Abstract

This scientific research was conducted to find out the description of the implementation of the Regional Regulation on Regional Spatial Planning in realizing environmentally sustainable development in Bengkulu Tengah Regency. The focus of this research is on the implementation of the policy of providing Green Open Space in the development of urban areas, namely the City Parks that have been built. The method used in this study uses descriptive qualitative methods with a case study approach. Data analysis is based on techniques commonly used in communication messages, namely data collection, data classification, data interpretation and meaning of research results. The results of the study were viewed from four aspects, namely the determination of zoning, licensing issues, choice of incentives and disincentives, and community participation. From this aspect, it is known that in the construction of City Parks as a form of implementation of the policy of providing Green Open Space in the development of urban areas in Bengkulu Regency, the principle of environmentally sustainable development has not been maximally realized. First, the determination of City Park zoning is carried out unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where the construction of the City Park permit location is unknown to the public. Third, the choice of incentives and disincentives provided by the government is still too small and does not prioritize the interests of the community. Finally, the participation of the community in the construction of the City Park is still very lacking because the government is not transparent regarding the development planning that will be carried out.

Abstract

This study was conducted to describe the communication network in the management and provision of public information in Government Public Relations and Regional Work Unit (SKPD) in Solok City. The description of the communication network was obtained using descriptive qualitative research methods with data collection techniques of interview, observation and documentation. The communication network observed revolves around the functions of the communication network, connectivity, communication network typology, and separator of Solok City Public Relations Division and other Regional Work Units (SKPD). The results of the study illustrate that; 1) The function of the Government Public Relations communication network with other SKPD in the City of Solok as a technical person in charge of being able to manage the organization's internal communication. The Public Relations Department has provided information technology in the form of an application system in the form of integrated internet in each organizational unit, 2) Connectivity of the Public Relations Section of Solok City Regional Secretariat and other SKPD have strong and close connections because they use informal communication that prioritizes interpersonal closeness, the Public Relations and other SKPD departments in Solok City Government are running decentralized, 4) In the communication network of the Solok City Regional Secretariat and other SKPD, each member of each agency can communicate with each other, either directly or using media, such as telephones.

Abstract

TVRI Bengkulu Public Broadcasting Institution (LPP) which is supposed to be responsible for the welfare of its workers, especially freelancers, is more concerned with the workload of its workers because a person's workload must be appropriate and balanced against the physical and psychological abilities of workers. This study aims to determine the commoditization of workers carried out on TVRI Bengkulu television station. This research method uses qualitative research methods which are presented descriptively. Informants in this study used purposive sampling, namely Kasubsi TVRI Bengkulu Program, Journalists, News Administration, News Broadcasters, and employees who had worked at TVRI Bengkulu from various fields such as Journalists, Production Engineering, and Program Staff. Methods of collecting data using observation, in-depth interviews, and documentation. Data analysis techniques use the method of constant cooperative technique. Based on the results of the study, it can be seen that the occurrence of Commoditization of Workers in the TVRI Bengkulu Public Broadcasting Institution is true, this is indicated by the existence of work inequality ranging from additional work to the salary system obtained. When referring to the theory put forward by Vincent Mosco the media make optimal use of energy and mind by forcing them to do more than one job as a form of employee loyalty to the media industry.

Abstract

Resolving the problem of land maladministration by the Ombudsman of the Republic of Indonesia through a mediation mechanism is a very important method for both reporting parties and the reported party to find the best solution that benefits both parties. This study aims to find out how the process of problem solving through a mediation mechanism by the Ombudsman of the Republic of Indonesia Representative of Bengkulu Province. This study uses descriptive qualitative methods with informant retrieval techniques, namely purposive sampling. The informants in this study were the Chief Representative; Head of Report Inspection and Verification, Head of Report Inspection Division, Member of Report Inspection and Verification, Member of Report Examination, Secretariat of Ombudsman of Republic of Indonesia Representative of Bengkulu Province and 2 Reporting Persons / General Communities, using data collection techniques for Observation, Interview and Documentation. The results of this study are the process of resolving the land problem through a mediation mechanism carried out by the Ombudsman of the Republic of Indonesia Bengkulu Representative through 3 processes, namely the process of summoning the reporter and the reporter, the Communication Process in Mediation and the Solution produced in the mediation. a case of maladministration using the mediation method, and a solution from the reporting party and the reported party that has been agreed upon in the mediation is completed with the minutes as a result of the mediation on the joint decision.

Abstract

According to research it is obtained: attention, interesting display and pictures of electric balance which can attract customer and make them interest to try and top-up balance because the transaction is fast, easy on delivery and cheap also various model which displayed. Society can also a new agent, kios cell open for 24 hours so customer can always be served. Interest because of online advertisement by showing the price is cheaper than other sellers, but the problem comes from internet connection so it delays in sending the electric balance. Desire is still in customer who being aware in top-up electric balance with online media, cheap and fast in every transaction makes customers satisfy. The loss when sending the balance get delayed so that account will use personal balance which caused the customer loss. Action of kios cell owner can give a guidance through brochure and give direct guidance to customer about how to do a transaction in purchasing electric balance through facebook or token.

Abstract

This study discusses the communication crisis in the mass pandemic Covid-19, a case study in the coverage of the spread of Covid-19 by air. This research uses the theory of SSCT (Situational crisis communication theory) by Choombs, 2007. The method used in this research is descriptive qualitative. the crisis that occurred at WHO could result in the loss of public trust in WHO as a reliable source of world health information, WHO was proven wrong. Based on an understanding of crisis communication, the crisis of the difference in information conveyed by WHO regarding the spread of the corona virus through the air is an information crisis that occurs due to human error, where WHO is considered negligent in reviewing any information before it is submitted to the public. Based on crisis communication theory, WHO is trying to rebuild public trust using the rebuild method, here WHO is rebuilding trust by not condemning the actions of some researchers who think that WHO has been wrong in conveying information to the public, In addition to having acknowledged to the media that based on available evidence regarding the spread of Covid-19 WHO has also not posted information that contains opposition that the corona virus could not be transmitted through the air a few months ago, based on the results of a survey conducted by researchers by checking the WHO Instagram account, and the WHO official website. Abstract

This study aims to know the effectivity of interpersonal communication in learning activities through WhatsApp Group Media, a research study using an effectiveness study proposed by Devito (1997) which says there are 5 general dimensions to measure the effectiveness of interpersonal communication activities including openness, empathy, supportive, attitude positive and equality. Based on the results of the presentation about the effectiveness of interpersonal communication in lectures using WhatsApp Group by the Communication Studies lecturer at the Raden Fatah State Islamic University of Palembang, it is known that WhatsApp Group can display various types of learning media in the form of visual media, audio, audio visual, and presenter groups. However, the WhatsApp group media cannot provide sample objects directly if the course requires sample objects to be demonstrated. This research shows that learning activities that only use WhatsApp Group media without using face-to-face lecture methods are ineffective, this is due to the many obstacles faced by students and lecturers when the lecture activities take place. Various obstacles faced are the small level of openness of students, empathy that is difficult to show both by students and by lecturers, the attitude of support is not as strong as learning is done by direct meeting in class, the attitude shown is largely the opposite of what is expected by the lecturer, as well as the equality of the meaning of learning materials both for students and for different lecturers. Abstract

The government plays an important role in ensuring the country’s development. Similarly, for a province; the government of a province should take actions to improve the quality of the province. However, besides the government there are the role of civil society organizations that could not be ignored. If the government and civil society organizations’ perspectives are contradicting to each other, community will be living in ambiguous situation; there could be some of the community will choose to be in the civil society organizations’ sides, or in support to the government. This essay will describe how the people in Aceh Province in Indonesia has experienced various challenge because of there were some contradictions between the government and certain civil society organizations. Therefore, it is necessary to have good cooperation between government and civil society organizations. Although the civil society organizations will act as oppositions or partners of government, but it should synergy with the main aims should be for the better life of the people; community development. Abstract

The world of education is very important in shaping one's character, so in a college there needs to be a bureau that handles counseling guidance issues, in order to help students who have academic problems that can hamper their studies. Good communication in counseling is an absolute thing that must be mastered and understood by the counselor. This research uses a qualitative method with a descriptive approach. The results of this study are counseling communication strategies carried out by counselors that is focused on the problems faced by students (person secentered). The stages of counseling communication carried out are conducting initial observations or interviews, interviews or counseling processes, and ending counseling by psychological assessment. Abstract

Marketing Communication is a form of strategy intended to improve the quality of the company and the limited company's goals. In addition, marketing communication activities are activities that are designed to create structured management and reach the quality of work in company. The research was conducted to find out how the Marketing Communication Strategy for marketing activities in the OPPO Bengkulu Company. The object of this study was carried out to study marketing strategies in marketing activities at the OPPO Bengkulu company. While the research subjects were the OPPO Bengkulu Company which was stationed in Bengkulu and chosen by this company because of its position as TSPV manager in the field of discussing and improving the quality of the company (promoter). The theory used in this research is the theory of Internal Communication according to Lawrence D. Brennan which supports two things, namely vertical and horizontal communication. The research has revealed the marketing process itself by establishing a feed on activities as well as the marketing process. The results showed that team management and knowledge control were very important in increasing sales and customer satisfaction found in the case study. Based on the analysis, it is concluded that the marketing communication strategy of OPPO Bengkulu company uses the activities of the TSPV management team consisting of training products, follow-up, persuasive communication and impact management. Many marketing activities are supported by TSPV team activities towards promoters (employees) in increasing sales figures. Keywords : strategy, marketing communication, marketing activities.
