Abstract

Health care still found deficiencies especially in the provision of drugs - drugs and medical equipment. Given the health services for the poor is a complex issue and the importance for human health, so that all human beings are entitled to proper health care. The existence of health centers in the community is important because health centers are the spearhead of health services provided by local governments. As for the support of this study, the authors used a qualitative descriptive method by taking the informant that the patient's health centers by means of interviews and documentation. Based on the results of this research is that the quality of service provided Wonokusumo PHC Surabaya to patients in accordance with the expectations of patients and patient satisfaction. Public Service Standards that become measure the quality of health center services Wonokusumo are: 1) Procedures, 2) Completion Time, 3) Cost of Services, 4) Product Services, 5) Infrastructures, 6) Competence Employer Services Officers. In this case the health centers have shown good service, procedures reasonably good service, turnaround time is still too long, lightweight and cost of the service fees paid in accordance with established, well service products seen from the results satisfactory services, facilities and infrastructure sufficient seen from amenities such as waiting rooms, bathrooms, parking lots, buildings and service rooms were comfortable and clean as well as medical equipment and drugs were complete, the competence of personnel service providers who are able, disciplined and friendly.Keywords: quality of service, public service

Abstract

One of the objectives of implementing Papua's special autonomy is to improve the quality of human resources by improving the access of Papuan children's education. The education index can provide a picture of the welfare of society from the human dimension. Special Autonomy fund available is not a modest amount, therefore it should be adequate to assist in improving the quality and quantity of human resources in the education sector. It is conducted by building facilities and infrastructures to support education. The implementation of special autonomy in the Fakfak Regency West Papua has lasted for approximately one and a half decades. Therefore, it is necessary to examine how the effectiveness of special autonomy policy implementation in this province. It is conducted especially in order to increase public access to education. The amount of the Special Autonomy Fund should be able to accelerate the development process. The Community hopes that the Regent of Fakfak would fulfill their promise made during the election campaign. The Regent is expected to conduct mission and vision focusing in improving education in Fakfak Regency, up to villages and cities inland. The education development mapping should be improved because education is the spearhead of all aspects of development. Abstract

Service quality can be interpreted as the level of satisfaction of guests or consumers.  While this level of satisfaction itself can be obtained from a comparison or type of service that is actually received by consumers.  By using the Community Satisfaction Index of the year 14 of 2017 conducted at the Borong Rappoa kecamatan puskesmas.  Kindang district.  Provincial Bulukumba.  South Sulawesi's quality of service at the Borong Rappoa health center still found deficiencies such as more discriminating people who would seek treatment at the Borong Rappoa Health Center, as well as limited facilities and infrastructure.  So based on the above problems, the focus of the problem formulation is How is the Quality of Service provided by the Borong Rappoa Kec Hemat Health Center.  Kindang Regency.  Bulukumba Province of South Sulawesi?  This study is to determine the quality of Puskesmas services.  In this study using the survey method, which uses observation and interview data and uses a qualitative approach with descriptive research types.  The results showed that with the results of the data analysis, it was concluded that the research entitled "Puskesmas service quality in measuring community satisfaction (in Borong Rappoa Health Center, Kindang District, Bulukumba District, South Sulawesi Province" based on the IKM) was included in the Community Satisfaction Index  good category for the quality of service while for facilities and infrastructure that are classified as unsatisfactory because the seats for patients are still small as well as bathrooms that are few and sometimes also dirty and advice for Borong Rappoa Health Center pay more attention to facilities and infrastructure.Keywords: Service quality, Community Satisfaction Index, Puskesmas

Abstract

The main purpose of implementing asymmetric decentralization is to realize the Distribution of Power and Authority. So that each region has the opportunity to develop the existing potential and carry out governance independently and be able to realize social justice and equitable prosperity for all levels of society. However, in practice, there is often a mismatch between expectations and reality. As in Papua, which becomes an irony amid the abundance of special autonomy but poverty is a major problem. The purpose of writing this problem is to look at the problem of poverty that ensnared Papua in the midst of an abundance of special autonomy to be proud of. The method used in this paper is a literature study. The results of the analysis carried out on this problem namely as empirical evidence as we have seen together based on poverty statistics are still very concerning. This means that even though the Special Autonomy Law has stipulated systemic designs as formulated in the Act, in reality, the Act in hypothetical implementation has not been able to fulfil the objectives of the Papua Land Special Autonomy Law. For this reason, it is necessary to implement a 1. strict control mechanism for the use of the special autonomy budget; 2. Eradicating massive corruption and allocating funds for public welfare; and 3. Abstract

In accordance with the enactment of Law Number 20 of 2003 concerning the National education system in article 31 that distance education functions to provide educational services to groups of people who cannot attend face-to-face or regular education. With the development of existing technology at the moment, the Surabaya City Education Agency is innovating a policy in improving the quality of education in Surabaya. The policy innovation is an E-learning policy in the field of education. This e-learning policy has been formulated by the Surabaya City Education Office, and has been implemented at Junior High Schools in Surabaya. This study aims to describe the implementation of E-learning policies in improving the quality of education in Surabaya. This research uses descriptive qualitative research methods using observation techniques, in-depth interviews and relevant documents. From the results of this study note that the implementation of the E-learning policy is in accordance with the interests that influence the policy namely increasing academic and non-academic achievements in junior high schools in the city of Surabaya. The results of this study are connected with the theory of Merilee S Grindle which has 2 indicators, namely the contents of the policy and the policy environment.Keyword : Policy Implementation, E-learning.

Abstract

Village funds are funds originating from the budget of state revenues and expenditures that are allocated for villages that are transferred through the district / city expenditure budget and are used to finance government administration, implementation of development, and community empowerment. Ngimbangan Village is a village located in Mojosari Subdistrict, Mojokerto Regency which carries out management of village funds for infrastructure development. This study aims to determine the effectiveness of village fund management for infrastructure development in the balance villages. Data and information are collected through observation, interviews, documentation, and literature. The analysis used in this study is descriptive analysis. The results of the study show that the management of village funds in the village of Ngimbangan in terms of the accuracy of carrying out orders (planning, implementation and reporting) led by the Village Head as the highest leader in the Village Government has been effective.Keywords: Village Fund Management, Accuracy in Making Orders, Effective

Abstract

In accordance with Law No. 6 of 2014 Concerning Village in Chapter X Article 87-90 concerning BUMDes in Managing Village Assets. In this study using descriptive qualitatife research type. There were several informants who provided related information in this study, including: Village Head of Putat Lor Village, Chair of BUMDes along with Members, Sports Field Managers and Commercial Tenants. Data collection techniques used were interview observation and documentation. From the results of this study, it is known that concerning BUMDes in managing Village Assets has not significantly affected the economic development of Putat Lor and surrounding communities because BUMDes are just beginning formed and established so that performance carried out has not had a maximum impact on the management and development of Village Assets. The results of this study are related to Performance Analysis according to Dharma which has 3 indicators, namely: Quantity, Quality and Timliness. Abstract

The success of managing forest resources in Indonesia that it has not been massive yet, the track record of the progression has shown due to mindset of managing forest that tend to antisocial. Conservation area of Sorong Nature Recreation Park (TWA Sorong) can't be separated from its community and culture. This study aims to uncover social phenomenom of the people in TWA Sorong as the implication of community interaction with surrounding forest resources. This research based on constructivism paradigm with qualitative approach. The strategy used is case study strategy trough observation method, interview and desk study. The results shows in its historical development, TWA Sorong has asymmetric information phenomena betwen government and the community that can direct its status to an illegitimate legal condition. The community arround the area are more of the type of oral tradition and tend to post-truth so that in interpreting the objective truth of the law that tend to appear simplification of law phenomena. In the cultural context, there is shifting of culture phenomena which shows a shift in the meaning of customary rights which were originaly interpreted as rights that have religio-magical ties but nowdays it's interpreted more economically.

Abstract

Kualitas pelayanan publik hari ini mengalami banyak permasalahan. Langkah perbaikan sebagai upaya menangani masalah yang ada dalam kualitas pelayanan publik cenderung berjalan di tempat, padahal dampaknya sangat besar terhadap kehidupan bernegara baik dalam segi ekonomi, politik, maupun sosial budaya. Langkah perbaikan sangat dibutuhkan terutama dalam menghadapi perubahan yang sangat pesat di berbagai bidang yang membuat kondisi ketidakpastian lingkungan semakin sulit terkendali. Berbagai teori dan analisis dalam kualitas pelayanan publik hari ini dan tantangan dimasa depan diharapkan mampu memberikan sedikit kontribusi dalam langkah perbaikan untuk kualitas pelayanan publik. New public service (NPS) yang lebih menekankan pada humanisme organisasi. Suatu model pelayanan publik yang mengakui bahwa mereke berinteraksi dengan pemerintah tidak hanya sebagai pelanggan melainkan sebagai warga negara.

Abstract

This study describes the concept of decentralization that addresses changes in operational tasks and delegation of authority in decision making from the central government to local governments. In other words, decentralization also considers as an instrument in the context of community empowerment related to human development nationally. Related to the implementation of the concept of decentralization in the era of regional autonomy, decentralization was designed to create new corruption in regional government. The majority of corruption was issued from the regional government in the last round. This study will answer the question of how the decentralization policy towards human development in Indonesia. This study uses secondary data analysis and literature review. Secondary data was obtained from the Central Statistics Agency which was then processed and reviewed based on the perspective of the researcher. Based on the results of the research that was thought about the implementation of the concept of decentralization in Indonesia, it was necessary to conduct a review related to supervision in the regions. The human development sustainability program in the area is determined by the commitment of the leader in carrying out his duties and role in running the government.
