Abstract

This research aim to know public service transparency and accountability in making of Driving License and it executed in Set of Traffic Polrestabes Makassar. Type of this research is descriptive qualitative with source of primary and secondary data. Data are obtained by observation, interview and documentation.  Data are analyzed by reduction, display data and verification later conducted anticipatory. Result of research indicate that public service transparency and accountability in making driving license in set of traffic Polrestabes Makassar not yet fully carried out and process of driving license sometime do not impersonality in making of which driving license the result supported by result of field observation and interview. Keywords: Accountability, Transparency, Public Service   Penelitian ini bertujuan mengetahui akuntabilitas dan transparansi pelayanan publik dalam pembuatan Surat Izin Mengemudi dan dilaksanakan di Satuan Lalu Lintas Polrestabes Makassar. Jenis penelitian deskriptif  kualitatif dengan sumber data primer dan data sekunder. Data diperoleh melalui observsi, dokumentasi dan wawancara. Data dianalisis secara reduction, display data dan verification kemudian dilakukan anticipatory. Hasil penelitian menunjukkan bahwa akuntabilitas dan transparansi pelayanan publik dalam pembuatan Surat Izin Mengemudi di Kantor Satuan Lalu Lintas Polrestabes Makassar belum sepenuhnya diselenggarakan dengan baik dan proses pembuatan surat izin mengemudi kadang-kadang tidak impersonalitas dalam pembuatan surat izin mengemudi yang mana didukung oleh hasil observasi lapangan dan wawancara.Kata kunci : Akuntabilitas, Transparansi, Pelayanan Publik

Abstract

Social problems in youth become a matter that is always considered and reviewed by the government for the development of the personality of these young people. This study aims to analyze the policy formulation of Regional Regulation No. 1 of 2019 concerning Youth Development in South Tangerang. Youth Development Policy Formulation departs from youth issues including unemployment, youth behavior that is at risk of crime, thuggery, and drug abuse, there is no legal umbrella governing youth development in the city of southern Tangerang and youth infrastructure. The method used is descriptive with a qualitative approach. This research uses the theory of the Riant Nugroho formulation stage, while the stages start from policy issues, forming a formulation team, pre-policy process, public process 1, formulation of draft 1, public process 2, formulation of draft 2, special focus, final draft and determination of policy . In the policy formulation stages Riant Nugroho prioritizes the stages in formulating a policy regulation or law. The results showed that the stages in formulating youth development policy formulation by the south tangerang city government had been implemented well so as to produce a youth development policy in south tangerang. Not only the stages of formulation that are of concern from the internal side, youth also experience obstacles such as cross-regional Cooperation Organizations that have not been synchronized in terms of youth development and empowerment programs as well as inadequate infrastructure facilities that encourage youth development and empowerment.

Abstract

The aim of this research was to find out  the function of Narcotic Tackling Agency in Sidrap. The research method is descriptive-quantitative. The research type are survey with sampling using random sampling techniques as many as 30 people including 20 people and 10 policemen and the employees of BPNK office. The data was collected through observation, interviews, questionnaires and quantitative analysis. Based on the research result obtained on the implementation of Narcotic Tackling Agency in Sidrap has been performing its duties and functions in the prevention of the abuse of illicit traffic of narcotics that includes overcoming the problem of narcotics, preparation of technical policy, prevention and eradication of the use of illicit trafficking, law enforcement, treatment and rehabilitation, education and time on narcotics, prevention strategies and outreach, law enforcement strategies and strategies Therapy and Rehabilitation. The factors that affect were the implementation Narcotic Tackling Agencyin Sidrap include the cost of implementation, lack of awareness factor coordination and cooperation, education factors and special training (Training), and social factors on the prosecution. Keywords: the tackling of  narcotic Tujuan dari penelitian ini adalah untuk mengetahui fungsi Badan Penanggulangan Narkotika di Kabupaten Sidrap. Jenis penelitian ini adalah deskriptif-kuantitatif. Tipe penelitian ini adala penelitian survey dengan penarikan sampel menggunakan tehnik random sampling sebanyak 30 orang diantaranya 20 orang masyarakat dan 10 orang polisi dan pegawai Kantor BPNK. Data di kumpulkan dengan observasi, wawancara, kuesioner, dan di analisis secara kuantitatif. Berdasarkan hasil penelitian maka diperoleh mengenai Pelaksanaan tugas badan penanggulangan narkotika di Kabupaten Sidrap telah menjalankan tugas dan fungsinya dalam pencegahan penyalahgunaan peredaran gelap Narkotika yang meliputi penanggulangan masalah narkotika, penyusunan kebijakan teknis, pencegahan dan pemberantasan penggunaan peredaran gelap narkotika, penegakan hokum, terapi dan rehabilitasi, pendidikan dan waktu mengenai narkotika, strategi pencegahan dan penyuluhan, strategi Penegakan hukum, dan strategi Terapi dan Rehabilitasi. Faktor-faktor yang mempengaruhi pelaksanaan tugas badan penanggulangan narkotika di Kabupaten Sidrap meliputi faktor biaya pelaksanaan, faktor kurangnya kesadaran berkoordinasi dan bekerjasama, faktor pendidikan dan latihan khusus (Diklat), dan faktor penindakan dalam sosial. Kata kunci: penanggulangan, narkotika

Abstract

This study aims to determine the performance of Pamong Praja Police Unit implementing the prevailing local regulations in Turikale District Maros Regency and factors influencing the performance of Pamong Praja Police Unit in implementation of Regional Regulation No. 9 of 2001 on the prohibition of consuming liquor in the Turikale District Maros Regency. This type of research was using qualitative type with informan counted 6 people. Data collection techniques using are observation, interview, and documentation. The results of this study indicate that the level of performance is still not maximal, because the understanding of Pamong Praja Police Unit to the organization is not good enough, the mindset complicates and slows down so that cause dissatisfaction is still felt bt the community as a result of lack of Pamong Praja Police Unit understanding in the field in the implementation of his dities.                                          ABSTRAK Penelitian ini bertujuan untuk mengetahui kinerja Satuan Polisi Pamong Praja yang melaksanakan peraturan daerah yang berlaku di Kecamatan Turikale Kabupaten Maros dan faktor-faktor yang mempengaruhi kinerja satuan polisi pamon praja dalam melaksanakan Peraturan Daerah Nomor 9 Tahun 2001 di Kabupaten Maros.Tipe penelitan yang digunakan adalah penelitian kualitatif dengan informan sebanyak 6 orang. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa tingkat kinerja masih kurang maksimal, karena pemahaman pegawai Satuan Polisi Pamong Praja terhadap tugas pokok dan fungsi organisasi belum cukup baik, pola pikir yang mempersulit dan memperlambat sehingga menimbulkan ketidak puasan masih dirasakan oleh warga masyarkat sebagai akibat kurang paham aparat Satuan Polisi Pamong Praja di lapangan terhadap pelaksanaan tugasnya. Kata kunci: Kinerja, Satuan Polisi Pamong Praja

Abstract

This study aims to determine how much influence the education and training on work motivation of civil aperture State. This type of research is carried out with the kind of quantitative descriptive type. In taking a random sample was simple (random sampling).  The data was analyzed by linear regression and correlation with the help of statistical program SPSS 22. Hypothesis test showed that the variables of education and training acquired (t) = 0.324 with sig value of 0.747 for the value of the signature that gained more than 0.05 indicates that the value of (t) obtained is significant. This means that the education and training variables (X) effect on work motivation (Y) then H are accepted. Therefore the authors accepted hypothesis.Keywords: civil, random sampling, the regional secretariat Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh pendidikan dan pelatihan terhadap motivasi kerja apartur sipil Negara. Jenis penelitian ini adalah jenis kuantitatif dilakukan dengan tipe penelitian deskriptif. Dalam mengambil sampel dilakukan secara acak sederhana (random sampling). Data tersebut di analisis secara statistik regresi linier dan kolerasi dengan bantuan statistik program SPSS 22. Uji hipotesis menunjukkan bahwa variabel pendidikan dan pelatihan diperoleh (t) = 0,324 dengan nilai sig sebesar 0,747 karena nilai dari sig yang diperoleh lebih dari 0,05 maka menunjukkan bahwa nilai (t) yang diperoleh tersebut signifikan. Hal ini berarti bahwa variabel pendidikan dan pelatihan (X) berpengaruh terhadap motivasi kerja (Y) maka H diterima. Abstract

This study aims to determine the Effectiveness of Management of Land and Building Taxes as well as the factors that become obstacles in the Management of Urban Rural Land and Building Taxes (PBB-P2) in the Revenue Service of the Regency of Bone. The type of research used is qualitative research with descriptive type. The data collection technique uses observations, interviews and documentation using 9 informants. Data analysis techniques used are data reduction, data presentation and conclusion drawing. The validity of the data used is triangulation and referential adequacy. The results of this study indicate good management but there are still obstacles that often occur such as internal barriers, namely the lack of public awareness in paying taxes so that it slows down the UN management system. External barriers are still lack of human resources of the employees, Written Tax Returns (SPPT) sometimes not up to taxpayers or the community because the location of the taxpayer's residence is difficult to reach, the public is not obedient in paying taxes, and administrative problems that occur in UN services in the Regional Revenue Service of Bone Regency. Keywords: Effectiveness, Management, PBB-P2. ABSTRAK Penelitian ini bertujuan untuk mengetahui Efektivitas Pengelolaan Pajak Bumi dan Bangunan serta faktor-faktor yang menjadi penghambat  dalam Pengelolaan Pajak Bumi dan Bangunan Perdesaan Perkotaan (PBB-P2) di Dinas Pendapatan Daerah Kabupaten Bone. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan tipe desriptif. Teknik pegumpulan data menggunakan observasi, wawancara serta dokumentasi yang menggunakan 9 informan. Teknik analisis data yan digunakan yaitu Reduksi data, penyajian data serta penarikan kesimpulan. Keabsahan data yang digunakan yaitu triangulasi dan kecukupan referensial. Hasil penelitian ini menunjukkan pengelolaan yang baik tetapi masih ada hambatan yang sering terjadi seperti hambatan internal yaitu kurangnya kesadaran masyarakat dalam membayar pajak sehingga memperlambat dalam sistem pengelolaan PBB. Hambatan eksternal yaitu masih kurangnya sumber daya manusia para pegawainya, Surat Pemberitahuan Pajak Tertulis (SPPT) kadang tidak sampai ke wajib pajak atau masyarakat karena lokasi tempat tinggal wajib pajak yang susah untuk dijangkau, masyarakat tidak patuh dalam membayar pajak, serta permasalahan administrasi yang terjadi dalam pelayanan PBB di Dinas Pendapatan Daerah Kabupaten Bone. Kata Kunci: Efektivitas, Pengelolaan, PBB-P2

Abstract

The aims of this research was to determine the correlation of service quality to the public satisfaction of using Bus Rapid Transit (BRT)Maminasata. This research used quantitative deskriptive type of observational (non-experimental) with cross section, and then analyzed with descriptive and inferential statistic. Data Analysis techniques was used by SPSS. The population amount from this sample is 561 passengers and 101 of them is passengers. The result of this research showed that the respondents receive good quality service from Damri Corporation as operator Bus Rapid Transit (BRT) Maminasata has value 75.51. The people feel very satisfied with the services of Bus Rapid Transit (BRT) Maminasata, it is showed the value 80.27. and then the result correlation test of product moment with significant value 5% showed there were strong correlation between quality service with public satisfaction of using Bus Rapid Transit (BRT) maminasata has Value 0.606. Keywords: Service Quality, Public Satisfaction, and Bus Rapid Transit (BRT) Maminasata.  Penelitian ini bertujuan untuk mengetahui hubungan kualitas pelayanan dengan kepuasan masyarakat pengguna Bus Rapid Transit (BRT) Maminasata. Penelitian ini menggunakan deskriptif kuantitatif dengan tipe penelitian observasional (non-eksperimen) dengan pendekatan cross section, kemudian dianalisis dengan statistik deskriptif dan inferensial. Teknik analisis data yang digunakan melalui program SPSS. Populasi daalam penelitian ini yaitu sebanyak 561 penumpang dan sampel penelitian sebanyak 101 penumpang. Hasil dari penelitian ini menunjukkan bahwa responden mendapat pelayanan yang berkualitas dari Perum Damri sebagai operator Bus Rapid Transit (BRT) Maminasata dengan nilai yaitu mencapai 75.51. Masyarakat merasa sangat puas atas pelayanan Bus Rpid Transit (BRT) Maminasata, hal ini terlihat dari nilai kepuasan mencapai 80.27. kemudian dari hasil uji korelasi product moment dengan signifikan 5% menunjukkan adanya hubungan yang kuat antara kualitas pelayanan dengan kepuasan masyarakat pengguna Bus Rpid Transit (BRT) Maminasata yaitu mencapai 0.606. Kata Kunci : Kualitas Pelayanan, Kepuasan Masyarakat, dan Bus Rpid Transit (BRT)Maminasata.

Abstract

The research objective was to determine the context evaluation in the community empowerment program of PT. Ceria Nugraha Indotama In Wolo District, Kolaka Regency. The method used in this research is a qualitative method. The research was conducted at the PT. Cheers Nugraha Indotama. The research informants were the CSR / PPM Manager, CSR / PPM Consultants, the person in charge of each CSR / PPM field of PT. Cheers Nugraha Indotama. The results showed that the evaluation of the context in the community empowerment program of PT. Ceria Nugraha Indotama In Wolo District, Kolaka Regency on the aspect of the organization of the PT. Ceria Nugraha Indotama has committed both to the provincial government, district government, sub-district government and village heads to carry out the company's obligations, namely the CSR / PPM program to the community, but in the aspect of social mapping / social mapping, the company has identified the needs of the community but it has not been maximized because it seems lack of programs that touch and empower people to improve their lives so that more attention and programs are needed. The suggestion in this research is the need for in-depth social mapping from the team in charge of the company so that the community is able to feel the benefits of its presence.Keywords: Evaluation, context, community empowerment program

Abstract

The aim of the study is to find out how the quality of Public Service at the Parigi village office, District Tinggimoncong, Gowa. The research method used was a qualitative descriptive study. There were 16 informants and the data were collected through interview, observation, and documentation. The technique of data analysis was conducted through the stages of data reduction, data presentation and data verification. The results of the research showed that generallythe quality of public services at the village office of Parigi, District Tinggimoncong,Gowabased on the five indicators, namely, tangible, reliability, responsiveness, assurance, and empathy was still less qualified, as well as the apparatus of Parigi village should further improve theservice quality again to increase the ability and motivation, and the most important thing is disciplineKeywords: quality, service Penelitian ini bertujuan untuk mengetahui bagaimana Kualitas Pelayanan Publik Di Kantor Desa Parigi Kecamatan Tinggi moncong Kabupaten Gowa. Metode penelitian yang digunakan adalah jenis penelitian deskriptif kualitatif. Informan berjumlah 16 orang dengan menggunakan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data penelitian melalui tahapan reduksi  data, penyajian data, dan verifikasi data. Hasil penelitian ini menunjukkan bahwa umumnya kualitas pelayanan publik di  Kantor Desa Parigi Kecamatan Tinggi Moncong Kabupaten Gowa yang di lihat dari  lima indicator yaitu, berwujud, kehandalan, ketanggapan, jaminan, dan empati masih kurang berkualitas.  Begitupun aparatur Desa Parigi harus lebih meningkatkan kualitas pelayanananya lagi dengan meningkatkan kemampuan dan motivasi yang paling utama kedisiplinan. Kata Kunci : Kualitas, Pelayanan

Abstract

Pemanfaatan e-government menjadi diskursus yang dalam 2 (dua) dekade terakhir semakin vital perannya bagi pemerintahan yang mendorong efektivitas dan efisiensi. Singapura dan Jepang ialah 2 (dua) negara maju  yang memiliki perhatian tinggi dalam e-government. Oleh karena itu, penelitian ini memiliki 2 (dua) tujuan utama yakni: 1) Menganalisis determinan kesuksesan e-government di kedua negara; dan 2) Menganalisis peran e-government kedua negara dalam mengefektifkan pemerintahan dan mengendalikan korupsi. Metode yang digunakan di dalam penelitian ini ialah deskriptif komparatif dengan pendekatan kualitatif. Sementara teknik pengumpulan data dilakukan dengan studi dokumen. Hasil penelitian menunjukkan bahwa e-government Singapura lebih unggul dari Jepang. Faktor-faktor penting dari aspek e-government di negara Singapura ialah: kompetensi SDM yang memadai, orientasi kuat pada Pelayanan Publik, Infocomm Development Authority, dan kemauan politik yang kuat. Sedangkan determinan kesuksesan e-government di Jepang ialah: reformasi birokrasi, optimalnya Dewan Strategi Teknologi Informasi; dan pemerintahan kolaboratif. Di sisi lain, e-government di Singapura dan Jepang sama-sama berperan dalam efektivitas pemerintahan dan pengendalian korupsi, namun Singapura lebih unggul dari Jepang.
