of Pekanbaru City in 2016-2019. The Honorary Board of the Pekanbaru City DPRD in 2016-2019 has handled (6) six cases of violations of DPRD rules and regulations by members of the Pekanbaru City DPRD, all of these cases have been handled by the Honorary Board in accordance with applicable regulations. Supporting and Inhibiting Factors for the Role of the Honorary Board of the Pekanbaru City Regional House of Representatives 2016-2019. There are 5 (five) internal factors that hinder the implementation of the duties of the Honorary Board of the Pekanbaru City DPRD. There are two external factors that become obstacles faced by the Honorary Board of the Pekanbaru City Regional People's Representative Council. The conclusion of this research is the implementation of the role of the Honorary Board of the Pekanbaru City Regional House of Representatives in 2016-2019. Abstract

Grand Jatra Hotel Pekanbaru is a five-star hotel in the middle of the city and Grand Jatra Hotel Pekanbaru produces various types of food dishes, from main courses to desserts, one of which is pastry. Before doing pastry production, there must be a procedure in the management of pastry raw materials first. The management of raw materials is a sequence before carrying out the production process of a food product. With that, this study aims to find out how the processes and constraints that occur in the Management of Pastry Raw Materials at the Food and Beverage Department of Grand Jatra Hotel Pekanbaru. The study used descriptive qualitative methods to analyze data using data collection techniques based on observation, interviews and documentation. Raw Material Management includes management in forecasting pastry production raw materials to time management of pastry raw materials in the process of ordering, using, to arrive at the warehouse. Based on the results of the study, it can be concluded that in the process of Managing Pastry Raw Materials has not run perfectly, there are still often misunderstandings between suppliers and purchasing parties. Abstract

The enactment of Law Number 6 of 2014 concerning Villages is a great opportunity for the Village to progress, the Village which has been known as an area that is lagging behind in all aspects and a contributor to a fairly high poverty rate. The implementation of the OVOP Program in Indonesia itself still has many problems, including the absence of a clear policy regarding sanctions for regions that do not implement this program and the unclear structure of the responsibility relationship and division of roles. This study used the management theory of the government according to George Terry. The management of the government has four functions, namely planning, organizing, implementing, and supervising. This research was qualitative. With descriptive qualitative method. This research took place in Desa Benai Kecil Kecamatan Benai Kabupaten Kuantan Singingi. The results showed that the Desa Benai Kecil Government in the One Village One Product (OVOP) Program in Desa Benai Kecil did not run well. Judging from the functions of Government Management according to George Terry, namely planning, organizing, implementing, and monitoring that do not work properly. This can be seen from the poor planning that was made, the division of roles and responsibilities that were not clear and firm, the objectives of the OVOP program being implemented in Desa Benai Kecil were not achieved, etc. Keywords: OVOP Planning, OVOP Organizing, OVOP Implementation

Abstract

Political participation is essentially a measure to determine the quality of a citizen's ability to interpret a number of symbols of power into personal symbols. Women are often seen as second-class creatures who prioritize feelings, so that their participation in politics is predicted to have poor performance. However, feminism is increasingly aware of the importance of equality between men and women in every aspect of life, including in politics. This awareness emerged as a driving force for women to actively participate in politics. There are various factors that affect women's political participation in participating to join politics both as voters and elected people. The problem in this study is to find out the factors that influence women's political participation in the 2020 election for the Regional Head of the Regent and Deputy Regent of Bengkalis Regency. This research method is qualitative with descriptive analysis. Collecting data using interviews and documentation. This research was conducted in Bengkalis Regency. The result of this study is that participation results show an increase in the number of women's political participation in the 2020 Regional Head Elections (Pilkada) in Bengkalis Regency. Of the 3 indicators of factors that influence women's political participation as follows: (1) sociological factors, through aspects of religion, gender/gender equality, ethnicity, social class, place of residence, employment and education, the dominant background is gender equality as a driving force women's community to vote for female candidates. (2) economic and rational factors, there is a political dowry that is carried out by the candidate and his successful team to attract the hearts of prospective female voters in exercising their voting rights. (3) psychological factors, through aspects of political trust, trust in candidates, trust in issues and political awareness, factors that greatly influence women's political participation, namely from the aspect of political awareness through the encouragement and strategy carried out by the Bengkalis Regency KPU. Abstract

Tourism development is one way or effort to develop and advance a tourist attraction to make it better and more attractive both in terms of place and in terms of the objects in it. Tourism development is one component of national development which has the aim of developing an area. In encouraging village development and optimizing village assets, the Regency Government gives authority to the Village Government to manage its area independently, one of which is through economic institutions at the village level, namely Village Owned Enterprises (BUMDes).The aims of this study were to (1) describe the strategy of BUMDes Aur Kuning in developing Timbang Bunga Bride lake tourism in Sungai Sorik Village, (2) to find out the inhibiting factors for BUMDes Aur Kuning in developing Timbang Bunga Bride lake tourism in Sungai Sorik Village. This study uses a qualitative approach with a descriptive method. The location of this research was conducted in BUMDes Aur Kuning Sungai Sorik Village and data collection techniques were carried out by interview and documentation.The results of the study concluded that the strategy of BUMDes Aur Kuning in developing Timbang Bunga Bridal lake tourism in Sungai Sorik Village consisted of several strategies, namely technology strategies, innovation strategies, and operating strategies. However, in the implementation of this strategy, not everything is running optimally. There are several things that are inhibiting factors for BUMDes Aur Kuning in the development of Timbang Bunga Bridal lake tourism, namely the lack of tourist support facilities, lack of public awareness of the potential of village tourism, and the lack of third parties in supporting the development of tourism objects. Keywords: Strategy, Tourism Development, BUMDes

Abstract

The Bung Hatta Birth House Museum, Bukittinggi City, West Sumatra Province is one of the relics and from one of the Proclaimers of the Republic of Indonesia, namely Mohammad Hatta. Being one of the legacies of one of the Proclaimers of the Republic of Indonesia, it is necessary to evaluate Component 4A (Attraction, Amenities, Access, Ancillary) as a tourism product from one of the cities of Bukittinggi to be able to attract and increase visits. Feedback is one way to get a visitor's opinion on a tourist attraction visited. This study was conducted to find out how visitors respond to Component 4A (Attraction, Amenities, Access, Ancillary) at the Bung Hatta Birth House Museum, Bukittinggi City, West Sumatra Province. This study uses a quantitative method with 99 samples that have been processed by the author based on the population of the last year. The data collection technique used by the author is in the form of observations, questionnaires, documentation and uses a Likert scale as a measuring tool. Based on the results of the research, visitor responses regarding Component 4A (Attraction, Amenities, Access, Ancillary) at the Bung Hatta Birth House Museum, Bukittinggi City, West Sumatra Province, were in the very good category. Abstract

This study aims to determine the causes of conflicts that occur between the village head and the village consultative body and see the pattern of relationships, namely the pattern of partnership, consultation and coordination in the implementation of infrastructure development in Koto Inuman Village in 2019-2020. This study uses a qualitative research method with a descriptive type of research, which can be interpreted as a problem solving process that is investigated by describing the state of the research subject based on the facts that appear during the research which is then continued based on existing theories. The presence of the village consultative body in the village government as its function and authority is expected to be able to realize a system of checks and balances in village development planning. The pattern of parallel relations between members of the village deliberative body and the village head as regulated in laws and regulations turns out to be in its implementation colored by practices of work relations that are less harmonious and lead to conflict and manifest a tendency for the village head to dominate over the village consultative body in village development. , which leads to the patron-client theory in which the patron holds higher power than the client. In this study the village head becomes a patron or has power and the village consultative body as a client or subordinate who must accept whatever is determined and given by the village head must be obeyed and accepted by the village consultative body. This is contrary to what should be, where the village head and the village consultative body are working partners and have an equal position which is clearly stated in Law Number 14 of 2014 concerning Villages and Regional Regulation of Kuantan Singingi Regency Number 4 of 2017 concerning Management and village government article 145 paragraph 1 states that the working relationship between the village consultative body and the village government is equal and becomes a partner in the administration of village governance. The conclusion in this study is that the working relationship that should run in harmony with the pattern of partnership, consultation and coordination leads to the domination and exploitation of the village head against the village consultative body which results in disharmony in the implementation of infrastructure development in Koto Inuman Village.
