Abstract

Air pollution is one of the problems regarding poor air quality, most air pollution is contributed by motorized vehicles, the use of fuel oil used by motorized vehicles is the main cause of air pollution. According to Indonesian data, 70% of contributors to air pollution in Pekanbaru are motorized vehicles. The Pekanbaru city government is given the challenge to realize electric vehicles in the Pekanbaru community regarding the use of electric vehicles, and the government needs to collaborate in the development of electric vehicles to reduce air pollution. In this case, the researcher aims to describe collaborative governance in the use of electric-based motorized vehicles in Pekanbaru in 2022. In achieving this research objective, the researcher used Ansell and Gash's theory about Collaborative Governance. The research method used was a qualitative method by explaining descriptive data, then the research location was in Pekanbaru city government office, Riau Province Energy and Mineral Resources (ESDM) Service, and PLN WRKR Pekanbaru. The research results found that the collaborative process carried out by the Pekanbaru government regarding the use of electric vehicles was going well. Steps such as price reductions, tax cuts, and collaboration between the Pekanbaru city government, PLN WRKR, the ESDM Department and two other stakeholders. However, Collaborative governance is not yet fully running well because some Pekanbaru people do not fully understand the benefits of electric vehicles, each party involved in the collaboration coordinates with each other, therefore the author draws the following conclusions Collaborative Governance in the use of electric-based motorized vehicles in Pekanbaru in 2022 it is said to have been successful. However, it is not yet running optimally because there are still factors that hinder the use of electric-based motorized vehicles in Pekanbaru. Abstract

This study aims to describe the Management of the Seven Regional Tax Blessings Program in Increasing Taxpayer Compliance by UPT Samsat Simpang Tiga Riau Province Pekanbaru City in 2023, this study uses George Terry's theory. This study uses a qualitative method with a descriptive research type, this study was conducted in Pekanbaru City with the main location being UPT Samsat Simpang Tiga Riau Province. The types of data used in this study are primary data and secondary data, the data sources used are from UPT Samsat Simpang Tiga Riau Province with 4 informants. The data collection technique was carried out by interview, then by documentation. The data analysis technique used in this study was by collecting data first, after collecting the data obtained, the researcher analyzed the data, then described the data and finally drew conclusions. The results obtained in this study contained 4 indicators carried out, namely Planning, Organizing, Actuating, and Controlling. The findings in this study are that the management of the 7 Regional Tax Blessings Program carried out by the UPT Samsat Simpang Tiga Riau Province was carried out smoothly, and this activity provided satisfaction and positive benefits to the community. Abstract

Indonesia as one of the archipelagic countries in Southeast Asia that has various maritime security dynamics has actively participated in maritime cooperation between coast guards called the ASEAN Coast Guard Forum (ACGF). Therefore, this paper will examine the factors driving Indonesia's participation in the ACGF represented by Bakamla RI despite being active in other maritime security cooperation. To answer this question, we will use a qualitative method with data collection techniques through document analysis sourced from Bakamla RI, and supported by books, journals, articles, and other official documents. This research also uses the perspective of Neo-realism with the theory of Maritime Security and the concept of National Interest, which is related to defense interests. The results of this paper show that Indonesia's interest in participating in the ACGF is due to maritime defense interests due to maritime security threats such as transnational crimes that appear in Indonesian waters and maritime defense as one of the pillars in Indonesia's vision, namely the vision of a world maritime axis. Abstract

The Kampar Regency Government, particularly the Regional Secretariat, implements employee discipline to improve the quality of ASN. The purpose of this research is to describe the factors influencing the indiscipline of State Civil Apparatus (ASN) in the Regional Secretariat of Kampar Regency in 2022 and to describe the efforts of the Kampar Regency Government in enhancing the discipline of State Civil Apparatus (ASN) in the Regional Secretariat of Kampar Regency in 2022. The method used in this research is qualitative, with a descriptive research approach, and the research location is in Kampar, Riau Province, specifically at the District Secretariat Office. This research uses two types of data, namely primary data and secondary data. The data collection techniques used are interviews and documents, while the data analysis technique involves describing phenomena, classifying them, and examining how the emerging concepts are interconnected. The findings obtained in this study are that there are 3 indicators of work discipline, namely Time Discipline, which includes implementing an electronic attendance system, a 5% deduction from TPP per day if. Regulatory Discipline refers to adherence to working hours, work ethics, standard operating procedures (SOP), and Responsible Discipline pertains to the accuracy of tasks performed by ASN, along with sanctions imposed on ASN who are not accountable for their performance. Abstract

This research analyzes Indonesia's efforts to carry out educational diplomacy in the Southern Thailand region after the Covid-19 pandemic within the scope of 2022 until 2023. Covid-19 has caused delays in several cooperation programs carried out by the Indonesian Government through the Consulate of the Republic of Indonesia (KRI) in Songkhla as Indonesian representative. Educational cooperation programs carried out by Indonesia and Southern Thailand, such as scholarships, student exchanges, and others, experienced setbacks during the pandemic. In 2022, KRI Songkhla will again make efforts to improve educational cooperation programs through several programs such as reopening scholarships, teaching programs, outreach and activities that support the re-creation of good cooperation. This research uses qualitative methods, with data collection techniques through literature studies sourced from several annual reports, journals, articles and websites. This research use the diplomacyn theory. The results of this research show the effects of the improvement efforts made by KRI Songkhla in educational cooperation in the Southern Thailand region, such as the reopening of the Indonesian Arts and Culture Scholarship which welcomed back 8 (eight) Southern Thai students and the re-introduction of face-to-face teaching programs. Abstract

The great forest park of sultan sharif hashim in riau has the potential of ecotourism. Ecotourism principles such as preserving biodiversity, participation of local communities, environmental education, and economic benefits to communities are discussed in this study. A qualitative study is conducted with interviews, observation, and document analysis. The results showed that despite the challenges, the principle of ecotourism has been applied. Community participation continues through training and empowerment, while conservation efforts such as reforestation and habitat maintenance are well underway. Various activities are also used to carry out ward education programs. The increased local incomes involved demonstrate positive economic effects. As a result, the principle of ecotourism in tahura sultan sharif hashim can help with the conservation and welfare of the community, provided that problems are overcome through continued cooperation Keywords: Environmental Conservation, Local Community Participation, Economic Benefits, Tourism Management

Abstract

Indonesia is one of the countries that has a waste problem because the population in Indonesia is very high which ranks 4th largest in the world. Based on the Central Statistics Agency (BPS), Pekanbaru has an area of ± 632.27 km2 and the population of Pekanbaru city in 2021 amounted to 1,117,359 people with a waste production of 132,232.49 tons with details of 365.23 tons entering the Final Processing Site (TPA) every day. This research is descriptive research with a qualitative approach. The type of data is primary data, namely informants and secondary data, namely research support data. Data collection techniques were carried out by means of interviews and documentation. This research uses Ansell and Gash's Collaboration by looking at 5 indicators of the collaboration process. The results of this study indicate that the pentahelix collaboration process between the Pekanbaru City Environment and Hygiene Office with Private, Academics, Community, Society and Media has not been optimal because the process in Ansel and Gash's theory has been carried out but the process is not going well, so that the temporary results obtained are not maximized in the collaboration process. Abstract

The Golongan Karya Party (Golkar) is the oldest and largest political organization in Indonesia, with an extensive network of cadre development spread across all regions of the country. The issue in this study isthat Golkar Party experienced only a slight increase in votes and seats in the 2024 Pekanbaru City Regional Legislative Election, gaining only 8.116 more votes (from 46.252 votes in 2019 to 54.368 votes in 2024) and ones additional seat (from 4 seats in 2019 to 5 seats in 2024). This raises concerns and presents a challenge for Golkar, being a large party with many members and a strong supporter base. The purpose of this research is to describe the dynamics of Golkar Party’s vote acquisition in the 2024 Pekanbaru City Regional Legislative Election and to identify the factors influencing these dynamics. This research applies the theory of party institutionalization proposed by Basedau and Stroh (2008), which includes Roots in Society, Autonomy, Level of Organization, and Coherence. The study employs a descriptive qulitatve research method, with primary and secondary data as the main sources. Data collection techniques include interviews and documentation. The data analysis techniques used are Data Reduction, Dta Presentation, and Conlusion Drawing. The research results show that Golkar Party has made efforts to implement the indicators of party institutionalization. However, these efforts werw not fully optimilized, leading to fluctuations in Golkar Party’s vote acquisition in the 2024 Pekanbaru City Regional Legislative Election. The influencing factors include both internal and external factors. Internal factors involve Golkar Party’s internal performance during the election process, form the selection of legislative candidates to campaigning. External factors include the Sainte-Lague Divisor system and shifts in the number of voters who remain pragmatic. Abstract

Sexual violence is any act in the form of coercion or threats to have sexual intercourse, torture or sadistic acts, and leaving women after committing sexual violence. Sexual violence is related to Sustainable Development Goals (SDGs) number 5, namely Gender Equality. The causes of sexual violence include lack of education about women's rights, public discomfort, economic conditions, discrimination against women. The research objective is to describe the role of the Office of Women's Empowerment, Child Protection and Community Empowerment (DP3APM) in preventing and handling cases of sexual violence against women in Pekanbaru City in 2021-2023. The theory used is the role theory of Ryass Rasyid with 3 indicators 1) regulator, 2) dynamizer, and 3) facilitator. The method in this research uses a qualitative approach and descriptive qualitative research type. The results of this study are based on Riyas Rasyid's theory seen in the regulator indicator, the agency has not yet established a Decree (SK) in the formation of a task force for the prevention and handling of sexual violence against women. From the dynamic indicator, it can be seen that the agency has carried out socialization, but it is more focused on the crime of trafficking in persons (TPPO). In the facilitator indicator, the agency's role in providing services has been carried out, but it still lacks human resources in carrying out its duties. The conclusion of this research is that the role of DP3APM Pekanbaru City is still not optimal in preventing and handling sexual violence against women, as can be seen from the regulator, dynamizer and facilitator indicators. Abstract

Climate change has become a global issue, affecting countries around the world, such as Sweden. There are adverse impacts that occur continuously due to climate change, so a social movement called Fridays For Future (FFF) emerged through a strike for the climate, the movement moves for climate change awareness action and demands policy makers to comply with the Paris Agreement. This research discusses how the efforts made by the FFF activist movement in dealing with climate change that occurred in Sweden. This research uses qualitative methods, data obtained from official websites, journals, books and interviews conducted with FFF activists. To analyze the data, the author uses Nelson Pichardo Almanzar's new social movement theory. The research shows how FFF responds to climate change in Sweden. FFF uses non-violent direct action in the form of climate strikes as its main strategy. In Sweden, FFF has succeeded in realizing the demands of encouraging the government to be aware of climate change through forming climate policies. Until now, FFF still continues to make efforts and improve strategies until its goals are achieved. Keywords: Fridays For Future (FFF), New Social Movement, Climate Change, Paris Agreement.
