Abstract

Poverty is an issue that attracts significant attention as it relates to various aspects of life, such as the quality of life of individuals. As one of the goals of the Sustainable Development Goals (SDGs), namely "no poverty," the government’s role is highly emphasized. The Social Affairs Office of Pekanbaru City, as the government agency responsible for addressing this issue, holds an important and strategic role in poverty alleviation in Pekanbaru. This study aims to examine the role of the Social Affairs Office of Pekanbaru City in poverty alleviation to achieve the SDGs in 2023. This research is a descriptive qualitative study, with data collected through interviews and documentation. The data analysis techniques include data presentation, data reduction, verification, and finally, drawing conclusions. The theory used in this study is the theory of government roles by Arif, which explains the government’s role through four indicators: the government as a regulator, facilitator, dynamizer, and catalyst. The results of the study show that the Social Affairs Office of Pekanbaru City has carried out its role in all four indicators. As a regulator, the office is involved in drafting local regulations and setting development directions in planning documents such as the Work Plan (Renja) and Strategic Plan (Renstra) of the Social Affairs Office of Pekanbaru City. As a facilitator, the office is responsible for data collection, verification, and validation of social assistance recipients, as well as providing assistance and a forum for public complaints. As a dynamizer, the office mobilizes Social Welfare Potential and Resources (SWPR), and as a catalyst, it optimizes the role of SWPR by providing training and evaluation. However, these roles have not been fully optimized. This is evident from the lack of training to improve the capacity of SWPR conducted by the Social Affairs Office, resulting in suboptimal services to the community. Abstract

This research is motivated by the suboptimal management of the Timur Sejahtera Village-Owned Enterprise (BUMDes) whose goal is to improve the village economy and optimize village assets for the benefit of the village and community. However, the management of the Timur Sejahtera BUMDes business unit still faces obstacles that result in declining profits, which also impacts the village's original income. The purpose of this study is to describe the management of the Timur Sejahtera BUMDes in 2023-2024. The research method used in this study is a qualitative approach and descriptive research. The research location was Ujung Batu Timur Village, Ujung Batu District, Rokan Hulu Regency. Data collection techniques were interviews and documentation. This study used G.R. Terry's management theory, with indicators of planning, organizing, implementing, and monitoring. The results of this study found that the management of the Timur Sejahtera BUMDes in Ujung Batu Timur Village, Ujung Batu District, Rokan Hulu Regency in 2023-2024 was not optimal due to several aspects that were not implemented well, namely organizational and supervisory aspects. From the organizational aspect, the BUMDes implementers do not understand their respective duties and functions so that the management of the Timur Sejahtera BUMDes has not yet optimally carried out its duties. Furthermore, in the supervisory aspect, there has been no supervision in the Management of the Timur Sejahtera BUMDes from 2023-2024. Keyword:Management, Supervision, BUMDes.

Abstract

Pelawan beach tourism is one of the favorite tourist attractions in Karimun Regency which has the uniqueness of a stretch of white sand and a charming blue sea so that Pelawan beach is very good to be developed. However, there is a phenomenon, namely the decreasing number of tourist visits, so that organizational governance is needed by the government in developing tourism potential and providing benefits quickly, namely the development of tourist attractions based on agile governance. This study aims to determine and describe the development of Pelawan beach tourism objects based on agile governance in Karimun Regency in 2023. This study uses a qualitative approach & descriptive research type. The data used are primary data obtained from research informants and supported by secondary data obtained from official government documents and scientific publications. Data collection techniques in this study are by interview and documentation.The results of the study indicate that the development of Pelawan beach tourism objects based on agile governance has not been fully maximized because there are indicators of agile governance that have not been met, such as the lack of new innovations and an adaptive approach to changes that occur by the Karimun Regency Tourism Office. In addition, several obstacles that occur such as budget limitations and low tourism awareness by the local community are challenges for the Karimun Regency Tourism Office in developing Pelawan beach tourism objects based on agile governance in Karimun Regency in 2023. Abstract

The village government plays a role in facilitating the community and providing appropriate guidance regarding the development and empowerment objectives to be implemented. The community contributes ideas, energy, and even material resources to ensure the success of empowerment and development. The village government plays a role in implementing community empowerment activities. An example of this empowerment is goat farming. The problem in this research is the suboptimal performance of the Tapung Jaya village government in carrying out its role as a village government. The purpose of this study was to determine the role of the Tapung Jaya village government in optimizing the village community empowerment program through goat farming and to identify the supporting and inhibiting factors in implementing its role as a village government. This study refers to the theory of the role of village government according to Isbandi Rukmianto (2013), namely community empowerment through the Preparation Stage, Assessment Stage, Alternative Planning Stage, Action Plan Formalization Stage, Implementation Stage, Evaluation Stage, and Termination Stage. This research is a descriptive qualitative study with primary and secondary data sources. Data collection techniques used were interviews and documentation. Data analysis techniques were Data Reduction, Data Presentation, and Conclusion Drawing. The results of this study indicate that the role of the Tapung Jaya village government as the main driver in community empowerment activities in Tapung Jaya Village is not optimal, such as the lack of funds and other infrastructure such as skills training, participation, unclear goat farming management, and the existence of inhibiting factors in implementing the government's role in Tapung Jaya Village, Tandun District, Rokan Hulu Regency. Abstract

This study aims to determine tourists' perceptions of Koto Kari Mosque Lake, Kuantan Tengah District, Kuantan Singingi Regency, as a tourism product. Using descriptive quantitative methods, this study examined three aspects of perception: cognitive, affective, and conative. The results indicate that tourists' perceptions are generally good, with the cognitive and conative aspects receiving the highest scores. However, the affective aspect remains low due to dissatisfaction with facilities such as restrooms and supporting information. This study recommends improving facilities, comfort, and service quality to support the development of Koto Kari Mosque Lake as a sustainable tourism destination. Abstract

Black Lives Matter Global Network Foundation is an organization that calls for the rejection of violence against black people and was formed based on the movement of the same name, namely Black Lives Matter. In 2020, this movement became global after the death of George Floyd at the hands of a police officer. In 2014, Canada became the first country outside the United States to sympathize with this event and also called for Black Lives Matter. For black people in Canada, they often experience racist discrimination, although not the same as in the United States. However, racism is a problem that they often face as a minority. This study aims to analyze how the Black Lives Matter Global Network Foundation campaign addresses racist discrimination in Canada. This study uses Social Movement theory and group analysis levels to examine the changes created by the BLMGNF organization. Social Movement Theory itself is the main vehicle for ordinary people to be able to participate in the political sphere that intersects with the people. The method used is a qualitative method that is a literature study by using and analyzing data through sources such as books, news, magazines, articles, journals and websites. The results of this study indicate that the role and efforts of BLMGNF are able to reduce racism against black people in Canada. The awareness and sense of humanity of the community towards this problem has moved to a better path where there were demonstrations carried out by thousands of people in Toronto, Vancouver, Montreal, Ottawa, and Calgary to demand justice for cases of discrimination. Abstract

The dispute concerning dumping allegations made by Australia against A4 copy paper products originating from Indonesia arose when the Australian Anti- Dumping Commission (ADC) imposed high anti-dumping duties on three Indonesian paper companies. Consequently, Indonesia filed a complaint against Australia through the World Trade Organization (WTO) dispute settlement mechanism. This study employs a qualitative approach with a descriptive method. Data were collected through literature reviews, official documents from the World Trade Organization (WTO), as well as government publications from both countries. The research is framed using the theoretical perspective of liberalism, theories of international dispute resolution, and the nation-state level of analysis. The findings indicate that Australia has implemented the decision of the WTO Dispute Settlement Body (DSB) by revoking anti-dumping duties on two out of three Indonesian paper exporters in 2020. This measure was taken after a lengthy litigation process in which the WTO panel ruled that Australia had violated provisions under the Anti-Dumping Agreement. Abstract

This study aims to analyze the impact of the comfort women issue on diplomatic relations between South Korea and Japan. This research employs a qualitative approach using a case study method and is analyzed through the lens of historical constructivism developed by Duncan Bell, alongside Charles Tilly's theory of social movements. The study focuses on the period from 2015 to 2022, covering the dynamics following the 2015 Comfort Women Agreement. The findings indicate that the collective memory of the comfort women issue plays a critical role in fueling public resistance against Japan, as evidenced by social movements, boycotts of Japanese products, and domestic pressure on the South Korean government to reassess diplomatic and security cooperation. This study concludes that resolving the comfort women issue requires more than a legal-formal approach; it demands an empathetic and symbolic response that addresses the historical and moral dimensions of the problem. Abstract

Based on Regent Regulation Number 61 of 2021, Village Fund Allocation (ADD) is a balanced fund allocated from the Regency/City Regional Revenue and Expenditure Budget (APBD) to villages, after deducting the Special Allocation Fund to assist in financing government activities, development, and village community empowerment. The purpose of this study is to determine the implementation of Regent Regulation Number 61 of 2021 concerning the Village Fund Allocation in Pulau Aro Village, Kuantan Tengah District, Kuantan Singingi Regency, and to determine the factors involved in implementing the Village Fund Allocation policy in Pulau Aro Village, Kuantan Tengah District, Kuantan Singingi Regency in 2022. This research employed a qualitative approach with descriptive methods, conducted in Pulau Aro Village, Kuantan Tengah District, Kuantan Singingi Regency. Primary and secondary data were used, and data collection techniques included interviews and documentation. Informants were selected purposively, including the Village Head, the Head of the Village Consultative Body (BPD), the Village Secretary, relevant Village Officials, and Youth/Community Leaders. Data were analyzed using the Huberman and Miller model, with data validity checked through extended participation to strengthen trust and triangulation to verify data from various sources and tools. The results indicate that the implementation of Regent Regulation Number 61 of 2021 concerning Village Allocation Funds (ADD) in Pulau Aro Village is suboptimal because ADD is used for village budget allocations (Siltap) and village official allowances, whereas Perbub Number 61 of 2021 outlines more complex uses of ADD. Abstract

This study aims to analyze the implementation of Bengkalis Regent Regulation Number 47 of 2022 concerning Dismantling Guarantees in Advertising Implementation and its impact on increasing Regional Original Income (PAD) in Bengkalis Regency. This regulation is a regional policy instrument that aims to regulate advertising order and guarantee the contribution of the advertising sector to PAD. The research approach used is qualitative with a case study method. Data were collected through in-depth interviews and documentation of the implementation of policies in the field, especially by the Investment and One-Stop Integrated Service Office (DPMPTSP), the Regional Revenue Agency (Bapenda), and advertising business actors. The results of the study show that the implementation of the Regent Regulation still faces various challenges, including limited human resources, low compliance of business actors, and weak supervision and coordination between agencies. However, this policy has the potential to increase PAD if supported by consistent law enforcement, digitalization of licensing, and ongoing socialization to the community and business actors. With improvements in the implementation aspect, Regent Regulation Number 47 of 2022 can be a strategic instrument in optimizing the contribution of the advertising sector to regional finances.
