Abstract

This study aims to analyze the efforts of the Pekanbaru Class I Immigration Office in handling illegal immigrants from Bangladesh. The research method used is a qualitative approach with data collection techniques through interviews and field observations. This study utilizes public policy theory because it can explain how government policies, particularly those related to handling illegal immigration, are formulated, implemented, and evaluated. The results show that the Pekanbaru Immigration Office has taken various strategic steps, such as strengthening immigration supervision at regional entry points, collaborating with other law enforcement agencies, and increasing early detection through patrols and document checks. In addition, the immigration office also carries out administrative immigration actions, such as detention and deportation of illegal immigrants proven to have violated statutory provisions. Therefore, cross-sectoral synergy and increased institutional capacity are needed to address the problem of illegal immigration more effectively and sustainably. Abstract

Supervision of conversion forest areas aims to monitor and control changes in forest function to other land uses, such as plantations, settlements, or industry. The problem of this research is the conversion of converted forests to oil palm plantations in HPK forest areas. To address this problem, the Riau Province Environmental Agency (DLHK) has conducted patrols, outreach, and supervision of oil palm plantation companies that do not comply with regulations. The purpose of this study was to determine the supervision of the Environment and Forestry Service (DLHK) regarding oil palm plantation land conversion in the forest area of Tapung Hulu District, Kampar, in 2023-2024. Second, to identify factors hindering the Environment and Forestry Service's (DLHK) supervision of oil palm plantation land conversion. This research was conducted in Pekanbaru, specifically at the Riau Province Environmental and Forestry Service office. This study employed qualitative research methods, based on the theory of T. Hani Handoko, who outlined that the monitoring process has five indicators: establishing implementation standards, determining activity implementation measurements, measuring activity implementation, comparing implementation with implementation standards, and taking corrective action if necessary. Two data sources were used: primary and secondary data. Primary data was obtained through interviews and documentation. Secondary data was obtained through several reference sources, including books, journals, theses, regulations, social media, and official websites. The results of this study indicate that monitoring is not yet fully effective. This requires further improvement, including the monitoring function and following up on individuals in oil palm plantations who violate rules and regulations. Abstract

Based on Siak Regent Regulation Number 7 of 2024 concerning the Implementation of Public Service Malls, it was stated that in its implementation there are still various problems that hinder the achievement of optimal services. These problems include the low level of coordination between agencies that are members of the MPP, the lack of consistency in the presence of officers at certain counters, and the unequal understanding of the public regarding the functions and benefits of MPP. The purpose of the study was to determine the innovations made by the government in improving the quality of public services at the Public Service Mall and the factors that influence public service innovation through the Siak Regency Public Service Mall in 2024. This study was conducted using a qualitative approach and descriptive analysis. The types of data used are primary and secondary data. Primary data is the result of interviews with informants, while secondary data is supporting data obtained from related documents. Data collection techniques were carried out through interviews, documentation, and observation. The data analysis techniques used were data reduction, data presentation, and drawing conclusions. The results of the study indicate that the existence of the MPP provides convenience for the public in accessing administrative services in a fast, efficient, and centralized manner. A total of 25 agencies are involved, offering 176 types of licensing and non-licensing services. This innovation has proven to offer relative advantages, alignment with community needs, observable outcomes, and has undergone trial phases before its official launch. However, challenges remain, such as inter-agency coordination, vacancies at some service counters, and limited public participation. The main supporting factors include the availability of facilities and infrastructure, a strategic location, and strong support from the local government. Abstract

This study aims to examine the effectiveness of the Integrated Population Administration Service Program (Lantera) in providing e-KTP services in Kuantan Singingi Regency in 2022-2024. The Lantera program was initiated as an innovation to improve access to population administration services, particularly for residents in remote areas. A descriptive method with a qualitative approach was used. Data were collected through interviews, observations, and documentation using purposive sampling techniques. The findings indicate that the Lantera program has had a positive impact in accelerating the recording and issuance of e-KTPs, as evidenced by a decrease in the number of unfulfilled e-KTP obligations from year to year: 10,676 (2022), 7,416 (2023), and 4,852 (2024). The e-KTP ownership rate also increased from 95.70% (2022) to 97.10% (2023), and further to 98.17% (2024). However, the program has not yet reached full optimization due to challenges such as limited network access, low public understanding of procedures, and inconsistent service hours. Overall, the Lantera program can be considered fairly effective in achieving its goal of expanding the coverage of population administration services. Abstract

Regional expansion is basically an effort to create an effective and efficient government, as well as effective in order to realize the acceleration of improving people's welfare. Thus, the development and development of regional autonomy today is able to develop initiatives to foster new forces in society. In addition, to bring services closer to the community and create more effective supervision control. However, in expansion, of course there are disputes. One of the disputes over the boundaries of the Regency is the Five Villages Dispute between Kampar Regency and Rokan Hulu Regency. This dispute came to the surface when there was a lawsuit letter from the Chairman of the Village Consultative Body (BPD) of Five Villages, Tapung Hulu District, Kampar Regency on May 20, 2010. This study aims to find out what causes the conflict between Kampar Regency and Rokan Hulu Regency and to find out the legal aspects of dispute resolution in five villages between Kampar Regency and Rokan Hulu Regency. The research method used is normative juridical. That is, by collecting primary legal materials, primary legal materials are legal materials that have authority (authoritative). The results of this study show that the Supreme Court's decision only cancels the Decree of the Minister of Home Affairs and there is no decision stating that five villages are included in the Kampar Regency area. After the issuance of this Supreme Court decision, the status of five villages is still floating because in Article 4 of Law 53 of 1999 it is still stated that Rokan Hulu Regency has seven sub-districts, one of which is Kunto Darussalam District. Likewise, Permendagri No. 56 of 2015 which included five villages in the Kampar Regency area can still be sued. So, the settlement of the dispute in five villages with the issuance of Permendagri No. 56 of 2015 does not solve the root of the problem. Abstract

This study discusses the role of United Nations Women in addressing genderbased violence in India, with a specific focus on Dalit women during the 2020–2021 period. The background of this research is rooted in the high incidence of genderbased violence in India, driven by patriarchal norms and the caste system, resulting in Dalit women facing intersectional, double discrimination due to their gender and social status, which exacerbates their vulnerability to physical, sexual, and psychological violence The research method is a qualitative case study with a deductive-descriptive approach. Data were collected by study library research, reviewing of books, journals, official reports, as well as UN Women’s documents and publications. The theoretical frameworks of constructivist and theory of international organizations as developed by Michael Barnett and Martha Finnemore, with the level of analysis focused on international organizations. This research show that UN Women implemented various strategic programs in India, such as advocacy initiatives, and Gender Responsive Budgetin gwhich successfully raised public awareness, empowered women economically, strengthened gender-responsive policies, and built partnerships with civil society organizations. However, challenges such as limited funding, cultural barriers, and weak law enforcement against perpetrators of gender-based violence (GBV) remain to be addressed. Abstract

This study focuses on the impact of the European Union's oil embargo against Russia following its invasion of Ukraine between 2022 and 2024. The embargo was part of a broader strategy of international economic sanctions, employed as a diplomatic tool to pressure Russia into ceasing its military aggression in Ukraine. As a collective of European nations that had been major importers of Russian crude oil, the European Union held a significant share of Russia’s oil export market. Consequently, the embargo exerted considerable economic pressure on the Russian economy. The research employs a qualitative descriptive method, relying on data collected through literature reviews encompassing books, academic journals, websites, and relevant official documents. This study is grounded in the theoretical framework of international political economy, with particular reference to economic sanctions theory and the nation-state level of analysis. The findings indicate that the EU’s oil embargo succeeded in economically pressuring Russia, as evidenced by a decline in its oil export revenues. However, Russia demonstrated a notable capacity for economic adaptation in response to these sanctions. The embargo also had repercussions for the European Union itself. Ultimately, the oil embargo served as a critical instrument in the West’s response to the Ukraine invasion—producing tangible economic effects, yet falling short of altering Russia's strategic decisions regarding its military actions. Abstract

This study examines the efforts of the United Nations Assistance Mission in Afghanistan (UNAMA) to safeguard women’s rights in Afghanistan from 2021 to 2023, particularly after the Taliban’s return to power, which has curtailed women’s access to education, employment, health care, freedom of movement, and political participation. Employing a qualitative descriptive method that combines library research with an analysis of official UNAMA documents, UN reports, and relevant news sources, the study draws on pluralist perspectives, Clive Archer’s theory of international organizations, and Joshua S. Goldstein’s level‑of‑analysis framework. The findings show that UNAMA has successfully documented, reported, and advocated against abuses of women’s rights, including torture, restrictions on freedom of assembly, and discrimination within the judicial system. Despite advocacy through dialogue with the Taliban, reporting to the UN Security Council, and coordination with international actors for diplomatic pressure and humanitarian assistance, UNAMA faces significant challenges, such as limited enforcement authority and Taliban resistance to international norms. The research underscores the necessity of sustained and consistent international support to ensure the protection of women’s rights in Afghanistan. Abstract

This study aims to identify the motivations of tourists visiting the Asia Heritage tourist attraction in Pekanbaru City, Riau Province. The research employs a quantitative descriptive approach. Data were collected through questionnaires distributed to 100 respondents selected using an accidental sampling technique. The variables examined consist of push factors and pull factors, and the data were analyzed using descriptive frequency analysis. The findings indicate that the main tourist motivations stem from internal factors such as the desire for relaxation, recreation, and strengthening family bonds. Additionally, external factors such as the thematic Asian tourism concept, complete facilities, and the abundance of attractive photo spots also contribute to tourists' interest in visiting. Thus, the combination of personal motivation and destination appeal serves as the key determinant in tourists' decisions to choose Asia Heritage as a travel destination. These findings are expected to provide input for destination managers in developing promotional strategies and sustainable tourism management. Abstract

Law enforcement against unlicensed industrial activities is a crucial aspect of the supervisory function of local governments, particularly in maintaining environmental governance and ensuring compliance with legal regulations. This study aims to analyze the law enforcement efforts undertaken by the Regional Government of Pelalawan Regency against palm oil mills operating without permits in 2022. The research focuses on the forms of law enforcement implemented, the inhibiting factors within the enforcement process, and the impact of such efforts on the existence of illegal palm oil mills in the region. The research uses a descriptive qualitative approach, with data collected through interviews and documentation. The main obstacles identified include overlapping authority among institutions, limited capacity of local law enforcement personnel, weak supervision, and the influence of local political and economic interests. Based on these findings, law enforcement efforts must be improved through local regulatory reforms, strengthening the oversight function, and fostering stronger synergy between government institutions and law enforcement agencies. The results indicate that the Regional Government of Pelalawan Regency has undertaken several measures, such as issuing warning letters, suspending operations, and referring cases to law enforcement bodies. However, the implementation of these enforcement measures has not been optimal due to various challenges, including weak inter-agency coordination, limited human and financial resources, and interference from vested interests. Although regulations concerning business licensing are relatively clear, their enforcement remains ineffective in practice. Keyword :Government Law enforcement, Licensing, Benefit, Justice
