Jurnal Global & Strategis is a scientific journal published twice a year, every June and December. JGS invite discussions, reviews, and analysis of contemporary against four main themes: international peace and security; international political economy; international businesses and organization; as well as globalization and strategy. JGS published by Cakra Studi Global Strategis (CSGS), center of studies that examine the issues of international relations and this center of studies was under control by Airlangga University International Relations Department.

The article examines the increasing domestic terrorism threat within the U.S. borders and how the U.S. government responded to it. The robust maneuver of the U.S. ledcoalition in the Middle East to coercively hunt down the terrorist groups does not fully stop them from posing the threat. Ironically, the terrorist groups direct their attacks to the U.S. homeland through their small networks. It is not difcult to build networks in the U.S. homeland, since the the advance of millennium technology enables them to radicalize people from long distance. The U.S. surely concerns about the increasing number of terrorist attacks within its borders, that it recently issued a set of national counter-terrorism strategy combining both coercive and soft approach. However, the approval of discriminatory and controversial travel ban policy was believed to hamper the existing national strategy, mistarget the main causes, and create new problems.

Artikel ini bertujuan untuk melihat persepsi media di Cina terhadap kebijakan Amerika Serikat "rebalancing to Asia” yang banyak dilihat bertujuan untuk mengimbangi kebangkitan Cina, dan oleh karenanya berpotensi menciptakan ketidakstabilan di kawasan karena persaingan keduanya. Paper ini melihat media sebagai salah satu faktor yang berkontribusi terhadap dinamika persepsi dan kebijakan Cina ke Amerika Serikat berdasarkan landasan teori hubungan media dan kebijakan luar negeri dan meningkatnya peran media di Cina. Paper ini mengisi kekurangan dalam literatur yang ada yang sebagian besar fokus hanya pada diskursus kebijakan AS "rebalancing to Asia” dibandingkan manifestasi kebijakan tersebut. Dengan menggunakan studi kasus sengketa Laut Tiongkok Selatan dan program nuklir Korea Utara, paper ini berargumen bahwa persepsi media Cina bervariasi dari satu kasus ke kasus lain dimana kebijakan "rebalancing to Asia” dipersepsikan cenderung membuat ketidakstabilan dalam kasus-kasus yang berhubungan langsung dengan kedaulatan Cina termasuk dalam kasus sengketa Laut Tiongkok Selatan. Dalam menguji hipotesa ini, paper ini mengadopsi metode kualitatif analisa konten beberapa media Cina untuk melihat variasi persepsi masyarakat Cina terhadap kasus-kasus tersebut, membandingkannya dengan persepsi pemerintah, dan menarik kesimpulan dengan mendiskusikan temuan dan implikasi kebijakan "rebalancing to Asia” dalam hubungannya dengan Cina dan stabilitas kawasan secara umum.This paper aims to examine Chinese media perception toward US rebalancing policy to Asia which many perceive mainly to contain the rise of China and thus potentially create instability in the region. This paper treats media as a factor contributing to the dynamics of China's perception and policies toward the US based on the well-established theories on the relations between media and foreign policy and the increasing importance of media in China. This paper fills the gap in the existing literature which solely focus on the discourse of US rebalancing policy rather than the manifestation of this policy. Using the case study of the South China Sea Dispute and North Korea Nuclear Program, this paper argues that Chinese media perception varied across cases in which US rebalancing policy is perceived to be more destabilizing in cases relate directly to China's sovereignty such as the South China Sea. In testing this hypothesis, this paper adopts qualitative method of content analysis of several Chinese media to see the variation of Chinese perception across cases, compare these perceptions with those adopted by the government and draw conclusion by discussing the finding and the implication of U.S. rebalancing policy in its relations with China and regional stability in general.

This article tries to answer how the studies of MNCs-INGOs consolidated in the discipline of international relations. By using library research method and qualitative data analysis, it is found that the studies of MNCs-INGOs are possible and urgent to be developed in the international relations discipline. The importance of this study based on the fact that both MNCs and INGOs have developed as private transnational actors massively. The possibility to be independent study of IR is provided by the discource of internationalism. Moreover, if the comprehensive research is conducted it can be understood the transformation of not just only in the level of discource of the internationalism, but also on the exploration of the strategy and the governance of the MNCs-INGOs globally.

Diplomasi publik merupakan instrumen pencapaian kepentingan negara yang populer digunakan, dimana Republic of Korea merupakan salah satu contoh negara yang menggunakan diplomasi publik dengan Korean wave menjadi salah satu medianya. Diplomasi publik Korean wave meraih kesuksesannya di Indonesia secara umum dan kota Padang secara khusus. Tulisan ini bertujuan untuk mendeskripsikan pencapaian kepentingan negara melalui pelaksanaan diplomasi publik yang melibatkan banyak aktor swasta/private. Penulis menggunakan metode survei ke sepuluh universitas yang ada di kota Padang untuk mengetahui pencapaian kepentingan negara ini di kota Padang. Tulisan ini menemukan bahwa walaupun diplomasi publik ini berhasil dalam meningkatkan popularitas Republic of Korea, tetapi kepentingan yang ingin dicapai seperti tersosialisasikannya kebijakan pemerintah dan penciptaan image RoK yang cinta damai dan attractive belum berhasil tercapai sepenuhnya, karena ketertarikan kepada budaya populer yang ditawarkan ternyata tidak berhasil untuk menarik pemuda kota Padang untuk lebih lanjut mempelajari kebijakan-kebijakan pemerintah dan membangun image yang diinginkan oleh pemerintah. This essay intends to analyse the debate about responsibility in the discourse of global justice. The topic is inspired by the statement of Thomas Pogge who argues that the minor outcome in promoting global justice is generated by a deep ethical problem on the question of responsibility rather than a technical problem such as taxation and liberalisation policy (2001a). He argues that many global problems would be solved if only the affluent countries perceived their roles in sending foreign aid as a responsibility and not as charity, which is how many communitarians perceive it. This ethical debate will be the concern of my essay. The main agenda is to find the most convincing argument for ethical guidance in the current world. Analysing through the lense of Bertrand Russell's (1961) parameter of ‘commendable ethics,' this essay validates Pogge's position that foreign aid from affluent states is part of negative responsibility and therefore commendable as an ethical guide in promoting global justice.

There is a serious problem in term of health over the past 70 years in developing countries, one of them is the quality of life expectancy. Even it has continued to increase but still there is a gap between developed and developing countries. The gap in life expectancy is assumed to be rooted in the differences in socio-economic conditions of different social groups. Health matter, especially in the ASEAN region, is an important issue that must be addressed. Therefore, this research has an objective to explore the influence of social, economic and environmental factors on health quality in ASEAN. The variables in this research are the impacts of population, urbanization, food production, GDP, health spending, and CO2 emissions on health in 9 ASEAN countries in the period from 2001-2015. The analysis method is a panel of regression data. The findings of the research are that all the independent variables have a significant effect on Health quality in ASEAN.

Japan and Indonesia have developed mutual cooperation in academic exchange programs for the past three decades. Japan acknowledges that student interchange plays a significant role in promoting mutual understanding between Japan and foreign countries. Japanese government expects international students, either those who are still studying in Japan or those who have returned to their home countries, serve as a bridge between their countries and Japan. To achieve this goal, Japanese government employs some agencies to undertake academic exchange programs. In Indonesia, particularly, some Japanese agencies such as Japan Student Services Organization (JASSO), Japan Foundation, and Japan International Cooperation Center (JICE) have played important role in student exchanges. They have various programs to attract Indonesian students getting involved in academic exchanges. This paper describes these agencies’ role in academic exchange programs between Japan and Indonesia. Considering that the Japanese agencies work to promote Japan’s soft power through public diplomacy activities under transgovernmental networks model, I utilize concepts of public diplomacy and transgovernmental networks as a framework for analyzing the case. I argue that Japanese agencies have successfully served as Japanese public diplomacy agents by acting great role in advancing Japan’s soft power through academic exchange activities. However, some challenges appear in the way to achieve Japanese public diplomacy goal to create mutual understanding between Japanese and Indonesian people.

Why Indonesia remains committed to maintain centrality of ASEAN in its Indo-Pacific strategy as a way to deter conflicts, especially in light of President Joko “Jokowi” Widodo’s famous proclamation of “Global Maritime Fulcrum?” The main thrust of “Global Maritime Fulcrum” doctrine is that facing shifting geopolitical and economic power from the West to Asia, Indoneia needed to face the challenge by putting Indonesia’s interest back to the forefront of global political and economic discourse. Yet, by the end of the day, Indonesia remained committed in pushing for the centrality of ASEAN especially in dealing with potential conflicts in the Indo-Pacific region. By stressing the centrality of ASEAN, meaning that Indonesia is attempting to strengthen cooperation between the members of ASEAN and crafting a cooperative regional framework, Indonesia and ASEAN as a whole may be able to reduce the tension due to the clashing interest of the United States and China in Indo-Pacific region.

Pork as one of most consumed meat in the world had a big potential to be on prospective international trade commodities. Asia, especially East Asia and Southeast Asia had a deep root culture of pork culinary even in Moslem-majority countries like Indonesia and Malaysia. Although its commodity price is considered low in the international trade, the demand of pork is relatively stable. Current top exporter of pork is being held by European Union, followed by United States and Canada, while the current top importer of pork is held by China followed by United States. Southeast Asia actually had a potential to develop its pork export and take some of international market but in reality Southeast Asian countries still struggling to develop their pork export. Between Southeast Asia countries only Thailand and Vietnam who are able to export their pork meat to other countries in a large scale. Therefore, we want to share the result of our qualitative study regarding this topic to enhance the knowledge about the condition and the prospect of this commodity and what barrier that hinder Southeast Asian countries from developing their pork market by using competitive advantage theory and pork farm in Surakarta, Indonesia as the study case. The results of our study are expected could be used as reference to develop pork export in Southeast Asia.

Even though the volume of trade in goods and service increases in some advanced economy countries, trade in cultural goods and services remain in neglected terrain within multilateral frameworks. WTO has indeed highlighted the importance of cultural goods’ protection; however, its meaning and scopes, terms of protection, and dispute settlement on cultural goods and services have remained vague. On the other hand, UNESCO shed some lights on the trade of cultural goods and services, but some of the articles in its convention arises some contradiction with WTO clauses. The cases presented in this paper are all related to the culture trade, namely Canada for a periodical case (DS31), Turkey’s taxation of foreign film (DS43), Canada’s case on film distribution service (DS117), and China’s case on publications and audiovisual products (DS363). This paper aims to analyze how those cases were handled in the dispute settlement of WTO and supposed to be handled by both UNESCO and WTO. I would like to draw some lessons from the inadequate dispute settlement in WTO on culture trade, then proceed to formulate some suggestions of how cultural trade-related disputes are supposed to be formulated.
