Abstract

This research is motivated by the partnership between the Pekanbaru City Environment and Cleanliness Agency and the private sector in waste transportation, which aims to understand how the public-private partnership in waste transportation works, as well as to identify the factors hindering the public-private partnership in waste transportation using Leonhardt's theory of public-private partnership principles. This research uses a qualitative method with a descriptive approach, as well as primary and secondary data. The research results show that based on Leonhart's theory of public-private partnership principles, this partnership is functioning well in several indicators. On the transparency indicator, a mechanism for monthly routine reporting and data matching between both parties has been implemented. On the negotiation indicator, the initial agreement before the contract signing indicates that the negotiation process is proceeding well. The monitoring indicators have also been implemented with the presence of supervisory assistant teams, daily reports, and the use of global positioning system (GPS) technology. The indicator of role equality is functioning well, as evidenced by the clear division of tasks between the government and the private sector. However, on the commitment indicator, there are obstacles such as delayed payments to the private sector and the lack of facilities and infrastructure at the final disposal site (TPA), which hinder the waste transportation process. In addition, this study found several hindering factors in this partnership, including low public awareness of waste disposal times, the limited number of temporary waste disposal sites (TPS), the lack of heavy machinery at the final disposal site (TPA), and the presence of independent parties who collect waste in an uncoordinated manner. Abstract

This study aims to determine how the use of political marketing strategies carried out by Azhari and Yohanes in facing the Kampar Regency Election in 2024. So that the votes increase, This study uses a qualitative research method with a descriptive approach. Data collection techniques are carried out by in-depth interviews, literature studies, and documentation. Analyzed using data reduction, data presentation and drawing conclusions. The results of this study indicate that the political marketing strategy carried out by Azhari and Yohanes is in line with the Adnan Nursal theory approach model, namely 3P which is structured and directed properly.This study aims to understand the influence of the implementation of the elimination of the motor vehicle testing levy on its services at the Agam Regency Transportation Office. This research was conducted with a qualitative descriptive approach. By using the main theory, namely the theory of policy implementation by Charles O Jones with 3 indicators, namely Organization, Interpretation and Application of policies. he political marketing strategies used by Azhari and Yohanes include. First, pull marketing, namely through Instagram, Facebook, and Tiktok. Second, push marketing by holding meetings with the community. Third, pass marketing by inviting local figures to support Azhari and Yohanes. The results of the study show that community segmentation, technological advances and local figures, internal aspects, external aspects are supporting factors in the P-DIP Party's marketing strategy process. There are also several obstacles in the political marketing process carried out by the P-DIP Party, including the lack of a mass base and the lack of networks with other major parties. Abstract

Law Number 7 of 2017 Article 1 Paragraph 17 regulates that "the Election Supervisory Body (Bawaslu) as an election organizing institution throughout Indonesia" has the authority to, among other things, supervise the implementation of election stages, receive reports of alleged election/regional election violations, and follow up on findings or reports to authorized agencies. Supervision carried out by independent institutions and community supervision to realize the main objectives of the election itself. This is known as participatory supervision. Participatory supervision is contained in Bawaslu Regulation No. 2 of 2023. This study aims to determine how the implementation of the participatory supervision program of the Pekanbaru City Bawaslu in 2024 and the obstacles faced. This study is a study that uses a qualitative method presented descriptively based on secondary and primary data using data collection techniques through interviews and documentation. The data analysis techniques used are data collection, data reduction, data presentation and drawing conclusions. This study is based on the participatory supervision theory put forward by Suswantoro. The indicators of participatory supervision consist of limited, broad and issue-based participatory supervision models. The results of this study indicate that in the implementation of the participatory supervision program, Bawaslu Pekanbaru City has a superior program, namely the participatory supervision socialization program. There are three types of participatory supervision discussed, namely limited, widespread and based participatory supervision. Each indicator has its own strategy to improve the participatory supervision socialization program. Abstract

This research is aimed at analyzing the impact of service quality and the café atmosphere on consumer satisfaction at Kafe Pondok DPR Kota Sibuhuan, both partially and simultaneously. The method used in this research is a quantitative approach with data collection through the distribution of questionnaires to 99 respondents who are consumers of Kafe Pondok DPR Kota Sibuhuan. The sampling technique used is accidental sampling. Data processing was carried out using SPSS software version 22.0. The analysis results show that service quality has a significant impact on customer satisfaction. Additionally, the café's ambiance also proves to have a significant effect on customer satisfaction. Simultaneously, both variables, namely service quality and café ambiance, have a positive and significant impact on customer satisfaction at Kafe Pondok DPR Kota Sibuhuan. Abstract

This research analyzes the motivations of Indonesia and Japan in implementing the Government-to-Government (G to G) scheme within the framework of the Indonesian-Japan Economic Partnership Agreement (IJEPA). With the ratification of the Memorandum of Understanding (MoU) between JICWELS and BP2MI, the G to G scheme serves as a mechanism for Indonesia and Japan to facilitate the deployment of Indonesian migrant workers (PMI) to Japan, specifically for careworker and nurse positions. This study examines the underlying interests of both countries in implementing the G to G IJEPA scheme. This research employs a qualitative descriptive analysis method. To examine Indonesia and Japan’s motivations, the study applies the bilateral labor cooperation theory. Data collection was conducted using primary sources through interviews with KP2MI/BP2MI, BP3MI Riau and secondary sources from academic journals, official websites of MOFA Japan, KP2MI/BP2MI, and other relevant institutions. The findings indicate that Indonesia is driven by interests to reduce unemployment, optimize the utilization of underemployed nursing personnel to enhance the quality of its human resources. Meanwhile, Japan aims to address labor shortages, particularly in the caregiving sector, as a result of demographic challenges and a growing elderly population. Abstract

This research refers to Law Number 2 of 2011 on Political Parties and Law Number 7 of 2017 on General Elections for the People's Representative Council (DPR), the Regional Representative Council (DPD), and the Regional People's Representative Council (DPRD). However, in practice, the political rights equality between men and women still needs to be improved. This is evident in the Great Indonesia Movement Party (Gerindra) in Pekanbaru, which, despite having many female cadres, has only one female representative in the Pekanbaru City DPRD in 2024, who comes from the Gerindra Party faction. This research method uses a qualitative approach with data collection techniques in the form of interviews, documentation studies, and literature reviews. The data analysis technique used is descriptive analysis. This study uses the theory of the model of recruitment by Pippa Norris and internal and external factors by Drude Dahlerup, to analyze the representation of women in the Great Indonesia Movement Party in the Pekanbaru City DPRD in 2024. The results of the study indicate that, through the analysis of the recruitment model, it is implemented openly and democratically in accordance with the applicable legal system. In addition, by considering internal factors, the Great Indonesia Movement Political Party (Gerindra) has conducted political education and cadre meetings. However, some political activities carried out tend to be general in nature and have not focused enough on increasing women's representation in the Pekanbaru City DPRD. External factors also show that prospective legislative candidates experience obstacles and challenges, especially in terms of forming a successful team. This is a challenge for the Gerindra Party to measure the electoral potential of female candidates who are not yet optimal in showing initiative and ability to build external support in fulfilling women's representation in the Pekanbaru City DPRD. Abstract

The regent working and having an office in the village (Bujang Kampung) program is an initiative of the Siak Regency Government to improve access and quality of health services in remote areas. This program offers free health services, including specialist doctors, but faces several challenges such as a lack of specialist doctors, limited implementation time, less effective outreach, and a budget that was not allocated well at the beginning of the year. This program has also received the attention of the Indonesian Ombudsman and is dealing with high rates of diseases such as Dengue Hemorrhagic Fever (DHF) and Acute Respiratory Infections (ARI). This study uses a descriptive qualitative method, with the determination of informants using purposive sampling techniques, with the theory of government strategy by Geoff Mulgan (2009) with indicators of purpose, environment, directions, actions, and learning. This study explains the strategy of the Regent and Deputy Regent in implementing the Regent Working and Having an Office in the Village (Bujang Kampung) of Siak Regency in 2023. The results of the study show that the Regent and Deputy Regent of Siak issued Regent Regulation No. 6 of 2024 concerning the Implementation of Public Services through the Bujang Kampung Program (Regents Working and Having Offices in Villages). Several strategies implemented include intensive communication between agencies, budget optimization through ORGANISASI PERANGKAT DAERAH (OPD) operational funds, and the launch of the "Siak Melesat" mobile health service. The government also integrates health education, encourages the active role of village officials, and establishes partnerships with companies through CSR such as PT BSP and PT RAPP which provide Supplementary Food Provision (PMT) assistance. New strategies include a participatory approach, local technology, and an integrated service model, with a focus on innovation and continuous improvement. Abstract

Gigades.id is a digital platform developed by PT. Phoenix Kreatif Digital to improve the quality of village services through information technology. This website serves as an online public service medium that facilitates community access to information and document processing. This study aims to describe the evaluation of village services through the Gigades.id website in Pulau Banjar Kari Village in 2023. The study uses a descriptive qualitative approach with data collected through interviews and documentation. The findings show that in the context aspect, the website aligns with the digital service needs, but the readiness of village officials and the community is still low. In the input aspect, the main obstacles include limited human resources, lack of training, and minimal budget allocation. In the process aspect, service implementation is not yet optimal due to limited socialization, insufficient operator training, poor internet access, and underutilized service features. In the product aspect, only a portion of the community has felt direct benefits. Although positive impacts exist, they have not been widely felt. These findings highlight the need for improved human resources, stronger infrastructure, and broader socialization to ensure more effective and equitable village services through Gigades.id. Abstract

The phenomenon of the work culture of the Tualang Village apparatus at the Tualang Village Headman's Office has not been fully implemented. The current work culture still faces various obstacles, especially in the field of government. These obstacles hinder the formation of a disciplined, professional, and service-oriented work culture. As a result, the work culture of the apparatus is not optimal and services to the community are less than optimal. This condition shows that work culture is one of the main factors influencing public services. Therefore, the formation of a good work culture is very important in the work environment, because the community places great hopes and trust in the government in providing public services. This study aims to determine the work culture and factors that influence the work culture in improving public services at the Tualang Village Headman's Office using the work culture theory according to Taliziduhu Ndraha. The research method used is a descriptive qualitative method. The type of research data is primary data obtained from interviews with research informants and secondary data obtained from documents related to the research topic. Data collection techniques through interviews and documentation. The results of the study indicate that the work culture of village officials seen from the habit of carrying out main tasks and functions and discipline is not yet effective because there are still differences between the behavior of village officials in carrying out their responsibilities. Regulations that are not yet consistent and sanctions are still found so that discipline and professionalism have not been optimally formed. Cultural values and organizational values in Tualang Village support each other in creating an ethical, productive, and sustainable government by maintaining a balance between tradition and modernity. Several factors that influence the less than optimal work culture of Tualang Village officials include discipline factors, education and training factors and facilities and infrastructure factors. Abstract

This study aims to determine the work coordination and obstacles in the work practices of receptionists and room attendants at Hotel Tjokro Pekanbaru. The research method used is a qualitative method with data collection techniques through interviews and observations. The results of the study indicate that the work coordination between employees and reception staff with room attendants at Hotel Tjokro Pekanbaru has been running well, but there are still obstacles faced that have an impact on guest complaints and operational efficiency. Therefore, this study recommends improving the work coordination of receptionists and room attendants at Hotel Tjokro Pekanbaru through training and development as well as regular monitoring and evaluation so that reception staff and employees with room attendants at Hotel Tjokro Pekanbaru better understand work coordination and how to improve it.
