Abstract

Background of the study: This research describes medical record management activities in two government hospitals in Indonesia, namely RSUD Tugurejo Semarang and RSUD Kota South Tangerang. This Hospital became history for the Indonesian people during the COVID-19 era and became a referral hospital for COVID-19 patients. Medical records, as written documents regarding the initial history of a patient's illness, can be trusted in the name of law and become archives with legal and historical value. Therefore, it is necessary to look at how the medical records of COVID-19 patients are recorded and utilized. Purpose: Analyze the use of COVID-19 medical records as a source of health information data in hospitals. Method: This research uses descriptive qualitative methods. Data sources come from observation, interviews, and documentation. Findings: The research results found that medical records at General Hospitals in Indonesia are managed based on life cycle files, following the guidelines issued by the Regulation of the Minister of Health of the Republic of Indonesia Number 24 of 2022 concerning Medical Records. Conclusion: The more organized a hospital's medical record archive is, the more information contained in the medical record will be visible to researchers.

Abstract

Background of the study: In today's information-rich environment, researchers face the difficulty of managing information overload and struggle to identify meaningful information among a plethora of choices. A recommender system plays a crucial role in assisting users in discovering relevant information from a digital library. Purpose: This study aims to provide a bibliometric analysis of research publications on recommender systems for digital libraries. Method: The research method involved the quantitative bibliometric approach to analyse the research publications from the Web of Science and Scopus databases using Biblioshiny. The dataset retrieved comprises 374 documents published between the period of 2004-2023. Findings: The study's findings highlight that the number of publications was notably high in 2009 and 2018 within the analyzed period. The most significant contributors are Porcel C, Herrera-Viedma E, and Beel J. There is a considerable international collaboration between the countries- China, USA, and Germany.  Conclusions: This study indicates an emerging interest in recommender systems for digital libraries with the continuous evolution of new recommendation models. There is a huge potential for research considering the availability of multimodal data, the continuous evolution of new technologies such as deep learning, and opportunities for the development of an architecture for integrating different digital libraries.

Abstract

Background of the study: The existence of information management unit is important for the continuity of information life cycle. However, in reality, not all institutions have this unit. This research was conducted to provide an overview of information management at universities that do not yet have a special information management unit. Purpose: This research aims to provide a design information management that can be applied, especially at the UIN Malang or other public universities; especially those that have similar conditions with this university. Method: This study utilized a qualitative method and a case study approach. Through in-depth interviews with parties who understand the flow of the university's work. In addition, observations were conducted at other institutions with comparable structures to develop a workable information management design for this institution. Findings: An information management design at Universitas Islam Negeri Malang can be implemented with policies and division of work in certain units owned by this university. Conclusion: A workflow, especially for information management, must be implemented with commitment from all units involved, so that the absence of a related unit does not become a barrier to information management.

Abstract

Background of the study: Academic libraries are collapsing due to the related challenges of implementing TQM practices and integrating them. Purpose: The primary objective of this study is to ascertain the challenges and prospects of implementing total quality management in Ghanaian university libraries. Method: An explanatory mixed method design was employed in the study. Top management, librarians, faculty members, and administrators took part in the discussion. The information and data were gathered using an interview guide and a questionnaire. Out of the 239 participants, 205 persons provided a valid response. This indicated an 85.7% response rate. Out of the twenty-five individuals who were anticipated, twenty were questioned. For the investigation, a straightforward random and purposive sampling strategy was used. Both quantitative and thematic analysis of the data was done. Findings: The investigation demonstrated that there are difficulties in implementing TQM. Adopting total quality management (TQM) can be difficult due to factors such as staff resistance to change, a lack of facilities and resources, and a lack of commitment from upper management. The study also concluded that implementing TQM has several benefits such as boosting the library system's continual improvement and guaranteeing best practices and standard compliance. Conclusion: The study's conclusions may increase information scientists' and librarians' comprehension of how TQM methods are implemented in Ghanaian academic libraries and experiment with the suggested adoption model.

Abstract

Background of the study: The mission of libraries is to collect, organize, and make available various forms of information resources for potential users. Many libraries and historically significant institutions have rare and credible information resources that have little use because few people know they are available online. Purpose: The primary objective of this study is to ascertain the challenges and potential advantages associated with implementing Linked Data (LD) technology in libraries in Bangladesh. Method: A quantitative survey was conducted to collect data from the library professionals of some selected public university libraries in Bangladesh.. A total of 39 responded to the survey, which was usable among the 54 responses. The response rate was 72.2%. Once the quantitative data were collected, data were transferred into IBM®SPSS® statistics for analysis. Findings: The survey's results show that academic librarians are thoroughly aware of LD technology and believe they could have many advantages. Current research found that library professionals understand the challenges of adopting LD technologies in Bangladesh's libraries. Conclusion: This research is the first empirical investigation of the topic within the Bangladeshi setting that the authors are aware of. It shows how the information professionals in Bangladesh see the library LD and related initiatives and the possible advantages of putting it into action.

Method: The methods of analysis employed are descriptive analysis and independent sample t-test. Findings: The results showed three key findings, those are (1) the number of Scopus indexed OA articles at Universitas Surabaya is increased by 23% in 2022, (2) the majority of article publications are in OA journals, representing 70% of the 514 articles in question. (3) The t-test results indicated a significant difference with a value of t = 0.022 and a significance level of p < 0.05. Specifically, the number of citations was found to be higher in articles published in non-OA access journals than those in published in OA journals. Conclusion: The number of citations is not only affected by OA feature but also influenced by various factors, such as the reputation (quartile) of the journal, the scope of research collaboration, and the number of authors.

Abstract

Background of the study: This paper consists of two parts. The first part provides the background of recordkeeping legislation in Vietnam. The second part discusses the current status of recordkeeping legislation in Vietnam. Purpose: This research aims to examine the elements of existing records and archives legislation in Vietnam by applying the ICA Guidelines: Principle for Archives and Records Legislation (2004) as a framework to analyse a crucial insight of the laws’ element. Method: The research type is a qualitative research that involves non-numerical data which is literature to gather an in-depth understanding of a case study of a specific country. Findings: The findings indicate that some elements are mandated in the existing laws such as definition of records and archives, scope of the legislation, establishment, responsibilities, and structure of the archival institution, advisory body, reporting responsibility, national archival coordination, records management, disposal, transfer of archives, access, and preservation whereas inalienability and imprescriptibly of public records and archives, acquiring records from the private sector, and sanctions are elements that can be revised in the future. Conclusion: To develop the recordkeeping legislation in Vietnam, it is suggested that (1) the laws should distinguish the terms of document, records, and archives to avoid misunderstanding and confusion for recordkeeping practices, (2) they should add more texts on managing electronic public records of government agencies, and (3) they should be coherent to Law on Access to Information 2016 to provide access to the citizens.
