Abstract

This study aims to analyze the role of the Central Kalimantan Provincial Forestry Service in managing and developing sustainable tourism in the Nyaru Menteng Arboretum Urban Forest area in Palangka Raya City using George C. Edward III's public policy implementation framework. The Nyaru Menteng area, which previously functioned as an orangutan rehabilitation and reintroduction center, now faces transformation challenges from a conservation area to a sustainable tourism destination after its status change to non-forest state land. This research employs a qualitative method with data collection techniques through in-depth interviews, participatory observation, and documentation studies. The results indicate that the implementation of sustainable tourism development policies can be analyzed through Edward III's four variables: (1) communication—evidenced through the socialization of Central Kalimantan Governor Regulation Number 37 of 2021 and coordination with stakeholders; (2) resources—including budget allocation for tourism infrastructure development and deployment of 14 cleaning officers; (3) disposition—reflected in the commitment of apparatus in maintaining environmental sustainability and conservation education; and (4) bureaucratic structure—reflected in inter-unit coordination and implementation of SOPs for area management. These findings fill the research gap in literature regarding sustainable tourism policy implementation in urban forest areas post-wildlife rehabilitation in Indonesia.

Abstract

Green Open Space (RTH) is a critical component of sustainable urban development, maintaining environmental balance, air quality, social interaction, and economic activities, as affirmed by Palangkaraya Regional Regulation No. 14/2019 and Law No. 18/2025, which mandate at least 20% RTH with sustainable management focused on local vegetation preservation. Public park Pasok Kameloh in Palangkaraya City exemplifies urban RTH with potential as a sustainable tourism destination; previously vibrant with significant economic activity (daily income >Rp1,000,000), it has seen a sharp decline to Rp100,000/day following roundabout construction that altered access and traffic patterns. Interviews with informants confirm adequate infrastructure including trees, ornamental plants, and spatial layout but suboptimal maintenance, such as mossy mini-ponds breeding mosquitoes and odorous deer enclosures, diminishes visitor comfort and recreational appeal. Observations reveal discrepancies between regulatory mandates and field realities, where ecological, social, and economic functions remain underutilized. Thus, in-depth studies are needed to assess management alignment and formulate optimization strategies for Taman Pasok Kameloh as a balanced tourism destination.

Abstract

This study aims to analyze the cognitive, affective, and conative responses of female students at STISIPOL Candradimuka to Tasya Farasya’s YouTube content in the episode “Belanja Bulanan - First Impression”. This research employed a descriptive qualitative approach using media effects theory as the analytical framework. Data were collected through in-depth interviews with eight female student informants, content observation, documentation, and literature study. The findings show that cognitively the content increases audience knowledge regarding product types, functions, prices, textures, and usage results. Affectively, the content generates interest, entertainment, and curiosity, although some informants responded neutrally. Conatively, the content encourages some informants to seek further information, consider purchasing, try products, or discuss the video with friends. These findings indicate that young audiences are not passive recipients; rather, they actively evaluate message credibility, compare information sources, and adjust their responses according to personal needs.Respons Audiens, Efek Media, Youtube, Beauty Vlogger.

Abstract

Health service quality is an important factor in determining the level of community satisfaction with health facilities, especially public health centers (Puskesmas) as primary healthcare providers. This study aims to analyze the quality of services at the Menteng Health Center, Jekan Raya District, Palangka Raya City based on service quality dimensions. The research method used is descriptive qualitative with a literature study approach using relevant scientific journals. The results show that the service quality at Menteng Health Center is generally categorized as good, but several aspects still need improvement, especially in service time and procedures. The dimensions of tangibles, reliability, responsiveness, assurance, and empathy contribute to patient satisfaction, although there are still gaps between expectations and actual services. The conclusion is that the service quality at Menteng Health Center is fairly good but not yet optimal, so improvements are needed in service speed, ease of procedures, and facilities to increase community satisfaction.

Abstract

This research is motivated by the complexity of the formulation of the Regency/City Minimum Wage (UMK) policy in East Java Province, which is not only technocratic but also influenced by political dynamics and multi-actor interactions. The determination of the UMK as stipulated in East Java Governor Regulation Number 75 of 2022 and Number 78 of 2023 demonstrates the strategic role of the governor not only as a policymaker but also as a policy advocate in bridging the interests of workers and business actors. This study aims to analyze the UMK policy formulation process, the role of the governor, interaction patterns between actors, and factors influencing policy quality. The research method used is a descriptive qualitative approach with a literature study technique. Data were obtained from policy documents, academic literature, and relevant empirical media sources. Data analysis was carried out through data reduction, data presentation, and drawing conclusions using the theoretical framework of policy formulation, the Multiple Streams Framework (MSF), the Advocacy Coalition Framework (ACF), and a multi-actor governance approach. The research findings indicate that the formulation of MSE policy in East Java is the result of dynamic interactions between the government, labor unions, and business actors, involving negotiation and political compromise. The governor plays a crucial role as a policymaker and advocate in maintaining a balance of interests and the stability of industrial relations. Technocratic factors such as inflation and economic growth, as well as political factors such as interest group pressure, simultaneously influence policy decisions. However, transparency and accountability in the policy formulation process still need to be improved. This research recommends a participatory, transparent, and adaptive model for MSE policy formulation through strengthening tripartite dialogue, utilizing open data, and optimizing the roles of the governor and the Regional People's Representative Council (DPRD) in multi-actor policy governance.

Abstract

Hajj registration services are a form of public service that has an important role in ensuring administrative order and certainty of the departure of pilgrims. Along with the increasing number of prospective pilgrims every year, the Ministry of Religious Affairs of the Republic of Indonesia implements the Integrated Hajj Computerized Information System (SISKOHAT) as an information technology-based hajj registration service system. However, in its implementation, various obstacles are still found that affect the quality of service. This study aims to evaluate the Hajj registration service through the SISKOHAT application system at the Hajj and Umrah Service Office in Bengkulu City. This study uses a qualitative method with a descriptive approach. The data collection technique was carried out through observation, interviews, and documentation with informants from employees of the Hajj and Umrah Implementation Section. Data analysis uses the CIPP (Context, Input, Process, Product) evaluation model to assess the overall implementation of services. The results of the study show that in the context component, the implementation of SISKOHAT is in accordance with the needs of hajj registration services. In the input component, there are still limitations of human resources and supporting facilities. In the process component, the service has not run optimally due to network and application system disruptions. Meanwhile, in the product component, the use of SISKOHAT provides convenience and transparency in Hajj registration, although it is not fully optimal. Therefore, it is necessary to improve the quality of the network, strengthen human resources, and update the system to improve the quality of Hajj registration services.

Abstract

This study aims to analyze the effectiveness of population data and information management through the Family Data Information System (SIGA) at BKKBN of Bengkulu Province. This research uses a descriptive method with a qualitative approach. Data collection techniques were conducted through interviews, observations, and documentation with informants directly involved in program implementation. Data analysis was carried out through the stages of data reduction, data presentation, and drawing conclusions. The results of the study show that the effectiveness of population data and information management through SIGA can be categorized as fairly effective based on five indicators. On the program success indicator, the implementation of family data updating has proceeded according to the established stages although there are still technical obstacles such as network and server disruptions. On the target achievement indicator, the data collection targets have generally been met, but not evenly across all regions. From the satisfaction aspect, the SIGA system is considered to facilitate the process of recording and reporting family data. On the input and output indicators, support from human resources and technological systems has produced integrated family data. Overall, the program's objective of providing accurate and integrated population data has been achieved, although improvements are still needed in the aspects of infrastructure and human resource capacity.

Abstract

The advancement of digital technology has fundamentally transformed patterns of cultural and religious communication, particularly among Generation Z, who have grown up within a social media ecosystem. In the Hindu context, digitalisation presents both opportunities and challenges in transmitting core values such as dharma, bhakti, and karma. While previous studies have largely focused on the broader phenomenon of digital religion, a significant research gap remains in examining how Hindu Generation Z constructs, represents, and disseminates cultural values through digital communication practices, particularly within algorithm-driven social media environments. This study aims to analyse the process of digitalisation of Hindu values through the cultural communication practices of Generation Z on social media, as well as to identify the dynamics of meaning that emerge within this context. The research employs a qualitative approach with a descriptive-narrative design. Data were collected through digital ethnography, including observations on platforms such as Instagram, TikTok, and YouTube, alongside content analysis of posts representing Hindu values. Data analysis was conducted using thematic analysis to identify patterns of communication, forms of representation, and evolving constructions of meaning. The findings indicate that Generation Z functions as prosumers, not only consuming but also producing and distributing Hindu values through creative, visual, and interactive digital content. Digitalisation enables the expansion of cultural communication reach; however, it simultaneously encourages the simplification and commodification of sacred values due to the logic of social media algorithms. Furthermore, there is a noticeable shift in religious communication authority from traditional actors to digital figures such as content creators and influencers. The novelty of this study lies in the development of a dharma-based digital cultural communication framework, which explains how Hindu values are negotiated within digital spaces through the interaction of technology, generational dynamics, and culture. This research also offers an integrative perspective that bridges communication studies, sociology of religion, and digital culture within the local Balinese context. It is concluded that digitalisation is not merely a medium, but a dynamic arena for the construction of religious and cultural identity. Therefore, adaptive value-based communication strategies are required to ensure that digital transformation preserves the authenticity of Hindu teachings amidst technological disruption.

Abstract

This study aims to analyse meritocratic management oversight in the administration of the Civil Service (ASN) within the General Affairs Division of the Baubau City Regional Secretariat. The study employs a qualitative approach using a case study methodology. Data were collected through in-depth interviews, observation and document analysis. Data analysis utilised the interactive model proposed by Miles, Huberman, and Saldaña. The findings indicate that meritocratic management oversight within the General Affairs Division of the Baubau City Regional Secretariat is not yet functioning optimally, as internal oversight remains focused on administrative compliance rather than substantive control based on competence and performance. Performance appraisals of ASN have not yet fully served as the basis for promotion, transfer, and career development. Furthermore, reward and punishment mechanisms have not been consistently applied, leading to weak motivation among civil servants and creating scope for subjectivity in personnel decision-making. This study confirms that the failure of the merit system at the local level is not solely due to weak regulations, but rather to the weakness of managerial oversight functions in ensuring the consistent implementation of the merit system.
