JUSIFO (Jurnal Sistem Informasi) is published twice a year; in June and December. In this journal, reviewers will review any submitted paper. Review process employs a double-blind review, which means that both the reviewer and author identities are concealed from the reviewers, and vice versa. Abstract

The public response in Pekanbaru to parking policies and regulations has given rise to various sentiments, both positive and negative. This discussion extends not only within the local community but also across various social media platforms. This research aims to analyze public sentiment towards the new parking policies and regulations in the Pekanbaru area. The study involves the KNN, NBC, and SVM algorithms to classify public sentiment into positive, neutral, and negative categories. Balancing techniques used in this research include Random Over Sampling (ROS) and Random Under Sampling (RUS). The data utilized in this study were obtained from posts on the social media platform X. The testing of the dataset using ROS resulted in high accuracy, precision, and recall values. The findings of this research indicate that overall, the SVM algorithm outperforms KNN and NBC in terms of accuracy, precision, and recall. Additionally, the most dominant sentiment is negative, with 422 tweets expressing dissatisfaction with the current parking policies.

Abstract

This study evaluates the performance of various algorithms in determining eligible recipients for the Kartu Indonesia Sehat program. The Random Forest algorithm demonstrated the highest accuracy, precision, and recall, with values of 72.08%, 72.41%, and 99.64%, respectively. The emphasis on recall helps minimize errors in identifying eligible recipients. Additionally, the C4.5 algorithm reduced the total number of variables from 33 to 8, highlighting its computational efficiency. The findings provide valuable insights for the Social Affairs Office of Dumai City in making informed decisions regarding KIS eligibility. The results underscore the effectiveness of using algorithmic approaches to enhance the accuracy and efficiency of aid distribution processes.

Abstract

In this era of rapid technological advancement, the computer business plays a crucial role in providing goods and services to meet societal needs. However, Andalas Computer, despite offering a diverse range of products and services, faces challenges in its sales process and stock management, which still rely on manual methods. This study aims to develop a sales management system to facilitate the company's sales. By employing the Rapid Application Development (RAD) method, system requirements analysis can be addressed with feedback from users. This research utilizes PIECES analysis to identify opportunities from various aspects. The study results in a sales management system tailored to user needs. System testing was conducted using blackbox testing, followed by user acceptance testing to gauge user reception of the system. The results of the testing showed a positive acceptance rate of 90%.

Abstract

The Indonesian Red Cross, as a provider of public health services in the city of Semarang, experienced a shortage of whole blood supply in April 2023 due to high demand. In response to this issue, an effective prediction system is needed. This research aims to apply the single exponential smoothing method to predict blood needs at the Indonesian Red Cross in Semarang. The study uses data from 2022 to April 2024 as historical data to forecast blood requirements. The research findings indicate a continuous increase in the demand for whole blood availability. This study provides a foundation for developing a better prediction system with more complex data patterns.

Abstract

In the era of rapid technological growth, people increasingly expect convenience in all aspects of life, including how they interact with public services. The PLN Mobile application, developed by PT PLN (Persero), aims to facilitate access to information and services for the community. However, many users have provided low ratings and negative feedback. The purpose of this research is to analyze the factors influencing user satisfaction with the PLN Mobile application, using the Webqual 4.0 method. A total of 101 respondents were selected using a purposive sampling technique, and the data were analyzed using Structural Equation Modeling (SEM). The findings reveal that Usability, System Quality, Information Quality, and Interaction Quality significantly affect user satisfaction, while Service Quality does not. This indicates that the application meets most user expectations, though there is still potential for further improvement. These findings offer theoretical contributions to the Webqual 4.0 method and practical insights for developers to enhance the application and improve user satisfaction.

Abstract

This study explores the integration of the Levenshtein algorithm into a web-based Knowledge Management System (KMS) to optimize information retrieval for Academic Service Centers (ASC) in universities. By addressing common challenges such as typographical errors during searches, the Levenshtein algorithm enhances the system's ability to deliver accurate results, improving user experience and service efficiency. The KMS is designed to manage diverse knowledge resources, including procedural guides, tutorials, and documentation, while ensuring accessibility and relevance for students and staff. Testing revealed an 88.2% similarity score in handling string mismatches, demonstrating the system’s effectiveness in managing unstructured academic data. The findings emphasize the value of incorporating fuzzy matching techniques for robust knowledge management, particularly in higher education contexts where accurate information retrieval is critical. This research contributes a scalable framework for implementing KMS using string similarity algorithms, with potential applications extending to broader organizational settings.

Abstract

The transition toward digital transformation in higher education institutions is imperative for enhancing efficiency, transparency, and sustainability. This study evaluates the digital transformation readiness of administrative personnel at the University of Papua, focusing on organizational readiness factors: resource availability, cultural adaptability, and ICT infrastructure. The moderating role of technology anxiety, alongside demographic factors such as age and gender, was also analyzed to understand their influence on the institution's preparedness for digitalization. Findings reveal significant associations between readiness components and the ability to effectively adopt digital technologies, while technology anxiety was found to moderate these relationships. The study underscores the critical need for addressing environmental concerns, including paper waste, by implementing sustainable digital practices. Through robust statistical methods and an organizational readiness framework, this research provides actionable insights for institutions aiming to navigate the complexities of digital transformation successfully.

Abstract

The digital transformation of rural governance is critical to achieving Sustainable Development Goals (SDGs) and fostering community self-reliance. This study develops a comprehensive Enterprise Architecture (EA) framework tailored for smart rural communities using the TOGAF 9.2 methodology. The framework integrates business, data, application, and technology architectures to address inefficiencies, enhance transparency, and optimize governance processes in rural Indonesia. The research adopts the Design Science Research Methodology (DSRM) to ensure systematic artifact development and alignment with strategic goals. Key outcomes include improved administrative services, asset management, and community engagement, demonstrated through case studies involving systems such as SIMIDES, SISMANDES, and OpenSID. The proposed EA framework directly contributes to enhancing Village Development Index (IDM) scores, supporting SDGs like poverty alleviation, quality education, and reduced regional disparities. While the framework presents a scalable model for rural governance, challenges such as IT infrastructure limitations and stakeholder readiness remain. Future research should explore the integration of emerging technologies like IoT and AI to further enhance the model’s adaptability.

Abstract

This study explores the development of a blockchain-based e-certificate system designed for secure and transparent credential management at the Muhammadiyah University of Gresik. Leveraging private blockchain technology, the system addresses the challenges of certificate forgery and unauthorized alterations by ensuring data immutability and integrity. Through the implementation of a distributed ledger, the platform facilitates seamless issuance, verification, and storage of e-certificates. The methodology encompasses system design using the waterfall model, including stages of requirement analysis, system design, implementation, integration, and testing. Smart contracts are utilized to automate certificate verification processes, enhancing efficiency and reliability. The research findings demonstrate that the blockchain-based system not only secures the certification process but also streamlines operations by eliminating intermediaries. This innovative approach holds promise for broader applications in academic institutions and beyond, offering a scalable solution for secure document management. Future studies may expand its applicability across diverse industries.

Abstract

This study investigates the factors influencing the adoption of online transportation services, focusing on loyalty programs within the UTAUT2 framework. Online transportation platforms, such as Gojek and Grab, have revolutionized service delivery in Indonesia, yet customer retention remains a challenge. Utilizing an extended UTAUT2 model, this research incorporates constructs like Hedonic Motivation, Price Value, and Habit, alongside moderating variables such as Age, Gender, and Experience. Data from 413 active users in Medan City were analyzed using Structural Equation Modeling (SEM) via SmartPLS 3. Results highlight the critical role of loyalty programs in enhancing user engagement and retention by boosting behavioral intentions and actual usage behaviors. Findings offer actionable insights for platform providers to optimize marketing strategies and improve customer loyalty through tailored program designs.
