Abstract

The objective of this research was to obtain the application of the administration  country ethic in the service of position improvement in the office of Badan Kepegawaian dan Diklat in Gowa regency. That was based on the government rule number 10 in 1979 about the employee job action measurement. The kind of the research used was the descriptive qualitative with the fenomenology type. The research informants were nine people with the deep interview, focus observation, and documentation as the data collecting technique. Besides, the data analysis qualitatively sistematic through data redcuction, data serving, verification and conclusion. The research result in the aplication of employee ethic codes showed that there were three things related, they were: loyalty, responsibility, and faithfully. Further, in the aplication of public ethic modality showed that there were three things related, they were: accountabilty, transparancy, and netrality.Keywords: Ethics of Administration, Promotion Service  Tujuan dari penelitian ini adalah untuk mengetahui penerapan etika administrasi Negara dalam pelayanan kenaikan pangkat di Kantor Badan Kepegawaian dan Diklat di Kabupaten Gowa. Hal ini sesuai dengan Peraturan Pemerintah Nomor 10 Tahun 1979 tentang Penilaian Pelaksanaan Pekerjaan Pegawai. Jenis penelitian yang digunakan deskriptif kualitatif dengan tipe penelitian fenomenologi. Informan penelitian berjumlah sembilan orang dengan teknik pengumpulan data menggunakan wawancara mendalam, observasi terfokus, dan dokumentasi. Sementara analisa data secara kualitatif dilakukan secara sistematis yakni reduksi data, penyajian data, verifikasi dan kesimpulan.. Hasil penelitian pada penerapan kode etik pegawai menunjukkan bahwa ada tiga yang terkait dalam hal tersebut yakni kesetiaan, tanggungjawab dan ketaatan. Sedangkan pada penerapan modalitas etika publik menunjukkan ada tiga hal yang terkait dalam hal tersebut yakni : akuntabilitas, transparansi dan netralitas.Kata kunci: Etika Administrasi, Kenaikan Pangkat

Abstract

ABSTRACTThis study purposed to analyze and describe the implementation of structural official mutation in the Regional Government of Takalar Regency. This study used qualitative research with case study type. This study was collected through observation, interviews, documentation and literature study. Data validation were data triangulation, techniques and time and then analyzed through data reduction, data presentation and  conclusions. The results of this study showed that the implementation of structural officer transfers in the Regional Government of Takalar Regency was not fully implemented with rules such as rotation not paying attention to environmental saturation / atmosphere, while promotion only paid attention to rank and work performance without paying attention to employee competency and Latpim participation was only an additional requirement and demotion was not a final assessment. from the Performance Appraisal Team, however, the Regent's decision must be the final decision so that it was not  known well that the performance of the official concerned was transferred.Keywords: State Civil Apparatus, HRM and MutationABSTRAKPenelitian ini bertujuan untuk menganalisis dan mendeskripsikan pelaksanaan mutasi pejabat struktural di Pemerintah Daerah Kabupaten Takalar. Penelitian ini menggunakan jenis penelitian kualitatif tipe studi kasus. Data penelitian ini dikumpul melalui observasi, wawancara, dokumentasi dan studi pustaka. Pengabsahan data dilakukan melalui triangulasi data, teknik dan waktu lalu dianalisis melalui melalui reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan pelaksanaan mutasi pejabat struktural di Pemerintah Daerah Kabupaten Takalar belum sepenuhnya dengan aturan seperti rotasi tidak memperhatikan kejenuhan/suasana lingkungan sedangkan promosi hanya memperhatikan kepangkatan dan prestasi kerja tanpa memperhatikan kompetensi pegawai dan keikutsertaan Latpim hanya menjadi syarat tambahan saja serta demosi bukan menjadi penilaian akhir dari Tim Penilai Kinerja akan tetapi harus keputusan Bupati sebagai keputusan akhir sehingga tidak diketahui dengan baik kinerja pejabat yang bersangkutan dimutasi. Kata Kunci: Aparatur Sipil Negara, MSDM dan Mutasi Jabatan

Abstract

 The aim of this study was to describe the process of gender mainstreaming in the promotion in accordance at BKD Makassar Government with Presidential Instruction No. 9 of 2009 on Gender Mainstreaming mandated to be implemented by government agencies including Local Government. The type of study was qualitative. Type of research is phenomenological. The data were collected using instruments such as interviews, observation and documents. The results of study indicated that there are three involved in this case, namely, (1) employees access to promotions that the difference in information for employees, (2) participation indicates the absence of employee involvement in the promotion except that it has the task, and (3) the promotion of employees in positions of authority do not exist except the mission from the leader. Keywords: gender mainstreaming, promotion   Tujuan dari penelitian ini adalah untuk menjelaskan proses pengarusutamaan gender dalam promosi jabatan di BKD Pemerintah Kota Makassar sesuai dengan Instruksi Presiden Nomor 9 Tahun 2009 tentang Pengarusutamaan Gender yang diamanatkan untuk dilaksanakan oleh Lembaga Pemerintah termasuk Pemerintah Daerah. Jenis penelitian adalah kualitatif. Penelitian menggunakan tipe fenomenologis. Teknik pengumpulan data menggunakan instrumen berupa wawancara, observasi dan dokumen. Hasil penelitian menunjukkan bahwa ada tiga yangg terkait dalam hal ini yaitu: (1) akses pegawai terhadap promosi jabatan itu adanya perbedaan informasi bagi pegawai, (2) partisipasi menunjukkan tidak adanya keterlibatan pegawai dalam promosi jabatan kecuali yang memiliki tugas, serta (3) kewenangan pegawai dalam promosi jabatan tidak ada kecuali adanya utusan dari atasan. Kata Kunci: pengarusutamaan gender, promosi jabatan

Abstract

The purpose of this researct was to know how to manage retribution of batu Pake Gojeng Archaeologi Park recreation area in sinjai regency, and the extent of influence caused by the management of retribution in Batu Pake Gojeng Archaeological Park. The type of research was qualitative. This research used descriptive qualitative and phenomenology with 9 informants. Data collection techniques such as interviews, observation and documentation. The results of this study indicated that the management of retribution in the Batu Pake Gojeng Archaelogical Park already quite maximum. It could be seen from the realization of the target amount of retribution from 2012 to 2016 always increased every year. The effect of retribution management of Batu Pake Gojeng Archaelogical Park recreation area in Sinjai regency was to increase visitor and increase local revenue in Sinjai regency.

Abstract

This research aimed to explain how far the goverment’s strategy for the relocation of Pedagang Kaki Lima in Sulikan’s garden North Luwu Regency and made it to be the icon of Masamba City of North Luwu Regency. Sulikan’s garden had the strategic location for Pedagang Kaki Lima to sell their trades. The goverment relocated PKL because they were bothering and preventing, therefore PKL moved from Sulikan’s garden to the Market of Masamba which its location were far from Sulikan’sgarden. The source of this data were a primary data that was collected by an interview and direct observation of the informant, a secondary data were a documents or written and unwritten reports. Techniques data analysis applied in this research are an interview, observation, and documention. The data validity techniques used were triangulation of time, triangulation of data sources, and triangulation of theory. The result of the research showed that the goverment’s strategy for relocation and regualtion of PKL used five indicators 1) mission framing 2) objective and strategy 3) funtion systems and, 4) culture groups. 1) approval alocation 2) modals allocation and 3) facilities and infrastructures allocation. Keywords: strategy to relocate Pedagang Kaki Lima

Abstract

This research aims to know the implementation of woman’s founding convict which are realized by a woman’s correctional in Sungguminasa, IIA Class. The kinds of this research are qualitative description by using a Primary data and Secondary data. This researching data is gotten by some methods like observation, documentation, and interview. Therefore,this data is analyzed by some steps they are Reduction, Display Data, Verification,and the last is Anticipatory.  The result of this research shows that the implementation of woman’s founding convict which are realized by a woman’s correctional in Sungguminasa IIA Class is running well. Founding process is done by two methods, Personality’s founding and Autonomous  founding. Personality’s founding includes religion consciousness and character building, then Autonomous founding includes skills and society’s effort.Keywords: Founding, Correctional, Woman Convicted  Penelitian ini bertujuan mengetahui pelaksanaan program pembinaan narapidana wanita yang dilaksanakan oleh Lembaga Permasyarakatan Wanita Klas IIA Sungguminasa. Jenis penelitian ini adalah deskriptif kualitatif dengan sumber data primer dan data sekunder. Data diperoleh melalui observasi, dokumentasi dan wawancara. Data dianalisis secara reduction, displaydata dan verification kemudian dilakukan anticipatory. Hasil penelitian menunjukkan bahwa pelaksanaan program pembinaan narapidana wanita di Lapas Wanita Klas IIA Sungguminasa berjalan dengan baik. Proses pembinaan dilaksanakan  melalui pembinaan kepribadian dan pembinaan kemandirian. Pembinaan kepribadian meliputi pembinaan kesadaran beragama dan pembinaan karakter. Sedangkan pembinaan kemandirian meliputi pembinaan keterampilan dan upaya pemasyarakatan. Kata kunci: pembinaan, lembaga permasyarakatan, narapidana wanita

Abstract

This study aimed to determine the implementation of supervision of the Logistics Affairs Agency; Badan Urusan Logistik (BULOG) in food control. This study used qualitative research a type of phenomenology with data collection methods were interviews and other secondary data support. The results of this study showed that the implementation of Bulog supervision in Bone Regency included monitoring, examination, assessment, interviewing, observation, calculation, analysis and reporting. Monitoring of the Bulog's calculations in  Bone Regency had been done well by the Internal Supervisory System, in terms of reporting including matched monthly reports after being authorized by the Wajo sub-divorce then reported to the Center were made. However, in terms of food analysis, Bulog did not comply with the warehousing system, such as the regulation of water content of rice that did not meet the standards of warehouse entry. BSTRAKPenelitian ini bertujuan untuk mengetahui pelaksanaan pengawasan Badan Urusan Logistik (BULOG) dalam pengendalian pangan. Penelitian kualitatif ini menggunakan tipe fenomenologi dengan metode pengumpulan data yakni wawancara serta dukungan data sekunder lainnya. Hasil penelitian ini ditemukan bahwa pelaksanaan pengawasan Bulog di Kabupaten Bone meliputi pemantauan, pemeriksaan, penilaian, wawancara, pengamatan, perhitungan, analisis dan pelaporan. Pemantauan hingga perhitungan pihak Bulog di Kabupaten Bone telah dilakukan dengan baik oleh Sistem Pengawas Internal, dalam hal pelaporan meliputi laporan bulanan yang dicocokkan setelah mendapat wewenang dari sub divre Wajo kemudian dibuatkan laporan ke Pusat. Namun dalam hal analisis pangan pihak Bulog kurang mematuhi sistem pergudangan seperti aturan kadar air beras yang tidak memenuhi standar masuk gudang.

Abstract

This study aims to explain how the government's role as regulator, motivator and facilitator in flood prevention in the District of Manggala Makassar. The method was used descriptive qualitative. While informants were took from three Governments of Regional Disaster Management Agency of Makassar and seven are  citizens of Manggala District. The data is collected by observation, documentation and interview. The results showed that the role of government as a regulator, motivator and facilitator on flood prevention in the District of Manggala Makassar had already been  performing well with some efforts that made, such as establish policies, do the coordination  and provided facilities in prevention of flood due to the impact of flooding. Keywords: the role, government, flood prevention Penelitian ini bertujuan untuk menjelaskan bagaimana peran pemerintah sebagai regulator, dinamisator dan fasilitator  dalam penanggulangan banjir di Kecamatan Manggala Kota Makassar. Metode penelitian yang digunakan adalah deskriptif kualitatif. Sedangkan  informan diambil dari tiga Pemerintah Badan Penanggulangan Bencana Daerah Kota Makassar serta tujuh Warga Kecamatan Manggala. Data dikumpulkan dengan melakukan observasi, dokumentasi dan wawancara. Hasil penelitian menunjukkan bahwa peran pemerintah sebagai regulator, dinamisator dan fasilitator dalam penanggulangan banjir di Kecamatan Manggala Kota Makassar sudah terlaksana dengan baik dengan berbagai upaya yang telah dilakukan seperti menetapkan kebijakan, melakukan koordinasi dan memberikan fasilitas dalam penanggulangan banjir maupun akibat dampak banjir.Kata kunci: peran, pemerintah, penanggulangan banjir

Abstract

The results of the study show that the implementation of the Integrative Child Welfare Service Center program in Gowa regency. The method of the research is descriptive qualitative. The kind of the implementation that used in the research is Sorean c winter type that consist of three indicators, they are organizational and inter-organizational behavior, street level bureaucrat behavior and target group behavior. The technique of data collection consists of observation, interview and documentation which researcher did around three months. The results of the study show that the implementation of the Integrative Child Welfare Service Center program in Gowa regency is seen from the organizational and inter-organizational behavior, namely the maximum commitment, while the coordination has not been maximized. Lower level bureaucrat behavior is seen from policy discretion which is still lacking and has not gone well. The behavior of the target group is seen from the positive response, namely the target group strongly supports the program but the negative response is that there are still many who are not aware of the existence of a child welfare service center program because there is but a fail of socialization carried out and the absence of a complaint secretariat at the sub-district or village level. Keywords: policy implementation, Behavior, Servis, PPKAI program, integrative children. ABSTRAKPenelitian ini bertujuan untuk mengetahui implementasi program pusat pelayanan kesejahteraan anak integratif di Kabupaten Gowa. Metode penelitian yang digunakan adalah kualitatif yang bertipe deskriptif. Model implementasi yang digunakan dalam penelitian ini adalah model Sorean C. Winter yang terdiri dari 3 Indikator yaitu, perilaku organisasi dan antar organisasi, perilaku birokrat level bawah dan perilaku kolompok sasaran. Adapun teknik pengumpulam data meliputi observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program Pusat Pelayanan Kesejahteraan Anak Integratif di Kabupaten Gowa dilihat dari, perilaku organisasi dan antar organisasi dilihat dari komitmen sudah maksimal sedangkan koordinasi yang dilakukan belum maksimal. Perilaku birokrat level bawah dilihat dari diskresi kebijakan, masih kurang dan belum berjalan dengan baik. Perilaku kelompok sasaran dilihat dari respon positifnya yaitu kelompok sasaran sangat mendukung adanya program tersebut tetapi respon negatifnya  yaitu masih banyak yang belum mengetahui adanya program pusat pelayanan kesejahteraan anak karena masih kurangnya sosialisasi yang dilakukan dan tidak adanya sekretariat aduan pada tingkat Kecamatan atau Desa. Kata Kunci: Implementasi Kebijakan, Pelayanan, Perilaku, Program PPKAI, Anak Integratif

Abstract

The objective of the research is to know how the service empowerment farmers group an the obstacle factors in the empowerment of farmers group in Paccing Village, Bone Regency. The type of the research is descriptive and qualitative which has eleven informants. The data collecting techniques  used observation and interview. The data was analyzed using descriptive technique. The research result show that the empowerment of farmers group have not maximal the need of the because the lack capital and maintenance costs while price quite large, there is another factor that became the obstacles of this empowermentis minimal know ledge of farming communities both technology and treatment techniques farming.Keywords: Empowerment, farmer group ABSTRAKAdapun tujuan dilakukannya penelitian ini ialah untuk mengetahui bagaimana pemberdayaan kelompok tani dan faktor penghambat dalam pemberdayaan kelompok tani di Desa Paccing Kabupaten Bone. Jenis penelitian adalah deskriptif kualitatif dengan informan sebelas orang. Teknik pengumpulan data dikumpulkan dengan menggunakan instrumen berupa observasi, wawancara, terhadap informan.  Data tersebut dianalisis secara deskriptif. Hasil penelitian ini menunjukkan bahwa pemberdayaan kelompok tani belum maksimal karena masih kurangnya modal sementara harga dan biaya perawatan bertani cukup besar. Kemudian faktor penghambat dalam pemberdayaan adalah minimnya pengetahuan masyarakat petani baik itu dalam teknologi maupun teknik perawatan dalam bertani.Kata kunci: Pemberdayaan, Kelompok Tani
